In 2006 the World Bank studied which were the primary engines of nations’ wealth and concluded that it depends to a large extent on the legitimacy of their public institutions. This research explores legitimacy as an intangible good of the public sector, considering legitimacy as a judgment on the actions of organizations according to social values ​​and norms (Suchman, 1995; Deephouse, 1996; Tyler, 2006; Bitektine, 2011). Related to this concept, we address the concepts of online legitimacy and media legitimacy. Four dimensions of legitimacy are studied: procedural, consequential, structural, and personal. The objective of this work is to explore the evolution of the degree of congruence of the judgments of legitimacy that are formulated about a public institution and their leaders, media, and citizens. The selected case study is the Spanish Ministry of Education, Culture, and Sports and its ministers José Ignacio Wert and Iñigo Méndez de Vigo (2011-2015). The methodological design used for the empirical observation is triangular, enabling a quantitative content analysis to contrast the three observation points from a physical and online perspective. The data enable an evaluation of the evolution over time of the congruence between the statements of the person who directs a public organization and their consequences regarding the trust of citizens. The results reveal the aspects of legitimacy that must be considered in communication practices to avoid disconnecting the organization from the media and citizens. Resumen En 2006 el Banco Mundial estudió cuáles fueron los motores primordiales de riqueza de las naciones y concluyó que la riqueza de los países depende en una gran parte de la legitimidad de sus instituciones públicas. Esta investigación explora la legitimidad como un bien intangible del sector público, considerando la legitimidad como un juicio sobre las acciones de las organizaciones de acuerdo a valores y normas sociales (Suchman, 1995; Deephouse, 1996; Tyler, 2006; Bitektine, 2011). Relacionados a este concepto, aborda los conceptos de legitimidad online y legitimidad mediática. Se estudian cuatro dimensiones de la legitimidad: procedimental, consiguiente, estructural y personal. El objetivo de este trabajo es explorar la evolución del grado de congruencia de los juicios de legitimidad que formulan sobre una institución pública y su líder, la propia organización, los medios y los ciudadanos. El caso de estudio seleccionado es el Ministerio de Educación, Cultura y Deporte y sus ministros José Ignacio Wert e Iñigo Méndez de Vigo (2011-2015). El diseño metodológico empleado para la observación empírica es triangular y se trata de un análisis de contenido cuantitativo para contrastar los tres puntos de observación desde una perspectiva tradicional y online. Los datos permitirán evaluar la evolución en el tiempo de la congruencia entre el discurso de la persona que dirige una organización pública y sus consecuencias en la confianza de los ciudadanos. A la luz de los resultados se muestran los aspectos de la legitimidad que hay que considerar en las prácticas de comunicación para evitar la desconexión de la organización con los medios y con los ciudadanos.

In this research paper I chose to make a detailed analysis of the role of Social Media in institutional communication, focusing in the case study on observing the Facebook page of Constanta City Hall, this page being an important means of communication with citizens of the public institution concerned. In other words, I chose this topic because I consider extremely important the public relations department within a public institution, such as Constanta City Hall, after completing undergraduate studies applying for a position in this field being a main option for me. The main objective of the paper was to analyze institutional communication in its various forms, but especially the external communication of public institutions, the way of transmitting information from them to citizens being a very important aspect in terms of proper functioning of public administration.

The aim is to investigate how digitisation and in particular e-books have changed relations between private players and public institutions within the Danish book world through a case study of eReolen, a private-public partnership functioning as common platform for public libraries’ lending of e-books in Denmark. Traditional and new models of the book world are discussed as the basis of understanding relations between the players. A new way of analysing the field outlined by literary sociologist, Professor Johan Svedjedal, is adopted. The main conclusions are that the lending of e-books has disrupted the traditional understanding and interaction between the public library system and the commercial book market. In addition, the Danish library system through the partnership has taken on a new function in relation to the commercial market, namely acting as the engine in building a market for Danish e-books.

