Robots mediating interactions between animals for interspecies collective behaviors

Self-organized collective behavior has been analyzed in diverse types of gregarious animals. Such collective intelligence emerges from the synergy between individuals, which behave at their own time and spatial scales and without global rules. Recently, robots have been developed to collaborate with animal groups in the pursuit of better understanding their decision-making processes. These biohybrid systems make cooperative relationships between artificial systems and animals possible, which can yield new capabilities in the resulting mixed group. However, robots are currently tailor-made to successfully engage with one animal species at a time. This limits the possibilities of introducing distinct species-dependent perceptual capabilities and types of behaviors in the same system. Here, we show that robots socially integrated into animal groups of honeybees and zebrafish, each one located in a different city, allowing these two species to interact. This interspecific information transfer is demonstrated by collective decisions that emerge between the two autonomous robotic systems and the two animal groups. The robots enable this biohybrid system to function at any distance and operates in water and air with multiple sensorimotor properties across species barriers and ecosystems. These results demonstrate the feasibility of generating and controlling behavioral patterns in biohybrid groups of multiple species. Such interspecies connections between diverse robotic systems and animal species may open the door for new forms of artificial collective intelligence, where the unrivaled perceptual capabilities of the animals and their brains can be used to enhance autonomous decision-making, which could find applications in selective “rewiring” of ecosystems.

Resumo: O presente texto pretende analisar o papel das ações coletivas (associações, cooperativas e sindicatos de agricultores) no acionamento e na ativação das escalas geográficas para o desenvolvimento de suas atividades. O estudo foi realizado no Espaço Sisaleiro da Bahia (Brasil), onde um conjunto significativo de associações e cooperativas de agricultores e sindicatos de trabalhadores rurais tem se organizado em torno das escalas espaciais para viabilizar sua ação político-institucional e econômico-produtiva. A ação desses coletivos organizados em rede tem permitido a conformação e o fortalecimento de novas escalas de ação política, como no caso da criação do conselho territorial para viabilização da implantação de políticas de governo. Cooperativas, associações e sindicatos se apoiam nas escalas para compor organizações em diferentes níveis escalares (escala local, escala regional, escala do estado federado e escala nacional), buscando fortalecer seus propósitos e ampliar seu poder de barganha e influência. Analisando o comportamento espacial dessas variadas modalidades de ações coletivas, é possível considerar que elas desenvolvem políticas de escala, ou seja, a escala passa a significar muito mais que uma categoria de análise, mas se torna uma categoria da prática social e política. Nesse sentido, parte-se do pressuposto de que os grupos humanos produzem e tornam efetivas suas próprias escalas visando a alcançar suas metas e organizar seus comportamentos coletivos. SCALE POLICIES AND THE DEVELOPMENT OF NETWORK STRATEGIES OF COLLECTIVE ACTIONS IN THE SISAL REGION OF BAHIA (BRAZIL)Abstract: This paper aims to analyze the role of collective initiatives of associations, cooperatives and farmers’ unions in the mobilization and activation of geographical scales for the development of their activities. The study was conducted in the Sisal Region of Bahia (Brazil), where a significant number of farmers associations and cooperatives and rural workers’ unions have been organizing their actions around spatial scales to enable their political-institutional and economic-productive influence. The gathering and action of these organized groups in a network have allowed the establishment and strengthening of new scales of political action, as seem in the case of the creation of a territorial council to facilitate the implementation of government policies. Cooperatives, associations, and unions rely on scales to form organizations at different scale levels (local, regional, federal and national scales), seeking to strengthen their performance and increase their bargaining power and influence. After analyzing the spatial behavior of these various forms of collective actions, it’s reasonable to say that they develop scale policies, which means the scale becomes more than a category of analysis, but also a category of social and political practice. In this sense, it’s assumed that human groups produce and utilize the scales in order to reach their goals and organize their own collective behaviors. Keywords: Scale. Network. Cooperativism. L’étude a été menée dans la région du sisal à Bahia (Brésil), où un ensemble important d’associations et de coopératives d’agriculteurs et de syndicats de travailleurs ruraux se sont organisés autour d’échelles spatiales pour que puisse être mise en place leur action politique et institutionnelle, économique et productive. L’action de ces groupements organisés en réseaux a permis la conformation et le renforcement de nouvelles échelles d’action politique, comme lors de la création du conseil territorial, pour permettre la mise en œuvre des politiques gouvernementales. Les coopératives, les associations et les syndicats prennent les échelles comme point de départ pour former des organisations à différents niveaux scalaires (échelle locale, échelle régionale, échelle fédérée et échelle nationale), dans le but de renforcer leurs objectifs et d’accroître leur pouvoir de négociation et d’influence. Si nous analysons le comportement spatial de ces diverses formes d’action collective il est possible de considérer qu’ils développent des politiques d’échelle, à savoir l’échelle vient signifier bien plus qu’une catégorie d’analyse, puisqu’elle devient une catégorie de la pratique sociale et politique. En ce sens, on suppose que les groupes humains produisent et rendent efficaces leurs propres échelles pour atteindre leurs objectifs et organiser leurs comportements collectifs. Mots-clés: Échelle. As humans continue to alter Earth systems, conservationists look to remote sensing to monitor, inventory, and understand ecosystems and ecosystem processes at large spatial scales. Multispectral remote sensing data are commonly integrated into conservation decision-making frameworks, yet imaging spectroscopy, or hyperspectral remote sensing, is underutilized in conservation. The high spectral resolution of imaging spectrometers captures the chemistry of Earth surfaces, whereas multispectral satellites indirectly represent such surfaces through band ratios. Here, we present case studies wherein imaging spectroscopy was used to inform and improve conservation decision-making and discuss potential future applications. These case studies include a broad array of conservation areas, including forest, dryland, and marine ecosystems, as well as urban applications and methane monitoring. Imaging spectroscopy technology is rapidly developing, especially with regard to satellite-based spectrometers. Improving on and expanding existing applications of imaging spectroscopy to conservation, developing imaging spectroscopy data products for use by other researchers and decision-makers, and pioneering novel uses of imaging spectroscopy will greatly expand the toolset for conservation decision-makers.

