AbstractThe importance of the working document is that it allows the analysis of information and cases associated with (SARS-CoV-2) COVID-19, based on the daily information generated by the Government of Mexico through the Secretariat of Health, responsible for the Epidemiological Surveillance System for Viral Respiratory Diseases (SVEERV). The information in the SVEERV is disseminated as open data, and the level of information is displayed at the municipal, state and national levels. On the other hand, the monitoring of the genomic surveillance of (SARS-CoV-2) COVID-19, through the identification of variants and mutations, is registered in the database of the Information System of the Global Initiative on Sharing All Influenza Data (GISAID) based in Germany. These two sources of information SVEERV and GISAID provide the information for the analysis of the impact of (SARS-CoV-2) COVID-19 on the population in Mexico. The first data source identifies information, at the national level, on patients according to age, sex, comorbidities and COVID-19 presence (SARS-CoV-2), among other characteristics. The data analysis is carried out by means of the design of an algorithm applying data mining techniques and methodology, to estimate the case fatality rate, positivity index and identify a typology according to the severity of the infection identified in patients who present a positive result. for (SARS-CoV-2) COVID-19. From the second data source, information is obtained worldwide on the new variants and mutations of COVID-19 (SARS-CoV-2), providing valuable information for timely genomic surveillance. This study analyzes the impact of (SARS-CoV-2) COVID-19 on the indigenous language-speaking population, it allows us to provide information, quickly and in a timely manner, to support the design of public policy on health.

Globalization has been a significant force in the development of the market and economic environments. The performance of MSMEs depends on accessibility to various strategic resources like abilities, technical know-how, innovativeness, and finance. Thus, it is imperative to consider the factors influencing work conditions firm level, and the strategies formulated at the national level are organized to local business perspectives. This paper examines the global scenario of MSMEs, the impact of globalization, the role of MSMEs in India, the growth perspectives of MSMEs during the pre-and post-globalization period, the critical challenges, and the role of the government in encouraging and developing MSMEs.

This chapter analyzes the impact that an open data policy can have on the citizens of India. Especially in a scenario where government accountability and transparency has become the buzzword for good governance and further look at whether the availability of open data can become an agent for socio-economic change in India. What kind of change it can bring to India which has its own complexities when it comes to socio economic issues and whether the steps taken by the government are up to the mark to address these complexities through data sharing. In order to understand the changes which may occur for the good or the bad, the chapter looks at specific examples where the open data platform have been utilized in India and what impact they have had on the Indian society and how the citizens have responded to it.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

E-government involves the use of latest skills by the government while providing the services and other information management systems to its citizens. Open data refers to the openness of all the data related to government to its citizens so that the government becomes more and more transparent and to decrease negative activities. Transparency refers to the clear and clean image of a government towards its people, which increases the trust of people on their government. The motive of this study is to analyze the impact of e-government adoption and open government data on transparency in ASEAN countries. Two control variables i.e. literacy rate and corruption have also been used in the study. The past literature has also been discussed in literature review section of this study. In order to conduct research, data about the concerned variables of the study has been collected from ASEAN countries consisting of 29 years. After applying several tests and approaches for research purpose, the two major hypotheses of this study are accepted along with the impact of a control variable, corruption. However, the impact of other control variable i.e. literacy rate has been rejected. There are various theoretical, practical and policy making benefits that will increase the transparency.

The political legacy of Lázaro Cárdenas is marked by a striking paradox. On the one hand, Cárdenas as president of Mexico from 1934 to 1940 presided over the most radical phase of the Mexican Revolution or what some historians call the “Second Revolution.” He was instrumental in organizing industrial workers and peasants at the national level and incorporating both groups into the reorganized government party, the Partido de la Revolutión Mexicana (PRM), that had as its declared purpose the establishment of a “workers' democracy” in Mexico. Under his leadership the government supported the demands of industrial workers for higher wages and improved working conditions, greatly expanded the distribution of land to the peasantry, established new welfare programs, nationalized the railroad and petroleum industries and inaugurated a program of socialist education in the public schools. The prestige of Cárdenas as the foremost leader of the radical phase of the Revolution was enhanced by the fact that he, unlike many of his contemporaries, never attempted to use political office for personal financial gain; he was not a rich man when he completed his term of office as president. At the time of his death in 1970, Cárdenas was eulogized as “the greatest figure produced by the Revolution… an authentic revolutionary who aspired to the greatness of his country, not personal aggrandizement.” On the other hand, Cárdenas was the architect of the corporatist system of interest representation, including labor, peasant and business organizations, that provided the institutional framework of what Crane Brinton has called the “Thermidor,” i.e., the conservative reaction to the radical phase of the revolutionary process, that began in Mexico in approximately 1940. The institutions developed by Cárdenas were utilized by his successors to curtail the very reforms, such as agrarian and labor reform and socialist education, that had been central to his reform program. Moreover Cárdenas facilitated the transition to a more conservative era by naming as his successor Manuel Ávila Camacho, who was known to favor a moderation of the reform process, rather than Francisco Múgica, the preferred candidate of the radicals in the government. In short, Cárdenas played a decisive role both in presiding over the radical phase of the Revolution and in launching and shaping the relatively conservative post-1940 era. The paradox of the political legacy of Cárdenas is that though the seemingly radical reforms he carried out had a lasting impact upon Mexican politics, the impact was predominantly conservative rather than radical. This essay will endeavor to explain the paradoxical political legacy of Lázaro Cárdenas by focusing upon his ideology, the institutional reforms he carried out while president, and the impact of those reforms after 1940.

