Purpose The purpose of this paper is to develop a model of employee innovative behavior conceptualizing it as distinct from innovation outputs and as a multi-faceted behavior rather than a simple count of “innovative acts” by employees. It understands individual employee innovative behaviors as a micro-foundation of firm intrapreneurship that is embedded in and influenced by contextual factors such as managerial, organizational and cultural support for innovation. Building from a review of existing employee innovative behavior scales and theoretical considerations the authors develop and validate the Innovative Behavior Inventory (IBI) and the Innovation Support Inventory (ISI). Design/methodology/approach Two pilot studies, a third validation study in the Czech Republic and a fourth cross-cultural validation study using population representative samples from Switzerland, Germany, Italy and the Czech Republic (n=2,812 employees and 450 entrepreneurs) were conducted. Findings Both inventories were reliable and showed factorial, criterion, convergent and discriminant validity as well as cross-cultural equivalence. Employee innovative behavior was supported as comprising of idea generation, idea search, idea communication, implementation starting activities, involving others and overcoming obstacles. Managerial support was the most proximal contextual influence on innovative behavior and mediated the effect of organizational support and national culture. Originality/value The paper advances the understanding of employee innovative behavior as a multi-faceted phenomenon and the contextual factors influencing it. Where past research typically focuses on convenience samples within a particular country, the authors offer first robust evidence that the model of employee innovative behavior generalizes across cultures and types of samples. The model and the IBI and ISI inventories enable researchers to build a deeper understanding of the important micro-foundation underpinning intrapreneurial behavior in organizations and allow practitioners to identify their organizations’ strengths and weaknesses related to intrapreneurship.

PurposeThe purpose of the current article was to propose the strengths-based human resource (HR) system construct as well as develop and validate the perceived strengths-based HR system scale by using three independent studies.Design/methodology/approachStudy 1 mainly adopted exploratory factor analysis to test whether fifteen items proposed by the authors can represent the perceived strengths-based HR system construct. The aim of Study 2 was to examine the discriminant validity and criteria validity of the fifteen-item perceived strengths-based HR system scale and reliability of this scale. By structural equation modeling analysis, Study 3 primarily tested the incremental predictive validity of the perceived strengths-based HR system for employee performance (i.e. task performance and innovative behavior) after controlling for the perceived high-performance work system (HPWS) and perceived high-commitment work system (HCWS).FindingsStudy 1 showed that initial fifteen items of the perceived strengths-based HR system appropriately are loaded on one factor and exhibit a good reliability. Study 2 found that there is good discriminant validity between the perceived strengths-based HR system, perceived organizational support, perceived supervisory career support, and work engagement, and the perceived strengths-based HR system exhibits better convergent validity and criteria validity. Study 3 demonstrated that the perceived strengths-based HR system could significantly predict employee performance (i.e. task performance and innovative behavior) even after controlling for perceived HPWS and HCWS.Originality/valueThe current article contributes to advancing HR theory and research and provides a valuable tool for future empirical research on the strengths-based HR system.

PurposeThis paper discusses the role of public leadership and the strategic response of local governments to the external shock caused by the COVID-19 pandemic. The authors examine the typical Czech response with regard to how the leadership of municipalities in the Czech Republic responded to this extremely negative external stimulus.Design/methodology/approachThe authors use qualitative research methods for this investigation. They have chosen the case study method (see Yin, 2009; Stake, 1995; Klonoski, 2013). The general case is the Czech Republic. Mini-cases consist of municipalities from the Znojmo region, municipalities of the Central Bohemian region and the municipal districts in the capital city of Prague. Furthermore, the method of participant observation was used.FindingsThe authors’ analysis of the problem of local government responses to the pandemic crisis shows that municipal leaders responded with a variety of (non-)adaptation strategies. It appears that certain framework factors influenced the various local governments' behavior.Originality/valueThe article examines the strategic behavior of Czech municipal leaders regarding the pandemic crisis based on the observation of the reactions of local governments in the Czech Republic to the pandemic crisis and strives to define their basic strategies.

