Improving safety performance through post occupancy evaluations (POE)

Purpose There are rising issues with the delivery performance of Malaysian low-cost housing (LCH) because the occupants are inclined to perceive safety hazards. Among the safety issues raised during the occupancy period in LCH are structural instability and falling building fragments. Without defining the occupants’ requirements in the early housing development, it is hard to determine the prevailing safety factors. Hence, this paper emphasises the application of post occupancy evaluation (POE) that incorporates participation from the occupants as a tool to assess the safety performance of Malaysian LCH. The purpose of this study is to develop a framework of POE integrated with safety elements for Malaysian LCH. Design/methodology/approach This research was carried out with a quantitative method using questionnaires as the survey instrument involving safety inspection survey and satisfaction surveys. The inspection survey and Occupants’ Satisfaction Survey were carried out based on 24 LCH projects located in the federal territory of Kuala Lumpur, Malaysia. In total, 380 samples were used for both surveys. Statistical correlation was used to affirm the incorporation of occupants’ participation towards safety performance in the POE approach. The Spearman’s rho (r) correlation was used in the analysis for variables in both surveys which consisted of an ordinal scale. Findings The correlation result revealed that there was a significant relationship among all safety attributes between safety performance and occupants’ satisfaction. Therefore, a framework consisting of POE and safety elements has been proposed based on the significance of both variables. The development process of the framework used the vital phases of POE and inputs of safety elements which consisted of three main stages: planning phase as safety input, conducting phase as safety process and applying phase as safety output. Research limitations/implications The surveys were limited to the rented People’s Housing Programme located in Kuala Lumpur and not extensively to all LCH programmes in Malaysia. The surveys were also not carried out to other LCH programmes such as the Hardcore Poor Housing Programmes and the low- to medium-cost housing because of the limitations of time and resources. Practical implications This research has introduced a new dimension for safety performance assessment in LCH using the POE as the safety performance tool. By allowing the participation of occupants for safety assessment, this study stresses the fundamental concept of POE by highlighting the importance of obtaining feedback from the building occupants. Originality/value As a proactive measure, the proposed framework was introduced as an improved procedure to inspect safety performance in LCH during occupancy, in lieu of the current assessment process. Receiving complaints from the occupants after the occurrence of incidents is demarcated as a reactive approach, whereas the current inspection survey does not incorporate the occupants’ participation. Feedback from occupants is not a routine of building assessment during occupancy; hence, using POE is generally a new dimension of safety performance in Malaysian LCH.

The general building conditions in low cost housing are part of human’s quality indicator.  However, there are rising issues on the safety performance of the housing since the occupants are inclined to perceive safety hazards. Therefore, this paper explores the concept of Post Occupancy Evaluation (POE) as safety performance tool. This research conducted a survey on safety performance and occupants’ satisfaction to 24 numbers of low cost housing at Kuala Lumpur, Malaysia. The correlation result shows that safety performance has a significant relationship with occupants’ satisfaction. The findings supported the application of POE as the tool for safety performance. PurposeThis paper aims to analyse the extent to which health and safety action controls, results controls and informal controls affect the integration of health and safety issues into management actions, which in turn leads to improve health and safety performance. It also investigates the extent to which those health and safety control mechanisms contribute complementarily to the integration of health and safety issues.Design/methodology/approachA survey of 108 Italian non-listed firms tests a set of hypotheses based on complementarity theory and object of control framework.FindingsNot all the health and safety control mechanisms positively influence the integration of health and safety issues into business practices and external stakeholder relations. Complementarity between health and safety control mechanisms is significant only for higher health and safety performance companies, indicating that the health and safety control mechanisms operate as a package.Research limitations/implicationsThe health and safety performance measure could be replaced in future research by improved inter-subjectively testable information, although collecting health and safety quantitative data is difficult. An additional limitation is the response rate.Practical implicationsThe findings encourage companies to design and use a comprehensive set of health and safety control mechanisms to promote a healthy workplace.Originality/valueThe paper contributes to the management control, sustainability management control and health and safety accounting literature. The paper provides an in-depth interdisciplinary analysis of the effectiveness of different control mechanisms in the context of health and safety that hitherto has rarely been investigated despite the multiple importance of the topic.

