In recent years, the problem of environmental pollution has become more and more serious, and environmental pollution has become a topic of concern. PM2.5, PM10, hazy weather, and other words about environmental pollution have become hot words and topics for the media and the public to talk about, and environmental pollution control is called for by the media and the public. This reflects the rapid development of economy and the obvious changes in people’s living standards, and people have higher requirements and aspirations for their lives and the environment they live in, and their awareness of environmental protection is getting stronger and stronger; however, it also reflects that the rapid development of the economy comes at the cost of damaging the environment. This paper analyzes the current situation and governance dilemma of rural environment by means of field research from dynamic portfolio evaluation theory, explains the problems and causes of environmental pollution management under the requirement of polycentric governance, and proposes countermeasures to solve the problem of environmental pollution management in county. The paper aims to analyze the current state of environmental pollution in rural areas through literature review, villagers’ field interviews, and field research and to explain the application of polycentric governance to rural environmental pollution management in county in the region.

The existence of hoaxes in Indonesia has been around for a long time. However, the term hoax was widespread and became part of daily conversations in the media and the public during the 2014 and 2019 Presidential Election. The rapid development of social media use and the ease of information exchange accelerated the spread of hoax. Even in the COVID-19 pandemic, hoax news about the corona virus and matters related to it are widespread in the community. This hoax news, both during the Election and the Covid-19 Outbreak, caused much unrest in the community. Some of the hoax news spreaders were jailed for violations of the ITE Law. Various legal practitioners and academics have also suggested that hoax news creators and spreaders be criminalized. This article reviews normatively whether the criminalization of hoax news is feasible for reasons of maintaining stability or needs to be eliminated to maintain freedom of opinion. The author reviews the normative aspects of criminalizing the creation and dissemination of hoax news by using Habermas' theory of deliberative democracy. Through this theory, the writer finds that hoax news makes aspects of democracy such as dialogue that is full of awareness and accurate information unattainable. This is also in line with what the Indonesian constitution wants. However, it is necessary to ensure that the criminalization of hoaxes is not used as an instrument of abuse of power considering that the circulation of hoaxes is a symptom of a problem rather than the root of the problem itself.Keywords: Fake News, Criminalization, Stability, Freedom of Speech, Deliberative Democracy, Legal Revuew

The UK’s National Health Service (NHS) COVID-19 contact tracing app was announced to the British public on 12th April 2020. The UK government endorsed the app as a public health intervention that would improve public health, protect the NHS and ‘save lives’. On 5th May 2020 the technology was released for trial on the Isle of Wight. However, the trial was halted in June 2020, reportedly due to technological issues. The app was later remodelled and launched to the public in September 2020. The rapid development, trial and discontinuation of the app over a short period of a few months meant that the mobilisation and effect of the discourses associated with the app could be traced relatively easily. In this paper we aimed to explore how these discourses were constructed in the media, and their effect on actors – in particular, those who developed and those who trialled the app. Promissory discourses were prevalent, the trajectory of which aligned with theories developed in the sociology of expectations. We describe this trajectory, and then interpret its implications in terms of infectious disease public health practices and responsibilities.

This article presents the results of a systematic study of the formation and development of the functional- planning structure of buildings of general education schools in the Belgorod region. The study is carried out in historical retrospect (1904-2020). Three main stages of the formation of the school buildings structure and its periods are identified. For each of the stages, a description of the typological features of school buildings is given, the functional planning structure and its evolution are considered. The research methodology and methods are based on the principles of a systematic approach and a comprehensive historical, genetic and structural analysis. The research uses methods of generalization and comparative analysis of materials. The data obtained is processed by statistical and graphical analysis methods. The research has shown that at the first stage (Russian Empire, 1904–1917), the system of secondary education is just beginning to take shape. High schools are being built in cities, and parochial and rural schools are being built in rural areas. At the second stage (USSR, 1917–1991), with the transition of the country to the principles of universal literacy, through the system of public education, there is a rapid development of the type of public building of a general educational organization. This period is characterized by the mass construction of schools, which were the first public buildings to be built according to standard projects. Standard design was a forced measure necessary to solve problems related to the development of the public education system. At the third stage (Russian Federation, 1991-2020), there was a transition from standard to individual design of school buildings. However, although the projects were declared as individual, they were mostly based on the solutions of standard projects of the Soviet era, and became their improved copies. The study, based on examples of modern implemented projects, identifies the main directions of development of the functional-planning structure of buildings of general education schools in the Belgorod region in modern conditions with their transformation into multifunctional educational buildings-complexes.

Abstract: At present, China's construction industry professionals are mainly migrant workers, the industry is characterized by population, fluidity big, poor living environment, workers' quality is generally not high, is a typical prone to the spread of the disease, as a result, public health and epidemic prevention work of the construction industry is an urgent need to pay attention to the problem.Based on field research, this paper adopts brainstorm method to construct the index of public health epidemic prevention system of construction projects.Through the establishment of the binary fuzzy analytic hierarchy process, the weight parameters of each epidemic prevention index are given.Then by using the fuzzy comprehensive evaluation method and the designed two-point evaluation standard, the public health epidemic prevention ability evaluation system of the construction industry is constructed.Finally, the rationality and accuracy of the evaluation system are verified by the application analysis of specific engineering examples. The results show that the constructed public health epidemic prevention system has good applicability and can accurately and objectively reflect the public health epidemic prevention ability of the project department.

