PurposeThe core of the micro–macro paradigm of mainstream Western economics is the assumption that a rational economic man with complete freedom of economic behaviors living in a fully competitive, free-market economy pursues maximum personal benefits. The purpose of this paper is to show the reasons for failure of mainstream Western economics explaining the “mystery of China’s economic growth” and the necessity of understanding the mystery from the paradigm of realm economics.Design/methodology/approachThe system of socialism with Chinese characteristics led by the Communist Party of China (CPC) and the local governments that play a crucial role in the reform and opening-up has the realm attribute. It is necessary to develop a new paradigm for realm economic analysis and promote the creation of new economic globalization and international political and economic order.FindingsAccording to the fourth plenary session of the 19th CPC Central Committee, “Since the New China was founded 70 years ago, our Party has led our people to create the rarely-seen miracle of rapid economic development and miracle of long-term social stability”. The authors find that it is effective and necessary to explain the miracle of China’s economic growth from the paradigm of realm economics.Originality/valueAs proven by practice, the system of socialism with Chinese characteristics and the governance system of China are guided by Marxism, rooted in China with a deep Chinese cultural foundation, and sincerely supported by the people.

PurposeWhat is the relation between the land system with Chinese characteristics and the country's high-speed economic growth in the past decades? There is a lack of rigorous academic research based on the general equilibrium theory of macroeconomics on this issue.Design/methodology/approachBy building a multisector dynamic general equilibrium framework with land system, this paper explores how the land supply mode with Chinese characteristics affects China's economic growth as well as its transmission mechanism.FindingsThis paper confirms the importance of land system with Chinese characteristics in explaining the mystery of China's high-speed economic growth. Counterfactual analysis shows that if China adopts a land system similar to that of other developing countries, GDP will drop 36% from the current level under the baseline model.Originality/valueAs the industrial sector shrinks relatively and the output elasticity of infrastructure decreases, this inhibitory effect will become more apparent. China should improve its land supply mode, especially expand the supply of commercial and residential land and reduce the cost of land in the service sector. This can promote better economic development in the future and thus improve household welfare and the structure of aggregate demand, replace “land-based public finance” and thus inhibit the “high leverage” risks of local governments.

PurposeThe proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.Design/methodology/approachThis law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.FindingsAs socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.Originality/valueThe new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.

PurposeGiven the recent rapid economic development, the processes of industrialization and urbanization are accelerating. At the same time, the contradiction between environmental quality and economic development has become increasingly prominent and is likely to restrict the normal pace of China’s economic development and environmental protection. As such, the purpose of this paper is to incorporate the urbanization factor into an analytic framework to discuss the relationship among urbanization, economic development, and environmental pollution.Design/methodology/approachA panel data of 31 Chinese provinces from 2004 to 2015 is selected for this research. A spatial correlation test is first conducted on the environmental pollution status, then the spatial Durbin model is used to carry out spatial econometric testing of the relationship among the above three factors.FindingsInterprovincial environmental pollution in China has significant positive spatial correlation, environmental pollution discharge in most provinces is significantly stable, discharge of environmental pollutants is transitioning from coastal to inland provinces, and urbanization and economic growth can both aggravate environmental pollution, but economic growth can relieve environmental pollution in neighboring provinces.Originality/valueThe relationship between economic growth, urbanization, and environmental quality has always been an important issue for sustainable development. As such, China’s urbanization leads to economic development, while rapid economic growth and environmental pollution are coordinated. This paper focuses on the specific relationship between them. To this end, local governments make concerted efforts to formulate sound environmental regulation policies based on local environmental conditions, where economic development is an effective means of alleviating the contradictory relationship between economic development and environmental protection.