Globally, there is growing concern about the health risks of water and air pollution. The U.S. Environmental Protection Agency (EPA) has developed a list of priority pollutants containing 129 different chemical compounds. All of these chemicals are of significant interest due to their serious health and safety issues. Permanent exposure to some concentrations of these chemicals can cause severe and irrecoverable health effects, which can be easily prevented by their early identification. Molecularly imprinted polymers (MIPs) offer great potential for selective adsorption of chemicals from water and air samples. These selective artificial bio(mimetic) receptors are promising candidates for modification of sensors, especially disposable sensors, due to their low-cost, long-term stability, ease of engineering, simplicity of production and their applicability for a wide range of targets. Herein, innovative strategies used to develop MIP-based sensors for EPA priority pollutants will be reviewed.

ABSTRACTThe echinocandins are a class of semisynthetic natural products that target β-1,3-glucan synthase (GS). Their proven clinical efficacy combined with minimal safety issues has made the echinocandins an important asset in the management of fungal infection in a variety of patient populations. However, the echinocandins are delivered only parenterally. A screen for antifungal bioactivities combined with mechanism-of-action studies identified a class of piperazinyl-pyridazinones that target GS. The compounds exhibitedin vitroactivity comparable, and in some cases superior, to that of the echinocandins. The compounds inhibit GSin vitro, and there was a strong correlation between enzyme inhibition andin vitroantifungal activity. In addition, like the echinocandins, the compounds caused a leakage of cytoplasmic contents from yeast and produced a morphological response in molds characteristic of GS inhibitors. Spontaneous mutants ofSaccharomyces cerevisiaewith reduced susceptibility to the piperazinyl-pyridazinones had substitutions inFKS1. The sites of these substitutions were distinct from those conferring resistance to echinocandins; likewise, echinocandin-resistant isolates remained susceptible to the test compounds. Finally, we present efficacy and pharmacokinetic data on an example of the piperazinyl-pyridazinone compounds that demonstrated efficacy in a murine model ofCandida glabratainfection.

Purpose – The purpose of this paper is to explore Chinese food safety issues by analysing select incidents within he Chinese agricultural marketing system. Design/methodology/approach – A marketing utility framework is utilized to discuss some of the major food safety incidents in China and potential solutions are explored. Findings – The paper finds that food safety issues arise from problems of asymmetric information which leads to the profit seeking behaviour of agents distorting rather than enhancing the creation of one of the four types or marketing utility (time, form, place and possession). Additionally, structural causes found within the Chinese food marketing system have contributed to the food safety problems. Research limitations/implications – This is not an empirical research with numerical data. Originality/value – This study is one of the first to address Chinese food safety problems from an agricultural marketing utility perspective. Key anecdotes are used to support the claims made in this study.

Case overview Goldfinch Mobile Solutions, a Hong-Kong based value added services (VAS) and gaming platform provider, had an exclusive tie up with Bharti Airtel in India for providing value added voice applications on an interactive voice response system (IVRS) platform. The Goldfinch flagship service is “Guru Ki Bani” which may be subscribed to by dialing the short code 58282. This “58282” service has a repository of all Sikh religion daily prayers, religious songs, teachings, stories from Guru's life and similar information that is derived from the Sikh Holy book Guru Granth Sahib Ji. As per mutual agreement between Goldfinch Mobile Solutions and Bharti Airtel, the telecom operator had the responsibility to promote Goldfinch's Guru Ki Bani service amongst its subscriber base through its below the line (BTL) promotional channels such as short messaging service (SMS), outbound calls, cell information, notification SMS after call and above the line (ATL) activities such as posters, leaflets, print, promoters, regional TV, outdoors, etc. The revenue sharing arrangement between Airtel and Golfinch was in the ratio of 75 percent and 25 percent. However, with recent changes in the policies of Telephone Regulatory Authority of India (TRAI), promotional marketing used by telecom operators has been constrained. Declining customer share, decreasing profits (after Bharti Airtel halted promotions) and increasing organization cost per customer have made MD and CEO Mr Newton Bubber think of various options including low-cost marketing initiatives besides digital marketing to promote Guru Ki Bani services. Value communication to its huge potential customer base, i.e. 184.19 million Bharti Airtel subscribers was another challenge facing Mr Newton and his marketing team at Goldfinch. Expected learning outcomes The case enables students to learn the concepts and application of value creation, effective value communication, price waterfall analysis, importance of costing parameters in pricing decisions, low-cost marketing strategies and digital marketing. Purpose – The purpose of this paper is to examine the main and interactive effects of general and safety-specific leader justice (SSLJ) (i.e. fair treatment) and leader support for safety (LSS) on safety performance. Design/methodology/approach – Two independent samples of construction workers rate their leaders with regards to fair treatment and support for safety and report their own safety performance in a survey. Findings – In both studies, LSS significantly moderated relationships of both general and SSLJ with safety performance. In Study 1, the strength of relationship between general leader justice and safety performance increases while LSS is increased. Similar pattern was found for the relationship between SSLJ and safety performance in Study 2. Practical implications – Safety interventions targeting leadership should consider training for leader safety practices that are perceived as supportive and fair. Originality/value – The research is unique in its examination of leader justice in a safety-specific context and its interactive effects with LSS on safety performance. The present research helps to extend the reach of organizational justice theory's nomological network to include safety.

