Reforming the nations: a global study of the Need for Future Managerial Reforms in public administration

This study deals with the Need for Future Managerial Reforms (NFMR) in public administration as perceived by university professors from around the globe. We explore and validate a new NFMR scale based on traditional principles of the New Public Management (NPM) doctrine (e.g. downsizing government, debureaucratization, decentralization, managerialism, and privatization). We also propose a global professional selection (GPS) approach to the study of need for future managerial reforms, validating it with a theoretical model, eight propositions, and four hypotheses. According to the model, managerial quality, satisfaction with public services, trust in public services and NFMR are mutually related but should be considered within the cultural dimensions of each nation. Using data from a sample of 2995 faculty members in 191 major universities from 45 nations, we demonstrate the validity of the NFMR scale and of several direct and indirect hypotheses based on the theoretical model, as well as the advantage of the GPS-controlled mediating model over a simple mediating model. The findings are discussed theoretically and practically, with their implications for the study of future NPM-style reforms and the recent trends in modern governance. Points for practitioners This study suggests that greater calls for managerial reforms, especially from the knowledgeable community, are valuable inputs that should be heard and echoed in government halls. Improving managerial quality may reduce calls for managerial reforms. Public managers should invest in increasing citizens’ satisfaction and trust as they reduce pressures on policy makers to initiate expensive reforms. Cross-country transitions of lessons and knowledge about managerial reforms should be carried out with caution as values and traditions affect the type of required reforms and their meaning for the public.

This study examines about public administration in an Islamic perspective, studies on the system of government of Umar Bin Khattab. The administrative system was not implemented before Nabi Muhammad SAW moved to Medina, after Nabi Muhammad SAW moved from Mecca to Medina, reading and writing activities began to be carried out among the Muslims and to build a government based on Islamic law. The development of the administration was increasingly rapid during the Caliphate of Umar bin Khattab. This research is a type of library research with a research approach using qualitative research methods. Literature research is research that uses data collection techniques by reviewing books, literature, notes and various reports related to the problem to be studied. Public administration as a discipline that is dynamic in accordance with the times. In line with the times, public administration has changed for the better in accordance with the demands of an increasingly complex era. In the western perspective, public administration has experienced developments starting from the old public administration paradigm, new public management, to the new public service. In an Islamic perspective, administration is known as al-idara. Administration in Islam refers to the Qur'an and its interpretations as well as hadiths and syarahs. The sources of interpretation provide an explanation of the signs of the Qur'an whose position exceeds the general rules relating to the order of people's lives. In the context of public services, excellent service is a must and obligation for both the government and the state civil apparatus. Public services are carried out based on Islamic teachings, namely the services provided must be good, honest, quality and trustworthy.

Purpose – When new public management (NPM) emerged in the mid-1980s, most governments such as New Zealand, Australia and Canada embraced it as a better way to provide public services. A more recent assessment of NPM would conclude that its appeal has faded. The purpose of this paper is to assess the serious impediments to NPM-inspired change. Design/methodology/approach – The literature is diffuse, and therefore its insights have been limited by the lack of synthesis. In this paper the authors set out to synthesize the main work already available. Findings – Change, such as breaking up large public sector hierarchies, or developing internal market-like competition and contracting out public services is indeed disruptive. Such change cannot be achieved without shifting decision-making processes, disrupting existing roles and working relationships and leaving some confusion and uncertainty among staff. Many of the changes feature numerous levels of ill-defined processes, ongoing multi-layered and complex decision making, and no easily agreed or clear path to resolution. Originality/value – The terms “wicked problem” and “disruptive innovation” are increasingly familiar to public managers and policy makers. This paper argues that managing NPM-style change represented yet another wicked problem in managing public organizations. The authors set out to synthesize the main work available, and in so doing, frame the various attributes of NPM-inspired change – five basic parts, five types of uncertainty and five fragmenting forces. The conceptual framework suggests hypotheses as the basis for further research.

New public management is a new concept in public administration science. This concept is results oriented, transparency and accountability of administrative services. Performance management is the key to results orientation. The Performance Management System is a record of the inputs, processes, outputs and results of government procedures. This helps to achieve the government's progress towards the goals. The Research goals to introduce the concept of performance management of the state civil servants in Indonesia as a new public management concept. The research used qualitative methods in the analysis of the research object. The results show that the bureaucracy that is complicated and still lacks quality of public services has become the curse of public administration science in Indonesia. The ASN performance management concept as a new performance-based public management is a breakthrough that can improve ASN performance which in the end has an impact on the performance of public services.

