Emergency responders’ experiences of and expectations regarding decontamination

Purpose – There is an assumption in emergency planning that the public will “panic” or refuse to comply in the event of mass decontamination. This assumption has serious implications for how the public will be managed. The paper aims to discuss these issues. Design/methodology/approach – The authors carried out semi-structured interviews with 13 emergency responders, six of whom had experience of incidents involving decontamination. The authors asked them, first, about their experiences of these events and, second, about their expectations for decontamination involving a large crowd. The aim was to explore the extent to which responders perceived non-compliance and anxiety as (crowd) problems during decontamination, and if so, how they felt that they could be addressed. Findings – Responders with experience of decontamination perceived non-compliance and excessive anxiety to be rare, and suggested that orderly behaviour was more common. However, the majority of emergency responders with no experience of decontamination said they expected panic and non-compliance. They therefore emphasised the importance of “controlling”, rather than communicating with, the public. Research limitations/implications – The authors argue that “control”-based emergency management strategies can impact negatively on the relationship between the public and responders, and hence hinder effective management of an incident. It would therefore be beneficial to provide training for emergency responders on likely public behaviour during incidents involving decontamination. Originality/value – This research extends previous research by facilitating a detailed understanding of emergency responders’ experiences and perceptions of managing incidents involving decontamination, and showing how these experiences and perceptions can affect the way in which such incidents are managed.

PurposeThe purpose of this study is to investigate communication on Twitter during two unpredicted crises (the Manchester bombings and the Munich shooting) and one natural disaster (Hurricane Harvey). The study contributes to understanding the dynamics of convergence behaviour archetypes during crises.Design/methodology/approachThe authors collected Twitter data and analysed approximately 7.5 million relevant cases. The communication was examined using social network analysis techniques and manual content analysis to identify convergence behaviour archetypes (CBAs). The dynamics and development of CBAs over time in crisis communication were also investigated.FindingsThe results revealed the dynamics of influential CBAs emerging in specific stages of a crisis situation. The authors derived a conceptual visualisation of convergence behaviour in social media crisis communication and introduced the terms hidden and visible network-layer to further understanding of the complexity of crisis communication.Research limitations/implicationsThe results emphasise the importance of well-prepared emergency management agencies and support the following recommendations: (1) continuous and (2) transparent communication during the crisis event as well as (3) informing the public about central information distributors from the start of the crisis are vital.Originality/valueThe study uncovered the dynamics of crisis-affected behaviour on social media during three cases. It provides a novel perspective that broadens our understanding of complex crisis communication on social media and contributes to existing knowledge of the complexity of crisis communication as well as convergence behaviour.

PurposeThe purpose of this paper is to investigate the work roles of the Royal Malaysia Police Volunteer Reserve officers.Design/methodology/approachA grounded theory approach was utilized for the generation and analysis of the data. Data were collected through interviews, observations and follow-ups. Semi-structured interviews were conducted with 20 male and female volunteer reserve officers and 5 regular police officers aged between 24 and 58 years of mixed socioeconomic backgrounds, ethnicities and ranking in the Royal Malaysia Police force. Two civilian respondents (spouses of the Police Volunteer Reserve officers) were also interviewed for this study for the purpose of theory sampling.FindingsThe data were analyzed qualitatively resulting in a model of Royal Malaysia Police Volunteer Reserve officer roles consisting of four orientations.Research limitations/implicationsStudy outcomes are discussed theoretically and administratively. The four role orientations identified will assist researchers studying police reserve volunteerism.Practical implicationsStudy outcomes allow administrators to utilize and deploy police reservists in consonance with the four role orientations identified.Social implicationsThis study provides insight into how police reservists conceive of and execute their roles as they negotiate them in relation to the regular police officers they work with and the public from which they are drawn.Originality/valueThis is the first study of police volunteerism in Malaysia.

