The purpose of the research is to determine the prospects and opportunities for digital transformation of the banking sector of the Republic of Belarus based on an analysis of the current state of bank informatization, current world trends to ensure a harmonious combination of interests of all participants in the country's banking system: the state, banks, firms and the public. The article analyzes the features of the current stage of development of the retail banking services market of the Republic of Belarus, which is characterized by dynamic development and widespread electronic and IT technologies. The expediency, necessity and timeliness of introducing such trend digital innovations of the retail banking sector of the Republic of Belarus as the development of the payment and settlement space, remote identification, including biometric, the development of the Open API, distributed registry technology (blockchain) are substantiated. Developed recommendations to improve the effectiveness of the proposed retail banking services through the modernization of existing and introduction of innovative ones. Identified key areas of innovation in the retail segment of banking services. Recommendations to improve the efficiency of retail banking services in the Republic of Belarus through the introduction of innovative digital banking technologies will enable Belarusian banks to gain strategic competitive advantages to achieve leadership positions in the financial market.

The purpose of the article is to assess the current state of domestic and inbound tourism in Transnistria, to identify the potential of tourism as an instrument of anti-crisis and promising socio-economic policy. Method. The article uses mainly analytical, evaluation, statistical and prognostic research methods. In particular, the analysis of the state statistical reports and reports of tourist companies operating in the region. Results. The estimation of the main parameters of the tourism sector and its role in the economy of Transnistria. Some aspects of the" concept of development of domestic and inbound tourism in the TMR for 2018-2020", which contains an analysis of the tourism industry, the main goals and objectives of its development, as well as a set of government measures aimed at improving the efficiency of tourism management. Innovation. Factor analysis showed the strengths, opportunities and consequences of tourism development in the region , it is necessary to strengthen the work to increase the attractiveness of the Republic for foreign tourists. The practical significance lies in the availability of proposals, the implementation of which will improve the efficiency of the recreational potential of the region and the final results of tourism activities. The list of tourist services offered in official documents has been expanded, joint international tours have been proposed, which can significantly increase the tourist attractiveness of the region.

Interaction between the state and business is one of the main ways to solve the social problems of modern states. The relevance of the subject matter is conditioned by the fact that the development of forms of public-private partnership provides an influx of investments from private entrepreneurs in the field of healthcare and pharmaceuticals in the Republic of Kazakhstan. The purpose of the study is to define the public-private partnerships and analyse international experience in implementing practises on specific projects. The methodological basis of the study consisted of the following methods: system, structural and functional, institutional, monographic, forecasting, tabular and graphical. In the course of the study, the theory and practise of public-private partnership in the healthcare and pharmaceutical sectors, the signs and principles of such partnership were considered. The classification was carried out, the most striking examples of the implementation of public-private partnerships were analysed. The differences between public-private partnership contracts were investigated, and attention was paid to the functions and content of such contracts, including the terms and expected risks. The advantages for each of the stakeholders in the public-private partnership were analysed: the private sector, the public sector, and consumers. The analysis of the current state of public-private partnership in the field of healthcare and pharmaceuticals in the Republic of Kazakhstan was carried out. The practical significance of the study lies in the development of recommendations for improving the forms of public-private partnership for the authorities to maintain state control and comply with the conditions for an adequate distribution of all risks, responsibilities and benefits among the participants of this type of partnership

The paper is devoted to the study of the past, present and future of specialized courts of the Republic of Kazakhstan, namely economic, financial and administrative courts. The relevance of the research topic is caused by the ongoing judicial and legal reforms in the Republic of Kazakhstan, one of the vectors of development of which is the specialization of courts. The chosen topic is relevant in the context of globalization and activation of measures to improve the competitiveness of Kazakhstan.The theoretical and practical significance of the research topic is that the current state of the judicial system of the Republic of Kazakhstan is assessed and its further development trends are predicted based on the disclosure of the reasons for the formation of specialized courts. Taking into account the achievements and defeats, ease and complexity, traditional continuity and international implementation in judicial construction, it is possible to take effective measures aimed at the development of the judicial system. The author describes the own path of the development of Kazakhstan’s statehood that stretched for three decades, which was led by the father of the people, the leader of the nation, the first President of the Republic of Kazakhstan — N.A. Nazarbayev. It is very difficult to rethink the merit or overestimate the contribution of the first President of Kazakhstan to the formation of Kazakhstan’s statehood and the development of national law, as well as to the unification of Kazakhs. The author shows the socially significant role of the judicial branch of government, which is manifested not only in the protection of human and civil rights and freedoms, the legitimate interests of legal entities, but also in the socio-economic modernization of Kazakhstan. Based on the analysis of the history of the emergence, current state and prospects for the development of specialized courts of the Republic of Kazakhstan, conclusions are made that confirm their relevance and justification.The methodological basis of the research is the historical and legal method of cognition of objective reality. The theoretical basis of the research was the works of famous Kazakh scientists. The normative basis of the research was the first decrees of the President of Kazakhstan, constitutional, statutory and legislative acts of Kazakhstan, as well as strategic, conceptual and program documents on development of Kazakhstan. The empirical basis of the study is regional statistical data on the work of specialized economic courts in the context of the cities of Nur-Sultan and Almaty for 2016-2018. The author studies the data on the sociological survey on the Republic among the persons who participated in the trials of specialized economic court. Analytical reports and reviews of informational nature on the activities of courts, including the state of administration of justice by specialized courts of the Republic of Kazakhstan for 2011-2018 are considered. For an objective assessment of the current state of the current regulatory framework of the Republic of Kazakhstan, the author uses world statistics.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.
