The article highlights the importance of a balanced structure of the economy in terms of the ratio of the production of goods and the provision of services; the history of specialization of the Russian Federation as a state and territorial entity, the key features of its structure are considered. Modern aspects of import substitution in Russia are described. A comment is made on the program “Import Substitution 2.0”, which is based on quotas for public procurement from Russian suppliers. Some problems and negative aspects of the state of implementation of the import substitution program in the Russian Federation are reflected. It is concluded that the measures for the development of import substitution were largely unsystematic, were of a fragmented nature, and in some cases even contradicted each other. Their implementation failed to optimize the structure of the economy. A set of measures to escalate import substitution is proposed, including the priority development of specific types of goods with a certain share of sales abroad and the coverage of import substitution in the sphere of services.

The launch and rapid domination of Wikipedia as a reference tool for the Internet was as dramatic as it was unexpected. Wikipedia broke so many of the rules of reference publishing, which, even if not formally codified, had been widely accepted for many years: the use of (usually named) authorities as expert contributors, and the presence of moderating editors to ensure balanced structure. All this appeared to have been swept away with Wikipedia, and, not least because Wikipedia content is given away rather than sold, the competition between Wikipedia and most general-purpose encyclopedias was a sad and rather one-sided affair. One by one the existing commercial print general encyclopedias admitted defeat; among the latest is Brockhaus, the leading German encyclopedia brand, which ended publication early in 2013.

In this paper, we seek to find a balanced structure of energy sources that can simultaneously achieve two essential goals: (i) the environmental (degradation) goal and (ii) the economic (growth) goal. This study combines quantitative and qualitative methods to estimate and then rank each of the energy sources (including coal, gas, oil, hydropower, and renewable energy) to achieve the above two goals. This paper uses the weighted scoring method, the most popular method in multi-criteria decision-making techniques, to combine the rankings using five energy sources and two goals from panel data of 28 countries from Organization for Economic Co-operation and Development (OECD) countries for the period 1980–2017. Techniques for estimating the mean group long-run effect, including fully modified ordinary least squares (FMOLS) and dynamic ordinary least squares (DOLS), are used. The empirical findings of this paper reveal that, in the long term, in achieving both environmental goals and economic goals, the OECD countries should consider adopting a balanced energy mix in which the following structure is preferred: (i) hydropower, (ii) renewables and (iii) fossil fuels (oil, gas, coal).

Ideally a hash tree is a perfect binary tree with leaves equal to power of two. Each leaf node in this type of tree can represent a mobile node in an ad hoc network. Each leaf in the tree contains hash value of mobile node’s identification (ID) and public key (PK). Such a tree can be used for authenticating PK in ad hoc networks. Most of the previous works based on hash tree assumed perfect hash tree structures, which can be used efficiently only in networks with a specific number of mobile nodes. Practically the number of mobile nodes may not be always equal to a power of two and the conventional algorithms may result in an inefficient tree structure. In this paper the issue of generating a hash tree is addressed by proposing an algorithm to generate an optimally-balanced structure for a complete hash tree. It is demonstrated through both the mathematical analysis and simulation that such a tree is optimally-balanced and can efficiently be used for public key authentication in ad hoc networks.

Due to the probability of the packet dropout in the networked control systems, a balanced reduced-order fault detection filter is proposed. In this paper, we first analyze the packet dropout effects in the networked control systems. Then, in order to obtain a robust fault detector for the packet dropout, we use the balanced structure to construct a reduced-order model for residual dynamics. Simulation results are provided to testify the proposed method.

A MMIC double-balanced subharmonic diode ring mixer was designed for broadband satellite communications exploiting a GaAs pHEMT process. The circuit implements the frequency conversion from Q (43.5–50 GHz) to Ku-K band (17–21.5 GHz). Besides the RF, LO, and IF baluns, the MMIC integrates a buffer amplifier for the local oscillator signal, which is designed between X and Ku bands (11–16.5 GHz), due to the subharmonic operation. The mixer measured conversion loss is between 8 and 12 dB along the bandwidth, with an LO power of 9 dBm. The input p1 dB and IP3 are 2 and 15 dBm, respectively. The balanced structure ensures an LO and 2 × LO leakages at the IF port lower than −25 and −35 dBm, respectively. Other spurious remain below −67 dBc. The chip dimensions are 2.4 × 2.4 mm2.

Purpose – The purpose of this paper is to investigate how the implementation of headquarters-originated employment practices affect multinational corporation (MNC) ability to exploit the value of organizational social capital of the acquired subsidiary. Design/methodology/approach – The authors use qualitative insights collected over 16 years from a Danish company to illustrate how a foreign MNC’s interference with the balanced structure of relations, norms, and roles in a subsidiary jeopardized the value of existing social capital. Findings – The authors argue that changes in the collective perception of employment practices create the collective response, constructive or destructive, resulting respectively in the gain or loss of the performance benefits arising from organizational social capital. Practical implications – The authors suggest two guidelines and two general propositions for future research on the value of organizational social capital in international takeovers. Originality/value – The results indicate that local management and employees could use organizational social capital as a unique feature of the local business system when competing with other subsidiaries in the same MNC.