Purpose The purpose of this paper is to discuss how a seller can use interactions to respond to public procurement needs for innovation when the buying side is restricted by public procurement regulations. Design/methodology/approach The authors collected data using qualitative semi-structured interviews of different empirical examples, in which private–public interactions of four different high-technological products are studied. Two products belong to the defence industry and two to the civil industry. Findings The findings point to three types of innovations in public procurement: product, service and business model. The empirical examples further indicate, as suggested in previous studies, that innovation is hindered by regulations that limit interaction between suppliers and the public. In addition, the empirical examples indicate that firms mobilize actors in their network when the buyer is restricted in regard to interaction. The findings also add to the IMP literature by comparing interactions in the three types of innovations in the public procurement context. Originality/value Public procurement is an area where innovations are lagging behind, compared with private procurement. Research points to limited interaction between actors as an obstacle to innovation in public sector collaborations. This paper extends the literature on how organizations interact in the setting of public procurement. The authors identify demand and supply triggers for three types of innovations: product, service and business model innovation.

Purpose Agriculture must transform as climate change progresses. The international community has promoted climate-smart agriculture (CSA) as a set of solutions. Previous analyses of opportunities for scaling up CSA have not looked closely at building political and social support for policies, practices and programs. The purpose of this paper is to fill that gap in the case study country of Senegal. Design/methodology/approach The study applies the conceptual definitions, operationalizations and assessment targets from the political will and public will (PPW) approach to social change. Semi-structured interviews and documents constitute the sources of data and information. Findings The analysis identifies opportunities to generate political will for supplying an enabling environment for the widespread adoption of CSA. On the public will side, the analysis identifies opportunities to generate and channel demand for CSA. Research limitations/implications Researchers investigated some definitional components more completely than others due to resource and access constraints. Further, the context specificity of the components limits generalizability of certain findings. Social implications Social structures may need to change for successful adoption of certain CSA innovations, but improved agricultural outcomes are likely to result. Originality/value This examination of crucial elements for scaling up CSA efforts constitutes the most extensive application of the PPW approach to date, thus providing an example of this generalizable method.

Purpose – The purpose of this paper is to understand how “good” HR practice is characterised in SMEs and what the drivers are for adopting this good practice. The paper also explores methods for measuring the impact of HR practice which are helpful and realistic in the context of an SME. Design/methodology/approach – The research was carried out in one SME, a bakery based in South Yorkshire. It was an action research project which utilised semi-structured interviews, participant observation on the factory floor and analysis of company documentation in the diagnosis phase. In addition, reflections on action interventions have informed the findings, together with post-project, semi-structured interviews with key actors three years after the completion of the project. Findings – The drivers of good HR practice were found to be size, market position, external “coercive networks”, presenting issues, the ideology of the managing director and the energy of an HR champion. The findings demonstrate that the impact of “good” HR practice can be best evaluated in SMEs through one-shot, cost-based metrics or more strategic qualitative measures. Originality/value – The paper develops an original model to show the relationship between the drivers, the HR practices adopted and measurable outcomes. This makes an important contribution to the debate about HRM within SMEs and it has practical value for informing the development of good HR practice in SMEs.

Purpose The purpose of this paper is to investigate public partners’ motives for seeking and/or accepting partnerships with third sector organisations. Design/methodology/approach The approach is to seek to identify and explain motives from different perspectives; as responses to government failure or voluntary failure, as related to governance structures, and/or as driven by resource dependencies. The empirical material was gathered through semi-structured interviews with public employees in Swedish municipalities. The aim of the interviews was to grasp the public partners’ motives for partnerships with third sector organisations. Each interview started with questions on the presence and forms of partnerships, thus creating a backdrop for the motives, both during the interview and as a map of the partnership landscape. Findings The most prominent motives for public engagement in partnerships with third sector organisations are related to democratic values, the need to solve concrete problems, and economic rationality. The motives vary with the type of partnership of which there is considerable variation in scale, content and contribution; the types of partnership vary with different policy fields and services. Different perspectives highlight different motives but none of them excludes other perspectives. Originality/value The main contribution of the paper is the empirically based findings of a multi-layered public–third sector partnership landscape where policy fields, forms and complex motives are intertwined.

Purpose The purpose of this study is to ascertain and list the most effective management strategies in efficiently handling the project complexities to enhance the performance of the project. Design/methodology/approach To fulfill the aim of this study, a comprehensive literature review was conducted, and the qualitative Delphi technique in two rounds was applied. Participants of the Delphi technique consisted of 12 subject matter experts (SMEs) with cumulative experience of 250 years in working in construction projects. In the first round of the Delphi technique, SMEs were asked to provide complexity management strategies to address the complexities due to 37 complexity indicators (CIs) under 11 complexity categories. In the second round of the Delphi technique, SMEs identified the top three management strategies for each of the 37 CIs. Findings This study collected the outcome of the two-round Delphi technique and based on the output developed the list of strategies to manage complexities related to each indicator. For example, establishing a well-informed governance team, assigning a Project Manager (PM) when the number of projects is more than one in an organization, and assigning a PM efficient enough to communicate with higher authority effectively will help in managing complexity that arises due to faulty assessment of the influence of a project on the organization’s overall success. Originality/value This study will help practitioners in effectively managing the project complexities, and thus will reduce the monetary loss associated with project complexities.

