With environmental pollution problems becoming more and more serious, administrators need to change their original system of performance achievement evaluation and build a new performance achievement view of ecological civilization. Based on the view of achievement evaluation of ecological civilization, this research develops a continuous-time differential game of environmental pollution control between local government and enterprises by taking into consideration dynamic change in pollutants in the environment into account. By analyzing the equilibrium solution of the game, the role of the assessment mechanism of ecological civilization is explored, and countermeasures are proposed to provide a scientific basis for improving the assessment mechanism of ecological civilization in China’s environmental pollution control. The results have shown that enterprises’ equilibrium pollutants output is negatively correlated to Ecological Civilization Index. Instead, the government’s efforts to curb pollutions are positively correlated to the environmental review. With th`at, lowering enterprises’ cost of production and pollution reduction alongside imposing more severe punishment would help improve pollution management. Setting up reasonable reward-punishment system would improve local governments’ pollution management. Elsewhere, the research employs the method of numerical simulation to testify the relationship among the importance of environmental review, enterprises’ pollutant output, and government’s efforts to manage pollutions. Finally, the research also suggests necessary measures to solve environmental pollutions and introduces a numerical simulation analysis.

The effective implementation of cultivated land protection policies (CLPP) has important practical significance for improving China’s food security and ecological security. The central government, local governments, and farmers have mutually restricted and influencing interest relations. At the same time, the codes of behavior of multistakeholders also affect the implementation of CLPP in the social system. Therefore, this article discusses the behavioral tendencies and game relationships of relevant stakeholders in the implementation of CLPP from the perspective of evolutionary games and portrays a cognitive decision-making process closer to reality. Finally, numerical simulation reveals the key variables that affect the stability strategy. Results show the following: (1) As the main body of system supply, the central government should reconstruct the political achievement evaluation system and improve the status of the effective implementation of cultivated protection policies in the political achievement evaluation of local governments. (2) The central government should increase incentives for local governments to implement CLPP and increase penalties for violations to improve the effectiveness of policy implementation. (3) To optimize the actual implementation of CLPP, increasing awareness of farmers’ rights protection, reducing rights protection costs of farmers, and increasing the constraints on the flexible implementation of CLPP are necessary.

Fiscal decentralization is one of the tools for the central government to engage local governments in environment management. However, its effects are inconclusive. This paper aims to examine the impact of fiscal decentralization on environmental pollution and the role of government environmental preference in China’s provinces. The results show that fiscal revenue decentralization exacerbates local environmental pollution more seriously than expenditure decentralization. This negative environmental effect of fiscal decentralization could be moderated by government environmental preference. Based on our findings, it is recommended that China’s local governments should improve environmental preference so that fiscal decentralization can create a win–win situation for the economy and environment. Furthermore, the different effects of fiscal revenue and expenditure decentralization create a necessity for differentiated management of fiscal decentralization by the central and local governments.

Based on the spatial econometric model, this paper mainly studies the impact of the utilization of mineral resources on environmental pollution and the impact of environmental regulation on the utilization of mineral resources in 30 provincial regions from 2003 to 2016, and analyzes the impact mechanism of heterogeneity and synergy. The results show that the utilization of mineral resources intensifies the degree of environmental pollution and the degree of economic spatial agglomeration, while environmental regulation can effectively restrain the utilization of mineral resources in the region and the near adjacent areas. Through the analysis results of synergistic mechanism, it can be seen that the improvement of industrial structure alleviates the impact of the utilization of mineral resources on environmental pollution and the restraining effect of environmental regulation on it. The improvement of technological progress has improved the environmental pollution caused by the utilization of mineral resources in this area, but intensified the environmental pollution degree of the utilization of mineral resources in neighboring areas. In the current technological level, the neighboring areas will consume more mineral resources to meet a certain demand, thus aggravating the environmental pollution of the utilization of mineral resources in the neighboring areas. The enhanced intensity of government management significantly improves the pollution control efficiency of environmental regulation on the utilization of mineral resources.

