Taking Hunnan District of Shenyang City as an example, this paper investigates 32 government agencies, 17 tertiary first-class hospitals, and 15 colleges and universities in Hunnan region and analyzes the energy consumption characteristics of three types of public institutions. Through the use of DeST energy consumption software to simulate the energy consumption of three types of public institutions, combined with the load density method to predict the total energy demand of hospitals, universities, and government agencies in Hunnan area and the MARKAL model coupling mechanism, the coupling model of active and passive energy suitable for public institutions is presented. According to the forecast results of energy demand, combined with the energy consumption structure and energy conversion efficiency, the energy supply of each subitem of the public institution was solved and the energy supply of the public institutions in Hunnan District was optimized in accordance with the relevant constraints. Through calculation, it is found that by 2020, the passive energy supply of public institutions in Hunnan District will account for 19.79% and active energy sources such as coal and petroleum will still be the main type of energy used by public institutions. Based on the research on the active and passive energy coupling supply of public institutions in Hunnan District, the active and passive energy coupling model and algorithm of public institutions constructed can provide a reference basis for the active and passive energy coupling utilization of public institutions in China.

Refrigerated warehouses are large energy consumers and account for a significant portion of the global energy demand. Nevertheless the opportunity for integration of renewable resources in the energy supply of large cold storage facilities is very often unjustifiably neglected, whereas the employment of renewable energy for many other industrial and comfort applications is actively promoted and explored. In that context, the purpose of this chapter is to bridge the existing gap by raising the public awareness of stakeholders, researchers, practicing engineers and policy makers about the availability of a number of smart engineering solutions and control strategies to exploit renewables of different nature (solar, wind, geothermal, biogas, etc.) in the food storage sector, as well as by calling the readers' attention to the specialised knowledge in the matter, which has been published so far.

The requirements concerning the energy certification of buildings established in Directive 2002/91/EC of the European Parliament and of the Council of 16 December 2002, which was in turn modified by Directive 2010/31/EU of the European Parliament and of the Council, of 19 May 2010, regarding the energy efficiency of buildings, were transposed into Spanish legislation through Royal Decree 47/2007, dated January 19, through which a Basic Procedure for certification was approved of energy efficiency of new buildings, which was consolidated by Royal Decree 235/2013, of April 5, which approves the basic procedure for the certification of the energy efficiency of buildings. In said Royal Decree, it is established that existing buildings or units of buildings occupied by a public authority, must obtain an energy efficiency certificate and will have the obligation to display their energy efficiency label, when their total useful area exceeds 250 m2, and are usually frequented by the public. The Basic Procedure is established that must comply with the methodology for calculating the energy efficiency rating, considering those factors that have the greatest impact on their energy consumption, as well as the technical and administrative conditions for the energy efficiency certifications of the buildings. For this purpose, three software programs were promoted from the competent Ministry, one corresponding to the general option (LIDER-CALENER “HULC” unified tool) and two others corresponding to the simplified option (simplified procedures CE3 and CE3X), which allow the energy qualification to be carried out of buildings according to three types of buildings (residential, small and medium-sized tertiary, and large tertiary) that are increasing the requirements of the energy certification of the building depending on the type of the same. This study identifies the possible alternatives for improving energy efficiency over the initial qualification of the building, within a context of technical and economic feasibility, optimizing energy demand, reducing CO2 emissions and building energy consumption, being The study also compares the results obtained in the energy rating, between the general option and the simplified procedures, on an Andalusian health center in 1957, which corresponds to the typology of the Grand Tertiary building (GT).

Purpose The purpose of this paper is to ascertain how perceived service quality mediates employees’ customer orientation and customer satisfaction in the public utility sector. Design/methodology/approach The study focused on the commercial customers (small and medium-scale enterprises– (SMEs)) of Electricity Company of Ghana Ltd. There were 350 SMEs sampled for the study, and each had no more than 99 employees. Respondents were either owner-managers or employee-managers. Structural equation model (SEM) was used in estimating the effects among the variables studied. Findings Most public institutions have a built-in customer base, and therefore places less emphasis on employees’ customer orientation. This notwithstanding, findings revealed that employees’ customer orientation behaviors significantly impacted customers’ perceived service quality and satisfaction toward public institutions. Similarly, customers’ perceived service quality influenced their satisfaction toward public institutions. SMEs serve as an engine for economic growth in an economy, and therefore public institutions must consider their peculiar needs in the delivery of service to them. Originality/value This study pointed out that, employees’ customer orientation behaviors of public institutions have an influence on customers’ perceived service quality and satisfaction. Previous studies on these concepts have largely focused on the private sector, where there are lots of competition. This study also specifically studied commercial customers (SMEs) of public institution, which is quite novel, especially in relation to the concepts studied. And the contribution of SMEs to economic growth makes their study even much more important.

