Russian Communists will campaign hard in Duma election

Subject The Russian Communist Party's more robust election campaign Significance Five months ahead of elections to the State Duma, the Communist Party of the Russian Federation (CPRF) is preparing its most aggressive electoral campaign since 2003. It will challenge the ruling United Russia party on government corruption and incompetence, and try to harness popular resentment at declining living standards. This approach is at odds with the CPRF's tactic over recent years of seeking preferential treatment in return for political compliance. Impacts Anti-corruption and anti-austerity messages may win the CPRF more votes than polls suggest, although nothing close to a majority. Communist support for grassroots protests may prevent them getting out of hand, but the CPRF risks being blamed if things go wrong. A dynamic campaign may boost the position of party chief Gennady Zyuganov, whose leadership is being questioned by younger activists.

The article assesses the electoral prospects of new political parties registered by the Ministry of Justice of the Russian Federation in 2020, on the eve of the elections of deputies to the State Duma of the Russian Federation, scheduled for September 2021. Based on the results of regional elections held on a single voting day on September 13, 2020, party rhetoric and documents, the author consistently characterizes the electoral potential of the political parties such as «New People», «For Truth», «Green Alternative», and «Direct Democracy Party». The author's judgments are based on the hypothesis that the current electoral potential of new parties, which is fixed at a relatively low level, does not allow us to consider them as competitive and independent subjects in the election campaign at the start of the campaign. The likelihood of certain new parties receiving deputy mandates due to the victory of their candidates in single-mandate constituencies is emphasized. Special attention is paid to the consideration of methods of forming a pool of supporters of new political parties, determined by the specifics of their functioning.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

Purpose The formation of an information society in Russia requires new approaches in the implementation of citizen’s rights to access information. At a modern time, when the resources of internet are available to almost everyone, the modern financial and legal institutions adapt or are obliged to adapt to the modern model of the information society. Not so long ago, just at the beginning of the twenty-first century, new information and legal concept – Civil budget – was introduced. The authors tried to show concrete examples of what it is, what it is, its structure and principles. The authors believe that the realization of the idea of a Civic budget in the Russian Federation will increase the accessibility of information for citizens about the financial performance and financial state and municipalities will allow the State itself, through its Government and the Parliament, to form the budget, based not only on macroeconomic goals and objectives of the country, and objectives of each, even the most small territorial unit in accordance with the needs of living of its citizens. Design/methodology/approach The problem is not new and, in one way or another, exists in all States, but many countries have undertaken very effective reforms and have made improvements in the situation. For example, in Brazil, in the city of Port Alegre, a budget initiative was launched in 1990. Then, it was “replicated” in 400 prefectures throughout the country. The procedure begins with the assembly of residents of the district, where citizens discuss and outline budget priorities, and ends with the approval of the city budget by delegates directly elected at district assemblies. The success achieved in Porto Alegre was further spread: in 1996-2000, budgeting options were implemented in 100 municipal districts, including São Paulo. In 2000-2004, it is estimated to be implemented in another 250 municipalities. Findings The access of the population to budget information is a positive factor not only from the point of view of budgetary law but also in the legal field of information law. Such an opportunity is a direct implementation of principles of the industry such as the principle of publicity and the principle of priority of individual rights. State bodies that form and execute the state budget are, initially, already subjects of the information law, but the above-mentioned activities for monitoring, collecting and providing information within the framework of the Civil budget concept lead them to a new qualitative level of rights and obligations within the framework of information relations, which is unquestionably a positive factor for the activities of these bodies. This article provides a constitutional and legal analysis of the problems of the formation and development of state ideology as the basis for optimizing the system of executive power in the Russian Federation. According to the authors, without the formation of a state ideology in the Russian Federation, it is impossible to ensure the development of society and the state. The work has developed and justified a system of measures to remove obstacles in the formation and development of state ideology in Russia; the purposes, tasks and parameters of the ideological basis of Russian statehood are formulated, which will ensure the implementation of the optimization of the executive power system in the country, the large-scale modernization of its economy and the qualitative improvement of the living standards of the population of the Russian Federation.

Significance The 200-person central committee of the ruling Communist Party of Vietnam (CPV) said last week it had unanimously proposed General Secretary Nguyen Phu Trong to be state president in succession to Tran Dai Quang, who died last month after a long illness. Since 2017, Vietnam’s anti-corruption drive has targeted various party, state and military institutions. Impacts The CPV will debate whether the party general secretary should customarily hold the state presidency, as in China and Laos. Diplomatic protocol may be easier with the same person as party chief and president. Dinh The Huynh could be replaced on the politburo.

In this article, the author considers the influence of migration processes on the organisation and conduct of elections to the State Duma of the Russian Federation of the VIII convocation The migration agenda can influence the electoral campaign in the context of two main vectors — the direct influence of migrants on voting and the factor of the impact of migration processes on the public opinion of voters from among the representatives of the old-time population In addition, the study examines the positions of political parties and actors regarding migration processes in the context of the formation of a general discourse of their election programs — both parliamentary and non-parliamentary Particular attention of the work is focused on the situation in the unrecognised republics of the South-East of Ukraine, the population of which is actively acquiring the citizenship of the Russian Federation and, accordingly, will be able to directly participate in the elections of the deputies of the lower house of the Russian parliament.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
