China expects bright future for blockchain technology

Subject China's position on blockchain and crytocurrencies. Significance After being left behind (mainly by the United States) on critical technologies such as microprocessor design, telecommunication and space engineering, the current Chinese leadership regards technological innovation as a top national priority. In particular, the development of the distributed ledger technology, blockchain, as a cross-industry transformative platform has been written into China’s 13th Five-Year Plan covering 2016-20. Impacts Blockchain technology will be applied to fields such as gaming, global online payments, digital advertising and public service management. The decentralised nature of cryptocurrencies impedes effective regulation. The Chinese government will remain deeply divided on the issue of cryptocurrencies. The United States will probably legalise cryptocurrency exchanges and ICOs soon, followed by Singapore and China.

PurposeA blockchain is a shared distributed ledger technology that stores the information of every transaction in the network. The blockchain has emerged with a huge diversity of applications not only in the economic but in the non-economical domain as well. Blockchain technology promises to provide a wide range of solutions to the problems faced during implementation of smart cities. It has the potential to build smart contracts more secure, thus eliminating the need for centralized authority.Design/methodology/approachThis paper presents a proof-of-concept for a use case that uses an Ethereum platform to build a blockchain network to buy, sell or rent a property.FindingsThe findings of this study provide an opportunity to create novel decentralized scalable solutions to develop smart cities by enabling paperless transactions. There are enormous opportunities in this distributed ledger technology which will bring a revolutionary change in upcoming years.Originality/valueThe concept of blockchain along with smart contracts can be used as a promising technology for sharing services which is a common requirement in smart cities. All the blockchain transactions are stored in decentralized shared database. The transaction recorded in decentralized system is immutable, it cannot be altered and hence chance of forgery is negligible.


Subject US economic policy to China. Significance US Attorney General William Barr yesterday accused US companies of impeding the Trump administration’s China policy by putting profit ahead of US national interest. The president has rooted his economic policy towards China in his 'America First' doctrine and great-power-rivalry worldview. The administration aims to decouple the two economies to slow China's development, which draws heavily if decreasingly on US intellectual property. Impacts National development ambitions will compel China to continue to acquire US technology by whatever means available. Innovations by Chinese firms will shake the assumption of many in the United States that US technological superiority is unsurpassable. US firms in China will balance the costs of failing to comply with Chinese government requests with US reputational censure if they do.

Purpose The purpose of this paper is to conceptualise the chief aspects of policy interest in blockchain technology. Design/methodology/approach The paper outlines policymaking processes in the context of innovation and technological change, assesses generic variations in policy treatment towards blockchain, and identifies manifestations of policy entrepreneurship using national case studies of blockchain policies. Findings Favourable policy dispositions towards blockchain technology are interpreted as political efforts to develop local, blockchain-enabled economies. So-called “crypto-friendly” jurisdictions proactively clarify regulatory and tax treatments of cryptocurrency and other blockchain applications, and trial blockchain uses in fields predominated by public sector activity. Policymakers in countries hostile towards blockchain-related activity have instigated bans or strict limitations with respect to blockchain engagement by developers and users. Research limitations/implications Reliance upon case studies suggests the need for alternative study approaches (e.g. index construction, empirical research) as blockchain use consolidates throughout the global economy. Practical implications This paper provides insight to policymakers and blockchain practitioners regarding the attributes of accommodative policies towards distributed ledger technology. Social implications Countries and sub-national regions exhibiting a more welcoming policy stance are more likely to attract entrepreneurs and investors in the crypto-economic blockchain space. Originality/value This paper develops a policy “crypto-friendliness” construct to assess the extent to which policymakers enact accommodative policies for blockchain development.