In February 2020, the Bulgarian government established the National Operational Headquarters for Combating the COVID-19 Pandemic in Bulgaria. General Ventsislav Mutafchiyski, a military doctor, professor at the Military Medical Academy in Sofia, was appointed as its chairman. This paper presents a case study on the public image of Ventsislav Mutafchiyski, its readings and interpretations by the audience, and the specific fan culture that emerged around his media persona during the first wave of the COVID-19 pandemic in Bulgaria. Placed in the spotlight of the media at the very beginning of the crisis, Mutafchiyski became extremely popular as the public figure most strongly associated with the fight against the spread of the disease in the country. Around his media persona, shaped in the public imagination as a wartime leader, a fan culture has grown with all its characteristic features and dimensions: fans and anti-fans, affirmative and transformative fandom. As a fictional character, Mutafchiyski has appeared in numerous forms of vernacular creativity: poems, songs, material objects, jokes, fake news, conspiracy theories, and memes. In this way, the General has become the main character of Bulgarian pandemic folklore and the focal point of a participatory pandemic.

Esta pesquisa consiste no estudo de caso entre as coberturas da morte do ator mexicano Roberto Gómez Bolaños, o “Chespirito”, feitas pelo canal FOROtv, pertencente ao conglomerado de mídias mexicano Televisa, e pelo Sistema Brasileiro de Televisão. O aspecto cultural merece especial destaque e, por meio da problematização das distinções existentes entre a morte (substantivo) e o morrer (verbo), o presente estudo demonstra que as coberturas da mídia nestes casos se fazem a partir da relevância da personagem para a identidade do público. Conclui-se, por meio do estudo de caso, que ocorreu o ofuscamento do sujeito (Roberto Bolaños) em detrimento da personagem (Chespirito). A cobertura sobre o morrer de Chespirito serviu, na verdade, para reafirmar sua vida e presença na mídia.     PALAVRAS-CHAVE: Morte; Morrer; Roberto Bolaños; Chespirito; Cobertura de mídia; Televisão.     ABSTRACT This research is the case study of the coverage of the death of Mexican actor Roberto Gómez Bolaños "Chespirito" made by FOROtv, news channel belonging to the Mexican media conglomerate Televisa, and the Sistema Brasileiro de Televisão. The cultural aspect deserves special attention, and through the questioning of existing distinctions between death (noun) and the die (verb), this study shows that media coverage in these cases are made from the importance of the character to the identity of the public. So, through the case study, the conclusion is that ocurred the obscuring of the subject (Roberto Bolaños) at the expense of the character (Chespirito). The coverage of the death of Chespirito served actually to reaffirm his life and presence in the media.   KEYWORDS: Death; Dying; Roberto Bolaños; Chespirito; Media coverage; Television.     RESUMEN Esta investigación es el estudio de caso de la cobertura de la muerte del actor mexicano Chespirito, el "Power Board", realizado por el canal FOROtv perteneciente al conglomerado de medios Televisa de México, y el Sistema Brasileño de Televisión. El aspecto cultural merece una atención especial y, a través de preguntas de las diferencias existentes entre la muerte (sustantivo) y la matriz (verbo), este estudio muestra que la cobertura de los medios de comunicación en estos casos se hace de la importancia del carácter de la identidad el público. En conclusión, a través del estudio de caso, que se oscurece el sujeto (Roberto Bolaños) a expensas de carácter (Chespirito). His story gives a perspective on the question of, “How do public intellectuals get their start?” They almost certainly begin as “mere” intellectuals — the public part comes later. But how? The goal of this article is to analyze the level of citizens’ trust in different public institutions during the second wave of COVID-19 pandemic, and the influence of citizens’ trust on their compliance with the measures adopted to prevent the spread of the virus. The research was conducted between November and December 2020 on a sample of 700 residents of Metropolitan Area of Cluj, Romania. During the time of data collection, Romania registered the largest number of daily COVID-19 cases, therefore, citizens’ compliance with preventive measures was crucial to contain the spread of the virus. Citizens reported high levels of compliance with preventive measures. However, even though people were recommended to avoid meetings with relatives and friends, and participation to private events with large number of people, respondents reported that did not fully comply with social distancing requirements. Citizens have highest level of trust in the public institutions at local level, medical institutions and County Committees for Emergency Situations. The research found that trust in public institutions influences the compliance with preventive measures; however, the influence is weak and the trust in different institutions influences differently policy compliance.

