City is the central development of the human civilization. The emergence of Islam as a greatest religion and most glorious began from the city. The aims of the study are to identify the concepts, principles and characteristics of wellbeing Islamic city and to establish indicators based on Islamic scholars opinion. It is also to measure the level of wellbeing city based on the indicators produced and to identify the implications of planning policy and urban community development. Result shows that, economic, faith and physical scored highest for developing cultural-economic indicators among the population endowment scored min 4.91. Faith-resident reading al-Quran as a daily practice indicator scored 4.90 and physical indicators of the existence of a clean environment scored min 4.89. Overall, the study found that the wellbeing of a city influenced by spiritual compared with physical factors.Keywords: Indicator, City, Development, Well Being, Urban Planning

В статье представлен обзор тематики выпускных квалификационных работ по градостроительству, представленных на Международный смотр-конкурс дипломных проектов архитектурных вузов, проводимый Межрегиональной общественной организацией содействия архитектурному образованию (МООСАО) в 2018 и 2019 годах. Проведенный анализ позволил сформулировать современные направления развития градостроительного знания по смысловым категориям проектов: технологические проекты; стратегические проекты различных уровней; проекты развития урбанизированных территорий; проекты уникальных тематик (освоение космоса, Арктики, концепции города будущего, проекты на территориях зарубежных государств). The article provides an overview of the topics of diploma works on urban planning submitted to the International Review Competition of architectural projects of university graduates held by the Interregional Public Organization for the Promotion of Architectural Education in 2018 and 2019. The analysis made it possible to formulate a generalization of topics into semantic categories: technological projects (technologies for urban planning, environmental-friendly planning, participatory design); strategic projects of various levels (the development of agglomerations and resettlement systems, strategies for the development of cities and historical centers, the modernization of transport systems, as well as projects to form the “nuclei” of economic growth); urban development projects (reconstruction of existing buildings, renovation of communal and warehouse areas of the city, development of disturbed territories, public space projects under the federal program “Formation of a comfortable urban environment”); projects of unique topics (space exploration, the Arctic, the concept of the city of the future, projects in foreign countries).

Regularities of high-rise construction (implemented projects and developments) in Saint Petersburg and the Saint Petersburg agglomeration since the foundation of the city in 1703 till the 1950s are considered. Based on these regularities, a single spatially developed system of vertical dominants is formed. High-rise construction in the city and its suburbs started in the 1710s and continues up to the present time. In the considered decades (1703–1950s), high-rise construction mostly performed urban-planning functions (with vertical and symbolic dominants), relying on patterns of the visual perception of man-made landscapes under development. Since the 1710s, the construction of vertical dominants (mainly temples, spires of towers, lighthouses, etc.) of five ranks (depending on the altitude range and in relation to the background development) was conducted in territories of the entire agglomeration. These dominants were arranged in landscapes of the city and suburbs with almost mathematically precise accuracy and according to special regulations. Such dominants obtained particular descriptive and silhouette characteristics in accordance with the conditions of spatial perception. In some periods of city development, attempts were made to create monuments (symbolic dominants) of specific height and include those in the spatial system of high-rise dominants as significant elements of the city silhouette.

In the process of city development and construction, an oriented urban planning can reasonably determine the direction of the development,the population and land use structure of the city,in order to make overall arrangements and coordinate all aspects of the contradictions. Urban planning has become a necessary part in the development of the city. This paper summarizes the overall plannings of the city of Songyuan over the years, so that readers can clearly grasp the Songyuan city planning and development process and get some enlightenment.

The quality of city life and well being of city dwellers is central goal of urban planning approaches. Nevertheless, unsystematic and short-term planning approaches of cities have produced incomprehensible sprawl, which deteriorates social, economic and ecological sustainability of the city. The need to alleviate or remove these problems systematically for improving the social, ecological, spatial and economical components of the city is contemporary issue, though most of the planning systems do not yet explicitly address those issues of sustainability. This paper considers Urban planning as a key term as it has the capability to reveal the implications of land use strategies, policies and programmes for the social, economic and physical components of environment. In addition, all the traditional urban planning approaches have outlined to explore their soundness in the sustainable city planning, discuss the main approach followed for sustainable city planning, and outline emerging approach in both theory and sustainable city planning practice.