The European Union’s Cohesion Policy is the most important structural policy in terms of financial commitment, geographical size and time frame, aimed at redistributing wealth between regions and countries, to stimulate growth in areas whose development is lagging behind. The reach of the investments prompted the EU Commission to promote an impact evaluation of the European Structural Funds (SF); however, the impact evaluation of EU programs is almost neglected in the Italian regions. This paper is based on the results developed within the RI.P.R.O.VA.RE project and is aimed at defining an impact evaluation of EU SF and other regional funds, based on evidence derived from the analysis of a specific case study in the Agri Valley area (Basilicata, Italy). To develop the impact evaluation process, the euro amounts of all the individual policies organized according to the themes of the New Urban Agenda (NUA), the impact indicators and the trend for the municipalities are considered together, in order to obtain an overall trend for the entire case study area. An important result is achieved above all in the methodological approach to impact evaluation: the municipal territorial scale is taken into account; the maps illustrate the use of resources; regardless of the type of funding source since there is a comparison between the priority axes of the funds with the NUA issues; and indicators are developed with open data available at a national level. This experiment makes it possible to detect that, even in the face of significant investments, some substantial aspects that are part of the policy objectives remain unchanged or even worsen.

An essential indicator of COVID-19 transmission is the effective reproduction number (Rt), the number of cases which an infected individual is expected to infect at a particular moment of time; curves of the evolution of Rt over time (transmission curves) reflect the impact of preventive measures and whether an epidemic is controlled. We have created a Shiny/R web application with user-selectable features: open data sources with daily COVID-19 incidences from all countries and many regions, customizable preprocessing options (smoothing, proportional increment, backwards distribution of negative corrections, etc), different MonteCarlo-Markov-Chain estimates of the generation time or serial interval distributions and state-of-the-art Rt estimation frameworks (EpiEstim, R0). We have analyzed the impact of these factors in the obtained transmission curves. We also have obtained curves at the national and sub-national level and analyzed the impact of epidemic control strategies, superspreading events, socioeconomic factors and outbreaks. We conclude that country wealth and, to a lesser extent, mitigation strategies, were associated with poorer epidemic control. Dataset quality was an important factor, and sometimes dictated the necessity of time series smoothing. We couldn't find conclusive evidence regarding the impact of alleged superspreading events. In the reopening phase, outbreaks had an impact on transmission curves. This application could be used interactively as a tool both to obtain transmission estimates and to perform interactive sensitivity analysis.

Abstract Increasing food production can be done through increasing productivity and increasing business scale, both of them need an additional cost. Meanwhile, capital for small-scale farmers is relatively limited, so financial support is needed. At present, the Government financing support in the form of loans program is the People’s Business Credit (KUR). The objective of the study is to analyze the role of KUR in beef cattle business and the effect on increasing livestock production. The research was conducted in 2020 in Central Lampung District with a survey method of 60 farmer respondents. The study revealed that at the national level, the participation rate of beef cattle farmers in the use of KUR was only 2.71%, and in Lampung Province, it reached 7.72%. Beef cattle farmers in the study locations used KUR funds for on-farm farming. Most of the farmers (84.4%) used the funds to purchase brood stock. The KUR program has an impact on increasing the productivity of cattle for fattening 0.2 kg live weight/head/day, increasing the scale of cattle breeding, and fattening two cows and eight cows respectively per farmer. The impact of KUR on enhancing production due to increased productivity and business scale is significantly determined by the level of farmer participation in the use of KUR. It is needed to increase farmer participation in the use of KUR and the use of KUR funds to adopt recommended technology. So that, KUR has impact on increasing livestock production.

This study sought to explore the dynamics in managing crisis in the Nigerian public sector and its engagement with the organised labour, with a view to determining the interface between industrial harmony and political stability in the country. This study is predicated on the fact that crisis management is essentially embedded in humanity. Additionally, the study was informed by the established and widely held view by scholars, that social groups by their nature and context, are in fact characterised by conflicts. Consequently, the study established that the public sector in every society is not immune against conflict or crisis, and this will naturally arise as long as there is interaction between and among human elements in the two sectors. The author used the terms—crisis and conflict—interchangeably in the study, and pointed out that the methodology adopted was a descriptive and analytical approach. This is informed by the sources of information accessed which are essentially secondary. The study concluded by asserting that given the humanity-linked nature of conflict, its management in the public sector, particularly in Nigeria, will continue to be an unavoidable responsibility of the government. This is to ensure that the right environment is created to guarantee smooth governance.

Objective - This study attempts to provide comprehensive findings on the impact of several kinds of infrastructural developments and government budgets on specific purposes, as well as agricultural and non-agricultural productions, on poverty alleviation in Indonesia between 2002-2013. Methodology/Technique - This study uses macroeconomic data at a municipal level to provide more precise findings when comparing provincial and national level data. The study uses an adaptation of the theory of international development. Findings - This research shows that electricity and sanitation are more effective at eradicating poverty than water infrastructure. In addition, household access to infrastructure is more effective in combatting poverty than the government budget for infrastructure development. The study also performs correlation matrices, dividing the data into the western and eastern parts of Indonesia, to provide more robust findings. Agricultural production is more effective in the western part of Indonesia, yet non-agricultural production is more relevant towards poverty reduction in the eastern part of Indonesia. Novelty - This study yields some empirical results and conclusions for economic development in Indonesia, finding that the key problem lies in the effectiveness of budget arrangement within the framework of fiscal decentralization.
