This case study illustrates the complexity of decision making in public organizations, specifically highlighting the public health concern of drowning disparities in the United States. Using escalation of commitment theory, students must consider various factors in evaluating the overextended commitments of a local government in a complicated sociopolitical environment and with vital public needs that must be addressed through a local parks and recreation department. Facing a reduction in allocated resources, the department director, Claire Meeks, is tasked with determining which programs will receive higher priority despite the varied feedback from the management staff. To ensure students are provided a realistic scenario, this case offers a combination of fictional and real-life events from Splash Mid-South, an innovative swimming program in Memphis, Tennessee. Students must critically evaluate not only the merits of the swimming program, but the other sport, recreation, and parks programs that also merit an equitable share of the limited resources. Therefore, students are placed in a decision-making role that is common to managers of both public and private organizations. This case study is appropriate for both undergraduate and graduate sport management courses, with specific application to strategic management, organizational behavior, and recreation or leisure topics.

Presented is the analysis of peculiarities of behavior of Russian and American students in the social network Facebook. The focus of the study is on what activities students of the two countries are most often engaged in, as well as on what motives they motivate when adding users to the personal list of friends. The main method of research is a formalized interview (N = 266). Students of two higher educational institutions located in Kaliningrad (Russia) and Philadelphia (USA) were interviewed. In anticipation of the analysis, according to the functionality, the types of activities on Facebook were highlighted, i.e. social, functional and cognitive. Also forms of activity were divided into public and private according to the nature of their manifestation (open or hidden). The motives for making friends were typologized according to the user’s orientation towards the development of “binding” or “connecting” social capital. As a result of the analysis, it was revealed that students from the United States are more likely to engage in public activities on Facebook than students from Russia, which is expressed in more active commenting on posts, publishing content on their personal page and friends’ pages. Russian students prefer private activities (chat and viewing other people’s pages). The functional type of activity, expressed in the use of gaming and non-gaming applications, turned out to be the most unpopular form of pastime on Facebook among students in both countries. It was also found that students at two universities are more focused on the development of “connecting” social capital. At the same time, for Russian students the dating factor in real life does not act as an important motive for adding friends to the list as for American ones. It is suggested that the basis for the differences discovered are the features of the cultural environments in which students live. The Russian environment involves more cautious participation in public life, the American stimulates social activism. Significant gender differences in peculiarities of student behavior in Facebook network could not be identified.

PurposeThis article details a qualitative descriptive case study of affective factors of effective decision-making of one local government organization in the United States of America. The specific problem was that many elected American local government representatives lack effective decision-making strategies. This research focus indicated a lack of qualitative research on the real-world experience of factors that were taken into consideration during decision-making within American local government organizations.Design/methodology/approachUsing a local government organization in southwest Illinois, elected representatives were interviewed and observed. The interviews and observations surfaced how the representatives made decisions. Data were analyzed using manual coding and theming to determine themes and patterns.FindingsThe results produced six themes about factors, including emotional intelligence, which impacted decision-making. They are: (1) remembering the past, (2) communication and respect, (3) spurring economic growth and development, (4) fairness, (5) recognizing and removing emotions and bias and (6) accountability.Research limitations/implicationsBeing a single case study, this research is limited in generalization. The research was limited to the identification of current, real-world experience of elected local government representatives.Practical implicationsThe findings of this research can be used to create more effective decision-making practices for local government organizations of similar size.Originality/valueThis is the first study to review, in-depth, the decision-making and emotional intelligence factors of local government organizations in the United States of America. The conceptual background, discussion, implications to local government organizations, limitations and recommendations for future studies are discussed.

AbstractDetermining the methods for fulfilling the continuously increasing customer expectations and maintaining competitiveness in the market while limiting controllable expenses is challenging. Our study thus identifies inefficiencies in the supply chain network (SCN). The initial goal is to obtain the best allocation order for products from various sources with different destinations in an optimal manner. This study considers two types of decision-makers (DMs) operating at two separate groups of SCN, that is, a bi-level decision-making process. The first-level DM moves first and determines the amounts of the quantity transported to distributors, and the second-level DM then rationally chooses their amounts. First-level decision-makers (FLDMs) aimed at minimizing the total costs of transportation, while second-level decision-makers (SLDM) attempt to simultaneously minimize the total delivery time of the SCN and balance the allocation order between various sources and destinations. This investigation implements fuzzy goal programming (FGP) to solve the multi-objective of SCN in an intuitionistic fuzzy environment. The FGP concept was used to define the fuzzy goals, build linear and nonlinear membership functions, and achieve the compromise solution. A real-life case study was used to illustrate the proposed work. The obtained result shows the optimal quantities transported from the various sources to the various destinations that could enable managers to detect the optimum quantity of the product when hierarchical decision-making involving two levels. A case study then illustrates the application of the proposed work.

Abstract China has a civil procedure for collective litigation, which is dubbed Chinese-style class action, as it differs from the U.S.-style class action in some important ways. Using securities class action as a case study, this Article empirically examines both the quantity and quality of reported cases in China. It shows that the number of cases is much lower than expected, but the percentage of recovery is significantly higher than that in the United States. Based on this, the Article casts doubt on the popular belief that China should adopt the U.S.-style class action, and sheds light on the much-debated issue concerning the relationship between public and private enforcement of securities law. The Article also discusses the future prospects of securities class action in China in light of some recent developments which may provide its functional equivalents, including the regulator-brokered compensation fund and public interest group litigation.

