Moldovan election may not bring Socialist government

Significance A range of parties, old and new, are battling for the attention of two broad electoral constituencies, one inclined towards Europe, and the other looking east to Russia. Moscow has a clear interest in its Socialist allies winning, but that outcome is uncertain. Impacts Perceptions that the political process (regardless of victors) is controlled by oligarchs will dampen investor interest. The EU is already concerned about some of its notional allies in government but would prefer a pro-Western to a pro-Moscow government. The longer-term drift, economic and ultimately political, is towards the EU.

It is common today, even in the European media, to treat the current crisis of the European Union almost exclusively as an economic crisis. The present article pretends to show that such a focus is not only wrong but is indeed dangerous for the future development of the European Union as a whole. The article will argue that the present economic crisis simply aggravated – and a lot – a crisis of legitimacy through which the European Union has been passing for some time. Showing that the anti-European tendencies which are spreading throughout the countries of the continent threaten the very future of the European project, the article will make suggestion on reforms for the future development of the EU, alerting to the necessity to finally elaborate once again a coherent argument for the continuation of the European integration process which puts the European population at the heart of the political process instead of just austerity.

The author explores the place of animals in rural politics. Recognising that rurality is socially constructed by its participants, he examines how animals are represented in constructs of the rural and in political debates arising from contests between conflicting constructs. In particular, two case studies are discussed—one concerning an attempt to ban staghunting on public-owned land in Somerset; the other concerning the so-called ‘BSE crisis' in Britain in 1996. In both cases representations of animals are mobilised in support of discourses of rurality and nature and particular political objectives. Yet, although animals are central to these debates, they are also voiceless and powerless and remain marginalised from the political process.

Purpose The purpose of this paper is to consider the challenges, advantages and limits of ethnographical approaches to the study of parliament. Challenges in the study of political institutions emerge because they can be fast-changing, difficult to gain access to, have starkly contrasting public and private faces and, in the case of national parliaments, are intimately connected to rest of the nation. Design/methodology/approach Ethnography usually tends to be difficult to plan in advance, but especially so when parliament is the focus. Findings Research in parliament requires clear questions but an emergent approach for answering them – working out your assumptions, deciding on the most appropriate methods depending on what wish to find out, and continually reviewing progress. Its great strengths are flexibility, ability to encompass wider historical and cultural practices into the study, getting under the surface and achieving philosophical rigour. Rigour is partly achieved through reflexivity. Research limitations/implications One implication of this is that not only will each study of parliament be different, because each is embedded in different histories, cultures, and politics, but the study of the same parliament will contain variations if a team is involved. Originality/value Ethnographical research is a social and political process of relating; interpreting texts, events and conversations; and representing the “other” as seen by observers.

Israeli-European Union (EU) relations have consisted of a number of conflicting trends that have resulted in the emergence of a highly problematic and volatile relationship: one characterized by a strong and ever-increasing network of economic, cultural, and personal ties, yet marked, at the political level, by disappointment, bitterness, and anger. On the one hand, Israel has displayed a genuine desire to strengthen its ties with the EU and to be included as part of the European integration project. On the other hand, Israelis are deeply suspicious of the Union’s policies and are untrusting of the Union’s intentions toward the Israeli-Palestinian conflict and to the Middle East as a whole. As a result, Israel has been determined to minimize the EU’s role in the Middle East peace process (MEPP), and to deny it any direct involvement in the negotiations with the Palestinians. The article summarizes some key developments in Israeli-European Community (EC)/EU relations since 1957: the Israeli (re)turn to Europe in the late 1950s; EC-Israeli economic and trade relations; the 1980 Venice Declaration and the EC/EU involvement in the MEPP; EU-Israeli relations in a regional/Mediterranean context; the question of Israeli settlements’ products entering free of duty to the European Common Market; EU-Israeli relations in the age of the European Neighbourhood Policy (ENP); the failed attempt to upgrade EU-Israeli relations between the years 2007 and 2014; and the Union’s prohibition on EU funding to Israeli entities beyond the 1967 borders. By discussing the history of this uneasy relationship, the article further offers insights into how the EU is actually judged as a global-normative actor by Israelis.

