Technological and Economic Aspects of Intensive Gardening Development in Russia

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.

The article outlines the problematic issues of the tax policy of the Republic of Dagestan and suggests ways to overcome the identified problems.

Relevance. Vegetable growing is a traditional sector of agriculture in Azerbaijan. The republic has all the conditions for its development, both natural and socio-economic. Materials and methods. The aim of the research was to analyze the current state of vegetable growing in the republic, to identify the strengths and weaknesses of the industry, to determine the terms of support for producers from the state and branch science. Results. The gross harvest of vegetables has been steadily growing in the last decades, and by 2019 amounted to 1715 thousand tons. The yield of vegetables also increased during this period from 14, 7 to 21.9 t / ha. In door production area is approximately 4800 ha. The production of greenhouse vegetables is focused on the Russian market. The bottleneck in the industry is vegetable seed production, a market with a capacity of almost 20 million euros is occupied by foreign companies. At the same time, the agricultural producers get state support in the form of subsidies and soft loans and a full tax exemption. Industry science is also developing: the Research Institute of Vegetable Production has been reconstructed and fully equipped, special training organized for vegetable growers in the Azerbaijan State Agrarian University. Further development of the industry continues through the intensification and biologization of production, expanding the range and improving product quality.

This article is dedicated to examination of the traditional structure of the Russian institute of mediation and its possible transformations in light of the provisions of the new draft law “On Settlement of the Disputes Trough Mediation in the Russian Federation". Based on the principle of historicism and systemic analysis, the authors consider the established structure of the Institute, and highlight the three stages in development: latent, euphoria and stagnation. It is assumed that such peculiarities of development are substantiated by its implementation “from the top”. The current state of the institute of mediation, despite the fact that it remains at the “initial” level of development, can be characterizes as a years-long stagnation. Therefore, the draft of the new Federal Law on Mediation, developed by the Ministry of Justice, which in case of enactment significantly changes the structure and functional concept of mediation, became the subject of intense discussion within the professional community, since the intended radical reform is planned to be implemented “from the top”, without consideration of the opinion of professional community and interested stakeholders. Having analyzed separate elements of the institute of mediation and changes therein, the authors came to the following conclusions. One of the three key reasons for the established situation in the area of mediation is the low level of professional qualifications of mediators; incompetence of mediators impedes conducting mass mediation and further development of the institute of mediation. The second reason consists in incompetence and disunity of the professional community of mediators, absence of an authoritative body nationwide. The third reason lies in discrepancy of the development of two vectors of mediation — traditional and academic as a special trend in reconstructive approach. The presented analysis allows reassessing the current state and potential of the Russian Institute of mediation, as well as forecasting further ways of its development.

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.

The development of the digital economy, the change in the image of workers, their values, as well as the threat of a global pandemic indicate the further development and widespread introduction of non-traditional forms of employment. The article examines the historical preconditions for the formation of a distance form of employment. The authors conclude that distance employment is an evolutionary form of employment and, in the context of the COVID-19 pandemic, is designed to ensure the stability of labor relations. The features of the legal regulation of distance work in the Republic of Belarus are analyzed, a comparative analysis of the legal regulation of distance employment in the Russian Federation is carried out. The main mistakes made by employers when transferring workers to remote work have been studied. Basic recommendations are given for transferring employees to a remote form of employment, taking into account the requirements of the legislation of the Republic of Belarus. There were used such methods as analysis, synthesis, dialectical, historical, formal logical, formal legal and comparative legal in this research.

The article analyzes the current state of small and medium-sized businesses in the Republic of Kazakhstan. The author reveals the essence of business through the prism of public administration and defines its role in the economy of Kazakhstan. As a result of the study, the features and systemic problems in the functioning of small and mediumsized businesses in the Republic of Kazakhstan were studied. When analyzing the current state and development of SMEs in the Republic, the method of collecting information and, in part, the method of abstraction were used for effective search, grouping, processing and generalization of the necessary material. The study of the economic dynamics of indicators by means of a comparative method to establish cause –and-effect relationships and identify systemic problems of state regulation and development of small business. Through the application of appropriate general and private economic methods, promising directions for further development of small and medium-sized businesses in the Republic of Kazakhstan were developed, which include: improving the strategy and tactics of interaction between representatives of SME and the authorities; improving legislation (tax, financial and innovation) in the field of SME support; improving mechanisms that ensure access to financial resources for SME; creation of Centers financed by state for the training specialized personnel and intensification of the development of modern forms of business integration.

