Unsettled Libyan politics may fuel violence in Tripoli

Significance The violence is indicative of growing friction between local Tripolitanian militias under the influence of the United Arab Emirates (UAE) and forces now loyal to the Government of National Unity (GNU), which in 2019 rallied from across western Libya to defend the capital from eastern military commander Khalifa Haftar’s siege. Impacts This is a last-ditch act by the UAE’s only remaining military assets in western Libya, and could provoke conflict with Turkish proxies. Violence involving Turkish-backed forces would refocus European attention on Ankara’s role in Libya and reignite pressure for a withdrawal. Renewed violence would end a recent economic revival in Tripoli, created by a period of peace and many reconstruction contracts.

Significance Libya’s hydrocarbons sector has seen a period of relative stability since the end in 2020 of eastern military commander Khalifa Haftar’s military offensive against Tripoli and the formation of the Government of National Unity in early 2021. Oil and gas revenues are central to the national budget -- and their control and distribution are focal points of political contention. Impacts The main risk to oil production in 2022 is the possibility of a renewed political crisis triggered by elections. Prompt payment of salaries and fees will remain important to discouraging private security forces from closing down oil infrastructure. Foreign oil and gas companies will become more cautious about new investment.

Purpose The purpose of this paper is to provide insight into the factors that influence the mindset of youth in the United Arab Emirates (UAE) in choosing entrepreneurship as their future employment. It also suggests the pathway to improve the role of the universities as strategic drivers in inducing an entrepreneurial mindset. Design/methodology/approach An exhaustive literature review of extant research followed by an exploratory study was conducted. Furthermore, to understand factors influencing the role of universities, interpretive structural modelling methodology is applied to evolve a hierarchy-based relationship among the strategic factors. Findings The results of empirical research suggest that young people in the UAE rank entrepreneurship as their first employment choice. However, most of them have not attended any formal entrepreneurship-related course in school or in college. The study also suggests that individual and environmental factors influence the entrepreneurial mindset of both males and females in the UAE. The structural model developed in the study indicates that to give an impetus to the entrepreneurial mindset, the government must create a supporting environment with UAE universities playing the role of a catalyst. Practical implications Professional entrepreneurship instruction is seen as a strategic tool to stimulate financial and societal growth. The results could provide insights for both entrepreneurship educators and policymakers and will boost their commitment to promote the entrepreneurial mindset within UAE society by enhancing and developing traits associated with entrepreneurial success. The results support recognition of the factors that induce educational programmes and economic incentives targeted at the development of sustainable entrepreneurial culture and ventures in the UAE. Originality/value The study is an effort to highlight the role of higher education in envisaging and cultivating entrepreneurs in a fast-growing developing country through a survey and a hierarchy-based model.


Subject Importance of social media in the United Arab Emirates. Significance The United Arab Emirates (UAE) is among the most connected countries in the Middle East, with one of the highest rates of social media penetration. Compared with Western countries, UAE consumers are more likely to engage with brands and to be less worried about issues of privacy and tracking. The government engages in extensive monitoring, surveillance and censorship of social media and apps. Impacts Both global brands and local businesses have additional scope to develop social media strategies to capitalise on rising usage. Content with the status quo and tight monitoring will prevent activists from leveraging social media platforms to bring about change. Extraterritorial aspects of the cybercrime law could be applied to non-residents and travellers in transit. Non-renewal of visas could become a more common, low-profile way to exclude expatriates who transgress on social media.


Significance The bombing represents the latest setback to Saudi Arabia and the United Arab Emirates (UAE)'s efforts to stabilise southern Yemen and reinstall the government of President Abd Rabbu Mansour Hadi. ISG is just one of a number of sub-state actors that have been empowered by the conflict and that will seek to challenge central government authority. Impacts Insecurity in Aden will deal a blow to the legitimacy of the Saudi-backed Hadi government. A major setback in the south will reflect badly on the reputation of Saudi Defence Minister Deputy Crown Prince Mohammed bin Salman. Reconstruction efforts in southern Yemen will place increased long-term strain on the Saudi budget in particular. Southern Yemen could emerge as a key battleground in the rivalry between al-Qaida and ISG for leadership of the global jihad.


Significance Major banks and investment companies have also announced planned mergers in 2016-17. The Ipsos City Index in July named Abu Dhabi the second-best place to live and work, overtaking Paris and London. On the ground, however, the oil-price driven slowdown is finally starting to hit residents hard. Impacts The government will increase its emphasis on economic diversification, although this will be a difficult task. Loss-making state airline Etihad is likely to face another restructuring. Abu Dhabi’s vast reserves will enable it to retain its position as leader of the United Arab Emirates (UAE).


