ANALYSTS OF THE ISRAELI POLITICAL SYSTEM HAVE COMMONLY attributed the stability of the polity to factors closely associated with the role played by the various Israeli parties in the state's economic and social life, and/or to the existence of a dominant, institutionalized state-building party. The consociational approach ought to help to clarify those factors which have maintained the stability of the coalition system which has governed the state of Israel since its establishment in 1948 and whose roots may be traced back as far as 1933 and even earlier.The consociational model and the theory of elite accommodation have been elaborated in an effort to explain the maintenance of continuing political stability in what at first glance would appear to be societies deeply divided along social, economic, ethnic, religious and ideological lines. Political stability in fragmented societies from this standpoint rests on the overarching commitment of the political elites to the preservation and maintenance of the system and their readiness to cooperate to this end.

The article states that the future of Kazakhstan is always directly linked to peace between peoples and an important element of the political system of our state is to ensure strict observance of the rights and freedoms of citizens regardless of nationality, uniting the interests of all nationalities. This means that political stability and social harmony play a special role in the development of our country and the strengthening of our relations with foreign countries. This is one of the fundamental principles of our state - stability, which allows the political system to maintain its structure and effectively live in the face of various internal and external changes. It is characterized by its contribution to the rapid development of the economy, stable growth in the welfare of the population, and the legitimacy and democracy of the political system. Political stability is not a consideration of the sustainable development of the state's political system based on strict principles, but rather the consideration of socio-economic, political changes and the development of society as a stabilizing factor in the socio-political environment. The main thing in political stability is to ensure the legitimacy, transparency, effectiveness of the government, stability of the observed norms and values of political culture, and order in political relations. For the state of Kazakhstan, the main issues are the stability of society, the consolidation of the state, the consolidation of society, and ensuring political stability

Using secondary data from 21 post-communist countries, a map of urban–rural cleavages is produced. The findings are that while persistent cleavages exist with respect to attitudes toward the state, the market and traditional institutions, these cleavages have yet to be institutionalized within the political system. Deviations from the generalized pattern can typically be explained by the intrusion of the state-building process into the urban–rural cleavage structure. Furthermore, it is argued that the lack of institutionalization has led to a situation in which state and political elites have gained increased autonomy.

Oprichina is the first security service in Russia. The main aim of oprichnina was to protect the stability of the political system and the reign of tsars. The main thesis is based on the conviction that secret services since Ivan the Terrible are one of the most important factors in the Russian political system. The purpose of the article is to analyze the functioning and the role of oprichnina, its organization, its structure and its main tasks in the context of the tendency of centralization of the state. The aim is to demonstrate that the establishment of the oprichnina initiated the process of forming state security organs as the foundation of maintaining power and implementing the priorities of internal and external politics.

In the Northern Caucasus, political elites traditionally play a key role in managing political processes, prevent and resolve conflicts, counter sociocultural threats, terrorism, and political extremism. The stability of the political system depends on the degree of political elites’ responsibility and their ability to negotiate with the federal political and administrative elite and to relay the interests of society. New threats to the normal functioning of state authorities are currently emerging, indicating the inefficiency of Russia’s policy aimed at preventing information security threats. In recent years, active social strata (mainly young people) have been mobilized with the aim of overthrowing legitimate authorities and objectionable politicians, changing regimes, etc., using modern network technologies, disinformation and fake news. Due to its historical and socio-cultural characteristics, as well as poly-confessional structure, the population of the Northern Caucasus is highly sensitive to territorial issues, as well as issues of religion, culture, ethnic relations, etc. In many respects, information technologies determine the position and power of high-status actors, primarily political elites, within the political system.

The book covers a comprehensive study of a number of factors determining the political stability of the EEU member states within 2000-2019. In-country and Crosscountry analyses have been conducted within the framework of methodology of the Stability Index of Political System. This book is intended to be used by scholars, experts and students at universities and research centers.

Abstract In every culture, people have always used symbols giving them sense and assigning them a specific meaning. Over the centuries, with the passage of time religious symbols have mingled with secular symbols. The charisms of Judaism have mutually intermingled with the Christian ones taking on a new tribal or national form with influences of their own culture. The aim of this article is to analyze and determine the influence of Judaic symbols on religious and social life of the Jews. The article indicates the sources of symbols from biblical times to the present day. I analyzed the symbols derived from Jewish culture, and those borrowed within the framework of acculturation with other communities as well. By showing examples of the interpenetration of cultures, the text is an attempt to present a wide range of meanings symbols: from the utilitarian, through religious, to national ones. It also describes their impact on the religious sphere, the influence on nurturing and preserving the national-ethnic traditions, sense of identity and state consciousness. The political value of a symbol as one of the elements of the genesis of the creation of the state of Israel is also discussed.

The paper discusses the dynamics of state-building in Bosnia and Herzegovina, with the focus on the analysis of the structural disadvantages of the concept and its implementation in the post-conflict environment. The case of Bosnia and Herzegovina represents a research case within this area study because it is a heterogeneous and divided society, with complicated historical and ongoing relations between local political actors, the complex structure of the political system, and the increasingly contested role of the international factor in the statebuilding process. The analysis of the local political dynamics established during the state-building process clearly shows the conflict between the international and local actors. The performance of the High Representative as the most important international actor in the state-building process has caused the increasing resistance of local political actors to the implementation of the state building. The author emphasizes that the legitimacy deficit and the lack of accountability of the international community, the domination of the authoritarian mode of governance, and the insistence on an integrative strategy that neglects the positions, interests and motives of local actors are the major causes of the failure of the international community project. Since Bosnia and Herzegovina still heavily depends on the international actors, the failure of the state-building process would have far-reaching negative consequences for the political stability and the future of the state. This chapter concentrates on two large political corruption scandals—Lockheed and Flick—in two countries that are commonly seen as relatively corruption-free: the Netherlands and Germany. It argues that these corruption scandals were taken very seriously in these countries, but were handled in different ways from what current anticorruption policies would suggest. In both instances, the existing law was regarded as inadequate and the political elites tried to keep the scandals subdued by balancing refusal of formal prosecution against intense public debate, with the aim of maintaining the stability of the political system in the longer run. In illuminating the overlapping interests of political and financial elites, this chapter stresses the value of pragmatic as opposed to morally unbendable approaches to anticorruption.

Asymmetrical federalism is an important concept in the constitutions of Belgium, Canada, Germany and India. This concept has recently given way to a much more sustained intellectual inquiry of philosophical, theoretical, and empirical foundations. It incorporates two different connotations; to some it signifies a positive instrument designed to strengthen the federal values while to others, it carries the meaning of threat and danger to the stability of the state. In symmetry each state is a miniature reflection of the whole political system, the question of differences on any major issue does not arise. Since there is always an equal representation of the states in the spheres of the government, it does not allow any room for special social, economic, or political privileges. The paper also dilates on economic federalism under centralized and decentralized forms within the parameters of three constitutional indicators.
