Despite the importance of therapeutic tourism, it faces great obstacles that limit the growth of the sustainability of its development, among the main obstacles that stand in the way of sustaining the development of therapeutic tourism in Wadi El- Natroun is the existence of an urban phenomenon that did not follow sustainable development in its design, with the absence of coordination between the ministries and relevant bodies. It is the absence of specific mechanisms and methodology for how to choose the most important criteria and sustainable planning indicators to assess the sustainability of therapeutic resorts, as it is considered one of the most important pillars of development for the sustainability of therapeutic tourism, in order to preserve the therapeutic area's resources from pollution resulting from human use, both in construction and operation In this way. The research provides a clearer picture for enabling the sustainable development of therapeutic tourism in Wadi El- Natroun through the preparation of a methodology and guidebook to enhance the sustainability of therapeutic tourism resorts in the region and their application in way that enables development decision- makers in the region to make rational and logical decisions regarding enabling sustainable development for therapeutic tourism development in it. And through both parts of theoretical research and analysis of the current situation in the study area, the most important results were reached the conclusion of a methodology and a guideline of the most important controls, determinants and sustainability indicators. It contains three criteria with eighteen basic determinants and eighty- one main indicators with the value of indicative relative weights divided as follows: Indicators of planning and design standards with a value of (40%)- Environmental standards indicators with a value of (35%)- Administrative and societal standards indicators with a value of (25%) , that are Serve as a checklist for developers and investors when preparing therapeutic tourism resorts in the design, management and operation processes to enable the sustainability of the development of desert therapeutic tourism on the site. The research ends with a set of recommendations, the most important of which is the need to apply the methodology and guidebook to therapeutic tourism resorts that are being prepared for in the region, it is considered one of the most important decision- making tools when planning to develop sustainable therapeutic tourism in the study area.

The current legal frameworks of the Russian Federation, which intermediate socio-natural relations, may contradict the course set towards sustainable development due to their dependence on the formerly dominant technocratic view of the world leading to various systemic destructions. Not always do the quantitative indicators contribute to finding the best way of environmental-economic development. In this connection, the issue of a high-quality assessment of the effectiveness of strategies, plans, and other regulatory and legal documents in achieving sustainable development goals is analyzed. This paper considers the “ecological efficiency” assessment of the legislation as a value criterion measuring the relevance of the planning and strategic documents to the essence of sustainable development. The paper aims to expose the essence of the “ecological efficiency” concept and its role in the harmonization mechanism for socio-natural relationships. The dialectical method, which determines interconnections between the values existing earlier and the character of socio-natural development on the one hand, and the emerging environmental ethics-based comprehensive worldview and sustainable development on the other, was used as the primary research instrument. Research results showed the existing potential for the use of “ecological efficiency” as a value criterion to assess the relevance of state plans and strategies to the declared sustainable development goals. “Ecological efficiency” helps to resolve the current contradictions in social development management thus contributing to the formation of the sustainable development legislation relevant to the level of public consciousness and behavior. Keywords: ecological efficiency, strategic development, sustainable development legislation, sociocultural development factor.

This paper seeks to evaluate the role of ICT in achieving the sustainable development goals adopted by the United Nations in 2015. While SDGs do not specifically address ICT, or include a goal on development of ICT, as argued (Berleur & Avgerou, 2005)in this paper, it is an underlying element embedded in the very concept of sustainable development rooted in the definition as propounded by the Brundtland Report. The objective of this paper is to evaluate whether there is a possibility to develop a conceptual framework to ground the use of ICTs in achieving SDGs. For this purpose, this research has evaluated the common conceptual frameworks developed by scholars and posits that rather than developing an all-encompassing framework, it is possible to identify certain necessary features for the role of the ICTs in achieving SDGs. This approach enables policy and decision makers to look at the role of ICT as an integral component of socio-economic and environmental decision making and implementation.