Abstract As integration of solar power into the national electric grid rapidly increases, it becomes imperative to improve forecasting of this highly variable renewable resource. Thus, a team of researchers from the public, private, and academic sectors partnered to develop and assess a new solar power forecasting system, Sun4Cast. The partnership focused on improving decision-making for utilities and independent system operators, ultimately resulting in improved grid stability and cost savings for consumers. The project followed a value chain approach to determine key research and technology needs to reach desired results. Sun4Cast integrates various forecasting technologies across a spectrum of temporal and spatial scales to predict surface solar irradiance. Anchoring the system is WRF-Solar, a version of the Weather Research and Forecasting (WRF) numerical weather prediction (NWP) model optimized for solar irradiance prediction. Forecasts from multiple NWP models are blended via the Dynamic Integrated Forecast (DICast) System, which forms the basis of the system beyond about 6 h. For short-range (0–6 h) forecasts, Sun4Cast leverages several observation-based nowcasting technologies. These technologies are blended via the Nowcasting Expert System Integrator (NESI). The NESI and DICast systems are subsequently blended to produce short- to midterm irradiance forecasts for solar array locations. The irradiance forecasts are translated into power with uncertainties quantified using an analog ensemble approach and are provided to the industry partners for real-time decision-making. The Sun4Cast system ran operationally throughout 2015 and results were assessed. This paper analyzes the collaborative design process, discusses the project results, and provides recommendations for best-practice solar forecasting.

AbstractThe design and management of housing play a major rôle in the welfare of most farm animal species and are implicated in all of the ‘five freedoms’. Housing has always been an aspect of livestock production systems which is readily amenable to legislation and the majority of current UK (and EU) welfare legislation relates generally or specifically to housing. An area of concern in current legislation is the tendency to legislate on housing systems rather than animal state, which leads to disagreements in interpretation and anomalies in implementation. Housing legislation is furthest advanced in the simple-stomached species, rather than in ruminant species which have traditionally been farmed more extensively. However, issues of housing and welfare certainly require to be addressed in other species. Whilst scientific research does underlie many of the existing housing regulations, it has not always been correctly interpreted or sensibly applied. Many dilemmas exist when overviewing the balance of scientific evidence relating to contentious housing systems in all species. In many areas, requirements of quality assurance schemes are now more rigorous and wide reaching than legislation but these are not always based on scientific evidence. However, many component-specific recommendations have been scientifically established and animal welfare could be significantly improved by their application. In the future, advances in fundamental science are needed to better establish legislative criteria. Applied scientists should continue to be used as independent advisers in consideration of future legislation and should be more proactive in information transfer outwith the normal scientific media.

