Two major problems of student laboratory courses are analyzed and discussed: (1) the qualifications and motivations of typical laboratory instructors, and (2) the attitude at the departmental policy-making level towards the laboratory. The paper concentrates mainly on the presentation of problems, but also suggests some short-term solutions.

Although Brazil has traditionally been characterized by a culture of inward-looking policy making, the presence of foreign firms in the Brazilian productive sector has always been significant. The share of foreign-owned firms is one of the highest that can be found among developing countries. This article discusses the main features of the external sector of the Brazilian economy, regarding trade flows, foreign investment, the internationalization of Brazilian entrepreneurial groups and the short-term financial requirements in foreign currencies

Whatever may have been the objectives of the principal participants in the Cultural Revolution, there can be little doubt that they did not include what turned out to be, at least in the short term, the most striking and significant outcome of the upheaval: the rise of the People's Liberation Army (PLA) to a pivotal position in China's power structure. Compelled to intervene in the political process when the disruptive effects of the struggle reached dangerous dimensions, the army gradually ascended to the commanding heights of political power in the provinces, and acquired a substantial voice in the policy-making councils of Peking. When the Ninth Congress of the Party finally met in April 1969 to write the epilogue to the Cultural Revolution, it was the PLA rather than the Party that held most of the key positions of power in China.

Two motion picture films for use in student laboratory courses are described. The film on the “span of attention” showed 4 to 13 black dots on a white field at two exposure intervals for 100 trials. The film on the influence of word frequency on perception presented 15 words in a random order with the ascending method of limits, more adequate exposure conditions on each successive exposure until each word had been shown three times. Results from use in laboratory sections are given for each film. The laboratory film is an inexpensive method of increasing the range and depth of materials available to the laboratory instructor.

When short-term technical solutions to nutritional deficiencies are possible, they need to be brought about in concert with the painstaking work of improving community-based health and nutrition care. In the area of academic nutrition research, there is a need for funding mechanisms that link this research to direct interventions and policy making. The failings of nutritionists—academic and nonacademic—are but a small part of the world's nutritional problems. If academic nutritionists have erred, it is not in failing to apply technologies, but in not being stronger advocates of structural change on behalf of the poor.

Contemporary governance is marked by increased attention for participation of non-governmental actors (NGAs) in traditionally governmental activities, such as policy-making. This trend has been prevalent across food policy processes and reflects a key feature of food democracy. However, the role of governmental actors in facilitating and responding to this participation remains a gap in the literature. In this article, we ask how civil servants frame the participation of NGAs in policy processes. Drawing on ethnographic research, we introduce the case of civil servants working on an urban food policy for the municipality of Ede (the Netherlands). Our analysis uncovers two competing frames: 1) highlighting the responsibility of the municipality to take a leading role in food policy making, and 2) responding reflexively to NGAs. The analysis provides insights into how the framing of participation by civil servants serves to shape the conditions for participation of NGAs. It further sheds light on related practices and uncovers existing tensions and contradictions, with important implications for food democracy. We conclude by showing how, in the short term, a strong leadership role for civil servants, informed by the responsibility frame, may be effective for advancing policy objectives of the municipality. However, the reactive frame illustrates that civil servants worry this approach is not effective for maintaining meaningful participation of NGAs. This remains a key tension of participatory municipal-led urban food policy making, but balancing both municipal responsibility and an open and reactive attitude towards the participation of NGAs is useful for enhancing food democracy.

In this chapter, I have analyzed economic thoughts of Dr. B. R. Ambedkar, mainly economic ideas reflected in his writings such as, ‘The Problem of Rupee: Its origin and its solution’, ‘The Evolution of Provincial Finance in British India: A Study in the Provincial Decentralization of imperial finance’, It can be said that Indian economy at present is facing many problems similar to that at the time of Dr. B. R. Ambedkar as instability of money leading to inflation, its socioeconomic implications and its unequal effects on various strata of society, uneconomical public expenditure and rising fiscal deficits, increasing inequalities of income and wealth, and so on. Are Ambedkar’s economic thoughts relevant to understand these problems as well as to provide its solutions? Analyzing his economic ideology, it can be said that India could have been more inclusive if his ideas had been followed in its true spirit. So we can say that India needs to follow his economic ideology in her short term as well as long term economic planning and policy making to shape Inclusive India.

AbstractThe greatest problem concerning health care technology for developing countries is that they are dependent upon the industrialized world for technology. The only short-term solution to this problem is to improve the choices that are available to them. This goal will require changes in the structure and processes of policy making. A particular difficulty for these countries is the lack of trained personnel in fields related to technology assessment.

