Mediated Public Diplomacy Redefined: Foreign Stakeholder Engagement via Paid, Earned, Shared, and Owned Media

Mediated public diplomacy literature examines the engagement of foreign audiences by governments via mediated channels. To date, scholars have examined the competitive contest between global rivals in promoting and contesting one another’s frames as reflected in global news media coverage. Recognizing the meaningful impact of social media platforms, along with the global rise of government-sponsored media organizations, the current study builds on previous mediated public diplomacy scholarship by expanding the scope of the literature beyond the earned media perspective to also include paid, shared, and owned media. The article presents a revised definition of the term mediated public diplomacy along with a case study of government to foreign stakeholder engagement via the social media platform, Twitter.

Advances in technology and information provide new opportunities for preachers to be able to take part in spreading Islamic teachings through various social media platforms. One of the preachers who took the role to preach through social media was Habib Husein Jafar al-Hadar. This article examines Habib Husein Jafar’s missionary activities on the social media platform he uses, Youtube. The researcher analyzes the data by observing virtually and visually (virtual ethnography) on the da’wa content displayed by Habib Husein Jafar through Youtube. The study shows that: 1) the attention to the spiritual enlightenment efforts of the younger generation is the basis of the selection of the social media platform Youtube - because based on previous research, the users of this social media platform are 18-29 years of age; 2) starting from the da’wa consumers who are primarily young people, the content they present is suitable to their needs and lifestyle and 3) by using the concept of the circuit of culture analysis, Habib Husein Jafar in various ranges can reconstruct people’s perception of one’s definition of holiness. It is not limited based on normative appearance - cloaked and sacrificed, for example - but more on the substantive side, namely by behaving and having knowledgeable skills. With the variety of content, he could visualize himself as a pious young man by not abandoning his social status as a young person.

Inspired by the concepts of Arrested War and actor–network theory, this study has traced and analyzed four main actors in the wars and conflicts in the social media age: social media platform, the mainstream news organizations, online users, and social media content. These four human and nonhuman actors associate, interact, and negotiate with each other in the social media network surrounding specific issues. Based on the case study of Sino-Indian border crisis in 2017, the central argument is that social media is playing an enabling role in contemporary wars and conflicts. Both professional media outlets and web users employ the functionalities of social media platforms to set, counter-set, or expand the public agenda. Social media platform embodies a web of technological and human complexities with different actors, factors, interests, and relations. These actor-networks and the macro social-political context are influential in the mediatization of conflict in the social media era.

The face of a news room in India has been changed radically with the ever growing popularity of social media, where it sets agenda for the news organizations to follow. The #Lalitgate is a classical example, where the Ex IPL Commissioner, Lalit Modi, who has gained a notorious image due to his controversies, broke news on twitter, from there it has been picked up by 24x7 news channels, subsequently online portals do a piece on it, again there is a prime time discussion on that news, followed by a morning coverage by the news papers. As a person gain ability to create sensationalism, he utilizes the ability of social media to create some dialogues, with a larger worldwide audience, which was earlier not possible due to the monologue approach of traditional media. The ability of that piece of information to get retweeted by followers allows it to trend high on twitter. As the number become astonishing some time, it automatically qualifies for the attention of the editors of media organizations and eventually sets the agenda of the day. The social media platforms; Twitter, Facebook, Whatsapp etc. have become the essential tool of news gathering of a modern news room. Twitter with its 302 million followers worldwide, eventually became a credible online source of news gathering as the tweets are usually came through a first person, citing his/her views or, opinion on a subject matter. This research paper aims to critically analyze the role of twitter as an agenda setting tool in #Lalitgate, where, the cricket administrator turned whistleblower, Lalit Modi, used twitter effectively for his revelations, and he not only trolled successfully on twitter but news media as well. The scope of this paper is limited to the media coverage by English medium news channels and papers only.

This study discusses the shifting dynamics of fan participatory cultures on social media platforms by introducing the concept of “platformized language games.” We conceive of a fan community as a “speech community” and propose that the language and discourses of fan participatory cultures are technological practices that only make sense in use and interactions as “games” on social media platform. Based on an ethnography of communication on fan communities on Weibo, we analyze the technological-communicative acts of fan speech communities, including the platformized setting, participants, topics, norms, and key purposes. We argue that the social media logic (programmability, connectivity, popularity, and datafication) articulates with fans’ language games, thus shifting the “form of life” of celebrity fans on social media. Empirically, fan participatory cultures continue to mutate in China, as fan communities create idiosyncratic platformized language games based on the selective appropriation of the social media logics of connectivity and data-driven metrics.

The objective of the current chapter is to analyze one of the most recent and successful social media campaigns namely #NotInMyName from the viewpoint of the seven dimensions of religion utilized by Van Esch and others as the main pillar of social marketing and media campaigns. Further #NotInMyName Public Relations (PR) campaign is scrutinized for PR strategies and message strategies utilized in formulating the campaign messages. To achieve that end, a qualitative analysis was implemented on three levels relating to each video and vine of the study sample: first locating the Dimensions of Religion (DOR taxonomy(ies) used in this video or vine, then emanating on the PR campaign strategies implemented in the video or vine and finally searching for the message strategies utilized in the video or vine. The major conclusion of this study was that although campaigns launched via social media lack the scientific known steps utilized to plan and launch media campaigns traditionally, those campaigns derive from the social media platform exacerbating an unprecedented power to stir political and social movements especially, regarding controversial and stagnant matters. Posts, comments and shares on different social media platforms go viral, stir discussions, and trigger public opinion both virtually and in reality. Dimensions of Religion taxonomies proved reliability as a viable platform stemming from another discipline to plan messages and to analyze campaigns based on the different aspects the model would provide. Ranging from simple aspects to more complicated aspects, Dimensions of Religion model must be subjected to further research to determine its feasibility to be applied to different campaigning structures and objectives.

