With the process of industry productions, the polar region which is the last maiden land for human being on the earth is confronted to the environment pollution increasingly. In accordance with the development of green shipbuilding technologies in the world, the ballast system of a science icebreaker should be researched and designed particularly because the International Maritime Organization (IMO) has developed international legislation, the International Convention for the Control and Management of ships’ ballast water and sediments, to regulate discharges of ballast water and reduce the risk of introducing non-native species from ships’ ballast water. Not only the scientific research icebreaker is ensured to work normally in the polar region, but also the weak ocean environment is protected.

Ships use ballast water to ensure their buoyancy and stability. A significant amount of them is transported in various water basins of the World Ocean. Thus, together with ballast water, many microorganisms, phytoplankton and zooplankton are transported. The constant increase in the number of ships in the World Merchant Navy increases the risk of the spread of these invasive species in the local aquatic environment. This led to the decision of the International Maritime Organization (IMO) to legalize the control and treatment of ships' ballast water in order to minimize the risks of the spread of these invasive species.. Their transfer through ballast water to a new water environment is estimated as one of the 4 largest treats for the World Ocean. The International Convention for the Control and Management of Ballast Water and Sediments plays an essential role in the control of ballasting and de-ballasting processes. It regulates the D-1 and D-2 standards, as well as various ballast water treatment systems. Improving the possibility of subsequent change in the application of invasive species, the only way to solve this problem, is to fully prepare for ballast water and to develop alternative methods to ensure the buoyancy and resilience of ships.

Ratification of the International Maritime Organization (IMO) International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWMC)[i] has now forced the hand of operators and ship owners to comply with the BWM, and without a great deal of time to react. The need to integrate and operate Ballast Water Treatment (BWT) Systems on In-Service ships, however, is not new, and BMT have recent and relevant experience in end-to-end BWT system solutions. In 2011 BMT Defence Services Ltd (BMT) produced the installation specification to enable A and P Falmouth Ltd (A and P) to carry out a ballast water treatment plant retrofit installation on the RFA Bay Class ships (i.e. RFA MOUNTS BAY, LARGS BAY and CARDIGAN BAY), enabling the ship to be approved and operated in compliance with the BWMC. In addition, BMT produced documentation to enable A and P to arrange, manage and perform the necessary test, trials and commissioning to prove the equipment installation and that it can be operated in accordance with the requirements of the BWMC. The objective of this paper is to take the reader through the process of design and embodiment of a BWT system retrofit on a relatively complex (with respect to the ballast system) ship. The Bay Class ships are Landing Ship Dock (Auxiliary) ships with separate forward and aft ballast systems (to allow the ships to function in their amphibious roles by way of their stern dock), and a ship wide Ballast Stripping system. Key design and engineering considerations are discussed below and recommendations for the installation of a ballast water treatment system are also offered. The main aim of the International Convention for the Control and Management of Ships’ Ballast Water and Sediments (BWM Convention) is to prevent, minimize and ultimately eliminate the risk of introducing harmful aquatic organisms and pathogens (HAOP) transferred in ships’ ballast waters and sediments to non-native environment for them, mainly for waters in seaports and coastal waters. The BWM Convention entered into force globally on 8 September 2017. This convention is based on the precautionary principle and the ecosystem approach to achieving sustainable development goals. Effective protection and preservation of the maritime environment depends on the preventive and reasonable actions, especially in case of environmental threats or combating pollution. This means that it is necessary to react efficiently by relevant authorities and boost international and regional cooperation, as well as development of other instruments such as inspection and reporting systems. The purpose of this paper is to present the state of preparation to the implementation of the BWM Convention in connection with its ratification by Poland, which is planned for 2018.

One of the greatest problem that the world is facing today is that of environment pollution, increasing with every passing year and causing grave and irreparable damage to the earth. Environmental pollution consists of five basic types of pollutants namely air, water, soil, noise and light. The solution of pollution is dilution. Environmental pollution can be controlled by recycling, reusing, waste management, mitigating, preventing and by making compost. Environmental management using modern technology seems to be effective in pollution control.

The paper analyses statutory foundations applicable to ships requiring to be exempted from the mandatory installation of the ballast water management system. In particular, it deals with ships sailing on regular international lines but within the semi-closed seas, such as the Adriatic Sea. The legal framework is set out in the International Convention for the Control and Management of Ships’ Ballast Water and Sediments (BWM, 2004), the IMO Guidelines for Risk Assessment A-4 (G7), and the Croatian Ordinance on Ballast Water Control and Management, 2012 [Pravilnik o upravljanju i nadzoru balastnih voda]. The paper presents the model procedure to be followed by main stakeholders, mainly national maritime administrations and shipping companies. The paper outlines the main advantages and disadvantages of the whole process and analyses several cases of good practice. Furthermore, the main stakeholders in the approval procedure and their responsibilities are described, available risk assessment models are analysed, with the particular emphasis on the species-specific risk assessment method as the most preferred method. Finally, the need for cooperation between the involved states and their maritime administrations is considered. It is concluded that bilateral and regional cooperations are an essential element in preserving the marine environment of any sea area. In that respect, the proposed model of the BWM system exemption approval in closed and semi-closed seas, such as the Adriatic Sea, is essential for shipping companies connecting ports in different countries on regular routes. Although demanding in respect of efforts and time, a procedure is viable and may be carried out in due time and with satisfactory outcomes.

