This article examines the evolution of international thought through the notion of ‘political space’. It focuses on two important domains of international politics, the nation-state and the global, to reflect on spatial categories in the discipline of International Relations (IR). Since its inception, the concept of the nation-state has dominated mainstream IR theory. Yet an investigation of how international order has been theorized over IR’s first century shows that this era has also been defined by globalist visions of political order. Nowadays, globalization is sometimes seen as the apex of the historical interplay of particularity and universality. The progression towards global political and economic order, however, is today undermined by the resurgence of state-centric political nationalism which seeks to challenge the legitimacy of the global political space. By examining how past international thinkers including Alfred Zimmern, Barbara Ward, Hans Morgenthau, E. H. Carr and John Herz, imagined and interpreted the relations of space and politics in the national and global spheres, this article suggests that spatial thinking offers an insightful approach for theorizing international relations. The article argues that the global and national spaces attain their political meanings through divisions as well as interactions and connections. The focus on divisions, exemplified in the writings of Barbara Ward, helps to make sense of the modus operandi of power in the national and global political spaces by investigating differences, tensions and instability.

This chapter discusses what is often regarded as the central institution, not only of domestic or national political order but also of current international or global order—the state. Alongside the state, we must also consider the idea of the nation and the ideology of nationalism—perhaps the most powerful political ideology to emerge in the modern world. There is, however, another form of international political order that has actually been far more common throughout history, and that is empire. With the rise of modernity from around the beginning of the seventeenth century, we also encounter the rise of the modern state and state system in Europe along with ideas about sovereignty, citizenship, the nation-state, and democracy. The chapter then looks at the effective globalization of the European state system through modern imperialism and colonialism and the extent to which these have been productive of contemporary global order.

AbstractIn the early years of the twenty-first century the narrative of “emerging powers” and “rising powers” seemed to provide a clear and powerful picture of how international relations and global politics were changing. Yet dramatic changes in the global system have led many to conclude that the focus on the BRICS and the obsession with the idea of rising powers reflected a particular moment in time that has now passed. The story line is now about backlash at the core; and, with the exception of China, rising powers have returned to their role as secondary or supporting actors in the drama of global politics. Such a conclusion is profoundly mistaken for three sets of reasons: the continued reality of the post-Western global order; the need to understand nationalist backlash as a global phenomenon; and the imperative of locating and strengthening a new pluralist conception of global order.

AbstractAnarchism does not feature in contemporary international relations (IR) as a discreet approach to world politics because until very recently it was antithetical to the traditional use-value of a discipline largely structured around the needs and intellectual demands of providing for the world's Foreign Offices and State Departments. This article tells part of the story of how this came to be so by revisiting the historiography of the discipline and an early debate between Harold Laski and Hans Morgenthau. What I will show here is that Morgenthau's Schmittian-informed theory of the nation state was diametrically opposed to Laski's Proudhon-informed pluralist state theory. Morgenthau's success and the triumph of Realism structured the subsequent evolution of the discipline. What was to characterise the early stages of this evolution was IR's professional and intellectual statism. The subsequent historiography of the discipline has also played a part in retrospectively keeping anarchism out. This article demonstrates how a return to this early debate and the historiography of the discipline opens up a little more room for anarchism in contemporary IR and suggests further avenues for research.

Abstract“Civilization” is back at the forefront of global policy debates. The leaders of rising powers such as China, India, Turkey, and Russia have stressed their civilizational identity in framing their domestic and foreign policy platforms. An emphasis on civilizational identity is also evident in U.S. president Donald Trump's domestic and foreign policy. Some analysts argue that the twenty-first century might belong to the civilization state, just as the past few centuries were dominated by the nation-state. But is the rise of civilization state inevitable? Will it further undermine the liberal international order and fuel a clash of civilizations, as predicted by the late Samuel Huntington? Or might ideas from East Asian and other non-Western civilizations contribute to greater pluralism in our thinking about world order and the study of international relations?

A constant source of concern for feminists working in International Relations (IR) has been the field’s implied or stated boundaries. During the first ten years of its existence (roughly covering the years 1985–1995), the main goal of feminist IR was to challenge a caged-in knowledge realm that excluded more phenomena than it promised to seek. By the early twenty-first century, IR had devolved into a camp structure that was able to accommodate on the inside all manner of theories, people, and places. Yet while feminism contributed to troubled boundaries of IR, it did so against the backdrop of internal boundary dilemmas of inside and outside, good women/bad women, authentic versus dominant voice, gender versus feminism, and so on. Today, feminist IR is somewhat different from its earlier orientations. It now draws heavily on postmodern thinking about margins, multiple truths, subjugated identities and discourses, and power in general, and takes on IR theory and methodology using insights from postmodern thinking and other disciplines such as anthropology and geography. Feminist IR continues to bring new locations of the international and relations to the fore. Two such areas deal with the subject of violent women in international relations and the urgencies of development around the world.