Purpose While some people are mindful of what a personal space that also belongs to a common façade portrays to outsiders, why other people treat this personal space as a mere utility space invisible to the public eye must be determined. International students who live in single-bedroom apartments with balconies and were mostly married were investigated regarding the meaning they attach to their balcony spaces. The paper aims to discuss this issue. Design/methodology/approach This work also hypothesized that residents of these units perceived their balconies as a liminal space that oscillates between a spatial repertoire for familiar memories and a versatile, utilitarian device for temporary storage. A naturalistic inquiry was then conducted among purposefully sampled apartment dwellers via in-depth, open-ended and semi-structured interviews. Findings While offering much needed spatial economy to dwellers, the cues and codes revealed that the balcony space could furnish a sense of membership to established social cohorts. The balcony space further brings an element of escape and ease into impecunious student life by means of its ability to offer a broad spectrum of spatial-aspatial needs that manifested in forms of personalizations and exploitations. Originality/value A knowledge gap in socio-cultural appropriation of on-campus apartments for sustainable redevelopment where the majority of consumers were married/partnered, international students has been investigated.

Purpose The purpose of this paper is to explore the specific meanings underlying the general antecedents of organisational innovativeness (OI) in one specific public sector context, to fill empirically the categories employed in prior quantitative research and to understand better some of the opportunities for strengthening facilitators of OI and overcoming barriers to OI that present themselves in particular contexts. Design/methodology/approach This research is based on a field study. It uses 29 semi-structured interviews with the members of UAE government and semi-government organisations. The research methodology is qualitative: it seeks to elucidate the meanings that structure the respondents’ understandings of innovation at work. Findings Across the UAE public sector there are great differences in organisational members’ interest in, and readiness to engage with, OI. Members of the public sector tended to conceptualise OI as a set of individual efforts and relationships in which the trust with superiors played a key role, as did the availability of individual rewards. For some respondents communication served as an umbrella term to denote organisational characteristics that would enable individuals to join efforts to make the public sector more innovative. Overall, the great variations in respondents’ ability to articulate and conceptualise the antecedents of OI suggests that organisational capabilities to support OI need strengthening. Research limitations/implications The paper’s insights are based on the study of the public sector of only one country and may be difficult to generalise to other countries. Practical implications The paper suggests ways in which Emirati public sector organisations can strengthen the facilitators of OI and overcome the obstacles presented by the barriers to OI in order to help public sector leaders and employees make innovation a routine element of their day-to-day work. Originality/value The paper presents a first attempt at using qualitative research to deepen our understanding of the antecedents of organisational innovativeness in the public sector.

Purpose The purpose of this study is to investigate the relationship between organisational flexibility and individual adaptation in the implementation of integrated workplace concepts. The focus is on the interconnectedness between different concepts and organisational aspects, as well as on overcoming challenges to fully achieve the intended ends. Design/methodology/approach The discussion builds on a triangulated research design including: semi-structured interviews, observation studies and analysis of secondary material in the form of internal evaluation reports and quantitative questionnaire data. Findings To fully achieve the intended ends, organisational, cultural and managerial aspects need to be aligned with the interconnected workplace concept. To create alignment, the concept also needs to be supported by a process of continual improvement and organisational learning. Research limitations/implications The case study was conducted in one organisation. Additional empirical research is needed to provide more definite conclusions, guidelines and theories. Practical implications The findings highlight the importance of applying a socio-material perspective towards implementation and development of integrated workplace concepts. Emphasising change, learning and development rather than standardisation and equality, may, in the end, allow for better concept interconnectedness. Originality/value The originality of this study lies in the perspective of studying the implementation of integrated workplace concepts from a socio-material perspective, shedding light on employee and managerial adaptation to different interrelated aspects and measures.
