مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية

ملخص: هدفت الدراسة إلى تعرف درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين، واستخدمت الدراسة المنهج الوصفي التحليلي، والاستبانة كأداة للدراسة تكونت من 30 فقرة موزعة على ستة مجالات: (القيادة الإدارية، الجودة والتطوير، إدارة الموارد البشرية، نظم المعلومات الإدارية، الرقابة وتقييم الأداء، رضا المستفيد)، وطبقت الاستبانة على عينة عشوائية مقصودة تكونت من أصحاب المناصب الإدارية في قطاع غزة.وأهم ما توصلت إليه نتائج الدراسة أن استجابات أفراد عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين جاءت بدرجة كبيرة، حيث بلغت الدرجة الكلية للمتوسط الحسابي للمجالات الستة (3.96)، وبوزن نسبي بلغ (79.2%)، كما أظهرت النتائج عدم وجود فروق ذات دالة إحصائياً عند مستوى الدلالة (α ≤ 0.05) بين متوسط تقديرات عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية تعزى إلى متغير الجنس، ووجود فروق ذات دالة إحصائياً بين إجابات أفراد عينة الدراسة تعزى إلى متغير سنوات الخدمة كانت لصالح الفئة (أكثر من 10 سنوات). الكلمات المفتاحية: مؤشرات قياس الأداء، الجودة الإدارية، جامعة القدس المفتوحة. Abstract The study aimed at identifying the degree of availability of performance measurement indicators at Al-Quds Open University in the light of administrative quality from the point of view of the administrators. The study used the analytical descriptive method and the questionnaire as a study tool consisting of 30 paragraphs divided into six fields: (administrative leadership, quality and development, , Management information systems, monitoring and performance evaluation, beneficiary satisfaction). The questionnaire was applied to a random sample of the owners of administrative positions in the Gaza Strip. The most important findings of the study were that the responses of the sample of the study on the degree of availability of performance measurement indicators at Al-Quds Open University in light of administrative quality from the point of view of the administrators came to a great extent. The total score for the six domains (3.96), with a relative weight of 79.2 The results showed that there were no statistically significant differences at (0.05 α ≤) between the average of the sample of the study sample on the degree of availability of performance measurement indicators at Al-Quds Open University in light of the administrative quality due to gender variable and the existence of statistically significant differences between The responses of the study sample individuals are attributed to the absentee Years of service was in favor of the category (more than 10 years). This study aimed to identify the role of talent management in developing institutional performance in technical colleges in Gaza Strip. To achieve the study objective, the descriptive analytical approach was used. The study population consisted of workers in supervisory positions in technical colleges in the Gaza Strip, where 5 colleges  of 112 employees were included in the study. For selecting the study sample, the complete census method was used due to the small size of the study population. To collect data, questionnaires were distributed to the study sample, but 109 forms were returned (97.3%). The results of the study showed a significant degree of agreement in the dimensions of talent management in the technical colleges in Gaza Strip of a relative weight 71.70%. There was also a significant degree of agreement in the dimension of institutional performance of a relative weight 75.89%. There was also a statistically significant relationship between the dimensions of talent management and the development of institutional performance in technical colleges from the point of view of workers in supervisory positions. Further, there was a statistically significant effect at the level of significance (0.05 ≥α) between the dimensions of talent management (communication with talented workers, empowering, attracting and maintaining them) and developing institutional performance in the technical colleges in Gaza Strip; other variables had a weak impact. The study recommended that talented workers should be given more independence and empowerment and more opportunities to participate in decision-making regarding work. Attention should also be paid to infrastructure and technology, and the allocation of resources, both financial and human in order to contribute to the development of institutional performance in technical colleges. This study aims to identify the extent of the Palestinian principals’ role in creating safe schools in the Gaza Strip as a war zone. A mixed-method research design was employed. The study indicates the school principals’ awareness in creating school safety. The study also concludes that there are no statistically significant differences between the average estimates of the principals’ role in creating a safe school in the Gaza Strip from their point of view according to the variables of gender and the educational provinces; however, there are statistically significant differences according to the variable of years of experience.

