Density effect and optimum density of the urban population in China

This article examines the density effect and the optimum density of the urban population using panel data from China’s 284 cities from 2006 to 2010. Considering the endogeneity problem from the employment density in the density effect, we employ the density of the public transport passenger volume instead, and we control the size effect and the structure effect to obtain more reasonable results. Our results indicate that, using the dependent variables of product per labour and wage, the density effect shows an inverted U shape. Further study shows that the optimum urban population density gauged by the total urban population divided by the built-up area is approximately 13,000 people per km2 for the prefecture-level cities in China. The results are robust. Based on the concept and value of the optimum urban population density, China has a huge potential urban land use capacity of approximately 28% of total built-up area. China’s expansion of the city built-up area and the process of population urbanisation should be coordinated by the optimum urban population density.

Seven models of the quadratic gamma type (negative-exponential, normal, inverse-power, quadratic negative-exponential, gamma, normal gamma, and quadratic gamma distributions) and the equilibrium models of Amson are tested by use of data from Bristol, Coventry, Derby, Leicester, Nottingham, Leeds, and Bradford. The first five of these cities are tested at two levels: By use of all radial distances and by use of only those less than four kilometres. The object of these tests was to detect differences in goodness of fit at the city centre and overall. The last two cities were used to test a model proposed to describe intercity population distributions.

Previously published studies on population distribution were based on the provincial level, while the number of urban-level studies is more limited. In addition, the rough spatial resolution of traditional nighttime light (NTL) data has limited their fine application in current small-scale population distribution research. For the purpose of studying the spatial distribution of populations at the urban scale, we proposed a new index (i.e., the road network adjusted human settlement index, RNAHSI) by integrating Luojia 1-01 (LJ 1-01) NTL data, the enhanced vegetation index (EVI), and road network density (RND) data based on population density relationships to depict the spatial distribution of urban human settlements. The RNAHSI updated the high-resolution NTL data and combined the RND data on the basis of human settlement index (HSI) data to refine the spatial pattern of urban population distribution. The results indicated that the mean relative error (MRE) between the population estimation data based on the RNAHSI and the demographic data was 34.80%, which was lower than that in the HSI and WorldPop dataset. This index is suitable primarily for the study of urban population distribution, as the RNAHSI can clearly highlight human activities in areas with dense urban road networks and can refine the spatial heterogeneity of impervious areas. In addition, we also drew a population density map of the city of Shenzhen with a 100 m spatial resolution for 2018 based on the RNAHSI, which has great reference significance for urban management and urban resource allocation.

Purpose – The purpose of this paper is to examine the factors that impact assessment of police performance across the two types of policing methods, and explains the differing police public dynamics at the field level. Design/methodology/approach – This paper examines the varying police public dynamics in areas with and without community policing. For this purpose data were obtained from a survey conducted in the City of Calicut where the Janamaitri community policing program was implemented in some of the police stations. To obtain a contrasting perspective in areas without community policing, survey was also conducted in areas where community policing was not conducted. The method adopted in this study is to map people's perception of police performance and factors impacting it across the two areas and compare the same. The comparison is done by examining the OLS regression in the two areas with same independent and dependent variables, and explaining similarities and contrasts in trends. Findings – It concludes that while community policing has great advantages over conventional policing, it has the challenge of increasing expectation among the public and diminishing impact of certain factors that are relevant in conventional police service delivery mechanisms. Originality/value – There is one of the first studies comparing and analyzing the differing police public dynamics in areas with community policing and areas with conventional policing. It provides an insight into how public perception of police is formed in these differing environments.

High-speed rail (HSR) increases the non-local connections in cities and plays an essential role in urban land use efficiency. This paper uses a multi-period difference-in-difference model and a threshold model based on sample data that cover 284 Chinese cities from 2003–2018 to investigate the impact of HSR on urban land use efficiency. The results show that there is a 0.021 increase in urban land use efficiency after opening the HSR. The number of HSR stations and routes can increase the urban land use efficiency by 0.004 and 0.013, respectively. Compared with the cities in the East, the midwestern ones are more vulnerable to the impact of HSR. In particular, the positive impact of the number of HSR stations on the urban land use efficiency in cities with an urban population density exceeding 795 person/km2 is two times larger than cities with an urban population density of less than 795 person/km2. In addition, the impact of the number of HSR routes on urban land use efficiency in cities with an urban population density of less than 1003 person/km2 is five times larger than that of cities with an urban population density exceeding 1003 person/km2.

Africa has been undergoing a rapid urbanization process, which is critical to the achievement of the 11th Sustainable Development Goal (SDG11). Using population density data from LandScan, we proposed a population density-based thresholding method to generate urban land and urban population data in Africa from 2001 to 2019, which were further applied to detect the spatiotemporal characteristics of Africa’s urbanization. The results showed that urban land and urban population have both grown rapidly in Africa, which increased by about 5.92% and 4.91%, respectively. The top three countries with the most intense urbanization process in Africa are Nigeria, the Democratic Republic of the Congo, and Ethiopia. The coupling relationship index of urban land expansion and population growth was 0.76 in Africa during 2001–2019. Meanwhile, the total proportion of uncoordinated development types at the provincial level was getting higher, which indicated an uncoordinated relationship between urban land expansion and population growth in Africa. Cropland, grassland, rural land, and forests were the most land-use types occupied by urban expansion. The proportion of cropland, grassland, and forests occupied was getting higher and higher from 2001 to 2019. The extensive urban land use may have an impact on the environmental and economic benefits brought by urbanization, which needs further research.

The use of public buses constitutes the primary daily transportation mode for commuters inside the city of Yangon. The efficiency of the public bus transportation service is important to the local government in terms of public safety and energy saving. The main objective of this study is to understand the current public bus transportation problems in Yangon and to propose a new improved method for the allocation of bus stops. In this study, an on-board survey was conducted to collect bus-passenger counts. Moreover, a check-point survey was carried out to determine the passenger volume at each bus stop and to decide whether the bus stop should be relocated. Finally, a geographic information systems (GIS) model was developed to determine the optimized bus-stop locations based on the passenger volume and on various public-facility locations (such as offices and shopping centers). This study aims to support the Yangon Bus Service (YBS), a major bus transportation service in Yangon city – Myanmar, to optimize its bus network.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

Proposals have been formulated to reduce the vulnerability of the urban population in the long term and to eliminate traffic congestion and congestion — jams.

The article discusses main issues of organizing activities for the treatment of stray and street animals in the city of Novosibirsk. The important role of successful solving the problem of stray animals in ensuring environmental comfort and safety of the urban population is noted. Definitions of the concepts “stray animals” and “street animals” are given, the differences between them are emphasized. The main regulatory and legal documents governing the handling of stray and street animals are listed. The ways in which domestic animals get into a stray state are described briefly. The results of the collection and analysis of information on the activities of shelters for stray animals in Novosibirsk are described. The information on the quantitative indicators of the shelters are given. Conclusions on how to solve the problem of stray animals, relying on the latest regulations are drawn.
