AbstractThis article aims to assess how democracy affects social welfare by analyzing Uruguay and Paraguay, one country with a vibrant democratic history and a progressive political landscape, the other with a generally authoritarian past and a conservative dominant party. The article maintains that welfare systems in these countries have been critically shaped by the impact of democracy, or by its absence, and by the strategies adopted by major social and political actors, especially parties; these strategies have been determined, in turn, by parties' ideologies and by the workings of electoral competition. The article also emphasizes that the impact of democracy on social welfare is critically mediated by the role of previous welfare legacies, the presence of welfare constituencies defending acquired rights and privileges, and social and economic variables, such as overall wealth levels, the formal or informal nature of labor markets, and the political organization of domestic economies.

The afterword to this volume argues that seeking a triumph of anticorruption smacks of rosy self-assessments that situate us at the end of history. It continues to explain that there are at least two other major fallacies in the ways we commonly understand corruption problems. One is to assume that the standards against which we judge political actors are more or less permanent aspects of the political landscape. The second fallacy is to assume that thanks to modern conceptions of “good governance” and the role of the “neutral” state and technological innovations we have now got anticorruption figured out. The afterword concludes by emphasizing that we would be well-served if we were to look to the past, as well as to other parts of the world, with the more modest goal of learning how to ask, and seek answers for, better questions.

This chapter contrasts the way that the political settlement in both countries shaped the pattern of redistribution, reform, and corruption within public finance and the implications that this had for economic transformation. Differences in the impact of corruption on economic transformation can be explained by the way that their political settlements generated distinct patterns of competition and collaboration between economic and political actors. In Vietnam corrupt activities led to investments that were frequently not productive; however, the greater financial discipline imposed by lower-level organizations led to a higher degree of investment overall in Vietnam that supported a more rapid economic transformation under liberalization than in Tanzania. Individuals or small factional networks within the VCP at the local level were, therefore, probably less able to engage in forms of corruption that simply led to capital flight as happened in Tanzania, where local level organizations were significantly weaker.


There have been significant changes in the numbers, patterns, and circumstances of refugees and in the political landscape to support humanitarianism since the publication of the first edition of this collection. Like the first edition, this volume provides a multidisciplinary perspective on refugee health, tracing the health repercussions on individuals and populations from the drivers of forced mass movements of populations from situations of conflict and other disasters through to the process of resettlement in countries other than their countries of origin. Drawing on the expertise of academics, practitioners, and UN frontline experts, the collection covers three main aspects of refugee health: the concepts, definitions, and context from a human rights, humanitarianism, and social determinants of health perspective; the intersection of vulnerabilities across age groups and settings; and the ethical challenges for practitioners and researchers working with forcibly displaced populations seeking to resettle. The collection concludes with an analysis of the role of the media in shaping our perceptions of refugees and the impact on policy and access to care.

ABSTRACTVoters’ ideological stances have long been considered one of the most important factors for understanding electoral choices in Chile. In recent years, however, the literature has begun to call this premise into question, due to several changes in the Chilean political landscape: the current crisis of representation, the high programmatic congruence between the two main coalitions, the decline in the political relevance of the dictatorship, and the rise of nonprogrammatic electoral strategies. In addition to these transformations, Chile switched to voluntary voting in 2012. This article studies whether ideology still informs electoral choices in Chile in an era of voluntary voting. It implements a conjoint survey experiment in low-to-middle-income neighborhoods in Santiago, where voters would be expected to be less ideological. It shows that candidates’ ideological labels are crucial for understanding the electoral decisions of a large part of the sample, particularly among likely voters.

This reflexive essay examines the adoption of an intentional ‘ethic of care’ by social work administrators in a large social work school located in the Pacific Northwest. An ethic of care foregrounds networks of human interdependence that collapse the public/private divide. Moreover, rooted in the political theory of recognition, a care ethic responds to crisis by attending to individuals’ uniqueness and ‘whole particularity.’ Foremost, it rejects indifference. Through the personal recollections of one academic administrator, the impact of rejecting indifference in spring term 2020 is described. The essay concludes by linking the rejection of indifference to the national political landscape.

AbstractTransport routes are basic elements that are inextricably linked to diverse political, economic, and social factors. Transport networks may be the cause or result of complex historical conjunctions that reflect to some extent a structural conception of the political systems that govern each territory. It is for this reason that analyzing the evolution of the transport routes layout in a wide territory allows us to recognize the role of the political organization and its economic influence in territorial design. In this article, the evolution of the transport network in the Iberian Peninsula has been studied in a broad chronological framework to observe how the different political systems of each period understood and modified the transport systems. Subsequently, a second analysis of the evolution of transport networks in the northeast of the Iberian Peninsula is included in this article. This more detailed and geographically restricted study allows us to visualize in a different way the evolution and impact of changes in transport networks. This article focuses on the calculation of the connectivity to analyze the intermodal transport systems. The use of network science analyses to study historical roads has resulted in a great tool to visualize and understand the connectivity of the territories of each studied period and compare the evolution, changes, and continuities of the transport network.