An excellent ecological environment is conducive for improving economic benefits and social benefits. The environmental pollution control requires the cooperation of governments at all levels and a large amount of capital investment. However, under the system with Chinese characteristics, the intergovernmental relations present complex and dynamic characteristics: the central government is authoritative, the local governments are obedient and self-interested, and the environmental pollution control usually involves multiple government departments, while it has strong externality, which makes it easy to breed “free rider” behavior in the process of environmental pollution control. Therefore, the cross-regional environmental pollution control cooperation model of governments at all levels is a complex and worthwhile research problem. Based on this, the paper studies a tripartite game problem of environmental pollution control from both horizontal and vertical intergovernmental relations. The Hamilton–Jacobi–Bellman equation was used to obtain the optimal effort strategy, environmental pollution control level, and environmental pollution losses under the Nash game model, the Stackelberg game model, and the Cooperative game model. The results show the following: firstly, the governments’ environmental pollution control efforts are positively related to their own execution ability and influence ability and negatively related to the cost coefficient; secondly, from the perspectives of environmental pollution control level and environmental pollution losses, the Cooperative game model is superior to the Nash game model and the Stackelberg game; thirdly, this paper analyzes the relationship between the loss-bearing ratio, the special financial funds, the effort level of government, and the environmental pollution control level; finally, the conclusions are verified by numerical analysis, which proves the validity of the models.

Over the past four decades, China have experienced rapid economic growth but also a widening urban-rural income gap and deteriorating air quality. Based on the panel data of 30 provinces in China from 2006 to 2017, this paper investigates the effect of narrowing the urban-rural income gap on carbon emission reduction and pollution control by using OLS method. The empirical results indicate that: the narrowing of the urban-rural income gap has a positive impact on pollution control, while there are regional differences in the impact on carbon emission reduction. In the perspective of the whole country and central and western regions, the narrowing of the urban-rural income gap is conducive to carbon emission reduction. However, the narrowing of the urban-rural income gap increases carbon emissions in the eastern regions where economic development is at high level. This paper provides a theoretical basis and policy reference for promoting urban-rural integration and construction of ecological civilization.

In recent years, the problem of environmental pollution has become more and more serious, and environmental pollution has become a topic of concern. PM2.5, PM10, hazy weather, and other words about environmental pollution have become hot words and topics for the media and the public to talk about, and environmental pollution control is called for by the media and the public. This reflects the rapid development of economy and the obvious changes in people’s living standards, and people have higher requirements and aspirations for their lives and the environment they live in, and their awareness of environmental protection is getting stronger and stronger; however, it also reflects that the rapid development of the economy comes at the cost of damaging the environment. This paper analyzes the current situation and governance dilemma of rural environment by means of field research from dynamic portfolio evaluation theory, explains the problems and causes of environmental pollution management under the requirement of polycentric governance, and proposes countermeasures to solve the problem of environmental pollution management in county. The paper aims to analyze the current state of environmental pollution in rural areas through literature review, villagers’ field interviews, and field research and to explain the application of polycentric governance to rural environmental pollution management in county in the region.

In this paper, we develop a nonlinear mathematical model that investigates the impact of mining activities and pollution on forest resources and wildlife population. It is assumed that concentration of pollutants grows in the environment at a constant rate and also augments due to different mining activities prevailing in the forest area. The model is formulated in terms of differential equations and analyzed using elements of stability theory and numerical simulation. The obtained results depict that both forest resources as well as wildlife population get very much affected, either directly or indirectly, due to mining activities and environmental pollution. It is being concluded that, in order to save forests, an ecological balance is required to be maintained among forest resources, forest-dependent wildlife population, mining activities and environmental pollution.

Background: Environmental pollution seriously damages not only the ecosystem but also the well-being of residents. There is an association between air pollution and residential health expenditures. The aim of this study was to identify the association between pollution control and residents’ health expenditures. Methods: Using the pilot project of the regional cooperative pollution control in 28 cities required by the Chinese government as the quasi-natural experiment setting and the panel data of residents’ health expenditures in China from 2014 to 2017, the impact of pollution control on residents’ health expenditures was systematically explored through difference-in-difference approach. Results: Air quality of the 28 cities that adopted the regional cooperative pollution control policy improves significantly, thus indicating that this policy effectively solves the self-interest issue of local governments in pollution control, and residents’ health expenditures consequently decrease. Conclusion: This study enriches the paradigm that analyzes the relationship between air pollution and residents’ health expenditures and reveals the mechanism through which the regional cooperative pollution control reduces residents’ health expenditures.