This chapter explores the rationalities of politicians' social media uses in Web-campaigning in a party-based democracy. This is done from an in-depth case study of a Swedish politician, Nina Larsson, who with the help of a PR agency utilized several social media platforms in her campaign to become re-elected to the parliament in 2010. By analyzing how and for what purposes Larsson used social media in her Web-campaign, this chapter concludes that even though discourses of instrumental rationality and of communicative rationality were common to make her practices relevant, Nina primarily used social media to amplify certain offline news media texts as well as to commend and support other liberal party members. Hence, from this case, the authors conclude that Web-campaigning on social media is used for expressive purposes, to negotiate and maintain an attractive political image within the party hierarchy.

Abstract Indian Prime Minister Narendra Modi (@narendramodi) is one of the world's most followed political leaders on Twitter. During the 2014 and 2019 election campaigns, he and his party used various social media networking and the Internet services to engage with young, educated, middle-class voters in India. Since his first sweeping win in the 2014 elections, Modi's political communication strategy has been to neglect the mainstream news media, and instead use social media and government websites to keep followers informed of his day-to-day engagements and government policies. This strategy of direct communication was followed even during a critical policy change, when in a politically risky move half-way through his five-year prime ministership, Modi's government scrapped more than 85 per cent of Indian currency notes in November 2016. He continued to largely shun the mainstream media and use his social media accounts and public rallies to communicate with the nation. As a case study of this direct communication strategy, this article presents the results of a study of Modi's Twitter articulations during the three months following the demonetization announcement. We use mediatization of politics discourse to consider the implications of this shift from mass communication via the mainstream news media, to the Indian prime minister's reliance on direct communication on social media platforms.

Social media are getting more and more ingrained into everybody’s lives. With people’s more substantial presence on social media, threat actors exploit the platforms and the information that people share there to deploy and execute various types of attacks. This paper focuses on the Norwegian population, exploring how people perceive risks arising from the use of social media, focusing on the analysis of specific indicators such as age, sexes and differences among the users of distinct social media platforms. For data collection, a questionnaire was structured and deployed towards the users of multiple social media platforms (total n = 329). The analysis compares risk perceptions of using the social media platforms Facebook (n = 288), Twitter (n = 134), Reddit (n = 189) and Snapchat (n = 267). Furthermore, the paper analyses the differences between the sexes and between the digital natives and non-natives. Our sample also includes sufferers of ID theft (n = 50). We analyse how account compromise occurs and how suffering ID theft changes behaviour and perception. The results show significant discrepancies in the risk perception among the social media platform users across the examined indicators, but also explicit variations on how this affects the associated usage patterns. Based on the results, we propose a generic risk ranking of social media platforms, activities, sharing and a threat model for SoMe users. The results show the lack of a unified perception of risk on social media, indicating the need for targeted security awareness enhancement mechanisms focusing on this topic.

The use of chatbots in news media platforms, although relatively recent, offers many advantages to journalists and media professionals and, at the same time, facilitates users’ interaction with useful and timely information. This study shows the usability of a news chatbot during a crisis situation, employing the 2020 COVID-19 pandemic as a case study. The basic targets of the research are to design and implement a chatbot in a news media platform with a two-fold aim in regard to evaluation: first, the technical effort of creating a functional and robust news chatbot in a crisis situation both from the AI perspective and interoperability with other platforms, which constitutes the novelty of the approach; and second, users’ perception regarding the appropriation of this news chatbot as an alternative means of accessing existing information during a crisis situation. The chatbot designed was evaluated in terms of effectively fulfilling the social responsibility function of crisis reporting, to deliver timely and accurate information on the COVID-19 pandemic to a wide audience. In this light, this study shows the advantages of implementing chatbots in news platforms during a crisis situation, when the audience’s needs for timely and accurate information rapidly increase.

Purpose This paper aims to focus its inquiries on the parasocial interactions (PSI) and relationships (PSR) consumers form with personae in online social media communities. The authors extend the marketing literature on parasocial interaction/relationship beyond brands by focusing on personal social media accounts (public student-athletes). Design/methodology/approach The authors adopt a grounded theory methodology (Glaser and Strauss, 2009) triangulating observational netnographic data (Kozinets, 2010) of 49 public student-athlete accounts on Twitter (34,500 tweets) with in-depth interviews. The findings emphasize that PSI/PSR occur not only from interactions with brands but also through personal accounts on social media platforms. Findings The investigation reveals that through such social media platforms, PSI/PSR influence consumers cognitively, affectively and behaviorally. In terms of cognition, the data suggest that PSI/PSR can influence opinion, interests, attention allocation and construction of relations, specifically through the availability of in-depth knowledge about the social media persona. Additionally, the research findings indicate that affect-laden messages from persona can alter emotion and mood, induce empathetic reactions and trigger inspiration, especially in relation to the shared interest of the online community of the social media account. Behaviorally, the findings suggest that personas’ messages can direct and inspire both online and offline actions through endorsed behavioral parasocial interactions. Research limitations/implications This research focused on one specific social media platform, Twitter. Twitter was specifically chosen, because it is a popular social media platform and allows non-reciprocal relationships. Although the authors feel that the findings would hold for other social media platforms, future research may be conducted to see if there are differences in PSI/PSR development on different types of networks. Additionally, the authors focused on a specific type of personal account, student-athletes. Future research may wish to extend beyond this population to other personal social media accounts, such as fashion bloggers, diy bloggers and others. Originality/value This research reveals that PSI/PSR can occur not only from interactions with brands but also through personal accounts on social media platforms. The findings give support for the value of brand spokespersons and brand ambassadors and suggest that brands should take careful consideration into who is chosen to represent the brand.