Blockchain has been regarded as an emerging global phenomenon in the field of new technologies. However, the existing literature still lacks descriptions of the cooperation characteristics and innovation landscape of blockchain. This study uses the social network analysis method to compare the development of blockchain technology and technological collaboration in China and in the United States based on patent data. Our analyses suggest that the number of blockchain patent applications in China is increasing rapidly due to the Chinese Government developing consistent national strategies for blockchain technology. In all, both countries have notable agglomerations in a few geographical areas or cities. However, the university or enterprise block in the United States has broader and deeper cooperation, unlike the Chinese university or enterprise block, which is more inclined to cooperate within blocks and has more isolated blocks. Lastly, there are various patent attributes-influencing factors behind the importance of node cooperation. The results show that the degree of cooperation of cooperative inventors or important patents is greater in China’s cooperation network, while in the United States, the influence of enterprises rather than universities or individuals is greater.

Firearm related mortality is at epidemic levels in the United States and not only has a significant impact upon public health, it also creates a large financial burden. Suicide is the most common way guns kill. Through better gun tracking and improved screening of high risk individuals, this technological advance in distributed ledger technology will improve background checks on individuals and tracing of guns used in crimes.

Sandra Ramos (b. 1969) is one of the few artists to reflect critically on both sides of the Cuban di-lemma, fully embodying the etymological origins of the word in ancient Greek: di-, meaning twice, and lemma, denoting a form of argument involving a choice between equally unfavorable alternatives. Throughout her works she shines a light on the dilemmas faced by Cubans whether in Cuba or the United States, underlining the bad personal and political choices people face in both countries. During the hard 1990s, while still in Havana, the artist focused on the traumatic one-way journey into exile by thousands, as well as the experience of profound abandonment experienced by those who were left behind on the island. Today she lives in Miami and operates a studio there as well as one in Havana. Her initial disorientation in the USA has morphed into an acerbic representation and critique of the current administration and a deep concern with the environmental collapse we face. A buffoonlike Trumpito has joined el Bobo de Abela and Liborio in her gallery of comic characters derived from the rich Cuban graphic arts tradition where she was formed. While Cuba is now represented as a rotten cake with menacing flies hovering over it ready to pounce, a bombastic Trumpito marches across the world stage, trampling everything underfoot, a dollar sign for a face.

PurposeThe Girl Who Buried Her Dreams in a Can, written by Dr Tererai, profiles a cultural, yet global experience of the power of believing in one's dream. Through this study of the similarities and differences of how children in the United States and abroad live and dream of a better life, this lesson seeks to enhance students' understandings of the power and authority they possess to effect change not only within their own lives but also in the lives of countless others in world. After reading the text, students will work to create vision boards illustrating their plans to effect change within their homes, schools, communities, states or countries. They will present their plans to their peers. To culminate the lesson, the students will bury their dreams in can and collectively decide on a future date to revisit the can to determine how far they have progressed in accomplishing their goals.Design/methodology/approachThis is an elementary grades 3–6 lesson plan. Preventing suicide has been identified as a national priority by recent commissions in the United States. Despite increased awareness of suicide as a public health problem, suicide in older adults remains a neglected topic in prevention strategies and research. This is especially true regarding elderly White men, who in terms of suicide rates have represented the most at-risk age group for the past half century. In light of the unprecedented aging of the United States as the baby boom generation enters late adulthood, suicide prevention initiatives that focus on aging males are needed to prevent a national crisis in geriatric mental health. This article provides a brief review of the perennially under-recognized reality of suicide in older men and prevention strategies that, if implemented, might help stem this rising tide of suicide in this vulnerable population.


Significance Follow-on action from Washington and responses from foreign actors will shape the US government’s adversarial policy towards China in semiconductors and other strategic technologies. Impacts The Biden administration will likely conclude that broad-based diversion of the semiconductor supply chain away from China is not feasible. The United States will rely on export controls and political pressure to prevent diffusion to China of cutting-edge chip technologies. The United States will focus on persuading foreign semiconductor leaders to help develop US capabilities, thereby staying ahead of China. Washington will focus on less direct approaches to strategic technology competition with China, notably technical standards-setting. Industry leaders in the semiconductor supply chain worldwide will continue expanding business in China in less politically sensitive areas.
