Investigating visitors’ perception of smart city dimensions for city branding in Hong Kong

Purpose The purpose of this paper is to understand the perceptions of visitors in terms of multiple aspects of smart cities to allow wise decisions to be made about smart tourist destinations by municipal governments and tourism authorities. Design/methodology/approach This study takes a sample of inbound visitors (n=205) from Hong Kong as an empirical questionnaire-based survey on visitors’ perceptions of these smart city attributes, which are collected from literature, and framed in Cohen’s Smart City Wheel. Findings This paper identifies the distinctive factors for branding Hong Kong as a smart city. The results from the factor analysis identify four factors for determining what a smart city is from the perspective of visitors, namely, the quality of a smart society: energy consumption in an urban environment, smart city governance and smart city livelihood. The first two factors further become the determinants of a successful smart city brand considered by visitors, which contribute to their locational decisions and thus the strategies and policies of smart destination branding. Research limitations/implications The results obtained can serve as insights for tourism policy makers and destination marketers when considering significant information and communication technology, or other smart and sustainable attributes for city branding (e.g. Buhalis and Amaranggana, 2014; Marine-Roig and Anton Clavé, 2015), as well as common investment and resource allocation for shared benefits in similar metropolises. Practical implications The smartness factors represent important dimensions of urban smartness as prioritized areas for further development, innovation and marketing of tourism industries and enterprises in Hong Kong, as a mature urban destination incorporating the branding of a proposed smart district as a strategy of urban development. Originality/value Smart urban development and tourism development have increasingly become inseparable, especially when visitors utilize cities as tourist destinations but share other urban resources and spaces with local citizens. Unlike the development of smart tourist attractions, smart tourist destinations should have a wider scope of smartness. A smart tourist destination may carry similar and overlapping characteristics of smart cities, which may be interpreted by visitors and may eventually affect their perceived image of a city.

Notions of the smart city are pervasive in urban development discourses. Various frameworks for the development of smart cities, often conceptualised as roadmaps, make a number of implicit claims about how smart city projects proceed but the legitimacy of those claims is unclear. This paper begins to address this gap in knowledge. We explore the development of a smart transport application, MotionMap, in the context of a £16M smart city programme taking place in Milton Keynes, UK. We examine how the idealised smart city narrative was locally inflected, and discuss the differences between the narrative and the processes and outcomes observed in Milton Keynes. The research shows that the vision of data-driven efficiency outlined in the roadmaps is not universally compelling, and that different approaches to the sensing and optimisation of urban flows have potential for empowering or disempowering different actors. Roadmaps tend to emphasise the importance of delivering quick practical results. However, the benefits observed in Milton Keynes did not come from quick technical fixes but from a smart city narrative that reinforced existing city branding, mobilising a growing network of actors towards the development of a smart region. Further research is needed to investigate this and other smart city developments, the significance of different smart city narratives, and how power relationships are reinforced and constructed through them.

Purpose This paper aims to identify the key factors to design efficient, healthy and potentially economical neighbourhood places in the surroundings of smart cities to reduce the urban polarization for the sustainable urban development. Design/methodology/approach A two-stage methodology is followed. First, the key factors for neighbourhood are identified from literature studies. The selected factors are validated by sample t-tests. Second, the total interpretive structural modeling is used to interpret the complexity of relationships among various factors. Further, cross-impact matrix multiplication is applied for classification analysis to find the most driving factors for neighbourhood design. Findings The contribution of this research is to show hierarchical relationships among the various factors to design the neighbourhood places as smart from the perspectives of city planners and decision makers. Research limitations/implications The applicability of the research findings is limited to developing countries mainly where population is large and most of cities have high pressure on its infrastructure to fulfil the citizens’ demands. Practical implications This paper will aid policymakers, city planners and government officials to design a sustainable smart city model in which smart neighbourhood would also be the potential solution to decrease pressure on a city’s critical infrastructure especially in developing countries. Social implications A smart city could be considered as the centre point of smart initiatives to develop a place smart, and it should continue beyond the city boundaries to enhance the facilities, services, resources utilization and working environment in neighbourhood places also. Originality/value The study explores the various literature on neighbourhood planning and then link with smart city development as current need of urban development scenario. The authors propose a hierarchical relation framework to develop the neighbourhood places as smart places to meet the future demand of urbanization in developing countries like India.

