Social sustainability in Public–Private Partnership projects: case study of the Northern Beaches Hospital in Sydney

PurposeThe purpose of this paper is to present evidence to the heated debate “whether Public-Private Partnership (PPP) model should be introduced into the hospitals” and, if so, how to promote the social sustainability of such PPP projects.Design/methodology/approachThis paper has established an analytical framework to analyse the social sustainability of PPP projects. Using content analysis method, a single case study was carried out on the Northern Beaches Hospital in Sydney, Australia.FindingsThe results show that there are many problems related to social sustainability in the project, due to which employees and patients were exposed to most of them. Some recommendations are provided, including to strengthen the supervision of the project, provide sufficient information, establish communication channels and stakeholder participation, improve hospital policies and procedures, and strengthen government support.Practical implicationsThis paper can provide guidance for the stakeholders in a partnership, including the public and private sectors, to analyse the social sustainability implications, and then plan and implement hospital PPP projects to achieve social sustainability goals. Meanwhile, it can also provide important reference for the employees, patients, local community and society to assess social sustainability issues, and provide relevant inputs to inform decision-makers in the development, delivery and management of hospital projects.Originality/valueThe research will contribute to knowledge of social sustainability of hospital PPP projects. The proposed analytical framework can be used to analyse and assess the social sustainability of such projects from the perspective of stakeholders.

Purpose Sustainability, especially in terms of development and growth, has been in the agenda of the world community for several decades. However, apparently not all the aspects of sustainability are given equal importance. Ecologic and economic components of sustainability have been in the focal point of many theoretical and practical works, as the social aspect has been mostly left out of emphasis. The purpose of this paper is to examine the social aspects of sustainability and its relation to architecture, with respect to the strong connection between the society and the built environment. Design/methodology/approach The core of the paper consists of a case study conducted at a design studio course for third-year architecture students whereas the outcomes of the student works on the design problem are evaluated as examples for design approaches to reflect the effects of the built environment on social sustainability. The case study is supported with a literature review and examination of existing approaches to similar subjects regarding social sustainability. Findings The findings resulted in a better understanding of social sustainability in architectural education which is reflected on the built environment through several architectural strategies. Originality/value This paper contributes to the literature by providing a holistic understanding of sustainability including its social aspects and creating an awareness for the importance of social sustainability in architectural education.

Purpose This paper aims to highlight the contribution of ecological fairs to the promotion of sustainability in university campuses, based on a case study carried out at the University of Passo Fundo, located in Southern Brazil. Design/methodology/approach Producers and consumers of the ecological fairs were interviewed to analyse how the social, economic and environmental spheres of sustainable development are impacted by these fairs. In total, 24 interviews were conducted. Findings The results showed how fairs positively impact the academic and local community while bringing sustainability into university campuses. Research limitations/implications The main limitations of this study were the number of interviews and the short period during when the study was conducted. Practical implications This case study demonstrated how the promotion of ecological fairs on a university campus plays an important role in the implementation and practice of sustainability and can serve as an example for other institutions that intend to work on similar projects. Originality/value This paper contributes to the literature by providing a discussion on how ecological fairs represent a good addition in the process of universities to become more sustainable and which aspects of each sustainability sphere are involved.

The tourism industry plays a very crucial role in the country’s economy, as it not only contributes towards the national income but also brings beneficial spillover directly or indirectly on the other industries. Tourism is the most important source of income for many emerging countries. India, a newly emerging economy, also depends, to a great extent, on tourist income. However, this sector continues to not make optimal contribution in India. In today’s competitive arena, the state tourism corporations must use all possible means to maximise growth and profitability through pegging up the rate of tourist arrivals. There is a general agreement in the tourism industry at the theoretical level about the imperative of a public – private partnership (PPP) in serving this objective. PPP aims to synergise the efforts of the two components in the general development of society and increase in competitiveness. The public–private partnership in tourism industry is at an emerging stage and could be developed in various ways. This case study highlights the key learning from Delhi Tourism’s experience on how PPP can be implemented in the tourism sector. This case study discusses an opportunity for Delhi Tourism which can alter the landscape of the tourism industry of India and also the rejuvenation of Delhi Tourism, a public sector corporation, through PPP. Expected learning outcomes The case will give a clear understanding of the dynamics and environmental factors governing a mixed economy like India. The reasons for the PPP can be analysed through the case. Students can understand the strategic choice of taking a private partner by a public sector in a very dynamic industry, i.e. the tourism sector. Purpose Since the 1990s, the National Health Service (NHS)advisory officers have developed considerable expertise in managing the process of specifying, procuring, contracting and running public–private partnership (PPP) projects. However, there has been a relatively consistent trajectory in the findings of studies and evaluation of PPP from its initial introduction in the health sector in 1992 to the present time. Therefore, the purpose of this study is to critically evaluate the PPP experience in the UK context using a case study in the NHS. Design/methodology/approach The partnership literature is primarily focussed on process issues, and the impact of partnerships on improving outcomes cannot be assumed. By conducting a critical review on most updated research studies and innovative approaches in this area, the literature as to the place of PPPs in health in the context of the UK is critically explored and whether they have a role in system resilience is examined. A case study has be used as well to describing the processes of a PPP arrangement. Findings Health-care PPP is one of the options relating to health system resilience. However, their contribution in the NHS has been mixed, with success noted in short-term clinical and services contracts while in the long-term the value for money argument has not been proven. In theory, the role of PPPs in bringing together ingredients supporting system resilience such as finance, management and innovation in the UK has not always been successful, and NHS providers have taken the approach to exit such arrangements. Research limitations/implications More research work is needed to capture the 21st-century challenges and critical success factors during its implementation. Practical implications The creation of strong partnerships is moving service delivery away from a project-by-project approach to one that includes strategic and policy developments for long-term results. Originality/value This is a fresh discussion in the role of PPP in system resilience in the UK perspective through a case study describing an exit from a PPP arrangement.