Purpose – The purpose of this study is to present a system called NEBULOSUS, which is a fuzzy rule-based expert system for assessing the maturity level of an agency regarding technical interoperability. Design/methodology/approach – The study introduces the use of artificial intelligence and fuzzy logic to deal with the imprecision and uncertainty present in the assessment process. To validate the system proposed and demonstrate its operation, the study takes into account the Brazilian technical interoperability maturity model, based on the Brazilian Government Interoperability Framework (GIF). Findings – With the system proposed and its methodology, it could be possible to increase the assessment process to management level and to provide decision-making support without worrying about technical details that make it complex and time-consuming. Moreover, NEBULOSUS is a standalone system that offers an easy-to-use, open and flexible structuring database that can be adapted by governments throughout the world. It will serve as a tool and contribute to governments’ expectations for continuous improvement of their technologies. Originality/value – This study contributes toward filling a gap in general interoperability architectures, which is a means to provide an objective method to evaluate GIF adherence by governments. The proposed system allows governments to configure their technical models and GIF to assess information and communication technology resources.

Purpose This paper aims to quantify the impact of craft worker shortage on construction project safety performance. Design/methodology/approach A database of 50 North American construction projects completed between 2001 and 2014 was compiled by taking information from a research project survey and the Construction Industry Institute Benchmarking and Metrics Database. The t-test and Mann-Whitney test were used to determine whether there was a significant difference in construction project safety performance on projects with craft worker recruiting difficulty. Poisson regression analysis was then used to examine the relationship between craft worker recruiting difficulty and Occupational Safety and Health Administration Total Number of Recordable Incident Cases per 200,000 Actual Direct Work Hours (TRIR) on construction projects. Findings The result showed that the TRIR distribution of a group of projects that reported craft worker recruiting difficulty tended to be higher than the TRIR distribution of a group of projects with no craft worker recruiting difficulty (p-value = 0.004). Moreover, the average TRIR of the projects that reported craft worker recruiting difficulty was more than two times the average TRIR of projects that experienced no craft recruiting difficulty (p-value = 0.035). Furthermore, the Poisson regression analysis demonstrated that there was a positive exponential relationship between craft worker recruiting difficulty and TRIR in construction projects (p-value = 0.004). Research limitations/implications The projects used to construct the database are heavily weighted towards industrial construction. Practical implications There have been significant long-term gains in construction safety within the USA. However, if recent craft shortages continue, the quantitative analyses presented herein indicate a strong possibility that more safety incidents will occur unless the shortages are reversed. Innovative construction means and methods should be developed and adopted to work in a safe manner with a less qualified workforce. Originality/value The Poisson regression model is the first model that quantifiably links project craft worker availability to construction project safety performance.

Purpose Radio frequency identification tags for passive sensing have attracted wide attention in the area of Internet of Things (IoT). Among them, some tags can sense the property change of objects without an integrated sensor, which is a new trend of passive sensing based on tag. The purpose of this paper is to review recent research on passive self-sensing tags (PSSTs). Design/methodology/approach The PSSTs reported in the past decade are classified in terms of sensing mode, composition and the ways of power supply. This paper presents operation principles of PSSTs and analyzes the characteristics of them. Moreover, the paper focuses on summarizing the latest sensing parameters of PSSTs and their matching equipment. Finally, some potential applications and challenges faced by this emerging technique are discussed. Findings PSST is suitable for long-term and large-scale monitoring compared to conventional sensors because it gets rid of the limitation of battery and has relatively low cost. Also, the static information of objects stored in different PSSTs can be identified by a single reader without touch. Originality/value This paper provides a detailed and timely review of the rapidly growing research in PSST.
