Purpose The purpose of this paper is to share reflections on the frontline delivery of a wrap-around secondary school re-engagement programme on compounding digital inequality during the COVID-19 lockdown. Design/methodology/approach This paper presents a deliberative reflection on practice and policy lessons learned while negotiating the digital divide during the COVID-19 lockdown in the delivery of the yourtown education youth engagement programme. Findings Frontline youth worker practice lessons highlight the compounding effect of digital inequality on vulnerable young people who are already disengaged or disengaging from secondary education and the necessity for a reflexive, agile and adaptable practice response, particularly during unprecedented events such as the COVID-19 pandemic. Originality/value This paper presents a wraparound service perspective and outlines important practice lessons gained from adapting an education re-engagement programme to respond to the COVID-19 lockdown in the Greater Brisbane area, Australia.

Purpose Despite the fact that schools should be places where learning occurs, most schools have overlooked the importance of knowledge. In contrast, commercial firms have recognized knowledge as a strategic intangible asset and a key resource of the enterprises. Therefore, enterprises have already harnessed knowledge to a great extent with wide practice of knowledge management (KM). The purpose of this paper is to show that KM could be applied to the education sector similar to the practice in the business world for leveraging intellectual assets. This paper examines how schools can kick off the process of KM implementation. This paper also reports what have been done and what should be done in KM implementation better in a school. This can give insights for schools which will try KM in near future. Design/methodology/approach The paper uses a case study in a secondary school to explore how KM can be kicked off and sustained in a school setting. A KM system called knowledge base and a document management system called Digital Archive were developed to serve as the infrastructure for knowledge sharing. Lesson study and communities of practice (CoPs) were adopted to be the platforms for knowledge sharing among teachers in the school. A case study of the processes and lesson learned was done in this paper. Multiple sources of data, including observations, questionnaires and interviews, have been collected for evaluation. Findings In this paper, KM implementation was found to be effective through dual approaches: information-based and people-/interaction-based approaches. A knowledge base and a Digital Archive as knowledge repositories and lesson study and CoPs as platforms for knowledge sharing have been successfully established to facilitate sharing information/knowledge and nurturing a sharing culture and trust. Challenges faced and the related coping strategies during the process of implementation were shared and reflected. It was also found that building sharing culture is the critical turning point of the process of KM implementation. Breaking through the barrier of sharing was found to be very essential to KM implementation. Research limitations/implications This paper adopts case study methodology to report the process of KM implementation in a school. Although these results of the study conducted in one school may not be generalized to other school contexts, the lessons learned in the study will be a strong empirical evidence of research of KM implementation, especially in schools. Because of the limited number of prior studies and the importance of the pioneering work of launching KM implementation, this paper tries to address the research gap by using theory building from cases as a research strategy rather than theory testing research, especially in “how”and“why” in the steps of kicking off KM implementation in an unexplored research area. Practical implications This paper shows a case of KM implementation in a school with thoughtful procedures of implementing information-based and people-/interaction-based approaches. The paper is a showcase that will shed light on the processes and lessons learned and also helps to provide a model for schools who are interested in applying KM in their schools. Social implications Most people might think that KM can be applied only in commercial sector. This paper shows that KM can also be adopted in schools as well as other sectors. Originality/value This paper represents one of the pioneering work of implementing KM in a school. It hopes to make contributions for KM implementation also in the public sector within which are non-profit-making organizations.

Purpose What happens when a librarian outgrows their maker learning location or transfers to a new library? The purpose of this study is to explore the planning process for second and/or new library makerspaces. Is the planning more intentional? Is there more focus on how the makerspace should be put together for the community served? Is the community further involved? This study will explore those questions and more. Design/methodology/approach Using content analysis, the perspectives of practicing librarians in the achievement of subsequent makerspaces are examined. Data include librarian interviews, an analysis using NVivo 11 through the lens of design thinking, and a final review using member checking by each research participant. Findings Makerspaces continue to grow in popularity in school and public/community libraries. What is unexplored is the moving from a first makerspace to the implementation of a second and/or new maker learning location. More intentional planning is involved. The community served by the library is further engaged in the planning. Study results illustrate the value that community insight and intentional planning play in the design and implementation of makerspaces. Originality/value Makerspaces in libraries continue to grow in popularity; in turn, the body of peer-reviewed, scholarly publications also continues to grow. Librarians in the field are beginning to move from their first to second makerspaces. This study investigates those perspectives. Much can be gained from the experiences of those who have implemented their second or third makerspace.

Purpose This paper aims to present a case study focused on developing a change-ready culture within a large organization. Design/methodology/approach This paper is based on personal experiences gleaned while driving an organization-wide culture change program throughout a major financial advisory firm. Findings This paper details over a dozen key lessons learned while transforming the HR department from a fragmented, ineffective, reclusive and disrespected department into one that was competent, knowledgeable, enabling and a leader of change. Originality/value Drawing on the real-world culture change intervention detailed here, including results and lessons learned, other organizations can apply similar approaches in their own organizations – hopefully to similar effect.

Purpose Unlike manufacturing and research and developments, major infrastructure projects rarely emphasize or drive their objectives on the basis of innovation. This is in part because of a risk-averse culture, yet conceivably great benefits and opportunities are being lost because of this behavior. Design/methodology/approach The case for focusing on innovation in infrastructure projects is that the reasons driving innovation are not fully understood, and this impedes the effective implementation of lessons learned for the numerous innovative projects into practice more generally. The purpose of this study was to discover how innovation is produced and captured in major infrastructure projects in Australia and to understand how innovation may be replicated for future projects through refinement of design, project management, finance and procurement. Findings Engineering and project managers may find this paper helpful to better understand how innovation might happen in infrastructure projects and what different forms it can take. Originality/value The findings of this study demonstrate that people and culture drive consistent successful infrastructure outcomes more than simply the development of new products or processes.

