The article is an attempt to research a place of philosophy in technical Universities. Based on the historical analysis of the features of formation and development of science in the era of Modern age the author reveals the backgrounds and reasons of the loss of methodological potential by philosophy in the structure of higher technical education. It is noted that the implementation process of humanization of contemporary educational and scientific space determined by objective laws of social and cultural development at the end of the last century actualizes the necessity of teaching philosophical disciplines in higher technical education. Based on the statement of transhistorical connection between the university as an institution that aims to provide students with a comprehensive training and philosophy as a universal type of knowledge, the author underlines the significance of philosophyin the moral and cultural education and professional development of contemporary engineers. It is analyzed two key dimensions of philosophy in the structure of present-day university education such as personal and critical. These dimensions promote universal competence of future professionals and methodology that focuses on the humanistic dimension of science and allows them to identify actual problems of natural and technical sciences. Research of the future ways of philosophy implication to educational and scientific activities of technical universities gave an opportunity to state the need for their comprehensive reorganization of the contents of different types of educational and scientific activities towards the study of the world view and methodological dimensions of contemporary scientific and technological development. Particular attention is paid to the potential of philosophy in the development of communicative abilities, and the importance of working out of original philosophical texts in the context of becoming the critical thinking of students and their value orientations.

Subject of counterfactuality is essential for ethics and philosophy of education, but despite this fact, still has not found a proper philosophical reflection in domestic science - rather philosophical texts meet philologists, in linguistics counterfactuality associated primarily with Plusquamperfekt, long-past time that also  used increasingly to describe unreality of the situation and actions in the present and future time. Unreality of moral standards is relative – they are unreal only to the extent that they can not be implemented without any special effort – very this effort gives them the power and reality even more than ones having “realistic”, positivist standards. This temporal aspect recedes into the background, and to the foreground opposition steps – of traditionalism and modernity desire to change, to improve the world, ourselves, the others. With Plusquamperfekt one can identify different models as models of counterfactual subjective distancing from the flow of events through distancing from: inadequate (partially adequate) senses; inadequate (excessive, reduced or even false) emotional perception; inadequate action results intentions; values discrepancy of the object of perception. Values are always opposed to the counter-value or irrelevant value. Then and there appears actually a philosophical interest to the concept of counterfactuality that can be called a priori selected context. Thus, taking a counterfactual position, we choose a semantic context of our behavior – sensual, emotional, instrumentally rational, value, etc – and give it absolute value relatively to all other possible contexts – within our strategy of certain behavior. Not omly academic values should be considered after the model of counterfactuality –also other values of university education should be. And the same academic values should be deprived of a significant part of their idealization – a value that acquire a real education is regulatory, not absolute. Academic values become variability in the structure of value orientations of different university communities. If the version of each academic values considered as self-sufficient in its counterfactuality subsystem of values, then one gets pluralistic academic values picture in which different versions of their interpretation partially complementary, but may partially be contradict one another. And counterfactual academic values may be supplemented by other counterfactual university values, such as institutional. Counterfactuality may have different directions and different levels of modalities – both for different communities within the university and for different universities.

The subject of the article is forecasting the directions of modernization of economic sectors and regions of the country during the development of the eighth technological order (ETO); the object of the article is the 8th technological order in the economy of the country; the purpose of the work is to reduce the risks of sustainable development of the economy and society during the formation of the eighth technological order; to achieve this goal, the following tasks are solved: synthesis of a systematic and descriptive model of the 8th technological order (ETO); formation of sectoral system models of scientific and technological development (fuel and energy complex, military-technical sphere, country region); formation of a project model of organizations' activities; comparative analysis of process and subject models of organization functioning; analysis of factors and methods of synthesis of innovative ideas during the formation of the 8th technological order; comparative analysis of three conceptual approaches in the modernization of the economy (theory of technological orders; ecosystem approach; concepts of convergent (nature-like) technologies); description of methods for modeling innovative projects; study of methods for forming an innovative project business plan; scientific methods in the article are historical analysis; theory of technological orders, theory of forecasting and planning, heuristic synthesis, modeling, logical and structural analysis of projects, expert assessments; scientific novelty of the article is determined by: development of methods for forecasting the processes of modernization of economic sectors and regions of the country; comparative analysis of three concepts of modernization (theory of technological orders; ecosystem approach; the concept of the development of nature-like technologies); the development of a conceptual approach to the modernization of large technological systems within the framework of the theory of technological orders.

The article deals with the organization of project training within the university education through the construction of individual educational routes. The authors believe that the value orientationsand the motivationsystem are not only interrelated, but also mutually influence each other, which confirms the need to study value orientations when building an individual route. Based on the Milton Rokich questionnaire, the authors identify three groups of students based on their value orientations. The stages of building individual educational routes are also presented.