Significance A new battle-line has now formed in central Libya. The LNA’s offensive ended largely because of Turkey’s intervention in Libya since January. Extensive Turkish support for the Tripoli government, the Government of National Accord (GNA), neutralised the aerial military advantages the LNA had gained thanks to its foreign sponsors, primarily the United Arab Emirates (UAE). This turned the tide in the conflict. The shift will have geopolitical repercussions and alter local players’ calculations and dynamics. Impacts France must decide whether its hostility towards Turkey and Islamist politics is worth the price: allowing Russia a greater role in Libya. Turkey will attempt to expand the GNA’s territorial control towards Jufra and the oil crescent. A unified Libyan government would reduce both Russian and Turkish influence. Oil exports are likely to stay volatile while fields change hands, though the GNA will be keen to restart any wells it controls.


Significance The attack was an attempt to undermine the nine month old national unity government headed by President Ashraf Ghani, who is already losing public confidence since the cabinet is still incomplete and the country still lacks a viable security plan. Meanwhile, Taliban gains in the north have prompted the government to arm local militias to bolster its security forces. According to UN figures, the insurgency has left 974 dead and 1,963 injured in the first four months of 2015 -- a 16% rise on 2014. Impacts Growing public discontent could open spaces for competing leaders and groups opposed to the government, threatening civil unrest. Absent a viable security strategy, NATO may slow the military drawdown, implying extended involvement. Foreign investors, especially China, could renege on their investment commitments if the Taliban continue taking new territory.


Significance Crises have never been in short supply in Somalia, but the current government seems to be stumbling from one to another, many driven by chronic infighting among different branches of government. The administration appears to be recovering, but it has lost credibility, momentum and, most importantly, much-needed time to implement major strategic priorities. Impacts Domestic opponents may seek to leverage the United Arab Emirates (UAE)’s misgivings towards the government to secure support. While currently distracted by domestic affairs, Ethiopia maintains significant influence and could reassume a larger role. Insecurity and the fight against al-Shabaab may also derail critical processes.

PurposeProjects are an inherent part of implementing strategies. Still, the challenge is to connect a long-term strategy for larger ecosystem development to the individual projects being undertaken. The purpose of this paper is to test the ability of seven project management office (PMO) roles to achieve strategic planning in large society development public organisations in the United Arab Emirates (UAE).Design/methodology/approachThe questionnaire survey that was employed for data collected from 450 project members in 19 project-based public organisations having PMO unit had a response rate of 60 per cent. The received data analysed quantitatively by using multiple regression.FindingsThe survey data revealed that PMO enhanced the achievement of the strategic plan for better development of the business ecosystem. The analysis outputs, as expected, have indicated that 95 per cent of the targeted organisations established their own PMO for developing business ecosystem.Research limitations/implicationsDespite there are PMOs hosted by private organisations, the study is limited to the PMO within the context of the government and semi-government organisations in the UAE.Practical implicationsThese findings further utilised in developing the conceptual PMO model that would be flexible to be applied to similar project management methodology in various business settings, as well as pave the way for further scholarly investigations.Originality/valueThis work is both exploratory and causal study, which concentrates on investigating the effectiveness of seven proposed PMO roles (as independent variables) in carrying out the strategic plan (as the dependent variable) of the public-sector organisations in the UAE for the development of business ecosystem.

PurposeBased on the extensive literature review and the research published in the context of Western countries, this study proposes that the entrepreneurship education, participation in entrepreneurial seminars at the universities and their involvement in the activities of innovation and incubation center of the universities may foster entrepreneurial intentions (EIs) among Emirati female graduating students.Design/methodology/approachTo test the study’s hypothesized model, survey data are collected from 283 female graduating students of 19 public and private universities in the United Arab Emirates (UAE). The analysis of the data relies upon multiple hierarchical regression and moderation analysis in SPSS.FindingsThe results suggest that all three types of educational activities positively influence the women's EIs in the UAE. However, formal entrepreneurship courses are more effective than the participation in seminars and involvement in the activities of innovation/incubation center. The authors also found that perceived social support does not moderate the impact of education on EIs, which means that entrepreneurship education is equally effective in fostering EIs, no matter female students perceive low or high social support. On the other hand, results demonstrate that the level of gender stereotypes negatively moderates the impact of education on it. This implies that if a female student believes in a high gender stereotype, the impact of education on her EIs will be low and vice versa.Research limitations/implicationsThis study specifically focuses on women entrepreneurship and for the UAE only. However, the results can be generalized for female entrepreneurship, specifically for countries where governments are taking initiatives to foster female entrepreneurship. The study provides specific implications for the UAE public policy government.Practical implicationsAs the Government of the UAE is keenly interested to boost up the women entrepreneurial behavior, the findings of the study support that in addition to entrepreneurship education, the government should also encourage the universities to arrange entrepreneurship seminars as these seminars also increase the EIs of women. In addition, the government and the universities should also focus on the involvement of women in the incubation centers/innovation park because the incubation centers can provide the practical exposure to the women in the new business start-ups.Originality/valueThis research is among the first, which benchmarks women EIs in the UAE.