Social movement-media/public interaction has been largely examined from the lens of “asymmetric dependency” in which both movements’ representation and self-understanding are mainly shaped by their media and public opinion environment. The introduction of digital technologies, however, has diversified this discursive environment and seemed to reverse the uneven dynamics. Using a case study of a protest campaign organized by Chinese American immigrants, this study demonstrates a new pattern of movement-media/public dynamics that goes beyond the “asymmetric dependency” model or its obverse. In the aftermath of a Chinese American police officer who shot a black man to death, Chinese immigrants stood with him and deliberated on WeChat, a China-based digital platform engineered like a “walled garden.” The technolinguistic enclosure of the platform facilitated the development of a separate interpretative universe in the WeChatsphere vis-à-vis the one in the mediasphere. Later, even when immigrant protesters confronted the public in the Twittersphere, they continued talking past each other. By unpacking the decoupling processes between movements and the media/public, this study shifts the research focus from understanding their interaction to examining their disengagement, as well as the “filter bubble” effects that contribute to contemporary fragmentation and polarization in political and civic engagements.

Purpose The purpose of this paper is to ascertain how perceived service quality mediates employees’ customer orientation and customer satisfaction in the public utility sector. Design/methodology/approach The study focused on the commercial customers (small and medium-scale enterprises– (SMEs)) of Electricity Company of Ghana Ltd. There were 350 SMEs sampled for the study, and each had no more than 99 employees. Respondents were either owner-managers or employee-managers. Structural equation model (SEM) was used in estimating the effects among the variables studied. Findings Most public institutions have a built-in customer base, and therefore places less emphasis on employees’ customer orientation. This notwithstanding, findings revealed that employees’ customer orientation behaviors significantly impacted customers’ perceived service quality and satisfaction toward public institutions. Similarly, customers’ perceived service quality influenced their satisfaction toward public institutions. SMEs serve as an engine for economic growth in an economy, and therefore public institutions must consider their peculiar needs in the delivery of service to them. Originality/value This study pointed out that, employees’ customer orientation behaviors of public institutions have an influence on customers’ perceived service quality and satisfaction. Previous studies on these concepts have largely focused on the private sector, where there are lots of competition. This study also specifically studied commercial customers (SMEs) of public institution, which is quite novel, especially in relation to the concepts studied. And the contribution of SMEs to economic growth makes their study even much more important.

Strategic Environmental Assessment (SEA) has been associated with "good governance" by bodies at national and international levels including the World Bank, OECD, and UK and Scottish Governments. Typically involving components such as transparency, accountability, public participation and partnership working, this SEA/good governance nexus has been promoted in Scotland where the government sees SEA as central to its sustainable development aspirations. Using a governmentality lens to view SEA as a technique seeking to instil environmentally-focused governance, the paper examines the operation of the SEA/good governance nexus in the SEA process of one Scottish case study, a road corridor development framework undertaken between 2006 and 2008. The paper exposes instances of resistance to both the democratising elements of good governance and to SEA itself as the public and statutory Consultation Authorities find their efforts to constructively engage with the SEA process thwarted. This reveals that, in the case studied, the SEA/good governance nexus, as a high-level policy objective, is more aspiration than reality.

The present study has been done using the Survey Research. The research sample scale equals 400 people, besides its statistical population is included the 15-year population and most of the city of Kerman in 2020. The method of multistage-cluster-stratified sampling was used in five districts of the city of Kerman, moreover the results have been analyzed by SPSS and AMOSS16 software, and only is one model fitted with reality among five models of designed path. The results of analysis of path diagram indicate that other coefficients of the path all of them are significant except the direct impact of one's image of the body on sport-based cultural capital and social class on the tendency toward the public sport. Other results of the study suggest that sport-based socio-economic capital leaves an indirect effect on sport-based cultural capital by which the tendency of citizens toward the sport grows up. At that showing athletic advertisements in the media are effective on the tendency of citizens to public sport.