Purpose – The purpose of this paper is to discuss how French universities can play a key role in generating Smart City (SC) through an innovative Public-Private Partnership (PPP) dedicated to urban transformation. Design/methodology/approach – The authors led an action-research study for five years with several research and pedagogic projects, including users or citizens. Findings – The paper points out main factors of SC development. It also presents shared demonstrators’ characteristics, including industrial scale, sustainability, and citizens’ participation. Research limitations/implications – This research is experimented with only one regional multi-case study. Practical implications – Practical implications of this paper include a University of Lorraine diversification strategy through the “Chaire REVES” supported by public and private partners. Social implications – At the regional level, industrial-university-territorial partnerships could tackle both societal and economical issues “with,” “for,” and “by” citizens. Originality/value – Based on the Living Lab concept, this case study shows a concrete regional university strategy involving: user-centric design, collaborative processes, citizens’ workshops, and new financial and organizational answers enabling collaboration between private companies and public institutions. The paper also argues that innovative PPPs involving users are necessary for developing SC.

Purpose – The purpose of this paper is to probe experiences of entrepreneurs in the social and health care service provision. Design/methodology/approach – Information was collected regarding entrepreneurs’ views on the factors affecting the collaboration between public and private sectors. A sample of social and health care entrepreneurs was interviewed using open-ended questions. The interviews were transcribed and analysed using inductive content analysis. Findings – Three main categories of factors affecting the success of partnership were identified: the nature of partnership, business aspects and tension builders. Research limitations/implications – The research was undertaken in rural Finland and the sample consisted 13 entrepreneurs. The results must be considered as observations with more generalised conclusions. Practical implications – The results of this study support municipalities in their social and health care service strategy work and especially in consideration of how to also facilitate a fruitful public-private partnership (PPP)-framework, which will largely depend on mutual understanding and consensus. Originality/value – The reform of the social and health care system has raised intensive public debate throughout Europe. Key issues include the reorganising of social and health care processes as well as PPPs in provision of services. This study observes the views and experiences of private entrepreneurs and points out where some potential problems and solutions of social and health care PPPs are.

Purpose – This case study was chosen for its rare, if not unique, project procurement strategy. It is, to the authors’ knowledge, the only example of a project alliance (PA) being undertaken within a public-private partnership (PPP) project delivery approach. The purpose of this paper is to explore the case study from a strategic perspective to better understand if it is possible to combine a PA within a less collaborative procurement form, such as PPP or design and construct (D&C), and to determine if there were any specific prerequisite conditions needed for such an arrangement to be successfully adopted. Design/methodology/approach – A single exploratory case study was undertaken through interviewing seven of the most senior project participant executives for approximately an hour that each had a separate and unique perspective to offer relating to the organisational role they represented in the PA. These interviewees were identified as the most knowledgeable key executives participating in the PA from whom both strategic and operational insights could be gained. Findings – It is possible to design a PA approach within a PPP for large and complex infrastructure projects and this can provide a competitive advantage to do so, however, the reasons for doing so should be clear and compelling. Parties to such an arrangement should be prepared to fully engage through adopting full PA principles. In such a case as this, the PPP special purpose vehicle takes on the role of “project owner” that normally the public body part of the PPP would normally adopt. Research limitations/implications – This research reports upon a single case study within a specific project delivery culture that has extensive experience of PAs. Demonstrated positive project outcomes would not be likely to be more generally repeatable across the engineering infrastructure sector unless parties engaged within such a PA had not already experienced and understood outcomes resulting from such a close collaboration. Practical implications – This research has implications for project participants bidding for PPP projects as well as others using a D&C tending approach. It offers a potential competitive advantage because it demonstrates and explains how choices may be expanded beyond a simple single project procurement strategy approach. Social implications – Many PPP and PA infrastructure projects are delivered to provide community benefit. This paper provides a way to improve the project delivery process and thus improving value to the community. Originality/value – The paper makes three contributions. Primarily, it pioneers analysis of a PA within a PPP. Second, it provides important insights into the reasons and emergence of this phenomenon. Finally, it provides an understanding of this how this novel form of early contractor involvement with a PPP special purpose ownership vehicle that combines competition and collaboration may function operationally.

