The article is an attempt to research a place of philosophy in technical Universities. Based on the historical analysis of the features of formation and development of science in the era of Modern age the author reveals the backgrounds and reasons of the loss of methodological potential by philosophy in the structure of higher technical education. It is noted that the implementation process of humanization of contemporary educational and scientific space determined by objective laws of social and cultural development at the end of the last century actualizes the necessity of teaching philosophical disciplines in higher technical education. Based on the statement of transhistorical connection between the university as an institution that aims to provide students with a comprehensive training and philosophy as a universal type of knowledge, the author underlines the significance of philosophyin the moral and cultural education and professional development of contemporary engineers. It is analyzed two key dimensions of philosophy in the structure of present-day university education such as personal and critical. These dimensions promote universal competence of future professionals and methodology that focuses on the humanistic dimension of science and allows them to identify actual problems of natural and technical sciences. Research of the future ways of philosophy implication to educational and scientific activities of technical universities gave an opportunity to state the need for their comprehensive reorganization of the contents of different types of educational and scientific activities towards the study of the world view and methodological dimensions of contemporary scientific and technological development. Particular attention is paid to the potential of philosophy in the development of communicative abilities, and the importance of working out of original philosophical texts in the context of becoming the critical thinking of students and their value orientations.

Introduction. The technological development of media has a growing impact on various spheres of life, including education. New technologies enhance access to information and could affect the quality of training. The term “media education” was developed. Media education implies the study of impact and the use of media (press, television, radio broadcasting, advertising, the Internet with all its applications) not only by specialists in this field, but also by ordinary consumers of information for critical perception and good application. These media tools make the static and passive learning process more dynamic and interactive inside and outside the school. In specific education (musical, theatrical, sports, etc.), educational media combined with traditional techniques also begin to be involved as the tools, which motivate students for studies. Above all, educational media provide greater opportunities to identify students’ talents, to develop their abilities and skills (e.g., language, vocal, designer, household, etc.).The aim of the present analytical study is to diagnose the problems of carrying out professional activities and to study the needs of teachers, specialising in educational media and working in specific pre-university education systems in Egypt and Saudi Arabia.Methodology and research methods. Data collection was carried out by means of a survey questionnaire that was administered to a sample consisting of 100 teachers (50 from Egypt and 50 from KSA) working at various pre-university education levels in both countries.Results and scientific novelty. The results revealed that the major obstacles facing Egyptian teachers lied in budgetary and facilities shortage. Saudi teachers, however, were hindered by the administrative deficiency, lack of competencies in the use of the latest, constantly improving educational media and lack of in-service professional development. Moreover, all the participants reported the pivotal need to offer continuing professional in-service training opportunities for educational media and educational technology specialists. For experts in the field of educational media technologies, the advantages and benefits of this tool are obvious when conducting extra-curricular classes and activities, which allow providing more intensive intellectual development of students, as well as strengthening discipline and improving children behaviour.Practical significance. The authors formulated the recommendations on reforming the system of specific educational services, improving their quality due to the fastest, synchronous promotion of technological innovations, implementation of modern equipment and support of teachers’ competencies at the proper level. The importance of media education development actualises the creation of academic programmes at universities for the training of qualified teachers in the field of specific education, especially for countries, which do not have the same experience of training, since media education is becoming compulsory in the contemporary world, increasingly affecting the formation of individuals, culture and society. A number of proposals have been made to continue research in this direction.

Abstract This study addresses several problems of educational policy posed by the replacement of highly skilled expatriates in the Ivory Coast's labor force. Conceptualizing expatriate replacement as an import-substitution activity in which Ivorian labor substitutes for previously imported labor services, the authors apply a modified Domestic Resource Cost (DRC) analysis to evaluate Ivorian secondary and university educational programs necessary to train the local labor. This methodology, along with more conventional cost-benefit approach, confirms that education is economically desirable in the Ivory Coast and that resource allocation to the upper secondary level is especially warranted. Lower secondary education is useful in so far as it performs a conduit function for higher levels of training. The importance of university education will probably increase as the occupational-educational structure is upgraded through technological development. Finally, consideration should be given to instituting a system of tuition charges in order to equate social and private rates of return in upper secondary and university education.

The paper studies the factors of secular stagnation. Key factors of long-term slowdown in economic growth include the slowdown of technological development, aging population, human capital accumulation limits, high public debt, creative destruction process violation etc. The authors analyze key theoretical aspects of long-term stagnation and study the impact of these factors on Japanies economy. The authors conclude that most of the factors have significant influence on the Japanese economy for recent decades, but they cannot explain all dynamics. For Russia, on the contrary, we do not see any grounds for considering the decline in the economy since 2013 as an episode of secular stagnation.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country

The paper dedicates in commemoration of K.A. Bagrinovsky, known scientist, doctor of economic sciences, professor. His thesis was theoretic problems of mathematical modeling and operation of economy. His works in the operations research, the methods making decision, the simulation were received in scientific world. The analysis and the modeling of the mechanisms for scientific and technological development for the production systems of different level in economic hierarchic both centrally controlled economy and making mechanism were conduced by Bagrinovsky in CEMI RAS. The paper presents the investigations (2001–2015) of the analysis and the simulation of the different mechanisms of the innovational activity. It also discusses the methods of the development the complex of the simulation models. In a sense simulation modeling is the science and the art as the selection of the salient parameters for the construction model, intake simplification, the computer experiment and the making decision based on scarcity of accuracy models rest on the heuristic power of men: the practical trial, the intelligence and the intuition. K.A. Bagrinovsky introduced the considerable endowment in the development of this direction for economic and mathematical investigation.The principal object was to show that the relationship between the innovational policy and the technological structure, scientific research sector and the introducing of the progressive production and the organizational structure is obtainable by the models. The character of these relationships may be to use in control of the parameters for the modernization economic. The construction simulation models and the experimental computation analysis were presented the investigations the different mechanisms of the innovational development ant the variants of the estimation have been accomplished on the modeling level by the computer experiment.