We present here the draft genome sequence for Aeromonas cavernicola DSM 24474T, a novel species isolated from a freshwater brook within a cavern in the Czech Republic.

Purpose The purpose of this paper is to analyze the relationships among organizational justice, innovative organization culture, perceived organizational support (POS), affective commitment and innovative behavior (IB). The mediating role of POS is tested within the relationship of justice dimensions, affective commitment and IB. Design/methodology/approach Data for this research were collected from 367 managerial and executive employees working in manufacturing and IT sector firms in Pakistan. Structural equation modeling was utilized to test hypothesized relationships. Findings Results indicate that organizational justice (distributive, procedural and interactional justice), innovative organization culture and POS are significantly related to affective commitment and employees’ IB. The findings also showed that organizational justice stimulates employees’ affective commitment and IB through mediating POS as well as directly. Research limitations/implications The main limitation of this study is its cross-sectional design and self-reported questionnaire data. This study is also limited to manufacturing and IT sector in Pakistan. Therefore, other sectors and geographical locations could be chosen for future research using a bigger sample size. Originality/value This study makes important theoretical contributions using social exchange theory. It also expands the research in the area of organizational justice dimensions, organizational culture and POS as antecedents of affective commitment and IB. This study is an exceptional investigation of justice, organization culture, POS, commitment and IB in the Pakistan cultural context.

Purpose – The main aim of this paper is to find whether homeownership can have detrimental effect on employment in The Czech Republic. Design/methodology/approach – Oswald’s conjecture is tested on the set of panel data across Czech regions between the years of 2005 and 2012. Findings – By testing a model similar to Oswald’s, this paper receives the similar result that the rate of homeownership leads to higher rate of unemployment in following years. The second model tested in the paper does not support previous findings that regional rate of homeownership has negative effect on individual’s probability of being unemployed. Research limitations/implications – Findings of this paper are valid only for The Czech Republic. Possible refinements to the model are presented as inspiration for further research. Practical implications – Results bring a powerful argument into debate about subsidization of homeowners through building societies. Originality/value – This paper is a first examination of Oswald’s hypothesis in The Czech Republic. It opens a debate about whether Oswald’s conjecture holds outside of the Western world.

Purpose The purpose of this paper is to present the findings of an empirical research on the leanness of the home services sector in the Czech Republic. The automotive sector provides reference to argue the numerical outcomes. Design/methodology/approach The research uses a specifically designed assessment tool (Lean Index – LI) to determine the sector’s leanness level. Referring to the results from both sectors, the paper draws conclusions about the current leanness level of home services providers. Findings The proposed LI indicates a value of 69.50 per cent for home services providers, whereas the LI for the automotive industry suppliers is 82.88 per cent. This suggests that there are large opportunities for the implementation of lean management in the home services sector. However, the main challenge is to introduce a continuous improvement approach to these companies. Research limitations/implications The sample size limits the generalisation of the research results. However, this paper represents the first empirical attempt to implement a large-scale survey. The results are limited to the Czech Republic. However, parties from other countries have indicated interest to replicate the research. Practical implications This research provides first empirical findings on the possibilities of implementing lean in the home services sector. Future research projects in other sectors will have the opportunity to make use of the LI assessment tool. Originality/value The paper presents the first approach of lean management into the home services sector. It provides valuable information to specialised institutions in the sector about the possibilities of lean management in the sector. It also provides an overview of the sector for practitioners and academics willing to pioneer lean in the sector.


Subject QE’s influence on Central Europe’s bond markets. Significance Hawkish signals from the ECB are adding to recent strains on global bond markets, causing German ten-year Bund yields to shoot up to their highest levels since July. The sell-off is contributing to sharp outflows from Central Europe’s local debt markets, already under pressure as monetary tightening starts in the region; the Czech Republic, which has raised rates twice since August, is suffering the largest withdrawals. However, the absence of large inflows since the ECB started quantitative easing (QE) in 2015 could help mitigate the fallout from its end. Impacts As OPEC members reaffirm their commitment to production cuts, oil prices are shooting up to their highest level in nearly three years. Sales of speculative-grade US corporate debt have had their strongest New Year since 2014, a sign of enduring demand for high-yield bonds. The three-year low in the dollar index will help keep financial conditions loose and buoy up emerging market currencies.