The local availability of needed publications is, from most users′ point of view, probably the most appropriate measure of a library′s effectiveness. Although immediate availability is the ideal, interlending offers a way to improve availability over time. With the goal of maximum availability in the shortest possible time, the interlending section of the Unisa Library has developed a number of performance measures to determine its effectiveness. The performance measures were instrumental in targeting problem areas which could contribute to a more effective service by technological and other means. Briefly describes the rationale behind the performance measures and the actual performance attained, as well as the factors contributing towards their improvement.

The study aimed to assess the reality of marketing educational services at the Islamic University in the Gaza Strip and its impact on the decision to join it from the viewpoint of first- level students at the university. The study adopted the descriptive and analytical approach, and the tool was a questionnaire. It was distributed to a simple stratified random sample of (355) male and female students from all colleges of the first level (BA), and the SPSS program was used in the data analysis. The results of the study showed that the marketing of educational services from the viewpoint of the first- level students obtained an overall average (3.75 out of 5), with a grade of (large), and the field of promotion came first with an arithmetic average ((3.86), followed by the field of public relations with an average ((3.83) and the third in the field of advertising with an average (3.75) and fourth in the field of factors helping to attract students with an average of (3.72) and finally the field of direct marketing with an average of (3.57), and it was found that the size of the effect amounted to (0.85). It indicates (large) correlation coefficients and the existence of a positive relationship of (α≤0.05) Between the marketing of educational services at the Islamic University in the Gaza Strip in its five dimensions and the decision to enroll students in the university reached (0.83), indicating (large) correlation coefficients. Based on the results of the study, the researcher presented a number of recommendations and proposals, including: The university forming marketing teams that keep pace with the technical and technological developments in the world Marketing because of the great importance attached to the university in all respects, especially attracting students and attracting them to the university's specializations.


ملخص: هدفت الدراسة التعرف إلى مستوى الإخلال الوظيفي وأثره على الأداء الوظيفي في الجامعات الفلسطينية الخاصة بقطاع غزة، وذلك من وجهة نظر الإدارة العليا، وباستخدام المنهج الوصفي التحليلي، وبالرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (30) فقرة موزعة على (5) مجالات، وهي (الإخلالات التنظيمية، والإخلالات السلوكية، والإخلالات المالية، والإخلالات الجنائية، والأداء الوظيفي)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من (102) موظف وموظفة، وقد توصلت الدارسة إلى أن مستوى الإخلال الوظيفي كان منخفضاً، وأن مستوى الأداء الوظيفي كان مرتفعاً، كذلك وُجِد أثر ذو دلالة إحصائية للإخلال الوظيفي في الأداء الوظيفي، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات تقدير أفراد العينة لمستوى الإخلال الوظيفي والأداء الوظيفي تُعزى إلى متغيرات (الجنس، والمؤهل العلمي، والمسمى الوظيفي)، ووجود فروق تعزى لمتغير سنوات الخدمة لصالح ذوي الخبرة الأكثر من 10 سنوات، وفي ضوء تلك النتائج أوصت الدراسة بضرورة تنظيم ندوات إرشادية للعاملين حول اللوائح والأنظمة والقوانين المالية والإدارية التي يجب على الموظفين الالتزام بها، ووضع مدونات أخلاقية لضبط سلوك الموظفين عبر توضيح الإخلال الوظيفي والجزاءات التأديبية المناسبة. الكلمات المفتاحية: الإخلال الوظيفي، الأداء الوظيفي، الجامعات الفلسطينية الخاصة، قطاع غزة. Abstract The study aimed to identify the level of career deviation and its impact on job performance in the Palestinian universities of the Gaza Strip, from the senior management’s point of view, using the descriptive and analytical approach. Concerning the previous literature, a questionnaire was built, which consisted of (30) items distributed into (5) areas, namely (organizational breaches, behavioral breaches, financial breaches, criminal breaches, and job performance), and after making sure of their validity and consistency, it was applied to a sample It consists of (102) male and female employees. The study found that the level of job replacement was low, the level of job performance was high, and there was also a statistically significant effect of career deviation on job performance, and the results showed that there were no statistically significant differences between the average scores of the sample members’ grade levels on the levels of career deviation and job performance to variables (gender, academic qualification, and job title), and the existence of differences attributable to the years of service variable in favor of those with more than ten years of experience. The study recommended the necessity of organizing guidance seminars for workers about the financial and administrative regulations, rules and laws that employees must abide by, and developing ethical codes to control employee behavior by clarifying breach of employment and appropriate disciplinary sanctions. On 30 March 2018, protesters in the Gaza Strip engaged in a peaceful demonstration for “Land Day,” a Palestinian commemoration of the expropriation of lands for Israeli settlements in 1976. During the march, Palestinians approached the border with Israel where the Israeli army opened fire with live ammunition and tank shells, killing at least fifteen demonstrators. Dozens of others were wounded. In the weeks and months that followed, Palestinian protesters continued to protest at the Gaza border. As this issue goes to print, the International Committee of the Red Cross reports that at least 116 Palestinians have been killed in protests framed as the “Great March of Return” since 30 March 2018, and as many as thirteen thousand have been injured. This spring's events, coinciding with the seventieth anniversary of the founding of the state of Israel and the US decision to move its embassy to Jerusalem, offer yet another reminder of the violence and dispossession that for decades have characterized Palestinian life under Israeli occupation.