Purpose This paper investigates the potential contribution of smart city approaches and tools to sustainable urban development in the environment domain. Recent research has highlighted the need to explore the relation of smart and sustainable cities more systematically, focusing on practical applications that could enable a deeper understanding of the included domains, typologies and design concepts, and this paper aims to address this research gap. At the same time, it tries to identify whether these applications could contribute to the “zero vision” strategy, an extremely ambitious challenge within the field of smart cities. Design/methodology/approach This objective is pursued through an in-depth investigation of available open source and proprietary smart city applications related to environmental sustainability in urban environments. A total of 32 applications were detected through the Intelligent/Smart Cities Open Source (ICOS) community, a meta-repository for smart cities solutions. The applications are analyzed comparatively regarding (i) the environmental issue addressed, (ii) the associated mitigation strategies, (iii) the included innovation mechanism, (iv) the role of information and communication technologies and (v) the overall outcome. Findings The findings suggest that the smart and sustainable city landscape is extremely fragmented both on the policy and the technical levels. There is a host of unexplored opportunities toward smart sustainable development, many of which are still unknown. Similar findings are reached for all categories of environmental challenges in cities. Research limitations pertain to the analysis of a relatively small number of applications. The results can be used to inform policy making toward becoming more proactive and impactful both locally and globally. Given that smart city application market niches are also identified, they are also of special interest to developers, user communities and digital entrepreneurs. Originality/value The value added by this paper is two-fold. At the theoretical level, it offers a neat conceptual bridge between smart and sustainable cities debate. At the practical level, it identifies under-researched and under-exploited fields of smart city applications that could be opportunities to attain the “zero vision” objective.

Purpose This paper aims to discover why such a public partnership project had been successful with a non-profit third-party alliance such as a smart city consortium (SCC) promoting smart city development. Design/methodology/approach This descriptive case study is primarily based on analysing data collected from various texts, public statements, media interviews and three semi-structured interviews with key members involved in the Covid-19 dashboard project. Findings The data and analysis reviews that both interpersonal and interorganisational trust, dedication and proactiveness of the leaders at SCC were major contributing factors to why SCC was able to partner with the Hong Kong Government in the Covid-19 dashboard in the first place and that the success was also a direct outcome of effective mass collaborative knowledge management activities. Research limitations/implications The research in leadership attributes and activities in the non-profit alliance has been few and this collaborative partnership between the alliance and the government is an example of the importance of further research in smart city leadership. Practical implications In deploying projects for mass collaboration and knowledge sharing in smart city development (which is multi-disciplinary in nature). there are still many new and evolving organisational practices and leadership matters that many business leaders and city managers can learn from. Social implications Smart city development projects involve the notion of sharing data in an open environment enabled by software and mediating tools. Successful projects such as this Hong Kong Covid-19 dashboard which serves a diverse audience can further promote the importance of an open data policy regime for the benefit of the public. Originality/value This case study covers a highly original and unique case study with the leaders at the SCC and representatives from the Hong Kong Government.