Purpose The purpose of this paper is to conduct a conceptual survey of transformation in the management of the public sector over the past 30 years. Design/methodology/approach The paper provides a comparison of the bureaucratic form of public administration with more flexible forms of public management. Findings The major change from an administrative model is that public managers are personally responsible for the delivery of results; from that starting point different countries have implemented reforms in their own way. The 30-year timeframe points to the need to reconceptualize ideas of New Public Management (NPM) argued here to have been unhelpful for understanding public management. Originality/value The importance of NPM has been exaggerated previously. The argument here is that public management includes an enduring set of reforms, NPM does not.

Purpose The purpose of this paper is to present the views of authors in regard to the provenance and future of PM and the advantages of using management science in administrative science. The authors point to the meaning of both sciences for government studies and to the use that both theoreticians and practitioners may gain from adequately balancing the disciplines for the public interest. Design/methodology/approach The paper is based on a wide literature review of empirical and epistemological studies on new public management (NPM) and its evolvement across continents and cultures, and on a critical analysis of lessons learned from implementations of ideas and practices. Findings The authors identify the managerial reform in public administration as one of the more influential reforms of modern nations that cut across multiple policy areas, public agencies and cultures. The authors expect that public managers in the years to come are about to play a decisive role and be required to build collaborative capacity while governing creatively but without bending the rules. Ingenious civil servants are going to carry weight and devise new mechanisms for coping with prospective challenges; no doubt they will have to be savvier, more adept and open-minded than ever to be able to step up to the plate and assist governments to deal with impending crises. Originality/value The originality of this essay is reflected in the wide coverage of transitions in the managerial language of the discipline. Using manifold examples from different perspectives on NPM provides a unique and balanced look into what became the most influential reforms in public administration since the second half of the twentieth century, and is still alive and kicking.

This chapter explores, in greater depth, the idea floated in the Introduction that the macro-level political economy of public services reform can exert effects on preferred management knowledges at both national and local levels. We argue that an important series of New Public Management reforms evident since the 1980s have made UK public agencies more ‘firm like’ and receptive to firm-based forms of management knowledge. We characterize key features of the UK’s long-term public management reform strategy, benchmarking it against, and also adding to, Pollitt and Bouckaert’s well-known comparativist typology. We specifically add to their model a consideration of the extent to which public management reform is constructed as a top-level political issue.

In keeping with the New Public Management dispensation, state corporations in Kenya have taken up strategic planning with a view to effect reforms for improved service delivery. New Public Management particularly advances a customer-centric approach to public administration for improved service delivery, with the public, who are the recipients of public service, as key stakeholders in public administration. Despite this, service delivery in the Agribusiness sub-sector in the country is riddled with inadequacies highlighted by among other complaints, unpaid produce supplies, dwindling finances, slumped agricultural extension services and low produce prices. Against this backdrop, the study set out to establish the effect of strategic planning on service delivery and assess how stakeholder involvement influences the relationship between strategic planning and service delivery among agribusiness state corporations in Kenya. Grounded on the New Public Management and Stakeholder theories, the study adopted the positivism paradigm and the descriptive cross-sectional research design. Targeting 73 state corporations pertinent to agribusiness in the country, primary data was collected by use of a structured questionnaire with institutional heads as the units of observation. Both descriptive and inferential statistics were then employed in data analysis. It was established that strategic planning has a significant positive influence on service delivery. Stakeholder involvement was however found to not have a significant moderating effect on the relationship between strategic planning and service delivery. This was attributed to the technocratic approach in the formulation of the strategic plans among state corporations and the numerically limited nature of most stakeholders in state corporations represented in the boards of directors. Following a significant direct effect of stakeholder involvement on service delivery among Agribusiness state corporations in the country, state corporations are implored to involve stakeholders in strategic planning and observe meaningful participation, communication and dispute resolution in the engagement.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The paper argues that from a new public governance and service management perspective, local public services are best conceptualised as service systems in which users co-produce and co-design; this differentiates public from private services, which have lower of trust and shared values resulting in a goods-dominant logic and are an alternative to the new public management viewpoint. Referencing new case studies from Finland and Scotland, we further argue that for local public servicesʼn co-production as an action- learning environment supports and encourages co-design: this makes local public services a special case of codesign. Analysing the two cases of co-design, we argue that since public services are subject to public scrutiny, and since design is a social activity, there exists a wider democratic footprint. Finally, we argue that co-design of local public services is best analysed from the perspective of action learning, for which we suggest an analytical framework.