Purpose Employee recognition is presented in the literature as a mean to achieve change according to a schedule already established by the management of the enterprise (planning process). Such an approach overlooks the fact that organizational change can be explained by other processes such as the political process, the interpretive process, the incremental process and the complex process. Each of these processes offers specific characteristics of change. Through this research, the author tries to answer the following question, while driving an organizational change project does employee recognition favour a change according to the planned process? The paper aims to discuss these issues. Design/methodology/approach To answer the research question, a qualitative research case study is conducted within Basic Bank, a banking leader institution on the Tunisian market. The author analysed a proposed change induced by the implementation of a Global Banking System. Findings The results show that monetary recognition helps develop employee motivation to change, thus, ensuring a planned change. However, its variability has encouraged the emergence of conflicts between the actors resulting in an increase of change according to the political process. Originality/value Found results enrich the previous work on the role of the staff recognition in the change process. Its originality lies in the study of the relationship between employee recognition and explanatory process of change in a dynamic perspective which enables having an overall view on the evolution of this relationship throughout the implementation of the change.

The political integration of ethnic minorities is one of the most challenging tasks facing the countries of post-communist Europe. The roads to their political representation in the mainstream political process are numerous and diverse. The EU accession of the Central and East European countries has expanded the scope of the political participation of minorities by adding an electoral process at the regional level: the elections for members of the European Parliament. This article presents a comparative study of the ways in which EU-level electoral processes affect the scope and quality of minority representation on the example of the participation of ethnic political parties in Bulgaria and Romania in the 2007 and 2009 electoral cycles of the European Parliament.


Significance The change of president and government in late January has shifted the power balance in favour of the Socialist Party (BSP), but the centre-right Citizens for Bulgaria’s European Development (GERB) is still the stronger political force. The three most influential parties -- GERB, BSP and the Movement for Rights and Freedoms (DPS) -- are all focused on preserving the political and economic status quo, and on opposing radical judicial reform as demanded by the EU. Pro-reform forces to the right of GERB are in disarray, while the nationalist parties are united and on the rise. Impacts GERB has yet to find itself a role that could win it another victory over the BSP, as in 2014. As the weaker party, the BSP will be more aggressive in exploiting anti EU sentiment. Long-anticipated judicial reform will remain elusive. The degree of Bulgaria's distance from Brussels will be influenced primarily by events and elections in Western Europe.


Subject Kosovo's violent and fragmenting opposition. Significance Three parties which had formed a united front against the government have split into two camps. Vetevendosje (Self-Determination) is on the one side; the Alliance for the Future of Kosovo (AAK) and the Initiative for Kosovo (Nisma), which have formed a formal coalition, are on the other. The split strengthens the government's position. Impacts Further unrest will have damaging consequences for the economy, implementing the Brussels Agreement and Kosovo's passage towards the EU. The governing parties will gain from opposition disunity in any electoral contest, increasing the prospect of early elections. Kosovo's Serbs may implement the devolution aspects of the Brussels Agreement unilaterally, further exacerbating tensions.


Subject The non-appearance of an expected EU anti-corruption report. Significance The European Commission’s cancellation of its second report on anti-corruption efforts across member-states and EU institutions removes a key benchmark against which to hold European governments to account at a time when several are attempting to roll back anti-corruption reforms and disable checks and balances. Given the political sensitivity of the first report, the move also feeds populist criticisms that the EU itself is prone to corruption and unwilling to expose itself to scrutiny. Impacts Populist governments appear to be learning from one another that they can remove limits on their power. This will allow interest groups to entrench their political and economic dominance, hindering economic growth in the long run. The US president’s attacks on parts of the media for ‘fake news’ may encourage use of anti-establishment rhetoric to discredit critics.


Significance Portugal is set for the best five-year period of growth since the turn of the millennium, unemployment is falling and public finances are showing positive signs. The upswing is reflected in the remarkable stability of the political system. Impacts The economic recovery is likely to drive down yields on government bonds. Centeno’s appointment as Eurogroup president will raise Portugal’s standing in the EU. Security concerns in many Mediterranean countries are likely to boost Portugal’s tourism industry.
