Internationalization of Higher Education: Potential Benefits and Costs

<div><p class="Els-Abstract-head">Abstract</p></div><p>Internationalization of higher education is the top stage of international relations among universities and it is no longer regarded as a goal in itself, but as a means to improve the quality of education.  The knowledge translation and acquisition, mobilization of talent in support of global research and enchantment of the curriculum with international content are considered to be the benefits of internationalization of higher education. Though, internationalization holds many positives to higher education, there are grave risks associated with this multifaceted and growing phenomenon. Negative aspects include commercial profit, academic colonization and difficulty in ensuring quality education. The current review has implications for educational policy makers to ensure positive and reciprocal benefits to the higher education institutions and the countries concerned.</p><p> </p>

The main tasks of the modern university are to increase the quality of educational services and to step up activities in the international educational space. One way related to providing quality education, creating an open information and educational environment through which participants of educational process receive open access to resources from any point and at any convenient time. Openness and publicity activities of the university contributes to its competitiveness, i.e. its rating among higher education institutions, including born healthy competition that fosters competitiveness training specialists. The article analyzes the methodology, relationship and position Borys Grinchenko Kyiv University in the most authoritative international and Ukrainian ratings: Academic Ranking of World Universities (ARWU), QS World University Rankings, Times Higher Education, Webometrics Ranking of World Universities, Ukrainian Rating institutions of higher education by Scopus indicators, «Top-200 Ukraine», Consolidated ranking of universities in Ukraine, Transparency rating of universities (CEDOS), «Bibliometric of Ukrainian science». The indexes and tendencies of Borys Grinchenko Kyiv University on the key ratings and their influence on the quality of education are researched. Discovered mutual performance rating among themselves, including ranking on indicators of performance in Scopus on indicators of Openness and Excellence of Webometrics rating and the rating «Bibliometric of Ukrainian science»; Direct effect of Transparent ranking: Top Universities by Google Scholar Citations on the Webometrics rating. The article describes the ways of influencing on the main indicators of the University's activities in order to increase the positions in international and native ratings and, accordingly, the competitiveness of the University in the educational space.

The paper attempted to provide an assessment of the value of quality education in Nigeria’s education. It also attempted to philosophically analyze the concept of quality education. Under this, meaning of the concept of quality has been explored despite the fact that it has been perceived as an elusive and indescribable concept. The paper trashed out why as administrators of educational institutions, curriculum planners or policy makers quality is needed and why worries about it in our education system because you may be having aforementioned questions in your mind. The rationale behind analyzing the concept of quality education has also been justified. The paper went further to explore the issues and challenges that are militating against the provision of the quality education. Also, issues and challenges that brought about the need for quality education in Nigeria have been identified. Lastly, the paper found out that education is under-funded, quality teachers and quality educational facilities are inadequate. Therefore, the researcher recommends that 26% or above of National annual budgetary allocation should be allocated to education sector. Adequate professional and qualified teachers should be recruited and employed, adequate quality educational facilities should be provided as precisely stated in NPE to enhance its provision theoretically and practically.

Abstract   The major purposes of this paper is to firstly explore the relationship among three variables namely professional development of faculty members, teachers’ performance and quality of higher education, and secondly to provide solution to perceived issues and challenges faced by higher education system with the help of comprehensive model. Authors have deeply reviewed previous research studies conducted by researchers and have elaborated their views in connection with the current debate. This paper is purely qualitative in nature and authors have formulated comprehensive model that can be helpful for the policy makers and administrators of the higher education system. This comprehensive model clearly explains that if teachers are equipped with proper and well organized pedagogical as well as administrative training programs then their performance can be greatly improved which can further enhance the quality of education delivered to the students. Both pre-service and in-service professional development programs should be organized for faculty members that will improve their knowledge, skills and abilities, which in turn will further improve their academic, pedagogical and administrative job performance resulting the improvement of overall quality education. Moreover the relation that has been explored can be used to minimize many emerging problems, and perceived issues and challenges faced by higher education system. The model proposed by authors will be useful for policy makers who can then make better policies and can design improved procedures to enhance quality of education. Besides all this, the model is also helpful for management/administrators of higher education system to train and develop their faculty members on specified patterns to inculcate healthy learning among their students. In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

This study examines the influence of the quality of education and skills of prospective Indonesia Labor from West Sumatra on income. Wage income is expected equivalent to the level of wage labor which comes from other countries. Therefore, in order to obtain equal wage, prospective Indonesian labors sent abroad should be a good level of education, skill trained so that labor productivity increased. The method used in this study is Test Crosstab, and, Chi Square test to see the effect between the two variables used. It is shown that Indonesian labors do not able to compete in terms of quality of education and skills, compared to foreign labors, so that the income received by the Indonesian labor is lower. In addition, professional job that has been chosen by the Indonesian labor is the operator, profession which does not necessarily require a high level of educational and skills qualifications.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

ABSTRACT In today’s competitive higher education environment in Vietnam, higher education institutions have focussed more on quality education services to improve students’ satisfaction, which is considered an important factor for attracting and retaining students and evaluating the success of these higher education institutions, as a result. This research aimed to examine Vietnamese students’ perceptions about the quality of education services offered at Hue University in Vietnam. The data were obtained from the questionnaires completed by 2933 students from four-university members of Hue University in Central Vietnam. The research results showed that the students were generally satisfied with the quality of education services provided by Hue University. In addition, students’ satisfaction at Hue University is most affected by their perceptions about access to education services and the educational environment. The study also provided several implications, for Hue University in particular and other Vietnamese higher education institutions in general, to enhance their education services to improve the level of education service quality for attracting and retaining students.