In recent years, with the rapid development of economy, industrial pollution problems have become more and more serious. In this paper, a differential game model is proposed for industrial pollution management, in which public participation is taken into consideration. Then, a feedback Nash equilibrium (FBNE) solution is obtained among the government, enterprises, and the public. Finally, a numerical example is given to illustrate the results. The results show that the public participation will take a positive part in forcing enterprises to reduce emissions. Furthermore, with the increase of the probability of the public reporting the illegal discharge of pollutants by enterprises, the probability of enterprises' active emission reduction will also greatly increase

The COVID-19 pandemic, its duration, and its intensity are harbingers of demographic change. In the context of social demography, it is crucial to explore the social challenge emerging from the coronavirus disease. The main purpose of this study is (i) to explore the determinants that affected the population in Greece in terms of social isolation during the lockdown period and (ii) to examine possible differences in the assessment of the social isolation factors depending on whether individuals live in urban or rural areas or regions with relative geographical isolation. Field research was conducted with 4216 questionnaires during the first wave of COVID-19 (March to April 2020). Multivariate analysis methods were applied to detect the main factors that impacted the feeling of social isolation, and nonparametric tests were performed to detect possible differences between population groups. Despite the resistance shown to the spread of the disease, the Greek population totally complied with the measures of social distancing and thus was socially and psychologically affected. The results indicate that psychosomatic disorders, employment situations, changes in sleep habits, socialization on the Internet, demographic status, health concerns, and trust in government and the media response determine the Greeks’ social isolation feeling. Pandemic and confinement measures have consequences for individuals and social groups and may prejudice social cohesion at multiple levels. By understanding how the pandemic affected the societies, interventions and public policies may be implemented to ensure both social cohesion and populations’ wellbeing by addressing the social isolation feeling.

The present research featured the trends of private trade in the Irkutsk province. The study was based on historical documents from the State Archives of the Irkutsk Region. The paper focuses on 1924–1926 as the period of active trade development. The authors analyzed the problems of private trade functioning and their impact on the socio-economic situation in the region. The article describes the market activity and product range, the role and importance of entrepreneurship in commodity deficit relief and re-establishing of market relations. The research revealed a rapid development of private trade at the initial stage and a further reduction of this segment of economy as a result of the policy aimed at expanding the public sector. Subsequently, small private business moved into rural areas, and the retail network reduced. The authors believe that the development of private trade in this period was contradictory and unstable. In the Irkutsk province, there was a significant gap between prices and incomes, as well as between the cost of industrial and agricultural goods. As a result, the state trade activities were inefficient, and the private entrepreneurship needed support. However, the centralization of economic policy and the rigidity of management positions did not allow these trends to develop, which negatively affected the economy of the region as a whole.

With environmental pollution problems becoming more and more serious, administrators need to change their original system of performance achievement evaluation and build a new performance achievement view of ecological civilization. Based on the view of achievement evaluation of ecological civilization, this research develops a continuous-time differential game of environmental pollution control between local government and enterprises by taking into consideration dynamic change in pollutants in the environment into account. By analyzing the equilibrium solution of the game, the role of the assessment mechanism of ecological civilization is explored, and countermeasures are proposed to provide a scientific basis for improving the assessment mechanism of ecological civilization in China’s environmental pollution control. The results have shown that enterprises’ equilibrium pollutants output is negatively correlated to Ecological Civilization Index. Instead, the government’s efforts to curb pollutions are positively correlated to the environmental review. With th`at, lowering enterprises’ cost of production and pollution reduction alongside imposing more severe punishment would help improve pollution management. Setting up reasonable reward-punishment system would improve local governments’ pollution management. Elsewhere, the research employs the method of numerical simulation to testify the relationship among the importance of environmental review, enterprises’ pollutant output, and government’s efforts to manage pollutions. Finally, the research also suggests necessary measures to solve environmental pollutions and introduces a numerical simulation analysis.

AbstractHaving regard to Article 192 (1) of the Treaty on the Functioning of the European Union (TFEU) (ex Article 175 (1) of the Treaty Establishing the European Community, TEC) the European Parliament and the Council have adopted Regulation (EC) No 166/2006 establishing the new European Pollutant Release and Transfer Register (E-PRTR). E-PRTR provides unprecedented environmental information to the public on pollutant releases and has the ambitious purpose of preventing and reducing environmental pollution. This contribution explores the reporting requirements of polluters and delineates approaches to reconcile those requirements as well as areas of possible utilisation of such data.

With the rapid development of urbanization, urban planning will inevitably be accompanied by discussions on the transformation of old communities. How to integrate and develop the transformation of old communities with the renewal and protection of historical and cultural blocks is also the object of our research. Regarding the creation of the atmosphere of the public space in the old quarters in the historical and cultural blocks, it is the inheritance of the historical context in the urban planning. Taking the transformation of Wuhan Tanhualin community as an example, based on the theory of urban acupuncture and moxibustion, this article discusses the planning strategy of how to solve the public space transformation of old communities in historical and cultural districts at multiple levels and multiple dimensions. Conduct public space analysis and public life surveys on old communities through literature analysis and field research methods, put forward strategies for the transformation of old communities in emergent public health safety incidents, and advocate low-impact development construction methods to realize the old community areas Sustainable development. When dealing with the connection between the new and the old space, it can establish a visual dialogue relationship between the new and the old space, and at the same time establish the historical and humanistic resonance effect between the public space and the historical and cultural block. Create an old community public space with historical and cultural characteristics, green and safe coordination.