The new and vibrant field of the epistemology of democracy, or the inquiry about the epistemic justification of democracy as a social system of procedures, institutions, and practices, as a cross-disciplinary endeavour, necessarily encounters both epistemologists and political philosophers. Despite possible complaints that this kind of discussion is either insufficiently epistemological or insufficiently political, my approach explicitly aims to harmonize the political and epistemic justification of democracy. In this article, I tackle some fundamental issues concerning the nature of the epistemic justification of democracy and the best theoretical framework for harmonizing political and epistemic values. I also inquire whether the proposed division of epistemic labour and the inclusion of experts can indeed improve the epistemic quality of decision-making without jeopardizing political justification. More specifically, I argue in favour of three theses. First, not only democratic procedures but also the outcomes of democracy, as a social system, need to be epistemically virtuous. Second, democracy?s epistemic virtues are more than just a tool for achieving political goals. Third, an appropriate division of epistemic labour has to overcome the limitations of both individual and collective intelligence.

This paper highlights major methodological obstacles to studying and performing critical infrastructure protection (CIP) in general and CIP governance in particular. The study simultaneously examines a research project on and practice in the context of Swedish CIP. The complex planning approach of interest is called Styrel, a Swedish acronym for Steering Electricity to prioritised power consumers. It aims to identify and prioritise power consumers of societal importance, collectively referred to as critical infrastructure (CI), to provide an emergency response plan for the event of a national power shortage. Methodologically, the investigation uses material from document studies, interviews and a survey, which involved many actors from the Swedish case. For the analysis of the methodological obstacles, this study applies an abstracted research and development process that encompasses four steps: data collection, data assessment, decision-making and evaluation. The paper mutually maps the insights from the research project to the empirical evidence from the case study. Through this reflective analysis, the findings contribute to a deeper understanding of the challenges that significantly impede research and practice in the context of national and international CIP, for example, insufficient information sharing and knowledge exchange among parties, a lack of integrated and advanced methods, and uncertainty in policies that induces a variety of local approaches. In addition, since empirical research on implemented CIP plans is limited, this paper addresses this gap. It reveals five general obstacles for both research and practice: a) the access to high-quality data, b) the loss of knowledge over time, c) the interpretation and evaluation of processes and methods, d) the transferability and comparability of data, results and insights; whereas all culminate in 5) a lack of collective intelligence. The accumulation of these obstacles hinders a detailed assessment of decision-making for CIP and its consequences on society. For this reason, this study emphasises the need for enhancing mutual understanding among the various parties in the area of CIP while respecting relevant security issues when inventing novel methods that facilitate collective intelligence.

Chronic diseases are the leading cause of mortality and morbidity. A significant contribution to the burden of chronic diseases is the concurrence of co-morbidities. Heart failure (HF) is a complex, chronic medical condition frequently associated with co-morbidities. The current care approach for HF patients with co-morbidities is neither capable to deliver personalised care nor to halt the on-going increase of its socio-economic burden. Our approach aims to improve the complete care process for HF patients and related co-morbidities to improve outcome and quality of life. This will be achieved by the proposed standardised yet personalised patient-oriented ICT system that supports evidence-based clinical decision making as well as interaction and communication between all stakeholders with focus on the patients and their relatives to improve self-management. We propose that such a system should be build upon a novel European-wide data standard for clinical input and outcome and that it should facilitate decision making and outcome tracking by new collective intelligence algorithms.

Sustainability of energy systems is a common priority that involves key issues such as security of energy supply, mitigation of environmental impacts - the energy sector is currently responsible for 80% of all EU greenhouse gas emissions (European Environment Agency, 2007), contributing heavily to the overall emissions of local air pollutants - and energy affordability. In this framework, energy planning and decision making processes can be supported at different stages and spatial scales (regional, national, pan-European, etc.) by the use of comprehensive models in order to manage the large complexity of energy systems and to define multi-objective strategies on the medium-long term. This Chapter is aimed to outline the value of model-based decision support systems in addressing current challenges aimed to carry out sustainable energy systems and to diffuse the use of strategic energy-environmental planning methods based on the use of partial equilibrium models. The proposed methodology, aimed to derive cost-effective strategies for a sustainable resource management, is based on the experiences gathered in the framework of the IEA-ETSAP program and under several national and international projects.
