In recent years, with the rapid increase in urban population, the urban travel demands in Chinese cities have been increasing dramatically. As a result, developing comprehensive urban transport systems becomes an inevitable choice to meet the growing urban travel demands. In urban transport systems, public transport plays the leading role to promote sustainable urban development. This paper aims to establish an assessment index system for the development level of urban public transport consisting of a target layer, a criterion layer, and an index layer. Review on existing literature shows that methods used in evaluating urban public transport structure are dominantly qualitative. To overcome this shortcoming, fuzzy mathematics method is used for describing qualitative issues quantitatively, and AHP (analytic hierarchy process) is used to quantify expert’s subjective judgment. The assessment model is established based on the fuzzy AHP. The weight of each index is determined through the AHP and the degree of membership of each index through the fuzzy assessment method to obtain the fuzzy synthetic assessment matrix. Finally, a case study is conducted to verify the rationality and practicability of the assessment system and the proposed assessment method.

Robustness studies on integrated urban public transport networks have attracted growing attention in recent years due to the significant influence on the overall performance of urban transport system. In this paper, topological properties and robustness of a bus–subway coupled network in Beijing, composed of both bus and subway networks as well as their interactions, are analyzed. Three new models depicting cascading failure processes on the coupled network are proposed based on an existing binary influence modeling approach. Simulation results show that the proposed models are more accurate than the existing method in reflecting actual passenger flow redistribution in the cascading failure process. Moreover, the traffic load influence between nodes also plays a vital role in the robustness of the network. The proposed models and derived results can be utilized to improve the robustness of integrated urban public transport systems in traffic planning.

Energy conservation is one of the key priorities of sustainable development strategy. Transport systems are responsible for about one third of energy consumption. As result, the identification of solutions to reduce energy consumption in these systems is essential for the implementation of the sustainable development strategies. The present work is dedicated to identifying the possibilities for a reduction in the consumption of electric energy in electric urban public transport systems, using the audit of their electricity system. After justifying the importance of these concerns, a mathematical model of the electrical energy balance of the electric urban public transport system and its components is presented. The analysis is applied to determine the losses in the system components and useful energy, based on the evaluation and energy consumption measurements. The measurements to reduce energy losses are identified and characterized under technical and economic aspect, optimal electrical energy balances being done on this basis.

The European Union's transport policy assumes limiting the negative impact of transport on the environment. In this aspect, several actions are undertaken to achieve this goal. One of the priorities in this area is developing zero-emission transport systems in urban public transport. The article presents selected aspects of low-emission vehicles and their use in urban transport systems. Besides, the state of development of low-emission transport systems in public transport in Poland was presented, with particular emphasis on the system in the Warsaw agglomeration.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.

The functioning of passenger transport systems should provide necessary quality of passenger service. The results of this research have shown possibility to increase the quality of urban public transport via influence on the driver’s state due to the rational schedule planning. The state change patterns of drivers during the idle time on the final and intermediate bus stops were formalized, based on field observations. The following conclusion was made: decreasing of driver’s body stress takes place during the idle time on the route stops. The intensity of decreasing of driver’s body stress is inversely proportional to the meaning of activity index of driver’s regulatory systems before the start of standing time. Consequently, the duration of idle time must be differentiated depending on the value of the indicator of activity of driver’s regulatory systems before the start of standing time, which is influenced by the working conditions. ECG method was used for assessing driver’s fatigue in elements of transportation process. Comparative analysis of driver’s state changes during the different types of idle time shows the comparability of the results of the study. Transportation management experts can use the research results in urban transport schedule planning and monitoring.

Abstract In recent years, ammonia leakage accidents occur frequently, which causes a great concern in China. Based on traditional risk analysis methods and the equipment characteristics, a risk evaluation method for small ammonia refrigeration units is proposed. The method includes a risk assessment model based on area division, a failure probability assessment method based on expert scoring system, a failure consequence assessment method based on regional population density and consequence mitigation measures, and a HAZOP risk correction method. Based on the proposed method, a risk assessment system of small ammonia refrigeration units is developed. This risk assessment method and system will provide a scientific basis to carry out the cold storage management in China.

In recent years fare-free public transport (FFPT) found itself at the centre of attention of various groups, such as economists, transport engineers and local authorities, as well as those responsible for the organisation of urban transport. The FFPT is hoped to be the answer to contemporary transport-related problems within cities, problems which largely result from insensible proportions between trips carried out via personal mode of transportation and those completed by the means of public transport. This article reviews the motives and effects connected with the introduction to date of fare-free transport zones across the globe. It also presents, using data obtained in market research, the actual impact of a selective extension of the entitlement to free fares on the demand for urban transport services. The effects observed in other urban transport systems were then compared against those observed in relation to one, examined system. Analyses of observed FFPT implementation effects were then used to establish good and bad practices in the introduction of FFPT. The article also contains forecasts on the effect of the extension of entitlement to free fares and an increase in the public transport offer may have on the volume of demand for such services. The analyses have shown that an increase in the public transport offer (understood as an increase in the volume of vehicle-kilometres) would increase the demand for urban transport services more than the selective implementation of FFPT (assuming that the costs incurred by the local authorities remain unchanged).