The study aimed to get to know the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations in their view, For achieving the study objectives, the researcher has developed a questionnaire consists of (62) paragraphs, whereas the study population consists of (794) students from the Palestinian Universities, and hired a researcher statistical methods (SPSS) .The study found that the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations from the perspective of students' ability (3.52), a with a relative weight (70.3%) among the study sample. The findings revealed that there were no statistically significant differences at (α≤0.05) in the future role of Pre-service teachers Palestinian universities based on the employment of modern technological innovations as seen by university Pre-service teachers the Gaza Strip due to the variable sex (male, female), and variable university in both (Al-Azhar and Al-Aqsa); while no statistically significant due to the variable university estimate differences, there is a difference in the degree of response among the study sample attributed to (excellent / very good). The study made a number of recommendations and suggestions.

The study aimed to identify the methods of coping with the most common pressures and to detect the level of grief and differences in each of the methods of coping with stress and sadness depending on the gender difference of the sample, and to verify the difference in methods of coping with pressure according to the level of grief and the impact of interaction between sex and grief on methods to confront the pressure of the sample Gaza Governorates. The study sample consisted of (260) children of martyrs registered in preparatory schools in the Gaza Strip in Palestine, 122 of whom were males and 138 of them were between the ages of 12 and 16 years. (Carver et al., 1989), and the Gauges of Grief (Faschingbauer, 1987). The results of the study showed that the level of grief was 72.7% in the sample. The religious adjustment method came first with 86.7% of the sample, followed by planning with a relative weight of 76.8% and a positive re-evaluation of 72.6%. In contrast, the method of ridicule comes at the end of the list of methods used by the respondents in facing the stressful events with a relative weight of 48.4%, followed by the behavioral withdrawal with a relative weight of 54.3% and the denial of a relative weight of 56.5%. And preoccupation with thinking in favor of the high of grief. The results did not find a statistically significant effect of the interaction between sex and grief on the methods of coping with pressure in the sample.