This book examines the emergence of globalism in visions of world order in Britain and the United States during the period 1939–1950. It considers the proposals advanced by American, British, and émigré intellectuals for ordering the post-war world, in which they envisaged competing schemes of global orders motivated by concerns for the future of democracy, the prospects of liberty and diversity, and the decline of the imperial system. It also explores the competing meanings of the global as a political space in mid-century thought, and how the idea of political space provides a helpful connection between the concrete geopolitics of international relations and the abstract notion of order. This chapter provides an overview of the book’s main themes, including the notion of “democratic federalism,” the problem of empires and their position in a new global order, and the interrelationships among Catholicism, pluralism, and global democracy.

Multiple citizenship was once thought to signify disloyalty to the nation-state and threaten the sovereign international system, hence considered an aberration that should be limited. However, International Relations is in the process of reconceptualising its approaches and moving away from state-centrism so that it may better address the challenges of a transnationalising world. Examining the concept of multiple citizenship provides an opportunity to expand IR research agendas and transnationalise IR theory. Employing a multidisciplinary literature review, this article identifies the possible ways through which investigating multiple citizenship can contribute in advancing the discipline’s theorisations. Firstly, it contends that an analytical focus on multiple citizenship enriches IR theory by re-examining concepts which have not been adequately questioned in traditional IR and enabling deterritorialisation of the sovereign nation-state, de-conflation of the nation from the state, and reconsideration of the relationship between citizens and nation-states. Secondly, multiple citizenship can serve a base for considerations about globalisation and the future of the nation-state; it can also be used to obtain glimpses into issues, which may affect larger portions of the global population in the future. This article concludes by arguing for more serious probe to the concept of multiple citizenship in IR.

In this paper, I discuss issues revolving around history, historiography, alterity, difference and otherness concealed in the doubled Indian/South Asian label used to describe Indian/South Asian dance genres in the UK. The paper traces the historical genealogy of the South Asian label to US, Indian and British contexts and describes how the South Asian enunciation fed into Indian nation-state historiography and politics in the 1950s. I conclude by describing how Akademi: South Asian Dance, a leading London based arts organisation, explored the ambivalence in the doubled Indian/South Asian label by renaming itself in 1997, and forging new local/global networks of communication and artistic exchange between Indian and British based dancers and choreographers at the turn of the twenty-first century.

This book examines questions of identity, nationalism, and marginalization in the contemporary Egyptian novel from a postcolonial lens. Under colonial rule, the Egyptian novel invoked a sovereign nation-state by basking in its perceived unity. After independence, the novel professed disenchantment with state practices and unequal class and gender relations, without disrupting the nation’s imagined racial and ethno-religious homogeneity. This book identifies a trend in the twenty-first-century Egyptian novel that shatters this singular view, with the rise of a new consciousness that presents Egypt as fundamentally heterogeneous. Through a robust analysis of “new-consciousness” novels by authors like Idris ᶜAli, Bahaᵓ Tahir, Miral al-Tahawi, and Yusuf Zaydan, the author argues that this new consciousness does not only respond to predominant discourses of difference and practices of differentiation along the axes of race, ethno-religion, class, and gender by bringing the experiences of Nubian, Amazigh, Bedouin, Coptic, Jewish, and women minorities to the fore of Egypt’s literary imaginary, but also heralds the cacophony of voices that collectively cried for social justice from Tahrir Square in Egypt’s 2011-uprising. This study responds to the changing iconographic, semiotic, and formal features of the Egyptian novel. It fulfills the critical task of identifying an emergent novelistic genre and develops historically reflexive methodologies that interpret new-consciousness novels and their mediatory role in formalizing and articulating their historical moment. By adopting this context-specific approach to studying novelistic evolution, this book locates some of the strands that have been missing from the complex whole of Egypt’s culture and literary history.

There are many non-traditional additions to the influential works in the international or international context, which have expanded and become very large.  Some of them have not entered into this field of international relations. Hence the need to supplement, renew and add new concepts There digital (electronic) factor, has become the key to the hard and soft domination of international units, and an important input in international relations, especially the twenty-first century. We have been able to explore the reality of the international interaction based on (cooperation, competition, conflict). In conclusion, the global system will remain state-based and international organizations. At the same time, it will continue to be born and no states in its interactions with the ease of use of digital technology by individuals on the planet..
