This paper addresses a special zone design problem for economic census investigators that is motivated by a real-world application. This paper presented a heuristic multikernel growth approach via Constrained Delaunay Triangulation (CDT). This approach not only solved the barriers problem but also dealt with the polygon data in zoning procedure. In addition, it uses a new heuristic method to speed up the zoning process greatly on the premise of the required quality of zoning. At last, two special instances for economic census were performed, highlighting the performance of this approach.

AbstractComparable corpora serve as an important substitute for parallel resources in cases of under-resourced language pairs. Previous work mostly aims to find a better strategy to exploit existing comparable corpora, while ignoring the variety in corpus quality. The quality of comparable corpora affects a lot its usability in practice, a fact that has been justified by several studies. However, researchers have not been able to establish a widely accepted and fully validated framework to measure corpus quality. We will thus investigate in this paper a comprehensive methodology to deal with the quality of comparable corpora. To be exact, we will propose several comparability measures and a quantitative strategy to test those measures. Our experiments show that the proposed comparability measure can capture gold-standard comparability levels very well and is robust to the bilingual dictionary used. Moreover, we will show in the task of bilingual lexicon extraction that the proposed measure correlates well with the performance of the real world application.

Quality and excellence are requirements that Society demands from universities. However, several questions arise in the real-world application of these concepts: How can they be incorporated into the classrooms or laboratories? What is the proper way to create a quality and innovation culture in daily teaching? In order to answer to these questions, this paper presents a code of good teaching practice based on quality and innovation concepts that can be applied in Higher Education. This code is the result of the experience gained by four university teachers for eleven years. It has been developed considering several international standards. The code is composed of different processes covering all aspects of the teaching activities. It helps teachers to continuously improve the quality of their work and can serve for any area of Higher Education. To represent the code, a process map, several flowcharts, sheets of processes and records have been defined. Additionally, a Web application implementing all items of the code has been designed in order to facilitate its real-world application

In a fully immersive virtual environment that modeled the new Vienna Central Station this research project investigated to what extent virtual reality might serve to evaluate the quality of orientation signage. From an information design point of view, two questions were particularly relevant: (1) How applicable are results from a virtual environment to the real world? and (2) Is this type of virtual environment suitable for testing with elderly people and people who are partially sighted? The article describes evaluation methods, limits and strengths of the virtual environment and lessons for real world application of results.

The purpose of this research is to know the influence between the Quality of Human Resources, Utilization of Information Technology and Internal Control System Against Timeliness of Village Government Financial Reporting at Gunungkidul Regency. This research is causative research. The population is the village government in Gunungkidul Regency, especially in Gedangsari subdistrict. Criteria of respondents in the study were to village and village apparatus. We use questionnaire to collect data. We use multiple regression with SPSS program version 16.0 to analyze data. We find that quality of human resources and internal control system have a positive influence on the timeliness of village government financial reporting. On the other hand, utilization of information technology does not influence the timeliness of village government financial reporting. These imply that the quality of human resources and internal control system can speed up the preparation of village government financial reporting.


In construction production, the safety of constructing buildings and structures is achieved by ensuring the required quality as a result of systematic construction control based on the implementation of a complex of technical, economic and organizational measures at all stages of the object's life cycle. The article deals with the actual problem of improving the quality of construction products-buildings and structures in conjunction with the activities of construction control bodies. The article presents the advanced foreign and domestic experience of ensuring the quality control at the construction sites, providing for the prevention of the underlying causes of defects and increasing the interest of the contractors directly. On the basis of the analysis of the current situation with quality control at the construction market, ways to improve its efficiency by developing a unified system of technological implementation of relevant requirements for the quality of construction products, determining the rational number and business load of construction control engineers, as well as the active activities of self-regulatory organizations in this area are offered.

Parallel tiered and dynamic models of the fuzzy inference in expert-diagnostic software systems are considered, which knowledge bases are based on fuzzy rules. Tiered parallel and dynamic fuzzy inference procedures are developed that allow speed up of computations in the software system for evaluating the quality of scientific papers. Evaluations of the effectiveness of parallel tiered and dynamic schemes of computations are constructed with complex dependency graph between blocks of fuzzy Takagi – Sugeno rules. Comparative characteristic of the efficacy of parallel-stacked and dynamic models is carried out.

The interdisciplinary field of person-environment relations has, from its origins, addressed the transactional relationship between human behavior and the built environment. This body of knowledge has been based upon qualitative and quantitative assessment of phenomena in the “real world.” This knowledge base has been instrumental in advancing the quality of real, physical environments globally at various scales of inquiry and with myriad user/client constituencies. By contrast, scant attention has been devoted to using simulation as a means to examine and represent person-environment transactions and how what is learned can be applied. The present discussion posits that press-competency theory, with related aspects drawn from functionalist-evolutionary theory, can together function to help us learn of how the medium of film can yield further insights to person-environment (P-E) transactions in the real world. Sampling, combined with extemporary behavior setting analysis, provide the basis for this analysis of healthcare settings as expressed throughout the history of cinema. This method can be of significant aid in examining P-E transactions across diverse historical periods, building types and places, healthcare and otherwise, otherwise logistically, geographically, or temporally unattainable in real time and space.