The article briefly describes the current state of orphans who are in social shelters. The article considers the legal and technological bases of the activities of such institutions in the Russian Federation in the field of restoring child-parent relations. An example is given of the activities of the GKUSO RM “Republican Social Shelter for children and adolescents “Nadezhda”” (Republic of Mordovia). The structure and activities of the shelter, goals, objectives, technologies and project activities are analyzed in detail.

Aim. To study the current state of the epidemic status of co-infection of human immunodeficiency virus (HIV) and tuberculosis in penitentiary facilities and to predict its further development. Methods. The material for the study was the data of departmental forms of medical statistical reporting for the period from 2005 to 2018. Results. It has been established that the epidemic status of tuberculosis in the penitentiary system institutions is improving, reflected by a decrease in mortality rate over the study period by more than 90%. However, over the study period, the incidence of co-infection of HIV and tuberculosis in penitentiary institutions increased by 3.9 times, and the prevalence by more than 2.5 times. This trend is largely due to the growth of epidemiological indicators of HIV infection. This confirms the established fact that the proportion of HIV-infected people among people followed up with active tuberculosis increased by almost 10 times. Currently, more than one in three newly diagnosed patients with active tuberculosis is infected with HIV. Along with this, the proportion of cases with drug resistance is growing among bacillary patients with active tuberculosis. Conclusion. The increase in the number of people with co-infection with HIV and tuberculosis and drug-resistant forms of tuberculosis raises doubts on further favorable prognosis for the development of the epidemic situation on tuberculosis both in penitentiary institutions and in the Russian Federation as a whole: an epidemic potential is emerging for an even more complex problem HIV-associated tuberculosis with drug resistance.

This article is dedicated to examination of the role of Parliamentary Assembly in development of the Union State. The goal is to trace the parliamentary activity in the Union State throughout the entire time of its existence, the objectives that were pursued, their transformation, and change of conditions for their accomplishment. This topic is especially relevant in the current context. A new milestone has passed in the history of Union State: December 2019 marked twenty years since its creation. Agreement on the formation of Parliamentary Assembly of the Community of Belarus-Russia Union State was signed earlier, in 1996. The novelty of this works consists in comprehensive and detailed analysis of different stages in formation of Parliamentary Assembly, which allows describing their role in further consolidation of the Union State. The scientific problem of this article can be articulated as follows: Parliamentary Assembly is not just a legislative institution that formulates the agenda for development of the Union State; it is also a platform for a continuous dialogue between Russia and Belarus. Therefore, examination of this government institution in an urgent scientific problem that allows revealing the key aspects of evolution of the Union State. As the resources for this article, the author explored the legislative acts of the Republic of Belarus and the Russian Federation, legal information from official portals of the Union State and the Parliamentary Assembly. This underline the need for further development of parliamentarism in Russia-Belarus Union State for the purpose of improvement and strengthening of relations between the countries in the current conditions of international transformation. The article is based on most relevant documents pertaining to Russia-Belarus relations for the period from 1991 to the present.

The system of the infrastructure provision in the Russian Federation and its regions is not allowed, which is due to its fragmentation in certain areas, the inadequacy of infrastructure of various types, the underestimation of factors that impede the development of the infrastructural provision of entrepreneurial activity, and the imperfection of the methodological apparatus for investigating its level of development. In particular, it is worth noting the current state of transport infrastructure in cities and regions.The article considers the infrastructure of entrepreneurship in the regions of Russia. In general, it can be noted that the activities and effectiveness of physical infrastructure are largely dependent on the regulatory actions of the regions themselves. As a result of the study, the authors identified the three leaders in infrastructural provision: the Krasnodar Territory and the Republic of Tatarstan (0.72-0.80), and the Tyumen Region (0.9). Also, based on the results obtained, it can be concluded that in most regions there is a shortage of basic infrastructure, as well as its insufficiently efficient functioning