Ballast water provides stability and maneuverability to a ship. Large ships can carry millions of gallons of ballast water. Ballast water discharged by ships can have a negative impact on the marine environment. There are thousands of marine species that may be carried in ships’ ballast water; In order to reduce the risk of new introductions of exotic species, the UN International Maritime Organization (IMO) has adopted the International Convention for the Control and Management of Ship’s Ballast Water and Sediments in 2004. This Convention aims ‘to continue the development of safer and more effective Ballast Water Management options that will result in continued prevention, minimization and ultimate elimination of the transfer of harmful aquatic organisms and pathogens’. To prevent possible invasions, organisms should not be discharged from ballast tanks. This can be achieved by treating the ballast water, for instance by killing organisms that are travelling in the ballast water.

Peraturan yang mengatur dan manajemen dari air ballas dikeluarkan oleh IMO (International Maritime Organization) melalui konvensi Manajemen air ballas. Konvensi tersebut menyatakan bahwa organisme yang berbahaya terhadap lingkungan, kesehatan manusia, properti atau sumber daya merusak keanekaragaman hayati atau mengganggu pemanfaatan terhadap suatu area jika dilepaskan di air laut. Pemerintah Republik Indonesia mengeluarkan Peraturan Presiden No. 132 tahun 2015 mengenai pengesahan Konvensi internasional untuk pengendalian dan manajemen air ballas dan sedimen dari kapal 2004 (The  International Convention for the control and management of ships ballast water and sediment’s 2004). Penelitian ini bertujuan untuk menganalisa sejauh mana kesiapan Indonesia dalam ratifikasi peraturan (come into force) Ballast water Management serta dampak yang diakibatkan setelah peraturan tersebut diratifikasi. Metode yang dilakukan dalam penelitian ini menggunakan 3 pendekatan yaitu dari aspek hukum, aspek teknis dan aspek ekonomis. Hasil dari penelitian ini adalah Peraturan Pemerintah Nomor 21 Tahun 2010 tentang Perlindungan Lingkungan Maritim sebagai jabaran dari Undang-Undang Nomor 17 Tahun 2008 tentang Pelayaran, telah sejalan dengan Konvensi Internasional untuk Pengendalian dan Manajemen Air Ballas dan Sedimen dari Kapal, 2004 dan Undang-Undang Nomor 17 Tahun 1985 tentang pengesahan United Nations Convention on the LAW of the Sea (UNCLOS). Serta Penggunaan sistem manajemen air ballas untuk kapal di perairan Indonesia lebih efektif dan efisien menggunakan filtration + electrolysis

Based on the International Convention for the Control and Management of Ships’ Ballast Water and Sediments (the Ballast Water Management Convention, or BWM Convention) of the International Maritime Organization, from 8 September 2017, all ships must have an approved Ballast Water Management Treatment System (BWTS) to prevent the invasion of alien species through the discharge of ballast. Generally speaking, the need for an approved BWTS is limited to large vessels, as they are too large or too expensive for small vessels to install. This study aims to propose a simple ballast-free approach for small vessels (e.g., tugs, workboats, research vessels) that require ballast to compensate for the weight loss of fuel when sailing. Our approach involves refitting the dedicated ballast tank of these small vessels to be drinking water tanks and filling the tanks with onboard-generated distilled or reverse osmosis water to adjust the stability of the ships. We assessed our approach using three vessels. Two ships using our proposed method were certified by the American Bureau of Shipping as containing no ballast water tank, and not being subject to the BWM Convention. This study provides an environmentally harmless, easy to use, and economical approach for small vessels to comply with the BWM Convention.

Invasive species are one of the most destructive environmental problems facing the world today. They can alter habitats, cause local extinction of native species, and have enormous economic impacts. Because ballast water is the primary source of aquatic invasions, the International Maritime Organization has recently passed regulations that will require ocean-going vessels to treat water prior to discharge. It has proven challenging, however, to find an environmentally friendly treatment that is effective at reducing the potential for invasions and yet also acceptable to the shipping industry in terms of safety, time and cost. Our work has focused on evaluations of deoxygenation in general, and Venturi Oxygen Stripping in particular, because of its ability to kill ballast water organisms and to reduce ballast tank corrosion. Results to date suggest that this approach has the potential to be an effective ballast water treatment option.
