Our country’s equipment manufacturing industry ranks among the best in all developing countries, but compared with developed countries, there is still a long way to go. It is not only the backwardness of various technologies, but also the interference of other countries. Although our country's equipment manufacturing industry is not as advanced as the advanced technology of developed countries, we still have to stick to our original aspirations, do not underestimate ourselves, and be good at absorbing and learning from the strengths of others to make up for our own weaknesses. While not working behind closed doors and while absorbing technology from other countries, we can make use of our strengths to make up for our weaknesses and develop our own industrial technology. This paper studies the evolution trend of innovation network structure and at the same time studies the evolution mechanism of advanced equipment manufacturing innovation network structure from the perspective of complex systems. The explained variable in this article is green total factor productivity. The variable adopts the Malmquist–Luenberger global super-efficiency index model. There are two main explanatory variables. One is the heterogeneity that affects the efficiency of industrial evolution, including factor heterogeneity, structural heterogeneity, and environmental heterogeneity, and the other is the interaction term of equipment manufacturing specialization agglomeration degree dummy variable multiplied by factor heterogeneity. The regional economic development level is added to the model as a control variable. In the selection of measurement indicators, the per capita GDP is used as the control variable. The experimental results show that each sample is tested in pairs, and the standard error level of the mean is 0.018, which is less than 0.05, indicating that the efficiency of the equipment manufacturing industry’s economic correlation spatial network has a significant impact on the overall economic development level of the industry. The reduction in spur helps to increase economic output.

Economic development and socioeconomic cohesion have always been an object of scientific research. In particular, this issue had become a focus of attention after EU enlargement in 2004 and Great Recession in 2007–2009. The above changes have given way to a certain slowdown in economic growth in most EU countries along with triggering a range of divergence processes between EU countries and regions. As a response to situation, the EU offered a Europe 2020 strategy, in which smart growth was mentioned as one of critical instruments to deal with increasing menaces. The objective of the study is to evaluate the progress of the main smart growth indicators (investment in research and development (R&D), employment rate and share of population obtaining tertiary education) in the EU over the period 2001–2017 within the framework of the economic cohesion concept. The paper seeks to explore the EU from different perspectives. First, the EU new member states (EU-10) and the old ones (EU-14) were compared. Second, the EU countries were divided by economic development level (calculated by GDP per capita in PPP): highly developed (H-7), medium developed (M-7) and less developed (L-7) countries. Finally, aggregate cohesion indices of all three smart growth indicators were calculated for the entire EU (EU-28). The research findings have revealed some interesting trends. First, each smart growth indicator’s progress depends on countries’ economic development level. Aggregate values for more developed countries (EU-14, H-7 and G-3) are always higher than the EU average (EU-28) and aggregate values for less developed economies are basically lower. Second, cohesion progress of smart growth indicators was influenced by economic recession in 2007–2009. It is argued that cohesion is evident in times of economic growth, but its progress ceases or divergence might occur in case of economic hazards. However, despite the expanding cohesion between the new and the old member states, a gap between certain groups of countries is even growing. This is clearly evident when the EU member states are divided into groups subject to the level of their economic development.

According to the current situation and characteristics of China's equipment manufacturing industry, this paper thinks that the development path of China's equipment manufacturing industry is to construct the network of equipment manufacturing industry cluster innovation. It’s a system to construct China's equipment manufacturing industry cluster innovation network, which need to improve enterprise integration capabilities through the establishment of the network of main business leaders, focus on building innovative platform network and also need collaboration of system and environment to support network. On this basis, this paper analyzes construction strategies of the innovation network of industry cluster.

The paper analyses the fiscal decentralization effects on economic growth in unitary countries of European Union for the period 2005–2014. The empirical analysis was based on the multiple regression method. The fixed effect panel model was used as framework for the analysis. In order to examine the different impact of fiscal decentralization, the same analysis was applied to subsets of countries categorized into two groups according to countries’ level of economic development. This further analysis found that there is positive relationship between fiscal decentralization and economic growth in low level of economically developing countries and no relationship in high level of economically developed countries. These results suggested that fiscal decentralization is not always instrument for promotion of economic growth, which means that country’s economic development level is an important factor when introducing reform of fiscal decentralization. The originality of this article – new fiscal decentralization index and evaluated fiscal decentralization level influence for countries economic growth.

Constructing the upgrading path of regional equipment manufacturing industry based on innovation network is of great significance for solving the transformation and upgrading problems of regional equipment manufacturing industry in China, further catching up with the development level of equipment manufacturing industry in developed countries, and alleviating the regional gap. Based on literature analysis and industrial upgrading theory, this paper puts forward the basic principles and general ideas of upgrading path design of regional equipment manufacturing industry, focusing on designing industrial upgrading path based on key common technologies, industrial upgrading path based on industrial chain optimization and industrial upgrading path based on innovation platform, and finally puts forward corresponding countermeasures and suggestions.

Dynamic change is the starting point of realizing the high quality development of equipment manufacturing industry in Liaoning Province. First of all, this achievement analyzes the development status of equipment manufacturing industry in Liaoning Province; second, it establishes an index system to measure the high-quality development level of equipment manufacturing industry, uses entropy weight method to comprehensively evaluate the high-quality development level of equipment manufacturing industry in Liaoning Province; third, it constructs high-quality equipment manufacturing industry. The demand side and supply side models of the source of power are developed, and the trend of power transformation of high-quality development of equipment manufacturing industry is summarized. Finally, policy suggestions are put forward to promote the power transformation of high-quality development of equipment manufacturing industry in Liaoning Province.

The paper studies the development characteristics and the status of the equipment manufacturing industry in developed countries and China. Then it puts forward four development directions of the equipment manufacturing in Jidong area: depend on advantageous industries to develop large-scale equipment manufacturing; expand rail transportation equipment manufacturing industry based on the existing foundation; form the Jidong ship and marine engineering equipment industry cluster and attach importance to the development of new equipment manufacturing.

Clique problem has been fully researched in the social relations network of sociology,But the cliques in inter-enterprise networks have attracted people's attention in recent years. Based on the alliance data of the high-end equipment manufacturing industry in China in 2000-2013, we construct innovation network,and use negative binomial regression models to analyze the impact of the clique structure on enterprise innovation. The results show that the more the clique numbers in the alliance innovation network, the stronger the enterprise innovation capability. Whether the enterprises listed have a negative moderating effect on the impact of clique numbers on enterprise innovation performance. That is, for the listed enterprises, more clique numbers cannot significantly promote enterprise innovation, but for non-listed enterprises, more clique numbers are conducive to enterprise innovation. Innovation accumulation has no significant positive moderating effect on the impact of clique numbers on enterprise innovation performance. The impact of the coreness values on the enterprise innovative output in an inverted-U curvilinear way, and the coreness values also moderates the effect of innovation accumulation on enterprise innovation capability in an inverted-U curvilinear way. The conclusions of the research can provide the basis for the enterprise to embed the network cliques and for the relevant government departments to formulate the alliance policy.

In order to study the coupling coordination relationship, the equipment manufacturing industry has been taken as the example to develop the evaluation index system of producer services and equipment manufacturing industry through employing the entropy weighting method. The relationship between them has been verified in the whole country. The research results show that there is a symbiotic relationship between the producer services and the equipment manufacturing industry. Both of them are mutually promoted and symbiotically developed. The unbalanced economic development in all regions of China is dominated by the synergy degree difference of both sides, which provides the guidance for the regional economic development in our country.