This article discusses the role of the UN Security Council during the crisis in Rwanda in 1993/94. It focuses on the peacekeeping dimensions of the Council’s involvement. It is a perspective from a practitioner, rather than an academic. It also makes some observations about whether the Rwanda crisis has had an enduring influence on Security Council practice. It does not address the impact on practical aspects of peacekeeping or on the UN Department of Peacekeeping Operations.

This study deals with the political parties’ pluralism in Iraq under the Parties Law No. 36 of 2015. The importance of the study lies in the fact that it looks at a topic that is at the heart of democracy and it is necessary for the success of any democratic processes. The study focuses on parties’ pluralism in Iraq since the establishment of the Iraqi state in 1921 until the end of the Baath Party regime in 2003, it also covers the period after 2003 and pays particular attention to the Parties Law No. 36 of 2015. It focuses on the legal framework of political parties after the adoption of the Political Parties Law and studies the impact of this law on parties’ pluralism in Iraq after its approval in 2015. The study concludes that Law No. 36 of 2015 is incapable of regulating parties’ pluralism for reasons including: the lack of commitment by the political parties to the provisions of the law, the inability of the Parties Affairs Department to take measures against parties that violate the law the absence of a strong political opposition that enhances the role of political parties, the association of most Iraqi parties with foreign agendas belonging to neighboring countries, and the fact that the majority of Iraqi parties express ethnic or sectarian orientations at the expense of national identity.

The research behind this paper is set in the context of the 2016 US presidential election that has come to symbolize the post-truth era. We conducted a literature review on the 2016 election, with the aim to better understand the impact of computational propaganda on the election outcome and on the behaviour of voters. The paper opens with a definition of post-truth society and related concepts such as fake news and computational propaganda. It explores the changes of political communication in a digital environment and analyses the role of social media in the 2016 election. It probes into phenomena such as the trivialization of politics and the loss of credibility of political actors, which are both common in post-truth societies. The reviewed literature seems to indicate that social media have become strong actors on the political stage, but so far not the predominant source of political information and influence on the behaviour of voters. The paper makes two important contributions. Firstly, drawing on the concept of post-truth society, it analyses the role of computational propaganda in the 2016 presidential election, and secondly, it attempts to explain the paradox of general political apathy on one hand, and increased political activism on the other. These are some of the challenges we are now facing, and in order to be able to cope with them it is important to acknowledge and understand them.

Si asumimos que el paisaje es el resultado perceptible de la relación dinámica entre un determinado grupo humano y su medio; esa definición que se cuenta entre las de más consenso entre aquellos que dicen hacer paisajes, suscita de inmediato ciertas preguntas: ¿Cuál es el papel de aquel que pretende crear paisajes, si el paisaje es un proceso que se da por si solo? ¿Hasta qué punto incide cambiar el aspecto de un lugar en esa relación entre la gente y su entorno cotidiano?El texto pretende explorar las consecuencias de esas paradójicas preguntas, a partir de una primera hipótesis: la del carácter intrínsecamente político del proyecto del paisaje. De esta hipótesis parte la intención de mostrar la evolución de la reflexión sobre ese papel político del hacer paisajes, en el que el hacedor de paisajes que está siempre situado entre los equilibrios de poder que se establecen entre las instituciones y la gente. A partir de aquí, se analizan algunos momentos clave de la historia de ese paisaje político, donde el “hacedor de paisajes” intenta encontrar su lugar.En el horizonte del texto, aparecen también imágenes de la historia reciente de mi ciudad, a modo de ilustración de lo dicho. If we accept that landscape is the perceptible result of the dynamic relationship process between a specific human group and an environment, this definition, which enjoys the most acceptance among those people who ‘make landscape’, immediately raises certain questions: What is the role of the person who aims to create landscapes, if landscape is a process that takes place on its own? To what point does this affect the relationship between people and their daily setting?This article initially aims to explore the consequences of that paradox through a first hypothesis: the intrinsically political nature of the landscape project. This hypothesis springs from the intention of describing the evolution of the reflection on this political role of making landscape, in which ‘landscape makers’ constantly find themselves affected by the balance of power established between institutions and people. Subsequently, analysis will be conducted on a series of key periods in the history of the political landscape in which landscape makers endeavour to find their place.Pictures of the recent history of my city appear interspersed within the text, in order to illustrate what has been described.