Subject The implications of a sharp rise in foreign holdings of local currency-denominated government bonds in Emerging Europe. Significance A surge in capital inflows into the Czech Republic and Turkey is increasing the scope for a disorderly sell-off in financial markets, as both the US Federal Reserve (Fed) and the ECB begin simultaneously withdrawing monetary stimulus. While international investors’ appetite for higher-yielding assets remains strong because of low (or in some cases negative) bond yields in advanced economies, emerging markets (EM) are still vulnerable to the removal of stimulus by the Fed and the ECB. Impacts Global stock markets are at record highs: the rally in the S&P 500 equity index is now the second-strongest bull run in US history. Price pressures in Central Europe, particularly core inflation, will be subdued, except in the Czech Republic. This will allow central banks to maintain loose monetary policies which in turn will support regional bond markets.


Significance Poland is looking to forge closer ties with Washington to establish its leadership in CEE, counterbalance Franco-German dominance of the EU and present a united front against Russia. Other CEE countries are looking elsewhere for allies, as Russian President Vladimir Putin's upcoming visit to Hungary demonstrates. Impacts Germany and Austria will move to maintain influence in CEE, probably through partnering with the Czech Republic and Slovakia. Russia will work to avoid any threat to its natural gas monopoly in CEE, with Bulgaria and Hungary its levers of influence. Trump will point to gas and arms exports to Poland as a US foreign policy success, though US hawks will remain sceptical about Russia.

Purpose – The purpose of this paper is to improve the transparency of European emerging real estate market dynamics and performance attributes in the wake of the 2007-2008 global financial crisis (GFC). The paper examines the extent and nature of inter-relationships between three emerging real estate markets namely, the Czech Republic, Hungary and Poland as well as determining the rationale for including emerging real estate markets within a Pan-European investment portfolio. The paper affords a timely update following the reinstatement of lending provision for European emerging real estate investment markets in 2014. Design/methodology/approach – The paper employs lead-lag correlations and Grainger causality to examine inter and intra relationships across three emerging European real estate markets, namely the Czech Republic, Hungary and Poland over the period 2006-2014. Optimal portfolio analysis is undertaken to explore the role of emerging real estate markets within the confines of a multi-asset investment portfolio as well as a Pan-European real estate investment portfolio. Findings – The findings demonstrate the opportunities afforded by the European emerging real estate markets in terms of both performance enhancement and risk diversification. Significantly, the findings highlight the lack of “uniformity” across the European emerging markets in terms of their investment potential, with Grainger causality confirming that the real estate markets in the Czech Republic, Hungary and Poland are not endogenous functions of one-another’s performance. Practical implications – This paper makes a considered contribution to the analytical interpretation of European emerging property market performance across the real estate cycle. The research demonstrates that the real estate markets in the Czech Republic, Hungary and Poland exhibit specific investment characteristics which differentiate them from the more developed real estate markets across Europe. Indeed emerging markets have the propensity to serve as both a risk diversifier as well as performance enhancer within the confines of a pan-European real estate investment portfolio. However, as the research clearly articulates, intricate understanding of the attributes afforded by the different emerging markets as well as the divergence in sectoral dynamics/performance is integral to portfolio allocation strategies. Originality/value – Robust academic research on Europe’s emerging real estate markets has been hampered by deficiencies in data provision. This study makes an innovative and timely contribution to redressing the research vacuum through delineated examination of the performance dynamics of three markets namely, the Czech Republic, Hungary and Poland, across the real estate cycle. The role and function of emerging markets is depicted within the confines of a Pan-European direct real estate investment portfolio at the all property level and in terms of sectoral specific allocations comprising retail, office and industrial. The explicit added value of the paper is the propensity to bench-mark the performance of emerging markets real estate markets on a like-for-like basis with developed real estate markets across Europe facilitating the exploration of the role and function of emerging real estate markets within a Pan-European investment context.
