The Myth of the “Civilization State”: Rising Powers and the Cultural Challenge to World Order

Abstract“Civilization” is back at the forefront of global policy debates. The leaders of rising powers such as China, India, Turkey, and Russia have stressed their civilizational identity in framing their domestic and foreign policy platforms. An emphasis on civilizational identity is also evident in U.S. president Donald Trump's domestic and foreign policy. Some analysts argue that the twenty-first century might belong to the civilization state, just as the past few centuries were dominated by the nation-state. But is the rise of civilization state inevitable? Will it further undermine the liberal international order and fuel a clash of civilizations, as predicted by the late Samuel Huntington? Or might ideas from East Asian and other non-Western civilizations contribute to greater pluralism in our thinking about world order and the study of international relations?

The international relations (IR) curriculum has long presented a dichotomy between the so-called “realist” and “idealist” positions. Idealists seek to embody universal norms of justice in foreign policy. Realists, by contrast, see competition between states, the balance of power, and relative advantage as basic to international politics. Though considered polar opposites, both the realist and idealist affirm the primacy of the nation state as a sovereign political unit, and so neither embraces cosmopolitanism in the strongest sense, i.e., the transcendence of national divisions as such. Opening up the IR curriculum to such a radical possibility requires its reframing in terms of underlying, ethical worldviews. Under this lens, it becomes evident that the realist and idealist share far more in common than contemporary policy debates would suggest. It also points us toward the space for an alternate ethical worldview, provided by Stoic rationalism, which is more viable for grounding cosmopolitan thought.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

Since the end of the Cold War, religion has been systematically brought to the fore of American foreign policy. US foreign policymakers have been increasingly tasked with promoting religious freedom globally, delivering humanitarian and development aid abroad through faith-based channels, pacifying Muslim politics and reforming Islamic theologies in the context of fighting terrorism, and engaging religious actors to solve multiple conflicts and crises around the world. Across a range of different domains, religion has progressively become an explicit and organized subject and object of US foreign policy in ways that were unimaginable just a few decades ago. If God was supposed to be vanquished by the forces of modernity and secularization, why has the United States increasingly sought to understand and manage religion abroad? In what ways have the boundaries between faith and state been redefined as religion has become operationalized in American foreign policy? What kind of world order is emerging in the twenty-first century as the most powerful state in the international system has come to intervene in sustained and systematic ways in sacred landscapes around the globe? This book addresses these questions by developing an original theoretical framework and drawing upon extensive empirical research and interviews. It argues that American foreign policy and religious forces have become ever more inextricably entangled in an age witnessing a global resurgence of religion and the emergence of a postsecular world society.

India has emerged as a leading voice in global affairs in the past two decades. Its fast-growing domestic market largely explains the ardour with which Delhi is courted by powers great and small. India is also becoming increasingly important to global geostrategic calculations, being the only Asian country with the heft to counterbalance China over time. Nevertheless, India’s foreign policy has been relatively neglected in the existing literature. This concluding chapter reflects on marriage in the contemporary West, noting that it has become an affective arrangement. In Britain and the northern European countries that still retain a constitutional form of monarchy, twenty-first-century royalty now prefer their own subjects as marriage partners, even if it means marrying a commoner like Kate Middleton. To the extent that these marriages to indigenous commoners have any bearing on foreign policy, they reaffirm the nationalist sentiments of the post-Westphalian state. The chapter argues that, despite all the legal rationality, global peace remains as elusive now as it was when Europeans tried to settle their quarrels through interdynastic marriage. It suggests that the opposition between the West and its post-Cold War enemies has brought the matter of gender and the place of women once more to the center of international relations.

In January 2019, a leading Canadian foreign policy blog, OpenCanada.org, declared that “[u]nder the government of Justin Trudeau, Canada has embraced a feminist foreign policy—gradually at first, and with fervor over the past year.” Although critics have debated the policy’s effectiveness, the embrace, if not also the fervor, was indisputable. By 2019, the Trudeau government’s second foreign minister, Chrystia Freeland, was proclaiming Canada’s feminist approach to international relations openly and regularly. The international community had also noticed. This article investigates the origins of the new Canadian foreign policy “brand.” It finds that, contrary to popular thinking, the prime minister himself played at most a minor role in the initiation of what became a full-fledged transformation of Canada’s global image.

AbstractIn the early years of the twenty-first century the narrative of “emerging powers” and “rising powers” seemed to provide a clear and powerful picture of how international relations and global politics were changing. Yet dramatic changes in the global system have led many to conclude that the focus on the BRICS and the obsession with the idea of rising powers reflected a particular moment in time that has now passed. The story line is now about backlash at the core; and, with the exception of China, rising powers have returned to their role as secondary or supporting actors in the drama of global politics. Such a conclusion is profoundly mistaken for three sets of reasons: the continued reality of the post-Western global order; the need to understand nationalist backlash as a global phenomenon; and the imperative of locating and strengthening a new pluralist conception of global order.

Identity has come to figure prominently in the study of foreign policy since the 1990s when it was first introduced by constructivist theorists in International Relations. Consensus on what identity is and what it does in relation to foreign policy does not exist and is unlikely to be ever forged. Some scholars investigate state identity—how it impacts foreign policy processes while simultaneously being impacted by international structures. Others use the concept of identification to examine what foreign policy means for the constitution of modern political subjectivities. Still others seek to bring together constructivist identity scholarship together with more established approaches in Foreign Policy Analysis. This article considers the contextual emergence and evolution of the “identity and foreign policy” scholarship in its many different and differing streams. The large volume of literature produced on this subject over the past two and a half decades defies an easy summary of its theoretical and empirical contributions, but an overview of the main controversies and debates should provide the reader with a solid foundation for further research.

The tendency for Chinese foreign policy elites to securitize culture in international relations by portraying it as a zone of intense contestation with other states suggests that China’s rise will be rocky. Some seek to defend China’s cultural autonomy from American hegemony, others, to establish Chinese domination over weaker states.