The interpreting profession has long used metaphors or rule statements to describe and teach the ways in which practitioners make decisions (Dean & Pollard, 2011, 2018). Interpreting students are also often taught that the context of an encounter will dictate their decision-making by way of statements such as “it depends”. Such pedagogical statements can make talk between a practitioner and a medical professional about the responsibilities of an interpreter during medical encounters difficult. This study is based on the work of Dean and Pollard (2011, 2018) on value-based decision-making and is guided by the four principles of biomedical ethics (respect for autonomy, non-maleficence, beneficence and justice). It has sought to provide evidence of the existence, applicability and usability of these frameworks through a single case study of a real-life appointment in which a parent of a palliative care outpatient and a medical professional communicated during a consultation, aided by a medical interpreter.

Abstract This study examines the initial impact of a broadly participatory planning process in the Czech Republic during 2016–2017, aimed at both reducing inpatient care and expanding community mental health systems, on policy and programmatic decision making. A central focus of the study involves the trade-offs between and efforts to integrate shared decision making with evidence-based planning methods within the context of a national psychiatric reform strategy, particularly one involving a former Soviet bloc state. Given the uniqueness of the Czech experience, an exploratory case study methodology is used, one involving ten interviews with key informants and examination of a wide variety of documents. Results include the development of broad new decision and oversight structures, and the initial implementation of community mental health services. The nation faces some of the same trade-offs found elsewhere, such as in the United States, between an inclusive participatory process, and one that systematically incorporates empirical rational and evidence and best practices within bounded parameters. Implications for new psychiatric deinstitutionalization initiatives are identified, including development of a national mental health authority, a professional workforce, new funding strategies, multi-level service coordination, mechanisms to assure transparency, among others.

This study aims to develop a new Interval Rough COmbinative Distance-based Assessment (IR CODAS) method for handling multiple criteria group decision making problems using linguistic terms. A single decision maker is unable to express his opinions or preferences on multiple criteria decisions, while a Multi-Criteria Group Decision Making MCGDM process ensures successful outcomes when handling greater imprecision and vagueness information. A real-life case study of risk assessment is investigated using our proposed IR-CODAS method to test and validate its application; a sensitivity analysis is also performed. The two procedures traditionally followed for group decision making with the Analytical Hierarchical Process (AHP) are the Aggregation of Individual Judgments (AIJ) and the Aggregation of Individual Priorities (AIP). In both cases, the geometric mean is used to synthesise judgments and individual priorities into a collective position. Unfortunately, positional measures (means) are only representative if dispersion is reduced. It is therefore necessary to develop decision tools that allow: (i) the identification of groups of actors that present homogeneous and differentiated behaviours; and, (ii) the aggregation of the priorities of the near groups to reach collective positions with the greatest possible consensus. Following a Bayesian approach to AHP in a local context (a single criterion), this work proposes a methodology to solve these problems when the number of actors is not high. The method is based on Bayesian comparison and selection of model tools which identify the number and composition of the groups as well as their priorities. This information can be very useful to identify agreement paths among the decision makers that can culminate in a more representative decision-making process. The proposal is illustrated by a real-life case study.

PurposeWhen and why do organizations prefer high-status exchange partners? While past work has focused on status as a signal to the marketplace, this study shows that actors use the selected organization's status as a signal to legitimate their own selection decision.Design/methodology/approachThe context of the study is the selection of investment banks by local governments in the United States for the purpose of selling municipal bonds to investors. Hypotheses were developed through interviews with participants in the public and private sectors and were then tested using generalized estimating equations (GEEs). The models include 6,720 selection decisions nested within 1,032 local governments.FindingsInterview data reveal that governmental decision-makers struggle with interdepartmental conflict and are concerned about the perceived legitimacy of decisions in the “political arena”. The quantitative results confirm that with respect to selection decisions, the social context of the local government matters. Specifically, racial/ethnic heterogeneity, political competition and functional complexity—contexts where actors must signal independence and objectivity in decision-making—are each associated with an increased likelihood of retaining a high-status investment bank.Originality/valueThe study shows that a preference for a high-status partner is not just market driven. Rather, it emerges also from the legitimacy demands of the organization's own participants. More broadly, the study reveals how organizational decision-making—even that pertaining to the external market environment—is embedded in an organization-specific social reality.

In a real-life scenario, it is undoable and unmanageable to solve a decision-making problem with the single stand-alone decision-aid method, expert assessment methodology or deterministic approaches. Such problems are often based on the suggestions or feedback of several experts. Usually, the feedback of these experts are heterogeneous imperfect information collected from various more or less reliable sources. In this paper, we introduce the concept of multi-sets over type-2 fuzzy sets. We have tried to propose an extension of type-1 multi-fuzzy sets into a type-2 multi-fuzzy set (T2MFS). After defining T2MFS, we discuss the algebraic properties of these sets including set-theoretic operations such as complement, union, intersection, and others with examples. Subsequently, we define two distance measures over these sets and illustrate a decision-making problem which uses the idea of type-2 multi-fuzzy sets. Furthermore, an application of a medical diagnosis system based on multi-criteria decision making of T2MFS is illustrated with a real-life case study.