Abstract Background Addressing non-communicable disease (NCDs) is a global priority in the Sustainable Development Goals, especially for adolescents. However, existing literature on NCD burden, risk factors and determinants, and effective interventions and policies for targeting these diseases in adolescents, is limited. This study develops an evidence-based conceptual framework, and highlights pathways between risk factors and interventions to NCD development during adolescence (ages 10–19 years) and continuing into adulthood. Additionally, the epidemiologic profile of key NCD risk factors and outcomes among adolescents and preventative NCD policies/laws/legislations are examined, and a multivariable analysis is conducted to explore the determinants of NCDs among adolescents and adults. Methods We reviewed literature to develop an adolescent-specific conceptual framework for NCDs. Global data repositories were searched from Jan-July 2018 for data on NCD-related risk factors, outcomes, and policy data for 194 countries from 1990 to 2016. Disability-Adjusted Life Years were used to assess disease burden. A hierarchical modeling approach and ordinary least squares regression was used to explore the basic and underlying causes of NCD burden. Results Mental health disorders are the most common NCDs found in adolescents. Adverse behaviours and lifestyle factors, specifically smoking, alcohol and drug use, poor diet and metabolic syndrome, are key risk factors for NCD development in adolescence. Across countries, laws and policies for preventing NCD-related risk factors exist, however those targeting contraceptive use, drug harm reduction, mental health and nutrition are generally limited. Many effective interventions for NCD prevention exist but must be implemented at scale through multisectoral action utilizing diverse delivery mechanisms. Multivariable analyses showed that structural/macro, community and household factors have significant associations with NCD burden among adolescents and adults. Conclusions Multi-sectoral efforts are needed to target NCD risk factors among adolescents to mitigate disease burden and adverse outcomes in adulthood. Findings could guide policy and programming to reduce NCD burden in the sustainable development era.

The insufficient operationalisation of the sustainable development (SD)concept hinders development of widely recognised standards for assessment of SD progress. This paper reports on development and testing of a conceptual framework for assessment of progress towards achieving sustainable development (APASD) of (primarily) countries in transition from central planning to market economy. The framework departs from the core principles of sustainable development and develops them into a set of operational criteria, which in turn are developed into sets of performance indicators. Benchmarking is applied for indicators, and an approach to aggregation of assessment results is described. Application of the framework allows identification of sustainable and unsustainable development patterns, as well as policy failures that lead to unsustainable development. The assessment is concluded with recommendations for policy reforms that address policy failures and unsustainable development patterns. The overview of the results obtained in testing the APASD framework in Estonia is presented to illustrate its application.

The concept of sustainable development (SD) was born, developed and is actively evolving in many national and international strategies, official reports, modern scientific research in various directions. The context of sustainable development is present in the official and scientific chronicle of the development of society, summarized in documents and studies. However, in pedagogical works, this tendency is not covered in such detail. The idea of SD is aimed at systematic, multidimensional development, at the well-being of countries, peoples, an individual, at eliminating inequalities: demographic, social and political stability and neutralizing factors dangerous for the development of nature. The basic element of SD in the 21st century is higher education, which was declared at the Paris World Conference on Higher Education in 2009. The evolution of education in a society of sustainable development contributes to a change in the ecological culture of an individual and groups of people based on a value attitude towards nature, safety, health, well-being, unity and cultural diversity. The article is based on the idea of the leading importance of the formed ecological culture of the teacher for the sustainable development of the state. The developed foundations for the formation of environmental culture in the context of sustainable development of university students imply the definition of its goals and conditions, clarification of the structure and relationships between the components, patterns and principles, methods and forms of organization of training, criteria and indicators for assessing the development of components of environmental culture.

Renewable energy sources have a large potential to contribute the sustainable development as environmentally and socioeconomically. However, the existing literature includes theoretical framework in general and there is a lack of both comprehensive theoretical and empirical framework on the relationship between sustainable development and RE technologies. This paper aims to theoretically synthesise the literature on renewable energy technologies and sustainable development for Turkey, and then classify the results by broad categories. After all, the present paper uses conceptual and quantitative analysis, which reviews each concept with conceptual framework and evaluates data with quantitative method. From this point of view, this paper attempts to make a contribution by developing a conceptual framework which allows a wide-ranging analysis of the impact of renewable energy on sustainability and which can be empirically applied to classify these benefits in Turkey.
