This study aims to identify the extent of the Palestinian principals’ role in creating safe schools in the Gaza Strip as a war zone. A mixed-method research design was employed. The study indicates the school principals’ awareness in creating school safety. The study also concludes that there are no statistically significant differences between the average estimates of the principals’ role in creating a safe school in the Gaza Strip from their point of view according to the variables of gender and the educational provinces; however, there are statistically significant differences according to the variable of years of experience.

Safe schools help promote positive social, academic, and educational outcomes. Research consistently suggests that students tend to be most successful in schools where they feel safe. For example, prior literature establishes that when students attend safe schools, they are more likely to graduate from high school compared to students who attend schools with behavioral problems or safety concerns. Over the last three decades, school shootings have garnered increased public attention, and the public has a heightened awareness that not all schools are safe environments for students. Drawing from ecological systems theory, this chapter will examine how the bonds between students and their schools are important for creating a school culture that is safe, inclusive, and supports the success of all students. Bridging social capital between families and schools also helps foster a safe school atmosphere, where students can focus on their academic and social development.

This paper explores the different yet complementary aspects of the panopticon and the panspectron using the case study of the Israeli controlled Palestinian territory, the Gaza Strip. Beginning with a brief theoretical discussion of the concept of panopticon and panspectron expanding on the existing literature, the paper moves on to discuss the implementation of panoptical and panspectral technologies and practices in the Gaza Strip and situates these within a larger framework of control of the Palestinian population under Israeli occupation, and discusses seepage of these surveillance technologies into Israeli society proper and beyond into the international arena.

Abstract How do disasters influence conflict and diplomacy in conflict areas? The scholarship shows that while they can provide opportunities for cooperation and ‘disaster diplomacy’ between parties to a conflict, they can also intensify tension and hostility. This article uses the Israeli–Palestinian conflict during the COVID-19 pandemic as a case study, exploring the impact of the crisis on relations between the rival parties and examining the conditions under which an ongoing pandemic might lead to either conflict or cooperation in a conflict area. The research is based on within-case analysis, comparing three conflict arenas: Israel–Palestinian Authority relations in the West Bank; relations between Israel and the Palestinian community in East Jerusalem; and Israel–Hamas government relations in the Gaza strip. The article outlines the possibilities and limitations of ‘disaster diplomacy’ in intractable conflicts and contributes to the literature by identifying how different contexts, relations and actors in each conflict arena affect the development of patterns of conflict and cooperation with regard to the pandemic. The study analyses the factors that shape how the pandemic affects the conflict, and the COVID-19-related diplomacy, in each sub-case, with attention to three main variables: the structure of the conflict arena, domestic politics and the developments in the pandemic. The analysis addresses the unique conditions of an ongoing global pandemic, as opposed to an isolated disaster event, and traces the changing impact of the pandemic on the conflict and on disaster-related cooperation at various stages.

The study aimed to assess the reality of marketing educational services at the Islamic University in the Gaza Strip and its impact on the decision to join it from the viewpoint of first- level students at the university. The study adopted the descriptive and analytical approach, and the tool was a questionnaire. It was distributed to a simple stratified random sample of (355) male and female students from all colleges of the first level (BA), and the SPSS program was used in the data analysis. The results of the study showed that the marketing of educational services from the viewpoint of the first- level students obtained an overall average (3.75 out of 5), with a grade of (large), and the field of promotion came first with an arithmetic average ((3.86), followed by the field of public relations with an average ((3.83) and the third in the field of advertising with an average (3.75) and fourth in the field of factors helping to attract students with an average of (3.72) and finally the field of direct marketing with an average of (3.57), and it was found that the size of the effect amounted to (0.85). It indicates (large) correlation coefficients and the existence of a positive relationship of (α≤0.05) Between the marketing of educational services at the Islamic University in the Gaza Strip in its five dimensions and the decision to enroll students in the university reached (0.83), indicating (large) correlation coefficients. Based on the results of the study, the researcher presented a number of recommendations and proposals, including: The university forming marketing teams that keep pace with the technical and technological developments in the world Marketing because of the great importance attached to the university in all respects, especially attracting students and attracting them to the university's specializations.


