The increase in productivity in the maritime sector will realize the maritime sector as a prime mover. This study aims to analyze the impact of the maritime sector productivity improvement on the performance of the economy. This research simulates increased productivity in the maritime sector (consisting of the fisheries, oil, gas sub-sector and marine transport services sector) using the Global Trade Analysis Project (GTAP) version 8. Simulation analysis showed an increase in productivity in the maritime sector has a positive impact on welfare, real GDP, and trade balance of Indonesia. However, the impact of the increase in productivity is not followed by an increase in output in all sectors. This indicates that if the increase in productivity occurs only in the maritime sector alone without being followed by an increase in productivity in other sectors, the sectoral performance is not optimal.DOI: 10.15408/sjie.v5i2.3403

Geography with a dominance of marine areas are scattered in small islands (island group), resulting in high transportation costs, the level of isolation, poor accessibility, lack of infrastructure and transportation affect to economic growth in the region Province of Maluku. These study are policy and case study, using the method of gap analysis, descriptive qualitative to find out how people's satisfaction with the performance, characteristics of transportation development priorities and strategies. In general, transport services is still far from adequate, although subsidies from the government, especially in the islands group in the East and South. Required system integration between modes of air transport services and water transport (pioneering sea transport, cruise people, and Ferry transportation).Keywords: Service Performance, Inter-islands Cluster, Regional Transport, Ferry Transport Geografi dengan dominasi wilayah laut yang tersebar di pulau-pulau kecil (kelompok pulau), mengakibatkan biaya transportasi yang tinggi, tingkat isolasi, aksesibilitas masyarakat miskin, kurangnya infrastruktur dan transportasi berpengaruh terhadap pertumbuhan ekonomi di Propinsi wilayah Maluku. Pendekatan kebijakan dan studi kasus ini menggunakan metode analisis kesenjangan, deskriptif kualitatif untuk mengetahui bagaimana kepuasan masyarakat, kepuasan dengan kinerja transportasi, karakteristik pembangunan transportasi dan prioritas strategi. Secara umum, layanan transportasi masih jauh dari memadai, meskipun subsidi dari pemerintah, terutama pada kelompok pulau-pulau di Timur dan Selatan. Sistem yang diperlukan integrasi antara moda, layanan transportasi udara dan transportasi air (angkutan laut perintis, pelayaran rakyat, transportasi penyeberangan). Kata kunci: Kinerja, Antar Kepulauan, Transportasi Wilayah, Transportasi Penyeberangan.

Ports is one element in the marine transport services due to lean on and unloading of goods and passengers. Therefore, the service at the port need to be managed properly especially stevedoring services. This study aims to describe the general performance of the loading and unloading of goods in the port related Kendari dock usage rate, the utilization of field buildup, and utilization of port facilities in the Port of Kendari. This research is descriptive qualitative. The instrument used in this study is an open structured interviews and field observations. The results show that the performance of services and non-container freight containers at the Port of Kendari have exceeded the standards set by the Directorate General of Sea Transportation, Kendari Ports operational service performance is still below the standards set by the Directorate General of Sea Transportation and Conditions Kendari utilization of port facilities in 2009 and 2011 the value falls below the standard prescribed by the Directorate General of Sea Transportation.Key Words: performance, loading and unloading, Kendari PortPelabuhan merupakan salah satu unsur dalam pelayanan angkutan laut karena menjadi tempat bersandar dan bongkar muat barang serta penumpang kapal. Oleh sebab itu, pelayanan di pelabuhan perlu dikelola dengan baik khususnya pelayanan bongkar muat barang. Penelitian ini bertujuan untuk mengetahui gambaran umum kinerja bongkar muat barang di Pelabuhan Kendari terkait tingkat pemakaian dermaga (BOR), utilisasi lapangan penumpukan (YOR), dan utilisasi fasilitas pelabuhan (SOR) di Pelabuhan Kendari. Jenis penelitian ini adalah kualitatif deskriptif. Instrumen yang digunakan dalam penelitian ini adalah wawancara terbuka dan terstruktur serta tinjauan lapangan. Hasil penelitian diketahui bahwa untuk kinerja pelayanan barang peti kemas dan non peti kemas di Pelabuhan Kendari telah melampui standar yang telah ditentukan oleh Ditjen Perhubungan Laut, kinerja pelayanan operasional Pelabuhan Kendari masih dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut dan Kondisi utilisasi fasilitas pelabuhan Kendari dari tahun 2009 hingga 2011 nilainya berada dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut. Kata Kunci: kinetja, bongkar muat, pelabuhan, Kendari

Aim. The use of intelligent agents in modeling an integrated information system of transport logistics makes it possible to achieve a qualitatively new level of design of control systems in supply chains. Materials and methods. The article presents an original approach that implements the possibilities of using multi-agent technologies in the interests of modeling the processes of functioning of an integrated information system of transport logistics. It is shown that the multi-agent infrastructure is actually a semantic shell of the information system, refl ecting the rules of doing business and the interaction of its participants in the supply chains. The characteristic of the model of the class of an intelligent agent, which is basic for solving problems of management of transport and technological processes, is given. Results. The procedures of functioning of the model of integration of information resources of the participants of the transport services market on the basis of intelligent agents are considered. The presented procedures provide a wide range of network interaction operations in supply chains, including traffi c and network structure “fl exible” control, mutual exchange of content and service information, as well as their distributed processing, and information security. Conclusions. The proposed approach showed that the use of intelligent agents in modeling the functioning of an integrated information system makes it possible to take into account the peculiarities of transport and technological processes in supply chains, such as the integration of heterogeneous enterprises, their distributed organization, an open dynamic structure, standardization of products, interfaces and protocols.

The presented study determines the role of business aviation in the modern economy and examines the specific features of its development in Russia.Aim. The study aims to analyze the development of business aviation in Russia and its correlation with economic development in general.Tasks. The authors determine the benefits of business aviation as a business tool, examine the specific features of the Russian business aviation market and problems of its development, and identify factors that affect the development of business aviation in Russia.Methods. This study uses the methods of comparative and retrospective analysis, cross-country comparison, systems approach, and expert analytics.Results. Business aviation is a new segment of civil aviation for Russia. Therefore, it is advisable to rely on foreign practices in the management of its development. In many countries, business aviation is a separate industry that specializes in providing transport services to a wide range of corporate clients and/or individuals. The development of this industry is associated with the economic growth rate and the development level of the national economy, and also depends on the national institutional specifics. This study describes the specific features of development of business aviation in Russia and problems arising in the organization and management of this type of business.Conclusions. The authors develop a system of factors affecting the development of business aviation in Russia, describe the major problems of this industry, and propose solutions. The results of this study can be used in the development (adjustment) of business aviation development strategies in Russia both at the industrial and corporate level, and in the implementation of the national policy in this field.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Platformization affects the entire urban transport sector, effectively blurring the division between private and public transport modalities; existing public–private arrangements have started to shift as a result. This chapter analyzes and discusses the emergence of a platform ecology for urban transport, focusing on two central public values: the quality of urban transport and the organization of labor and workers’ rights. Using the prism of platform mechanisms, it analyzes how the sector of urban transport is changing societal organization in various urban areas across the world. Datafication has allowed numerous new actors to offer their bike-, car-, or ride-sharing services online; selection mechanisms help match old and new complementors with passengers. Similarly, new connective platforms are emerging, most prominently transport network companies such as Uber and Lyft that offer public and private transport options, as well as new platforms offering integrated transport services, often referred to as “mobility as a service.”