<span lang="EN-US">In the contemporary urban order the rational connection between the physique of the city and its non-physical elements is a major concern. Whatever happens in the existence of a city like the social, cultural, economic and political interactions are the inevitable realities through which the qualification and quantification nature of the city are determined. All occurrences in these realities, the constituent elements, are subject to the structural process which can be regulated as one of the social organization (non-physical) in urban settings, namely the social organization of the city, economic organization of the city and the political organization of the city. These organizations have the ranking in importance according to the city scale. The objective here is to identify these organizations and their contributions in conceptual urban planning. The adopted method here is descriptive-analytic. In a comparative comparison between the physical and non-physical needs of human regarding an urban setting reveals that the non-physical aspect has priority with high importance since its effect on the citizens’ satisfaction is specific and direct.</span>

DigiEcoCity is a model for an ideal city combining the principles of the sustainable development, the new technologies which are brought by the digital revolution and the urban functions which are necessary for providing good lives. It is the main trend for the application of the energy-saving technology and the direction for city development in the future. This paper describes the application of energy-saving techniques in traffic planning, water supply and sewage system planning, as well as landscape planning and construction in Gongqing DigiEcoCity. The application of energy-saving technologies in urban planning and construction is actively explored in Gongqing city so as to make the city become a good example of DigiEcoCity.

It remains common for the city to be treated as an undifferentiated unit in urban theory. This review of literature reveals that extant urban theory has been or can be inflected with a greater sense of intra- and interurban difference registering in implications for planning policy and practice pertaining to different substantive concerns and at different geographical scales. The article argues that we need to continue to pay attention to the spatially differentiated character of the urban if we are to advance urban planning thought and practice under contemporary conditions of extended urbanization.

The <i>urban analytics</i> expression is spreading out. To our understanding, it deals with the capability of <i>measuring</i> cities and their communities, as a support to their effective planning and management. In other words, being an analytically well-known city is a precondition for pursuing smartness. Urban planning is a very important item for city management and is interrelated with many layers, including urban environmental quality, air quality and well-being. Effective urban planning is based on the knowledge of quantitative parameters such as the <i>biotope area factor</i> (BAF), which was originally proposed for the city of Berlin and is currently used in other cities. The BAF index is used to evaluate the degree of soil permeability and measures, to a certain extent and from a specific point of view, how a city is eco-friendly. The usual way of evaluating the BAF is based on the manual construction of dedicated maps, using existing orthophotos and oblique imagery as a support. But this method is expensive, time-consuming and non-objective, as it is prone to different interpretations. The paper presents a newly-developed methodology for calculating the BAF. It is based on the use of existing digital cartography and on the application of geoprocessing techniques from GIS science: it is therefore fully automated and objective. The Pavia city (Northern Italy) is used as a testsite and a careful validation of the developed methodology is carried out, by comparison to 12 manually surveyed test areas, corresponding to 5% of the built-up areas of the municipality.

ABSTRACTThis paper addresses the process towards the integration of subsurface knowledge into urban planning for three cities – Rotterdam, Glasgow and Oslo – participating in the European Cooperation in Science and Technology (COST) Action TU1206 Sub-Urban. These cities each have unique challenges in managing conflicts and opportunities in the subsurface in the planning process. The COST Sub-Urban Action has enabled a unique interaction between subsurface specialists and urban planners across over 20 European cities, and has laid the foundations for a new understanding between experts who develop subsurface knowledge and those who can benefit most from it – urban planners and decision makers. Common challenges identified include: improving planning policies, enhancing the level of awareness of the subsurface in city development and the modification of legislation to include the subsurface. The paper provides a review of the current status of subsurface planning in the three cities, each of whom are aiming to adapt their urban planning practice and legislation in light of emerging subsurface knowledge, and the current major knowledge gaps. In our opinion, there are two main routes to raise awareness that lead to improved understanding and the use of subsurface information in urban planning processes: (1) the development of a subsurface policy and (2) providing subsurface information. These measures should enable subsurface knowledge to be widely disseminated in order to manage risks and opportunities, and maximise the economic, social and environmental benefits of the urban subsurface and its services on which cities depend.
