ABSTRACT The author of this essay argues that the success or failure of development depends on the availability of technology. The invention and development of new technologies are instrumental in changing the way people live, the way people communicate and the way people respond to their environment. However, despite the advantages of new technologies, the problem of access remains an enduring one. In South Africa, access to new communications and information technologies is limited to a few people owing to the high costs of these technologies. Therefore, the mere acquisition of new technology may not help that much to end the underdevelopment of many parts of the world, including South Africa. Mjwacu claims that the imbalance or gap that the use of new technology and the failure to development the social infrastructure needed to use this technology can lead directly to an infringement of people's right of access to the media. She argues that the emphasis needs to be placed on establishing community-based communication systems in countries such as South Africa to advance both their technological and social development.

Abstract There is general agreement among media and communication scholars that a monumental shift is occurring in the media and communication habits of young people. In the present paper, this shift is discussed within the framework of a long-term study of six samples of Icelandic youths, covering a period of 35 years. A persistent decline in use of the “old” media, such as books, newspapers and radio is demonstrated, while the social role of television is shown to be undergoing a transformation comparable to what happened to book reading centuries earlier. All this is discussed in the light of the onslaught of new technologies and new media of communication.

New technologies and so-called communication and information technologies are transforming our society, the way in which we relate to each other, and the way we understand the world. By a wider extension, they are also influencing the world of law. That is why technologies will have a huge impact on society in the coming years and will bring new challenges and legal challenges to the legal sector worldwide. On the other hand, the new communications era also brings many new legal issues such as those derived from e-commerce and payment services, intellectual property, or the problems derived from the use of new technologies by young people. This will undoubtedly affect the development, evolution, and understanding of law. This Special Issue has become this window into the new challenges of law in relation to new technologies.

We are living in a world which is severely crisis-ridden and faces some major challenges. The fact that we are currently facing a genuine global pandemic (COVID-19) brings about even more uncertainty. The social and political institutions, which emerged and consolidated during the 20th century, and which created stability, have become fragile. The young generation born in the 1990s and onwards have experienced 9/11 and the ‘war against terrorism’, the financial crisis of 2008, changes to climate, environmental degradation, and most recently the COVID-19 pandemic. The generation born between 1960 and 1990 have had the same experiences along with severe economic crises in the 1970s and 1980s and the Cold War. Some of these challenges are in different ways intertwined with capitalism and its crises, while others are linked to the rapid development of new technologies, in particular innovations within communication and information technologies. This introduction lists the most important grand challenges facing the world as they have emerged more recently. The five articles following this introduction address some of these challenges, with particular attention to the problems of capitalism and democracy and the relation between these two areas. Most authors agree that climate change and the destruction of the environment are the biggest and most pertinent problems to address, but it is their stance that we can only meet these challenges if democracy is functioning well.

<p>I cringe at the fashion of reducing everything to a set of discrete points – ‘the five keys to eternal happiness’, ‘twenty-seven ways to beat procrastination’ – yet find myself attracted to the 4 E’s model of cognition: that cognition is embodied, embedded, enactive, and extended. Far yet from being a coherent model in the sense of general agreement over what each of these terms means, and despite sounding reductionist, the model seems to have traction through bringing together differing theoretical positions and suggesting that cognition cannot be accounted for by just one of them.<br />For example, Lakoff &amp; Núñez (2000) argue for embodied origins of mathematics, but the power of mathematics also resides in the way that it extends our ‘natural’ understandings. And while the Vygotskian position of cognition arising from the move from the interpersonal – the embedded and enactive – to the intrapersonal is popular, it seems to lack explanatory power about how it is that what originates between people comes to be located within the individual. The proprioceptor emphasis of embodied theories (that cognition originates through our literal, common senses of position and the movement of our bodies in space) has, I think, potential to unlock this connection between the social and individual.</p>