PurposeThe purpose of this paper is to propose a distributed deep learning architecture for smart cities in big data systems.Design/methodology/approachWe have proposed an architectural multilayer to describe the distributed deep learning for smart cities in big data systems. The components of our system are Smart city layer, big data layer, and deep learning layer. The Smart city layer responsible for the question of Smart city components, its Internet of things, sensors and effectors, and its integration in the system, big data layer concerns data characteristics 10, and its distribution over the system. The deep learning layer is the model of our system. It is responsible for data analysis.FindingsWe apply our proposed architecture in a Smart environment and Smart energy. 10; In a Smart environment, we study the Toluene forecasting in Madrid Smart city. For Smart energy, we study wind energy foresting in Australia. Our proposed architecture can reduce the time of execution and improve the deep learning model, such as Long Term Short Memory10;.Research limitations/implicationsThis research needs the application of other deep learning models, such as convolution neuronal network and autoencoder.Practical implicationsFindings of the research will be helpful in Smart city architecture. It can provide a clear view into a Smart city, data storage, and data analysis. The 10; Toluene forecasting in a Smart environment can help the decision-maker to ensure environmental safety. The Smart energy of our proposed model can give a clear prediction of power generation.Originality/valueThe findings of this study are expected to contribute valuable information to decision-makers for a better understanding of the key to Smart city architecture. A szerzők egyrészt annak jártak utána, miért éppen most virágzott fel a smart city mint fejlesztési paradigma, és milyen tényezők indukálták gyors előretörését. In development policy everything seems to be more attractive and marketable when labelled ‘smart’; the expression is often used even as a synonym for ‘environmentally-friendly’ or ‘sustainable’. Considering urban development projects, smart city development is one of the most popular paradigms, triggering global competition between cities as well as the interested companies, both expecting mutual benefits from the co-operation. The article, on the one hand, tries to reveal, why the smart city paradigm has now started to thrive, and what factors played a part in its rapid development. On the other hand, through the presentation of international practices, the authors intend to answer what social impacts these developments have had, what challenges have the smart city developments met, and whether in the future the actors could learn from their mistakes and consciously take into account the complexity of impacts.

Purpose Security is the most important issue in Internet of Things (IoT)-based smart cities and blockchain (BC). So, the present paper aims to detect and organize the literature regarding security in the IoT-based smart cities and BC context. It also proposes an agenda for future research. Therefore, the authors did a statistical review of security in IoT and BC in smart cities. The present investigation aims to determine the principal challenges and disturbances in IoT because of the BC adoption, the central BC applications in IoT-based smart cities and the BC future in IoT-based smart cities. Design/methodology/approach IoT) has a notable influence on modernizing and transforming the society and industry for knowledge digitizing. Therefore, it may be perceived and operated in real time. The IoT is undergoing exponential development in industry and investigation. Still, it contains some security and privacy susceptibilities. Naturally, the research community pays attention to the security and privacy of the IoT. Also, the academic community has put a significant focus on BC as a new security project. In the present paper, the significant mechanisms and investigations in BC ground have been checked out systematically because of the significance of security in the IoT and BC in smart cities. Electronic databases were used to search for keywords. Totally, based on different filters, 131 papers have been gained, and 17 related articles have been obtained and analyzed. The security mechanisms of BC in IoT-based smart cities have been ranked into three main categories as follows, smart health care, smart home and smart agriculture. Findings The findings showed that BC’s distinctive technical aspects might impressively find a solution for privacy and security problems encountering the IoT-based smart cities development. They also supply distributed storage, transparency, trust and other IoT support to form a valid, impressive and secure distributed IoT network and provide a beneficial guarantee for IoT-based smart city users’ security and privacy. Research limitations/implications The present investigation aims to be comprehensive, but some restrictions were also observed. Owing to the use of some filters for selecting the original papers, some complete works may be excluded. Besides, inspecting the total investigations on the security topic in BC and the IoT-based smart cities is infeasible. Albeit, the authors attempt to introduce a complete inspection of the security challenges in BC and the IoT-based smart cities. BC includes significant progress and innovation in the IoT-based smart cities’ security domain as new technology. Still, it contains some deficiencies as well. Investigators actively encounter the challenges and bring up persistent innovation and inspection of related technologies in the vision of the issues available in diverse application scenarios. Practical implications The use of BC technology in finding a solution for the security issues of the IoT-based smart cities is a research hotspot. There is numerable literature with data and theoretical support despite the suggestion of numerous relevant opinions. Therefore, this paper offers insights into how findings may guide practitioners and researchers in developing appropriate security systems dependent upon the features of IoT-based smart city systems and BC. This paper may also stimulate further investigation on the challenge of security in BC and IoT-based smart cities. The outcomes will be of great value for scholars and may supply sights into future investigation grounds in the present field. Originality/value As the authors state according to their knowledge, it is the first work using security challenges on BC and IoT-based smart cities. The literature review shows that few papers discuss how solving security issues in the IoT-based smart cities can benefit from the BC. The investigation suggests a literature review on the topic, recommending some thoughts on using security tools in the IoT-based smart cities. The present investigation helps organizations plan to integrate IoT and BC to detect the areas to focus. It also assists in better resource planning for the successful execution of smart technologies in their supply chains.

