Solidarity among member states, one of the European Union’s (EU) fundamental values, has recently been put to the test by numerous and diverse challenges that have led to a “crisis of solidarity.” In the United Kingdom, the decision in June 2016 by the electorate to vote to leave the EU revealed the British dimension of this crisis. However, little is known about the perceptions of other European citizens on this decision, even though it has contributed to shaping the present and future of the EU. In this article, using a representative survey conducted in eight European countries, including the United Kingdom, we aim to explore and contrast cross-country evidence on individual perceptions on Brexit. We then aim to establish if an association exists between the opinions on Brexit and the individual solidaristic attitudes and concrete behaviors of the survey respondents. The complex relationship between opinions on this event and expressions of solidarity at different levels (local, national, European, and beyond) will be explored using multivariate regression techniques as well as the demographic and socioeconomic characteristics of the survey respondents.

This article examines the Employment Directive from the age perspective and endorses a life course approach to ageing. It explores the permitted exclusions on grounds of age and especially the exceptional justification for direct age discrimination, contained in Article 6. In the end, EU Member States may find it more difficult to successfully transpose Article 6 than they imagine. The article reveals special challenges for age and refers to age laws in Ireland and the USA, in particular. It also refers to preparations for transposition in a number of Member States, including the United Kingdom and the Netherlands. Whether and to what extent age will ultimately receive the least protection of all the new grounds, remains to be seen and will depend largely on the individual approaches of the Member States. The ultimate consequence of the additional opportunities for excluding or justifying age discrimination may well be different protected areas throughout the EU.

Significance The United Kingdom's vote to leave the EU presents a particular challenge to northern EU countries -- some of which are, like the United Kingdom, not members of the euro-area -- as they will lose a powerful ally for a more competitive, fiscally disciplined and globally oriented EU. Impacts Brexit could accelerate a closer economic, financial and fiscal integration of the euro-area, which many non-euro-area capitals oppose. Brexit could widen the gap between an 'inner circle' of euro-area members and a periphery of non-euro ones. The loss of UK contributions to the EU budget means that the burden shouldered by northern EU countries, all net contributors, will rise.

Significance France has been one of the first European countries to prepare effectively for Brexit, setting up a task force in July 2016. It has since adopted a consistently hard line, helping solidify the EU position. Impacts France will push for a hard line on EU passporting rights for UK-based banks. In case of a ‘no deal’ Brexit, French regions will seek agreements on the maritime economy with the United Kingdom. France's hard line could irritate EU member states that are more willing to compromise to secure closer post-Brexit EU-UK ties.

The European sugar beet quota system is in very high dynamic process in recent years. The number of sugar companies involved in this system has been constantly decreasing. The aim of this paper is to define subjects (companies/alliances), which possess the current production capacities working under the production quotas system. The paper is determining especially the level of beet sugar production quota holder system concentration using the Herfindahl-Hirschman Index. The paper provides the following findings. The European quota holder system is extremely concentrated and it is becoming more and more dominated by fewer players. Sugar quota is distributed among 19 EU-Member States. In this regard, the quota is generous, especially in relation to France, Germany, Poland and United Kingdom. In Finland, Lithuania, Hungary, Sweden, Denmark, the Netherlands, Slovakia and the United Kingdom controlled by two or even one subject (companies, alliances). There is a large discrepancy between political efforts to distribute equitable R 1308/2013-sugar quotas among states and the actual reality of those distributions. While the EU-quota holder system does not indicate an extreme concentration, an analysis according to the headquarters´ location and allocated quotas to owners of production capacities provides the evidence of extreme concentration.

The aim of the article was to present the changes in the profitability of milk production in farms associated in EDF and situated in Poland and selected European countries in 2006–2012. It was found that after the Polish accession to the EU, the situation has improved for milk producers – economic and production results have risen. In 2008–2009, there was a significant deterioration in the profitability of milk production due to, among others, significant declines in milk prices. Since 2010, gradual improvement of the situation is observed. Similar changes occur in dairy farms in other European countries, such as Germany, France and the United Kingdom. This shows how big the interconnectedness between countries is and that the situation of agricultural producers in Poland does not depend only on the local and national market fluctuations, but primarily on fluctuations in the European and global markets.

The submission discusses the provisions in the EU–UK Trade and Cooperation Agreement on data protection as well as the consequences for the exchange of passenger name record data in the field of criminal and judicial cooperation. The author concludes that the impact of the Agreement will depend on the resolvement of the United Kingdom to uphold the standards of protection of personal data equivalent to the EU’s in order to reach an adequacy decision.

ABSTRACTThis article, in which we examine developments in public expenditure on social policy in relation to total public spending in the United Kingdom (UK) in the period after the Second World War, is part of a larger international study on developments in social welfare spending on which we are currently engaged.In Section 1 we briefly sketch in the theoretical background to the study of public expenditure growth in general and social welfare spending in particular. We shall not in this article attempt to evaluate the validity of the competing hypotheses – this exercise is in hand as part of the international study, and we shall report the findings at a later date. Section 2 examines the growth of public expenditure in the UK at the aggregate level. In Section 3 we analyse public expenditure at the individual programme level and in Section 4 we summarize the conclusions.

AbstractThis article discusses hypothermia and hyperthermia, described together as thermal illness. These conditions are seen within the United Kingdom (UK) Armed Forces population at home and abroad and may endanger life, with significant implications for both the individual and the chain of command. Recognition and management from initial presentation to return to duty is discussed and guidance given on occupational considerations.
