THE PURPOSE. To analyze scenarios for the development of the energy complex of one of the regions of the North-East of Russia for the period up to 2030 with a target vision until 2050. This will require an analysis of the current state of the energy complex; show the latest changes in the power supply system; propose promising areas for the transfer of electricity. METHODS. To assess the current state of the electric power industry, from the point of view of the most efficient use of natural energy resources and the potential of the energy sector of the economy, methods of collecting and processing statistical data were applied. For the technical assessment of the state of electric power facilities, analytical and logical- probabilistic methods for determining reliability were applied. To predict energy consumption, mathematical modeling methods were used with the construction of approximating polynomials. RESULTS. The article evaluates the strategic and moderate scenarios for the development of the energy sector of the Republic of Sakha (Yakutia) in modern conditions, taking into account the increase in the energy efficiency of the region's economy. The indicators of electricity consumption throughout the republic, the Western Energy District and the decentralized power supply zone were subject to assessment. Long-term forecasts made do not confirm the development of events according to a more stringent strategic scenario. At the same time, the results for the moderate scenario are fully correlated with both the current state of the energy sector and the prospects for its development. CONCLUSION. Analysis of the current state and assessment of scenarios for the development of the energy sector of the republic's economy showed an increase in the reliability of power supply systems when organizing a "ring" in the Western Energy District; increase in useful electricity consumption by 2030; increase in electricity production; changes in the structure of electricity production.

The article reveals the current state of local lore bibliography in the Republic of Sakha (Yakutia), the main types of bibliographic indexes: scientific-auxiliary, recommendation. The author gives the examples of specific bibliographic manuals, which allow to determine the existing system of local lore bibliography, its methodological, organizational and technological development.The article notes the leading centres involved in the creation of local lore bibliographic manuals, considers the principles of creating bibliographic resources through the organization of local lore scientific-auxiliary bibliography.The author presents the analysis of “Bibliography of Yakutia” by N.N. Gribanovsky as one of the samples of bibliographing for all the time of development of local lore bibliography in Russia and gives information about the reconstruction work of this publication. In 2016, the National Library (NL) of the Republic of Sakha (Yakutia) started preparing for the publication of multi-volume universal scientific-auxiliary bibliographic work “Bibliography of Yakutia (1932—2022)” on all the main branches of knowledge: Yakut language, Literature, Literary Criticism, Folklore, Economy and Demography, State and Law, Political Science, History, Archaeology and Ethnology, Culture and Arts, Health Care, Medicine, Education, Physical Culture and Sports, National Economy and Industry, Agriculture, Minerals and Geology, Cryology. It is expected that the publication will consist of 15 volumes and in general will close the existing gap in bibliographing of documents on all the major branches of knowledge for the years 1932—2022.The author presents detailed characteristics of the main bibliographic indexes published by the NL of the Republic of Sakha (Yakutia), the Scientific library of the North-Eastern Federal University named after M.K. Ammosov, the Central scientific library of the Yakut Scientific Centre of the Siberian branch of the Russian Academy of Sciences, the Scientific library of the Yakutsk Agricultural Academy.The article reveals the new opportunities in bibliographic activity of municipal libraries of the Republic, analyses the base for compilation of bibliographic resources of the regions (uluses) of the Republic. The author pays special attention to the activities on creation of recommendation bibliography on “Yakut Studies”. The conclusions present the results of the development of the system of local lore bibliography in the Republic of Sakha (Yakutia).The author highlights that the characteristic feature of the modern system of bibliographic indexes of the region is the integrity of the major types and kinds of bibliographic indexes; the organizational, technological and scientific components are identified in general; and the bibliographic provision of science and practical activity of the Republic is increasing. The presented system develops quite dynamically in the natural way of changes in the life of society.

In modern economic conditions, there are a number of problems with Russia's economic growth. To stabilize it and increase its level, it is advisable to develop different sectors of the economy. One of the promising areas is the development of agriculture, agro-industrial complex. This paper studies the current state of the agro-industrial complex in the North Caucasus Federal District and the Republic of North Ossetia - Alania. The analysis of the current state of the agro-industrial complex of the North Caucasus Federal District showed that all the regions that are part of it have territorial and climatic opportunities for the development of the studied economic sector. The analysis of the state of the agro-industrial complex of the Republic of North Ossetia - Alania allows us to conclude that the region occupies a leading position in the production, processing and sale of products of the agro-industrial sector. Further stabilization and development of the agro-industrial complex in the region will have a significant positive impact on the country's economic growth.

The article presents annual statistical data of the Caspian Research Institute of Fishery. There has been kept track of the long term dynamics of the stocks of three species of Caspian sprat (anchovy, big-eyed kilka, sprat) and investigated a process of substituting a food item of sprats Eurytemora grimmi to a small-celled copepod species Acartia tonsa Dana. According to the research results, there has been determined growth potential of stocks of each species. Ctenophoran-Mnemiopsis has an adverse effect on sprat population by eating fish eggs and larvae. Ctenophoram - Mnemiopsis is a nutritional competitor to the full-grown fishes. The article gives recommendations on reclamation of stocks of the most perspective species - common sprat, whose biological characteristics helped not to suffer during Ctenophoram outburst and to increase its population during change of the main food item. Hydroacoustic survey data prove the intensive growth of common sprat biomass in the north-west part of the Middle Caspian. According to the results of the research it may be concluded that to realize the volumes of recommended sprat catch it is necessary to organize the marine fishery of common sprat at the Russian Middle Caspian shelf.

A growth in the number of deer and an increase in their productivity are closely related to the solution of the complex problem of reproduction and rational use of deer females. Significant damage to reindeer husbandry is caused by the barrenness of northern domestic deer, the level of which has been quite high in recent years. So, in the Republic of Sakha, on 01.01.2020, the number of domesticated reindeer was 152,068, of which female deer and heifers — 71,818, offspring per 100 females — 59, business yield amounted to 52 fawns per 100 females. The causes of infertility are very diverse, as the natural and climatic conditions of the breeding zones have a significant influence on the reproductive function of reindeer. In Yakutia, the main population of northern domestic deer is bred in mountain taiga and tundra natural-climatic zones, so there are about 55 thousand deer in the mountain taiga zone and more than 65 thousand deer in the tundra zone. In this regard, the study of the peculiarities of the postpartum period course in domestic reindeer females, its morphophysiology, and behavioral reactions depending on the natural and climatic conditions of breeding is of great importance.

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.