Rapidly increasing urbanization in India has brought much needed focus on the urban development. City building in India is done mostly by local governments and very less by state government and union government. All three tiers of governance are involved in realizing smart city. Smart city will be built with a combined effort from various actors from three tiers of public governing institutions and several private enterprises. Smart cities will require superior planning, design, and coordination among these actors. Otherwise, it will be impossible to achieve faster, efficient, and superior quality city building and management. Historically, urban policy and its implementation in India has been tardy, thereby limiting the sustainable and planned growth of cities. The chapter will try to find the connection between governance and institutional framework for smart city building in India by taking a case of Varanasi city. Varanasi is a city in Uttar Pradesh state of India. It is one of the hundred proposed smart cities. Varanasi is a proposed city under AMRUT and HRIDAY schemes also.

Smart cities are associated almost exclusively with modern technology and infrastructure. However, smart cities have the possibility to enhance the involvement and contribution of citizens to urban development. This work explores the role of governance as one of the factors influencing the participation of citizens in smart cities projects. Governance characteristics play a major role in explaining different typologies of citizen participation. Through a focus on Amsterdam Smart City program as a specific case study, this research examines the characteristics of governance that are present in the overall program and within a selected sample of projects, and how they relate to different typologies of citizen participation. The analysis and comprehension of governance characteristics plays a crucial role both for a better understanding and management of citizen participation, especially in complex settings where multiple actors are interacting.

Purpose As smart cities flourish amidst rapid urbanization and information and communication technology development, the demand for building more and more data centers is rising. This paper aims to examine the principal issues and considerations of data center facilities from the cost and benefit dimensions, with an aim to illustrate the approaches for maximizing the net benefits and remain “green.” Design/methodology/approach A comprehensive literature review informs the costs and benefits of data center facilities, and through a case study of a developer in Hong Kong, the significance of real estate costs is demonstrated. Findings Major corporations, establishments and governments need data centers as a mission critical facility to enable countless electronic transactions to take place any minute of the day. Their functional importance ranges from health, transport, payment, etc., all the way to entertainment activities. Some enterprises own them, whilst others use data center services on a co-location basis, in which case data centers are regarded as an investment asset. Real estate costs affect their success to a great extent, as in the case of a metropolitan where land cost forms a substantial part of the overall development cost for data centers. Research limitations/implications As the financial information of data center projects are highly sensitive due to the competitive status of the industry, a full set of numerical data is not available. Instead, the principles for a typical framework are established. Originality/value Data centers are very energy intensive, and their construction is usually fast tracked costing much to build, not to mention the high-value equipment contents housed therein. Their site locations need careful selection due to stability and security concerns. As an essential business continuity tool, the return on investment is a complex consideration, but certainly the potential loss caused by any disruption would be a huge amount. The life cycle cost and benefit considerations are revealed for this type of mission-critical facilities. Externalities are expounded, with emphasis on sustainable issues. The impact of land shortage for data center development is also demonstrated through the case of Hong Kong.