During the Fourth Plenary Session of the 13th Communist Party of China (CPC) Congress, a new and important reform document was adopted. Announcing reforms mainly in the juridical sector, the 'Decision of the CPC Central Committee Concerning Some Major Questions in Comprehensively Moving Governing the Country According to the Law Forward' is part of the overall reform package kicked off at the Third Plenum last year. This article points out the document's main objectives, and provides a preliminary analysis of the announced reforms. Three main themes are identified. First, the document is part of the overall goal of developing a special Chinese system of 'socialism with Chinese characteristics'. Second, not only institutions but also the minds and work styles of officials are to be reformed. Third, the document strongly affirms the CPC's role as the legal guardian of the reform process, as well as juridical matters.

This study was based on 23-year period time series data from 1983 to 2005. An OLS method was applied to test the hypothesis that economic variables such as private investments, local government spending, prices of domestic goods, prices of goods and income of the adjacent regions (Jakarta and South Sumatera Province) have effects on the economic growth of Lampung Province. The results of this study show that the independent economic variables have significant effects on the economic growth of Lampung Province. It is found that the interregional linkage is important. A comparison of the two neighbor provinces shows that the linkage of Lampung’s economy with Jakarta’s economy is relatively stronger than that with South Sumatera Province. The implication of this study is that the provincial and local governments of Lampung as well as the people of Lampung should make better use of the spatial spillover effect of DKI Jakarta and South Sumatera Province.

PurposeThe purpose of this paper is to explore how local government bodies in Nepal are empowered to play their constitutional roles and engage in activities to deliver public services at the doorsteps of the people effectively. The focus is on the institutionalisation of federalism, its implications for local governance, and capacity development of local authorities.Design/methodology/approachIdeas of decentralisation, governance and public management have been used to interpret findings based on qualitative research methods by key informant interviews, focus group discussions and personal observations conducted in five selected municipalities in Nepal.FindingsThe process of operationalising the power of local government bodies is more conventional and hierarchic. At the same time, the formulation and implementation of inclusive plans and budgeting are confined with certain formalities that do not necessarily allow citizens the space for voices. Federal government grants constrain fiscal jurisdiction and control over resource mobilisation. The mere preparation and administration of local government legislation and relevant by-laws have weakened the capacity of local government bodies.Originality/valueFrom interpretation of first-hand data, this paper has identified the pitfalls of the federalisation process, the constraints deter the devolution of power to local bodies as well as the transformation of local governments into autonomous institutions in Nepal.

Purpose The purpose of this paper is to examine China's approach to circular economy (CE) and investigate how the foreign concept of CE has been turned into a national strategy for implementation in production, circulation and consumption. This study aims to highlight the Chinese characteristics in the implementation of CE from central to local levels including the “trial and test” by pilot schemes and the role of local governments in CE transformation of industrial parks and in building CE cities. Based on what has been achieved, this paper aims to identify the gaps to be filled in the next stage of CE implementation. Design/methodology/approach This paper engages in critical analysis of state policies, plans, laws and regulations and case studies of Suzhou New District and Shanghai city in the building CE-oriented industrial park and CE city, respectively. Findings China has taken a top-down approach to CE characterised by strong government involvement in both policy and plan making and implementation at local levels. The government’s financial investment and administrative assistance proved to be crucial in the early stage of CE implementation to close the loop at industrial parks and in cities. In comparison, participation by enterprises and individuals is still weak and limited, which should be the focus of the next stage of CE implementation. Originality/value There is an absence of legal literature that studies circular economy in China. This paper fills the gap by examining the development of CE law and policy as well as CE implementation at local levels from industrial parks to cities.

Despite the fact that the government is the main actor of economic development, it also invites private parties to be actively involved in the economic development. The main objective of public and private investment is economic development. But the ultimate goal of investment and economic development itself is to improve the welfare of the community. This study seeks to investigate the effect of private and public investment on economic growth. Furthermore, it also investigates the impact the investment on the community welfare either directly or indirectly through economic growth by way of analyzing the data on private and public investment, economic growth, and the human development index of local governments in Indonesia for the period from 2012 to 2016. Hypotheses were tested using PLS (Partial Least Squares). The results show that both private and public investment directly influence economic growth and indirectly affect the welfare of the people through economic growth. Direct test results also show the positive effect of economic growth on community welfare.