Knowledge refers to the possession of information, facts, ideas, truth or principles. The imparting and acquiring of knowledge through teaching and learning refer to education. The nucleus of education is knowledge. A well-directed education is the process that yields knowledge. Engineering is the application of science in the design, planning, construction and maintenance of manufactured entity while Engineering education is the training of engineers for the purpose of initiating, facilitating and implementing the technological development of a Nation. Engineering uses scientific ideas to develop technology but technology provides the ingredient for Engineering. Technical education engenders formal preparation of Technicians for occupations between the skilled trades and the professions based on underlying sciences and supporting mathematics as well as methods, skills, materials, and processes of a specialized field of technology. In this work, the roles of these tier of education in the development of a nation was discussed in relation to the existing developmental efforts made towards achieving technological advancement in Nigeria. It is hoped that the policy makers in Nigeria will find the paper useful for the betterment of hoi polloi by charting a course of developing the entity called Nigeria through well-found technical, technological and engineering education.

In the article the author investigates the problem of formation of value orientations of students-vocalists during their studies in a higher educational pedagogical institution. The author believes that the peculiarities of the training of future students-vocalists in the university are the specifics of the age of students associated with early professional orientation and self-determination in the profession; in the organization of the educational process itself, due to the fact that individual classes in music disciplines are held, in the priority development by future music teachers not of fundamental scientific knowledge, but of practically necessary professional skills and abilities. In modern conditions of socio-cultural development, the problem of formation of value orientations of students-musicians becomes especially actual. It is generally accepted that music plays a special role in the life of an individual due to its ability to have a profound impact on the spiritual world of man. This action becomes much greater if the music affects not only externally (passive or active perception), but is also directly reproduced by the performer. In the process of performing, a deeper comprehension of a musical work continues, depending on its cognitive complexity, there is a positive or negative impact on the currently formed hierarchy of personal values. The value orientations of students in the process of musical performance are a prerequisite for the disclosure of aesthetic potentials, adjust not only the musical and aesthetic interests, but also the needs, tastes, ideals, views of young people and more. Acquiring these qualities, the individual joins the accumulated by mankind true values of life, culture and professional activity. The modern stage of music education is the foundation in the spiritual and moral development of the student, when the problem of value orientations of the student is considered as the most important element of the internal structure of personality, which allows to orient in the material and spiritual culture of society.

The chapter examined the concept of entrepreneurship in technical education; types of entrepreneurs such as craft-men, promoters and opportunists; profile of an entrepreneur like originality, hard-work drive, task result oriented, among others; relevance of entrepreneurship to technical education students or graduands such as creating necessary awareness and motivation to excel in students/graduands so as to promote self-reliance and self-employment which is an alternative to salary and wages; challenges in the implementation process of entrepreneurship in technical education, example conglomeration of contents like financial accounting, commerce, economics, among others. In summary, entrepreneurship has been viewed from the standpoints of the psychologist (behaviourist), the economist, and sociologist. Furthermore, the objective of the chapter is to provide literature synthesis on the concept of entrepreneurship. The methodology was meta-synthesis of 15 relevant studies obtained from conference proceedings, text books, and online data bases. Scope of the study included higher and secondary education which are selected as the focus groups of the study in order to encourage assimilation and implementation of entrepreneurship education curricula and development. Data acquired were quantified using descriptive statistics (percentages on bar chart). The result of the study signifies definitions, characteristics, and importance of entrepreneurship needed for improvement of knowledge in enterprise curricula aside from skills and competencies. Higher and Secondary education are selected as the focus groups of the study in order to encourage assimilation and implementation of entrepreneurship education curricula and development.

A new view has been formed on studying foreign languages nowadays: the aim is to make students aware of peculiarities concerning consciousness and culture of another people, that is reflected in its language. The result of studying foreign languages is the acquired intercultural competence based on the formed «world view» of another people, that provides efficient interaction among communicators from various cultures. The article deals with the ways offorming students ’ «world view» of another people in the process of studying a foreign language on the grounds of the concept regarding a person’s cultural development and the theory of activity, that is worked out by representatives of cognitive psychology (L. Vygotsky, О. Leontiev, P. Galperin, І. Zymnia and others). The results of their scientific search have proved that that the language is inseparably connected with the people’s culture; its studying should be realised in a sociocultural context; a sufficient level of mastering a language, which allows using it as a means of communication, confirms the fact ofperceiving the peculiarities of culture reflected in the language. The main method of studying a foreign language is contrasting and comparing realia in a wide context of different cultures. The pedagogical practice justifies the scientists ’ conclusion: studying foreign languages should be built on culturological and communication- and activity approaches, and focused on formation of each student - a future participant of the process of intercultural communication. Students’ consciousness is enriched and their level of communicative culture is improved through perception of realia of another culture, peculiarities of its representatives ’ world outlook.

This article presents a study of the relationship of personal characteristics and the manifestation of this fact in the innovation process. The indicated problem appears in psychology as a manifestation of conservatism, conformism, and other psychological and socio-psychological phenomena, collectively called “psychological barriers”, which are understood as difficulties in a person’s activity, caused by the characteristics of his mental state and personal characteristics “preserving” the potential of his activity. types of psychological barriers, their specificity in the innovation process is disclosed. The article shows that such personality characteristics as the external locus of control, external professional motivation, conservatism and certain value orientations influence the rejection of innovations and will be more pronounced among high school teachers than among higher school teachers. The results and conclusions presented by the authors can be useful in the preparatory stage of innovations in the education system to prevent the formation of psychological barriers and increase the effectiveness of the implementation process