Purpose The purpose of the study is to investigate the feasibility of investing the religious heritage in anti-corruption efforts in public organizations in Palestine. The study sought to measure the current status of public organizations, if they are investing the religious heritage in the efforts of encountering corruption. Further, the study sought to measure the attitudes and future expectations if there is an integration of the religious heritage in the current anti-corruption efforts. Design/methodology/approach This study combines two folds: First, theoretical and qualitative, through research in previous studies, texts and religious attitude of corruption, historical models and international experiences that have tried to invest in it and incorporate it in anti-corruption efforts, which are generalizable generic models; and the second: a field empirical part, through the researcher use of a questionnaire tool and analyzing it statistically, in addition to ensuring the possibility of using religion in anti-corruption efforts within the Palestinian public institutions which will eventually enable us to answer the study questions. Findings The study found that the reality of investment in the religious heritage in anti-corruption efforts in the Palestinian public sector is present in a moderate degree (56.8%), both in rules and regulations, in strategic plans or policies, or in the internal systems and the organizational culture of the public institutions. With regard to the attitudes of the employees toward corruption and the way of their formulation to these attitudes either if they are influenced by the religious heritage or the law or by the eight reasons mentioned previously in this study, it is obvious that the employees attitudes toward corruption are formulated first from a religious perspectives and second from a legal perspective. Regarding their attitudes and their agreement level toward the investment of the religious heritage in anti-corruption in the Palestinian public sector was high (75.9%), as well as their future expectations in case the religious heritage is invested in anti-corruption efforts was in a high degree (74.1%). Therefore, the authors conclude that there is a feasibility of religious heritage investment in anti-corruption efforts in the Palestinian public sector in case it is accredited and integrated in anti-corruption strategies as a supportive factor but not as a substitute of other efforts. The study recommended that decision makers should adopt new anti-corruption policies and strategies compatible with these striking results through the rules, regulations and administrative decisions, or in the internal institutional system and the cultural organization, in the publications and declarations of the public institution, in special code of conduct based on the religious heritage, in the training of the employees and designing new proposals to integrate the religious heritage in anti-corruption efforts in parallel with the permanent evaluation of these efforts after its application. Originality/value This study, The feasibility of investing in religious heritage in anti-corruption efforts, is different from the previously reviewed studies, as the previous studies were either philosophical or theoretical in nature, looking at the relationship between religion and corruption or empirical, but in a different environment and society than the society of this study. The general purpose of this research is to identify the impact of religious perceptions on corruption in the behavior of public officials in the Palestinian public sector as it is on the ground, and whether their attitudes were affected by corruption with their religious beliefs? Do they welcome the investment of religion in the fight against corruption and what are their expectations if this is done in institutional, strategic or policy context.

Introduction. The article substantiates the scientific and organizational principles of introducing risk management tools into the functional activities of public institutions as a means of innovation and increasing the competitive status of government institutions at both the state and regional levels. The risks related to the provision of public services and their resource support are structured and identified, as well as the algorithm of their management is substantiated. Goal. To substantiate the essential determinants of risk management and scientific and organizational principles of its introduction into the functional activity of public institutions at the macroeconomic and regional levels. Methods. In the framework of the scientific publication the author used the methods of historical, systematic, comparative and structural analysis, abstract-logical generalization. Results. The paper substantiates the architecture of risk management in the public service, proves that it should be integrated into all subsystems of administrative management of the public institution and be an integral part of the management decision-making process. The mechanism of corruption risk management is considered, which should include: development of a strategy or program for anticipation of possible areas of corruption risks, assessment of corruption risks, development of a mechanism for responding to corruption risks, monitoring the effectiveness of the anti-corruption mechanism. Conclusions. The main provisions of the scientific article will help build an innovative, competitive, professional, transparent, non-corrupt, prestigious, needs-oriented public service.

