The Chinese government actively uses the new media platform to disseminate government information and provide government services. Contemporary scientific and technological innovation, with computers and information science and technology as engines, has become the core driving force of “leading development”. This article puts the new media of Chinese government affairs under the perspective of technological innovation, analyzes the bottlenecks and possible solutions it faces, discusses the sustainable development path of new media for Chinese government affairs, and strive to provide some reference for the sustainable development of new media for government affairs in other countries or regions.

Background The novel COVID-19 disease has spread worldwide, resulting in a new pandemic. The Chinese government implemented strong intervention measures in the early stage of the epidemic, including strict travel bans and social distancing policies. Prioritizing the analysis of different contributing factors to outbreak outcomes is important for the precise prevention and control of infectious diseases. We proposed a novel framework for resolving this issue and applied it to data from China. Objective This study aimed to systematically identify national-level and city-level contributing factors to the control of COVID-19 in China. Methods Daily COVID-19 case data and related multidimensional data, including travel-related, medical, socioeconomic, environmental, and influenza-like illness factors, from 343 cities in China were collected. A correlation analysis and interpretable machine learning algorithm were used to evaluate the quantitative contribution of factors to new cases and COVID-19 growth rates during the epidemic period (ie, January 17 to February 29, 2020). Results Many factors correlated with the spread of COVID-19 in China. Travel-related population movement was the main contributing factor for new cases and COVID-19 growth rates in China, and its contributions were as high as 77% and 41%, respectively. There was a clear lag effect for travel-related factors (previous vs current week: new cases, 45% vs 32%; COVID-19 growth rates, 21% vs 20%). Travel from non-Wuhan regions was the single factor with the most significant impact on COVID-19 growth rates (contribution: new cases, 12%; COVID-19 growth rate, 26%), and its contribution could not be ignored. City flow, a measure of outbreak control strength, contributed 16% and 7% to new cases and COVID-19 growth rates, respectively. Socioeconomic factors also played important roles in COVID-19 growth rates in China (contribution, 28%). Other factors, including medical, environmental, and influenza-like illness factors, also contributed to new cases and COVID-19 growth rates in China. Based on our analysis of individual cities, compared to Beijing, population flow from Wuhan and internal flow within Wenzhou were driving factors for increasing the number of new cases in Wenzhou. For Chongqing, the main contributing factor for new cases was population flow from Hubei, beyond Wuhan. The high COVID-19 growth rates in Wenzhou were driven by population-related factors. Conclusions Many factors contributed to the COVID-19 outbreak outcomes in China. The differential effects of various factors, including specific city-level factors, emphasize the importance of precise, targeted strategies for controlling the COVID-19 outbreak and future infectious disease outbreaks.

To address the low performance of health care service delivery in the half-market system, the Chinese government has begun to advocate the medical alliance (MA) recently. Instead of strict regulations on the procedure of diagnosis and treatment, flexible resource sharing among medical institutions of different grades inside each MA is encouraged. By now, many attempts have been made for MA establishment from different perspectives, but there is no effective model maturely developed. For the promotion of the spatial accessibility to medical services at different levels, it is important to organize the hierarchial medial services according to the distributions of different grades of health care facilities in a city. With the city proper of Tianjin as the study case, we explored the optimal establishment of MAs using the geographic information system (GIS). By means of the Voronoi Diagrams, the service regions of different medical institutions were precisely defined and the organizational structure of hierarchical medical services in MAs was determined. Through interpolation analysis, accessibility to different levels of medical services was measured, and on this basis, discussions were conducted on the service efficiency of the MAs. According to the results from Tianjin, (1) under the proposed organizational model for MAs, the fit of the service regions of the first grade and the other two higher grades of medical institutions was good. but the fit of the second and the third grade medical institutions was insufficient. (2) Although the overall service efficiency was excellent, there were still deficiencies in a number of the MAs. (3) Increasing the number of second and third grade medical institutions in specific regions near the city’s edge, as well as the number of first grade institutions, could further improve the performance of hierarchical medical services.

Amid fleeing audience from the state legacy news media to the varied and vociferous new media, the Chinese government launched a mobile news app The Paper ( Pengpai) in 2014 in Shanghai as a pilot test of digital journalism to “regain lost influence.” This seemingly against-the-tide expensive news project makes one wonder: How did The Paper come about and what is its nature? As a government-funded digital media, what old and new strategies have its journalists used in its marketing and content-making to achieve the designated goal of regaining lost influence/win public trust? Through in-depth interviews, this article finds the following: (1) The Paper is a product of patron-clientelism based on a consensus among imperatives of the legitimacy-seeking Party, Confucian-minded and job-losing journalists, and the quality-information-hungry public; (2) as it operates, The Paper has learned to speak both digitally and differently; (3) much like a Janus, its news executives initially used different narratives to the Party and the public to curry favor from both; (4) The Paper used both old and new strategies to negotiate with the censors, most notably two new exceptionalist discourses of “regaining influence” and “doing new media.” The author suggests that, using this exceptionalism trope, The Paper and a score of its clones across China have led Chinese journalism into a phase of “influence-seeking Communist new media-ism (2014–now),” during which Chinese journalists, while honing their digital abilities to propagandize China, have produced some quality digital journalism in public interest with the Party paying the bill.

At the beginning of 2020, COVID-19 broke out. Because the virus is extremely contagious and the mortality rate after infection is extremely high, China and many countries in the world have imposed lockdowns. Air pollutants during the epidemic period have attracted the attention of many scholars. This research is to use predictive models to describe changes in extreme air pollutants. China is the first country in the world to enter the lockdown state. This study uses data from 2015-2020 to compare and predict the concentration of extreme pollutants before and after the lockdown. The results show that the lockdown of the epidemic will reduce the annual average concentration of PM2.5, and the annual average concentration of O3 will increase first and then decrease. Through analysis, it is concluded that there is a synergistic decrease trend between PM2.5 and O3. With the various blockade measures for epidemic prevention and control, the reduction of extreme air pollutant concentrations is sustainable. The assessment of China’s air quality in conjunction with the COVID-19 can provide scientific guidance for the Chinese government and other relevant departments to formulate policies.

AbstractOne of China’s reality shows,Super Girl, showed too much of a ‘democratic’ idea for the taste of the Chinese Communist Party, which suspended it in 2006. Nevertheless,Super Girlsucceeded in introducing a participatory audience and welcoming a new form of ‘affective economy’ that helped Chinese audiences actively engage in a given show. Today’s new media technologies and their convergence empower the participatory audience and spur democratic ideas in Chinese society. Because of these empowered audiences, China’s reality shows have become an influential platform. I examine four aspects of these Chinese reality shows in an era of ‘media convergence’: first, the new relationship between the Chinese government and media producers; second, the intense cooperation between Chinese new media producers and consumers; third, the public voice created by Chinese audiences in and outside the studio; and fourth, the limitations and possibilities of democratic participation in Chinese reality shows.

Since 2009, Alibaba has aggressively built its media landscape by buying up media assets and integrating old and new media. Alibaba’s founder Jack Ma has reportedly maintained good relations with the Chinese government, a win-win situation that is beneficial to the development of China’s big data technology and internet/e-commerce sector. In 2016, China for the first time became the world’s biggest "acquiring nation" in the technology industry.