Purpose The purpose of this paper is to review critical success factors (CSFs) for the implementation of the Scaling Solar Programme in Zambia, the first solar public-private partnership (PPP) in the country. Design/methodology/approach The single case study is based on stakeholder interviews and the evaluation of primary and secondary sources of data. As a first step, the study illustrates the implementation of Scaling Solar in Zambia and links it to the formal PPP framework of the country. The second step compares central CSFs for PPPs identified by previous research with the current framework of the programme. Furthermore, it analyses whether these CSFs have affected the PPP project implementation in Zambia. Based on these findings the question discussed will be which CSFs can be identified that impacted the implementation of the programme in a third step. Findings The case study found that the design of the Scaling Solar Programme largely mitigated the main financial and political risks identified in previous studies with regard to the uptake of energy infrastructure processes in developing countries. It reveals that government stakeholder alignment and institutional capacity are the central CSFs which impact the roll-out of the programme in Zambia. Originality/value The study suggests that a pre-implementation phase of a complex PPP project should comprise government stakeholder alignment which can be based on approaches to Relationship Management Theory. By suggesting a stakeholder management approach, the study indicates how a PPP framework, with a redefined role of a horizontally integrated, independent Public-Private Partnership Unit, can support this approach.

Purpose Lack of competition in procurement processes may affect the sustainable procurement due to overpriced and low-quality infrastructure. The purpose of this paper is to investigate the current practices in Malaysian public-private partnership (PPP) in handling unsolicited proposals within PPP and to suggest ways in which the practices can be improved to achieve sustainability. Design/methodology/approach Case study was conducted within which 13 semi-structured interviews were carried out with different groups: the policy makers, the practitioners and the experts. The study also scrutinised published guidelines and relevant regulations used by in management of unsolicited proposals in Malaysian PPP. Findings The Government of Malaysia welcomes unsolicited proposals from the private sector, even though it does not publish any established mechanisms to handle such proposals. Lack of competition in unsolicited proposals is a major concern in achieving sustainable goals of procurement. This could be addressed by introducing a competitive element to unsolicited proposals. Originality/value There are limited study and reports on the implementation of unsolicited proposals by the Malaysian Government. Besides adding to the literature, this paper reveals the management of unsolicited proposals. Most importantly, it is useful in assisting potential Malaysian PPP stakeholders and investors in what to expect, based on findings from the actual practice.

Purpose – The main aim of our study is to demonstrate that the Italian way to marketing included not only the “advertising artists” but also what can be labelled as the social network approach, which was mainly used by cooperative enterprises. Focussing on the case study of the Granarolo co-operative, the paper discusses the social network method of marketing as it emerged during the 1950s and 1960s in Italy. Design/methodology/approach – The research draws on different types of primary sources, including co-operative business records, interviews, publications, newspaper articles and advertisements. Findings – In the age of mass consumption, the Granarolo co-operative developed an original marketing strategy based on social networks. This strategy can be considered a kind of community brand based on shared values pre-existing to the brand itself and a kind of viral marketing put in place before the electronic revolution. Research limitations/implications – The research focusses on the Granarolo case study. It can be extended to other co-operative enterprises. However, it is unknown whether the anticipation of viral marketing has also been used by private enterprises. Practical implications – The marketing strategies analyzed in the paper could be a interesting solution for undertakings strictly connected and rooted in their local community or in their Web community. Social implications – In today’s world of the Web, this physical constraint no longer exists, and the social method of marketing exceeds the regional and even the national level. In conclusion, this was an innovative method of marketing and advertising that came into being, ahead of its time, about a half a century before modern Web-based social networks were conceived, yet uses the same concepts, hence its extraordinary originality. Originality/value – This study is the result of an original research which tries to highlight what we could label the Italian way to marketing. Taking into consideration the first two decades of the Granarolo history and focussing on the marketing strategy, our contribution seeks to examine how the social networks approach worked and in what it differs from today brand community and viral marketing.