In 2006 the World Bank studied which were the primary engines of nations’ wealth and concluded that it depends to a large extent on the legitimacy of their public institutions. This research explores legitimacy as an intangible good of the public sector, considering legitimacy as a judgment on the actions of organizations according to social values ​​and norms (Suchman, 1995; Deephouse, 1996; Tyler, 2006; Bitektine, 2011). Related to this concept, we address the concepts of online legitimacy and media legitimacy. Four dimensions of legitimacy are studied: procedural, consequential, structural, and personal. The objective of this work is to explore the evolution of the degree of congruence of the judgments of legitimacy that are formulated about a public institution and their leaders, media, and citizens. The selected case study is the Spanish Ministry of Education, Culture, and Sports and its ministers José Ignacio Wert and Iñigo Méndez de Vigo (2011-2015). The methodological design used for the empirical observation is triangular, enabling a quantitative content analysis to contrast the three observation points from a physical and online perspective. The data enable an evaluation of the evolution over time of the congruence between the statements of the person who directs a public organization and their consequences regarding the trust of citizens. The results reveal the aspects of legitimacy that must be considered in communication practices to avoid disconnecting the organization from the media and citizens. Resumen En 2006 el Banco Mundial estudió cuáles fueron los motores primordiales de riqueza de las naciones y concluyó que la riqueza de los países depende en una gran parte de la legitimidad de sus instituciones públicas. Esta investigación explora la legitimidad como un bien intangible del sector público, considerando la legitimidad como un juicio sobre las acciones de las organizaciones de acuerdo a valores y normas sociales (Suchman, 1995; Deephouse, 1996; Tyler, 2006; Bitektine, 2011). Relacionados a este concepto, aborda los conceptos de legitimidad online y legitimidad mediática. El objetivo de este trabajo es explorar la evolución del grado de congruencia de los juicios de legitimidad que formulan sobre una institución pública y su líder, la propia organización, los medios y los ciudadanos. El diseño metodológico empleado para la observación empírica es triangular y se trata de un análisis de contenido cuantitativo para contrastar los tres puntos de observación desde una perspectiva tradicional y online. Los datos permitirán evaluar la evolución en el tiempo de la congruencia entre el discurso de la persona que dirige una organización pública y sus consecuencias en la confianza de los ciudadanos. A la luz de los resultados se muestran los aspectos de la legitimidad que hay que considerar en las prácticas de comunicación para evitar la desconexión de la organización con los medios y con los ciudadanos.

Through his lesson, you will have the opportunity to get acquainted with the ways of establishing cooperation with funds that can provide funds for the implementation of projects for equipping, arranging and providing services, organizing conferences etc., as well as reasons and results of project and marketing engagement in order to improve the conditions and services of the public institutions. He will also present his personal experience, as well as plans for further development through concrete examples and guidelines for project engagement and implementation of activities with regional and international cooperation with funds.

Abstract This paper presents some aspects found by the author in his research in field of government public institutions behavior. The author started some years ago to research the modality how should prepare a conceptual transfer of management from the companies practice to government public institutions and to implement them for enhance quality of their results. The main concept of the theoretical research is based on some well-known theoretical remarks. One of this shows that the public institutions are similar entities as companies. Eventually they have higher complexity. Following this logic, the public institutions should be led by management instead public administration. Considering public management and the new public management only some attempts without solving the main problems, the author consider that implementing procedural efficiency oriented management to the government public institution is equivalent with an important changes induced by outside. Preparing the conceptual transfer, for the first period of research was necessary to understand government’s public institution behavior. For this purpose the relational frame was the business organization. In this respect the research compares organizational behavior of companies and public institutions and their reaction to important changes. For understand similarities and differences it was necessary to discover theoretical standpoints regarding companies reaction to important changes induced by outside and main determinants from the organizational sciences literature. In the similar way was studied the public institution reaction and determinants of this to important changes, theoretically through documentary analyses of the literature of public administration. The benchmarking between the reactions of the mentioned two entities discovered different behaviors and the main determinants of the reactions of them to a new form of leading system by management, including modern instruments as knowledge management. The paper conclusions sustain that implementation of modern management systems to government’s public institutions should deal with a different behavior used to know at companies. In this respect, the paper highlights different aspects between companies and public institutions behavior admitting similarities on organizational structure and internal procedures.

Given that short videos have attractedextensive attention of the public, the rise of governmental short videos makes governmental new media more interactive and responsive. However, the competition of short video market is fierce. A considerable number of government agencies and public institutions lack operating experience on short video accounts. The overall influence of these short video accounts is weak, and a mechanism of short video production is necessary. From the perspective that a new era is expected to fulfill people’s wish for a good life, we suggest combining people’s wish for a good life and governmental short videos. One the one hand, this approach identifies the audience clearly and thus benefits the production of high-quality short videos; on the other hand, it helps to attract more audience and thus meets the people’s needs for a good life in the new era. Governmental short video production should focus on three aspects: sense of fulfillment, sense of happiness, and sense of safety.Production guarantee should focus on contents, platforms, and dissemination motivations.