تهدف الدراسة إلى التعرف على واقع تطبيق نموذج خصائص العمل الخمس الواردة في نموذج هاكمان أولدهام وهي (الاستقلالية، وتنوع المهارات، وهوية الوظيفة، والشعور بأهمية الوظيفة، والتغذية الراجعة) من وجهة نظر العاملين في الكلية الجامعية للعلوم التطبيقية بالمحافظات الجنوبية. تكون مجتمع الدراسة من العاملين الأكاديميين والإداريين بالكلية الجامعية والبالغ عددهم (580) موظفاً، وتمثلت عينة الدراسة بـ(120 (موظفاً باستخدام طريقة العينة العشوائية البسيطة بنسبة (20.68%). استخدم الباحثان في هذا البحث المنهج الوصفي التحليلي، وتم تحليل استبانات البحث باستخدام عدد من الأساليب الإحصائية بواسطة حزمة البرامج الإحصائية للعلوم الاجتماعية “SPSS” ، وتوصلت الدراسة للنتائج الآتية: يوجد موافقة بدرجة كبيرة من قبل أفراد العينة على فقرات خصائص العمل حيث بلغت درجة الموافقة 74.47%، فقد احتل بعد تنوع المهارات المرتبة الأولى بوزن نسبي 79.76%، تلا ذلك بُعد أهمية العمل الذي احتل المرتبة الثانية بوزن نسبي 74.67%، أما بعد التغذية الراجعة فقد احتل المرتبة الثالثة بوزن نسبي 74.61%، ثم جاء بعد وحدة العمل في المرتبة الرابعة بوزن نسبي 72.73%، بينما جاء في المرتبة الخامسة بعد الاستقلالية بوزن نسبي 70.49%. أيضا توجد فروق ذات دلالة إحصائية عند مستوى معنوية 0.05 بين متوسطات إجابات المبحوثين حول تطبيق نموذج خصائص العمل تعزى إلى العمر. لا توجد فروق ذات دلالة إحصائية عند مستوى معنوية 0.05 بين متوسطات إجابات المبحوثين حول تطبيق نموذج خصائص العمل تعزى إلى (الجنس، المؤهل العلمي، سنوات الخدمة، المسمى الوظيفي). أوصت الدراسة بالتالي: زيادة الاهتمام بتنوع المهارات وتكليف العاملين بعدد أكبر من أجزاء العمل ضمن مجال التخصص فضلاً عن حاجتهم لمزيد من الاستقلالية لإنجاز اعمالهم؛ السعي إلى إيجاد وصف وظيفي واضح ومتكامل يشتمل على المهام والاختصاصات والأدوار الوظيفية لكافة العاملين في الكلية الجامعية؛ العمل على منح وتحديد الصلاحيات الوظيفية للعاملين بالكلية كافة، كلّ وظيفة حسب مستواها الإداري وبما يتلاءم مع طبيعة العمل الوظيفي؛ بالإضافة إلى التركيز على اتباع التدرج الهرمي الوظيفي في اتخاذ القرارات وتنفيذ الأعمال والإجراءات، مما يساهم في توحيد الإجراءات والقضاء على الازدواجية في استقبال الأوامر والتعليمات. This study aims to identify the status of applying the job five characteristics that contained in the Hackman – Oldham model which are: (independence, diversity of skills, job description, job loyalty and feedback) from the employee’s point of view at the university college of applied sciences in the Gaza Strip. The population of the study consists of (580) academic and administrative employees. Sample random method is used in this study that is (20.68%). Descriptive and analytical approach is used; in addition of using SPSS program to analyze the study questionnaires. The results of the study are as following: there is a high agreement on job characteristics’ paragraphs according to the point of view of the sample, which is (74.47%). The arrangement of the five job characteristics are as follow: the first one is diversity of skills with a relative weight of 79.76%, then job loyalty with a relative weight of 74.67%, the third one is the feedback with a relative weight of 74.61%, and the fourth one is job description with a relative weight of 72.73%, while independence is the fifth one with a relative weight of 70.49%. There are statistically significant differences at significance level of 0.05 for applying job characterize model due to age. There are no statistically significant differences at significance level of 0.05 for applying job characterize model due to (gender, educational level, years of service and career level). The study recommends that: there is a need to increase the skills diversity and to assign employees with many tasks within their specialization, in addition of providing independence in order to accomplish employee’s tasks; there is a need to seek for a clear and integrated job description that includes employee’s tasks, specializations and job roles in the University College; defend and clarify functional job to all employees according to their job’s description and their administrative level; make decisions, procedures and tasks according to the career hierarchy; to contribute standardizing procedures and preventing duplication of receiving orders and instructions.

The purpose of this study is to develop a conceptual framework to identify the impact of marketing ethics on customer loyalty in Palestine. The study relies on two mobile phone companies: Jawwal and Ooredoo Palestine. It accounts for the Palestinian environment, which is characterized by political and economic instability, due to the Israeli occupation since 1948, the division of the homeland (the West Bank and the Gaza Strip), and the Israeli siege on the Gaza Strip. The study contributes to pinpoint the strengths and weaknesses of both companies and sheds light on their marketing and ethical behaviors. Findings show that customer satisfaction greatly affects marketing strategies and ethical behavior. The study concludes with important remarks. Palestinian companies are encouraged to develop their marketing plans and highlight surrounding ethical standards to address special characteristics of the Palestinian society. This will increase customer satisfaction, retention, and loyalty which will positively affect the company's profitability and performance.