LANGUAGE NOTE | Document text in Chinese; abstract in English only.In the dominant discourse of the "human–machine relationship," people and machines are the subjects, with a mutually shaping influence. However, this framework neglects the crux of the current critical analysis of AI. It reduces the problems with new technology to the relationship between people and machines, ignoring the re-shaping of the relationship between "people and people" in the era of new technology. This simplification may mislead policy and legal regulations for new technologies. Why would a robot killing cause more panic than a murder committed by a human? Why is a robot's misdiagnosis more troubling than a doctor's? Why do patients assume that machines make more accurate diagnoses than doctors? When a medical accident occurs, who is responsible for the mistakes of an intelligent medical system? In the framework of traditional professionalism, the relationship between doctors and patients, whether trusted or not, is based on the premise that doctors have specialized knowledge that patients do not possess. Therefore, the authority of a doctor is the authority of knowledge. In the age of intelligence, do machines provide information or knowledge? Can this strengthen or weaken the authority of doctors? It is likely that in the age of intelligence, the professionalism, authority and trustworthiness of doctors require a new knowledge base. Therefore, the de-skilling of doctors is not an issue of individual doctors, but demands an update of the knowledge of the entire industry. Recognizing this, policy makers must not focus solely on the use of machines, but take a wider perspective, considering how to promote the development of doctors and coordinate the relationship between doctors with different levels of knowledge development. We often ask, "In the era of intelligence, what defines a human?" This philosophical thinking should be directed toward not only the difference between machines and people as individuals, but also how the relationship between human beings, i.e., the social nature of humans, evolves in different technological environments. In short, this commentary stresses that a "good" machine or an "evil" machine—beyond the sci-fi romance of such discourse—reflects the evolution of the relationships between people. In today's smart age, the critical issue is not the relationship between people and machines. It is how people adjust their relationships with other people as machines become necessary tools in life. Since antiquity, human activity and technological innovations endanger environmental balance. Any new technology generates more business activity, leading to increased resource extraction and waste and directly menacing natural ecosystems. As a result, technological progress and economic growth are based on unsustainable practices. In the last few decades, ICT has accelerated and globalized business activity and many problems emerged as scarcity of natural resources, global warming, and population growth are only few of them. For less than 20 years, information technologies made the world smaller and smarter. ICT transformed all aspects of human life including business processes and practices, communication, logistics and transportation, learning, entertainment, commerce, and many others. The present research aims to outline some of the challenges to new technologies and IT/IS practices. It proposes a practice-oriented framework for adoption of green IT/IS strategy in companies. While literature is dominated by specific technological issues, businesses still miss the general vision of sustainable/green/clean technologies and how to adopt green IT/IS. Therefore, the discussion section of this chapter proposes an analysis of wider practices and initiatives leading to green IT/IS.


Information technologies have changed the way people search for information inside and outside the library environment. As a result, one of the core functions of librarians—instruction—has changed. Initially, library instruction, also known as bibliographic instruction, focused on teaching patrons how to find library resources. Databases and the Internet with keyword searching abilities shifted the focus of library instruction away from library resources to search techniques that are applicable in a variety of information settings. Web 2.0 technologies have further impacted information literacy instruction as they have helped make the searching for, use of, and creation of information nearly seamless. These technologies have changed user expectations and librarians have adjusted the way they provide instruction services to patrons. This chapter examines the impact of new technologies on how librarians frame their relationship with patrons, specifically students and faculty in the academic library context. Librarians use new technologies to compliment their existing instruction sessions and as a tool to frame themselves as information experts.

New technologies have changed the way today's own label products are being offered. Today the Internet and even more the so-called social networks have played key roles in dispersing any particular product in a more efficient and dynamic sense. Also, having a smartphone and a wireless high-speed network are no longer a luxury or a temporary fad, but rather a necessity for the new generations. These technological advances and new marketing trends have not gone unnoticed by the medium and large stores. The augmented reality applied to interactive catalogs is a new technology that supports the adding of virtual reality to a real environment which in turn makes it a tool for discovering new uses, forms, and in this case, spending habits. The challenge for companies with their private labels in achieving their business objectives, is providing customers with products and services of the highest quality, thus promoting the efficient and streamlined use of all resources that are accounted for and at the same time promoting the use of new information technologies as a strategic competitive.

This chapter studies the influence of the Internet and new Web 2.0 technologies on the process of democratization in authoritarian regimes. The objective is to show that the new information technologies are not necessarily helpful to dissident movements and have even some negative impacts on the process of democratization. The author questions the capacity of Internet to transmit political information discusses how the new technologies contribute to the depoliticization of societies by creating passive citizens in authoritarian regimes. This chapter also shows how authoritarian regimes use new information technologies as instruments of control and repression and questions the effectiveness of the new cyber-activism by explaining the structure of the Internet and discussing the capacity of the new technologies in creating political community.

This article offers an analysis of the development of three hearing and communication apps, drawing on interviews with people involved in their production. While a central figure in the media studies literature on apps is the self-managing individual health consumer, this article argues that physical and social environments and relationships within them are central to the way the hearing apps are produced, circulated and used. Often emerging from commercial start-ups, hearing apps become aligned with – or indeed stand in for – various kinds of governmental initiatives, not only in health but also in education and economic development. Partnerships between government, research and commercial organisations and the need to work through app intermediaries to find their end users shaped the way apps create recognisable ‘problems’ to address. This problematising function of apps and its impact on the uptake and use of apps are the key areas for future research.