Why do some elected governments impose short-term costs to invest in solving long-term social problems while others delay or merely redistribute the pain? This article addresses that question by examining the politics of pension reform in Britain and the United States. It first reframes the conventional view of the outcomes – centred on cross-sectional distribution – demonstrating that the politicians who enacted the least radical redistribution enacted the most dramatic intertemporal tradeoffs. To explain this pattern, the article develops and tests a theory of policy choice in which organized interests struggle for long-term advantage under institutional constraints. The argument points to major analytical advantages to studying governments' policy choices in intertemporal terms, for both the identification of comparative puzzles and their explanation.

This article aims to analyze: Employee professionalism in terms of organizational aspects in publik services. The method used in this article is a qualitative method. The results of the article show that the tendency of apparatus to be less professional in carrying out their duties and functions is partly due to the low motivation to make changes and innovate. The apparatus tends to be reluctant to make changes due to a lack of encouragement from the leadership. In realizing a professional, accountable, and transparent apparatus, it requires a leader role as a guide and has a visionary spirit and vision in the Gorontalo City One Stop Integrated Services and Investment Service. Concrete steps for leaders in creating a democratic climate where subordinates are included in every policy making related to improving organizational performance and building two-way communication in every activity will make subordinates feel that they are an important part of the organization. The attitude of the leader to foster a responsive spirit in every employee can improve the quality of licensing and non-licensing services in Gorontalo City. Efforts that can be made to foster the professionalism of the personnel are by making long-term, medium-term and short-term work programs and setting priority scales in every activity aimed at improving the quality of publik services.Artikel ini bertujuan untuk menganalisis tentang profesionalisme pegawai ditinjau dari aspek pengorganisasian dalam pelayanan publik. Metode yang digunakan dalam artikel ini yakni metode kualitatif. Hasil artikel menunjukan bahwa kecenderungan aparat kurang profesional dalam menjalankan tugas dan fungsinya antara lain disebabkan oleh rendahnya motivasi untuk melakukan perubahan dan berinovasi. Aparat cenderung enggan melakukan perubahan dikenakan kurangnya dorongan dari pimpinan. Dalam mewujudkan aparat yang profesional, akuntabel, dan transparan maka dibutuhkan peran pemimpin sebagai pengarah dan memiliki jiwa dan pandangan yang visioner pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Gorontalo. Langkah-langkah konkrit pemimpin dalam menciptakan iklim demokrasi dimana bawahan disertakan dalam setiap pengambilan kebijakan yang berkaitan dengan peningkatan kinerja organisasi serta membangun komunikasi dua arah dalam setiap kegiatan akan membuat bawahan merasa dirinya adalah bagian penting dalam organisasi. Sikap pemimpin untuk menumbuhkan jiwa responsif pada setiap pegawai dapat meningkatan kualitas pelayanan perizinan dan non perizinan di Kota Gorontalo. Upaya yang dapat dilakukan untuk menumbuhkan profesionalisme aparatur adalah dengan membuat program kerja jangka Panjang, jangka menengah, dan jangka pendek serta menetapkan skala prioritas dalam setiap kegiatan yang bertujuan meningkatkan kualitas pelayanan publik.

The Electronic visa legislative regulation is one of the highest priorities in the country's migration, security and visa policies. The purpose of this study is to compare the legal aspects of visa policy making in the process of issuing electronic visas in Ukraine and in Saudi Arabia, and to identify the distinctive and common features of this type of visa, legislative features, practical aspects, taking into account the specific national legislation of these countries; elicit the disadvantages and perspectives of e-visa. Over a period of 3 months, about 100 Saudi and 20 Ukrainian respondents were interviewed to identify the pros and cons of existing e-visa regulations in both countries. As a results of the research, the hypothesis put forward regarding the fact that in the next 5-10 years, e-visas will almost completely replace the visa application for obtaining short-term visas through diplomatic institutions. It was established that this required the creation of a more simplified and faster way to obtain an e-visa, while not losing ground in matters of state security and migration. As a result of comparison it has been established that service of electronic visas in Ukraine was launched one and a half years earlier than in Saudi Arabia, which enabled her to secure more completely the situation and take into account the nuances of the legislative level; the amount of the visa fee for applying for an electronic visa established by Ukraine and Saudi Arabia is acceptable for most applicants, although in comparison with a visa-free or one-time electronic authorization fee for several years, these amounts are large.