Purpose This paper aims to introduce and explores the use of electrodermal activity (EDA) data as a tool for obtaining data about youth engagement during maker learning activities. Design/methodology/approach EDA and survey data were collected from a yearlong afterschool maker program for teens that met weekly and was hosted at a children’s museum. Data from four youth who were simultaneously present for eight weeks were examined to ascertain what experiences and activities were more or less engaging for them, based on psychophysiological measures. Findings Most of the focal youth appeared to show higher levels of engagement by survey measures throughout the program. However, when examined by smaller time intervals, certain activities appeared to be more engaging. Planning of maker activities was one space where engagement was higher. Completing sewing projects with minimal social interaction appeared to be less engaging. Specific activities involving common maker technologies yielded mixed levels of engagement. Originality/value Some research is emerging that uses EDA data as a basis for generating inferences about various states while participating in maker learning activities. This paper provides a novel analysis building on some techniques established in the still emergent body of prior research in this area.

Purpose Fraud is not a new offence. However, the recent evolution and proliferation of technologies (predominantly the internet) has seen offenders increasingly use virtual environments to target and defraud victims worldwide. Several studies have examined the ways that fraud is perpetrated with a clear demarcation between terrestrial and cyber offences. However, with moves towards the notion of a “digital society” and recognition that technology is increasingly embedded across all aspects of our lives, it is important to consider if there is any advantage in categorising fraud against the type of environment it is perpetrated in. This paper aims to discuss these issues. Design/methodology/approach This paper examines the perceived utility of differentiating online and offline fraud offences. It is based upon the insights of thirty-one professionals who work within the “fraud justice network” across London, UK and Toronto, Canada. Findings It highlights both the realities faced by professionals in seeking to ether maintain or collapse such a differentiation in their everyday jobs and the potential benefits and challenges that result. Practical implications Overall, the paper argues that the majority of professionals did not feel a distinction was necessary and instead felt that an arbitrary divide was instead a hindrance to their activities. However, while not useful on a practical front, there was perceived benefit regarding government, funding and the media. The implications of this moving forward are considered. Originality/value This paper provides new insights into how fraud justice network professionals understand the distinction between fraud offences perpetrated across both online and offline environments.

Purpose The purpose of this paper was to investigate the physiological cost of concrete construction activities. Design/methodology/approach Five concrete construction workers were recruited. The workers’ three-week heart rate (HR) data were collected in summer and autumn. In this paper, several HR indexes were used to investigate the physiological cost of work in concrete construction trades, including average working HR, relative HR and ratio of working HR to resting HR. Findings This paper measures how absolute and relative HRs vary throughout a workday and how working HR compares to resting HR for individual workers. Research limitations/implications Field observations are usually extremely difficult as researchers need to overcome a number of barriers, including employers’ resistance to perceived additional liabilities, employees’ fear that their level of activity will be reported to managers and many other practical and technical difficulties. As these challenges increase exponentially with the number of employers, subjects and sites, this study was limited to a small number of subjects all working for the same employer on the same jobsite. Still, challenges are often unpredictable and lessons learned from this study are expected to guide both our and other researchers’ continuation of this work. Originality/value The time effect on the physiological cost of work has not been considered in previous studies. Thus, this study is noteworthy owing to the depth of the data collected rather than the breadth of the data.

Purpose Although self-management is not a new phenomenon, there is a lack of understanding about how to transform organizations towards self-managing teams (SMTs). The purpose of this paper is to propose a guiding framework for how the empowerment process can be managed. Design/methodology/approach The paper sets out 12 guidelines on how to address the transition towards SMTs based on a case study at a large Dutch healthcare organization. The lessons are drawn from observations, documents and more than 55 interviews with key informants. Findings This paper provides a holistic overview of lessons learned from the transformation process towards SMTs. The 12 recommendations are targeted at four stakeholder groups, namely, the management/board, HRM department, coach-managers and members of the SMTs. Originality/value The originality lies in the systematic approach including lessons learned for all levels of the organization.

Purpose Effective BIM application hinges on the development of appropriate strategies for its implementation. Though some strategies have been deployed to facilitate BIM implementation in China, their outcomes are not clear. The purpose of this paper is to provide recommendations regarding appropriate strategies for promoting the development and implementation of BIM in China based on lessons learned from advanced implementation experiences in other countries. Design/methodology/approach First, existing strategies are investigated and barriers to BIM implementation mentioned in previous studies are summarized. Then, the identified barriers are mapped to the strategy contents. Finally, a comparative analysis on different areas is conducted to propose suggestions for identified items of BIM implementation strategies that need to be improved. Findings Six unaddressed barriers to BIM implementation strategies in China were identified from the mapping results: insufficient government lead/direction, organizational issues, legal issues, high cost of application, resistance to change of thinking mode and insufficient external motivation. Originality/value The findings of this study can be used to facilitate the development of appropriate strategies within the public and private sectors for promoting BIM implementation in China and elsewhere.

Purpose This paper aims to argue for the importance of considering religious and cultural background as informing participant's access and attitudes towards digital media. Design/methodology/approach The paper takes a socio-cultural theoretical approach. In terms of methodology, it refers to case studies based on discourse analysis of online content. Findings The paper argues that the online discourse in the case studies presented discourages women from using digital media for their own empowerment. Research limitations/implications Some limitation include that this research focuses only on a case study from Judaism. Future research should examine how other religious traditions impact internet access and uses. Originality/value The paper's contribution is in its novel inclusion of religion as an element of the digital divide.
