The need to study the development of business entities in the context of individual categories of industrial parks is connected with different concepts of their development and territorial expansion. The suggested methodological approach to assessment of sustainability level of the business firms functioning in the system of industrial parks includes the following main stages: grouping of industrial parks and the selection of representatives of the groups; rating assessment of stability level of firms functioning in the system of industrial parks; grouping of businesses by the level of sustainability. The technique was tested on data from 150 industrial parks. The results of the implementation of the suggested approach show that more vulnerable positions are typical of businesses operating as part of industrial parks as “greenfield” companies. At the same time, the highest proportion of businesses with a low stability level is typical of developing parks, which indicates the need to expand the range of incentives for these businesses. The most stable cluster of entrepreneurs is business entities of developing parks such as “brownfield” companies. Entrepreneurs operating within developed parks as “brownfield” firms are characterized by a satisfactory level of sustainability. The proportion of entrepreneurial structures with a low stability level remains quite high, which indicates the need to adapt the development strategy of business entities in the system of such structures. Regionalism is a common development strategy in the Pacific region. Through it, numerous services are delivered to countries, communities and organisations. While some see regionalism as an effective and efficient strategy for the Pacific region, others point to its dismal performance. Using the experience of the Rethinking Pacific Education Initiative for and by Pacific Peoples (RPEIPP) as a regional strategy, this paper explores regional service delivery and offers a plausible way of re- framing service and delivery for conceptualizing Pacific regional strategies. © 2011 Shannon Research Press.

Abstract This article explores perceptions of individuals involved in an early attempt to professionalize detective work in Kent, UK. In 2000, Kent Police developed a Strategic Policing Doctrine incorporating a learning and development strategy. These ideas resulted in a partnership between Kent Police and Canterbury Christ Church University producing the Advanced Detective Training (ADT) programme including a university qualification, the BSc (Hons) in Applied Criminal Investigation delivered between 2001 and 2006. This research, conducted in 2016, used semi-structured interviews with 27 participants including: trainers, academic staff, students, and the Chief Constable. The research revealed that there were challenges in the selection of candidates, use of the term ‘advanced’ in the programme title and the abstraction of ADT trainees. A very high proportion of ADT officers valued the ‘training’ part of the programme with the majority valuing the ‘academic input’. This research provides a useful analysis of previous attempts to develop detective professionalization and accredited learning relevant for programme designers responding to the introduction of the Police Education Qualification Framework and direct entry and fast track detective training.