ملخص: هدفت الدراسة التعرف إلى مستوى الإخلال الوظيفي وأثره على الأداء الوظيفي في الجامعات الفلسطينية الخاصة بقطاع غزة، وذلك من وجهة نظر الإدارة العليا، وباستخدام المنهج الوصفي التحليلي، وبالرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (30) فقرة موزعة على (5) مجالات، وهي (الإخلالات التنظيمية، والإخلالات السلوكية، والإخلالات المالية، والإخلالات الجنائية، والأداء الوظيفي)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من (102) موظف وموظفة، وقد توصلت الدارسة إلى أن مستوى الإخلال الوظيفي كان منخفضاً، وأن مستوى الأداء الوظيفي كان مرتفعاً، كذلك وُجِد أثر ذو دلالة إحصائية للإخلال الوظيفي في الأداء الوظيفي، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات تقدير أفراد العينة لمستوى الإخلال الوظيفي والأداء الوظيفي تُعزى إلى متغيرات (الجنس، والمؤهل العلمي، والمسمى الوظيفي)، ووجود فروق تعزى لمتغير سنوات الخدمة لصالح ذوي الخبرة الأكثر من 10 سنوات، وفي ضوء تلك النتائج أوصت الدراسة بضرورة تنظيم ندوات إرشادية للعاملين حول اللوائح والأنظمة والقوانين المالية والإدارية التي يجب على الموظفين الالتزام بها، ووضع مدونات أخلاقية لضبط سلوك الموظفين عبر توضيح الإخلال الوظيفي والجزاءات التأديبية المناسبة. الكلمات المفتاحية: الإخلال الوظيفي، الأداء الوظيفي، الجامعات الفلسطينية الخاصة، قطاع غزة. Abstract The study aimed to identify the level of career deviation and its impact on job performance in the Palestinian universities of the Gaza Strip, from the senior management’s point of view, using the descriptive and analytical approach. Concerning the previous literature, a questionnaire was built, which consisted of (30) items distributed into (5) areas, namely (organizational breaches, behavioral breaches, financial breaches, criminal breaches, and job performance), and after making sure of their validity and consistency, it was applied to a sample It consists of (102) male and female employees. The study found that the level of job replacement was low, the level of job performance was high, and there was also a statistically significant effect of career deviation on job performance, and the results showed that there were no statistically significant differences between the average scores of the sample members’ grade levels on the levels of career deviation and job performance to variables (gender, academic qualification, and job title), and the existence of differences attributable to the years of service variable in favor of those with more than ten years of experience. The study recommended the necessity of organizing guidance seminars for workers about the financial and administrative regulations, rules and laws that employees must abide by, and developing ethical codes to control employee behavior by clarifying breach of employment and appropriate disciplinary sanctions. ملخص: هدفت الدراسة إلى تعرف درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين، واستخدمت الدراسة المنهج الوصفي التحليلي، والاستبانة كأداة للدراسة تكونت من 30 فقرة موزعة على ستة مجالات: (القيادة الإدارية، الجودة والتطوير، إدارة الموارد البشرية، نظم المعلومات الإدارية، الرقابة وتقييم الأداء، رضا المستفيد)، وطبقت الاستبانة على عينة عشوائية مقصودة تكونت من أصحاب المناصب الإدارية في قطاع غزة.وأهم ما توصلت إليه نتائج الدراسة أن استجابات أفراد عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين جاءت بدرجة كبيرة، حيث بلغت الدرجة الكلية للمتوسط الحسابي للمجالات الستة (3.96)، وبوزن نسبي بلغ (79.2%)، كما أظهرت النتائج عدم وجود فروق ذات دالة إحصائياً عند مستوى الدلالة (α ≤ 0.05) بين متوسط تقديرات عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية تعزى إلى متغير الجنس، ووجود فروق ذات دالة إحصائياً بين إجابات أفراد عينة الدراسة تعزى إلى متغير سنوات الخدمة كانت لصالح الفئة (أكثر من 10 سنوات). الكلمات المفتاحية: مؤشرات قياس الأداء، الجودة الإدارية، جامعة القدس المفتوحة. Abstract The study aimed at identifying the degree of availability of performance measurement indicators at Al-Quds Open University in the light of administrative quality from the point of view of the administrators. The study used the analytical descriptive method and the questionnaire as a study tool consisting of 30 paragraphs divided into six fields: (administrative leadership, quality and development, , Management information systems, monitoring and performance evaluation, beneficiary satisfaction). The questionnaire was applied to a random sample of the owners of administrative positions in the Gaza Strip. The most important findings of the study were that the responses of the sample of the study on the degree of availability of performance measurement indicators at Al-Quds Open University in light of administrative quality from the point of view of the administrators came to a great extent. The total score for the six domains (3.96), with a relative weight of 79.2 The results showed that there were no statistically significant differences at (0.05 α ≤) between the average of the sample of the study sample on the degree of availability of performance measurement indicators at Al-Quds Open University in light of the administrative quality due to gender variable and the existence of statistically significant differences between The responses of the study sample individuals are attributed to the absentee Years of service was in favor of the category (more than 10 years).
