Highlighting public-service actors’ deliberately tokenistic or self-serving efforts, existing literature has shown that public participation often involves the co-optation of sympathetic citizens. In contrast, our study demonstrates that participatory advocates may discredit and marginalize critical voices despite their own inclusive, democratic ideals. We analyze the entangled legitimacy claims of participating citizens and “inviting” public-service actors, capturing (a) the often-unintended dynamics through which the inclusion of particular participants legitimizes the exclusion of others, while illuminating (b) the tenacious propensity of participatory initiatives to establish “constructive cooperation” as the norm for participation and, subsequently, to normalize exclusionary practices.

US administrative law forms a body of law that is considered to be particularly ‘political’. From an early stage on, US administrative law has endeavoured to provide instruments and procedures that foster and implement democratic ideals and concepts; consequently, US ‘freedom of information’ and the standards of public participation in the rulemaking process have often served as a model for foreign administrative law systems. Nevertheless, the agency actions have constantly been questioned and disputed. This book offers a systematic analysis of the constitutional foundations as well as the procedures, of liability and judicial review in administrative matters, and it examines the legitimacy of the American ‘administrative state’.

Penerapan reformasi birokrasi di bidang anggaran manajemen dianggap tidak memiliki sistem terstruktur. Dalam pemerintah daerah, hal ini ditandai dengan transparansi yang rendah dan akuntabilitas dalam sistem penganggaran lokal. Sistem manajemen keuangan yang mana masih kontradiktif dengan tujuan pemerintahan yang baik membutuhkan transparansi dan akuntabilitas dalam semua bidang pemerintahan. Munculnya e-budgeting secara tidak langsung menjadi bukti pemanfaatan program e-government di Indonesia. Trasnparansi dan partisipasi masyarakat diharapkan mendukung pemerintah untuk melakukan perbaikan dalam kualitas pelayanan publik.Kata Kunci : Reformasi Birokrasi, Good Governance, E-Budgeting, Good GovernanceThe application of bureaucracy reform in the field of management budget is considered not to having structurized systems. In a district government, it is characterized by low transparency and accountability in Local Budgeting system. Finance management system however still is contradictive with the objective of good governance that requires transparency and accountability in all areas of government. The emergence of e-budgeting indirectly becomes a proof of the utilization of e-government program in Indonesia. The public service quality in The Investment and One Stop Service (TIOSS) Office of Bandung Barat Regency was not optimal. The public participation and discretion were the crucial factors to improve the quality of the public service. Hence, this research examined the influence of the public participation and discretion factors to improve the public service quality in TIOSS Office of Bandung Barat Regency. This research used the mixed method. Quantitative method was reflected through survei technique data collection which then was analyzed through Structural Equation Model and Partial Least Square. While qualitative method was reflected through Focus Group Discussion technique. The results were, first, public participation and the discretion had a positive and significant impact to the public service quality. Second, the public participation variable partially had a greater effect than the discretion variable to improve the quality of the public service. The research suggested that TIOSS Office of Bandung Barat Regency should undertake synergic, comprehensive, and continuous of public participation and discretion practices in order to improve public service quality.

Terdapat motivasi intrinsik yang memengaruhi kepuasan kerja pegawai di sektor publik yakni Public Service Motivation (PSM)dimana para pegawai yang lebih mementingkan memberikan pelayanan publik dibandingkan kepentingan pribadi. Penelitian ini bertujuan untuk menganalisis menganalisis pengaruh dimensi Public Service Motivation (PSM)terhadap kepuasan kerja perawat di RSUD Haji Makassar.Penelitian dilaksanakan di RSUD Haji Makassar, Jenis penelitian yang digunakan adalah pendekatan cross sectional.Penarikan sampel dilakukan dengan teknik proportional random sampling dan simple random sampling dengan jumlah sampel sebanyak 142 orang. Analisis yang digunakan adalah chisquare dan uji regresi. Hasil penelitianmenunjukkan bahwa ada pengaruh signifikan antara attraction to public participation, commitment to public values, compassion, self sacrifice terhadap kepuasan kerja perawat RSUD Haji Makassar (p value (0.001) < 0.05) dan compassion menunjukkan pengaruh yang paling besar terhadap kepuasan kerja perawat dengan koefisien 0,519, kemudian diikuti oleh self sacrifice dengan koefisien 0.744, commitment to public values dengan koefisien 0,482 attraction to public participationdengan koefisien 0,454.

This study aims to analyze the practice of the implementation of e-government at the kelurahan level as the lowest level of governance. This study employed the descriptive qualitative method. Besides that, the search through various official documents record, in print and electronic mass media was also conducted. The results of the study showed that the level of e-government at the kelurahan level has not run effectively due to the lack of optimal infrastructure provision, efficiency, community satisfaction, apparatus adaptation to application, development, and lifespan. With technology, the government is able to use innovative ways of communicating with communities, these facilities can ideally improve the quality of government services and provide greater opportunities for the public participation in public service processes to support smartcity. Therefore, there must be efforts to improve such obstacles which can be done by improving infrastructure, developing human resource and strengthening regulations.

<p class="AbstakIndo" align="left"><strong><em>Abstract</em></strong></p><p><em>As a democratic country,  public participation in implementing governance is a must. Law No. 25/2009 about public service is prepared by open, participative, and progressive which it puts public participation as one of the elements in public service. Public involvement started from drafting phase to an enactment which realized on the instrument of public service standards. Drafting a service standard based on the participatory citizen is one of the service provider’s obligation in order to realize certainty in service. Service standard can prevent maladministration action as well as being a public control. This has been further published in the technical regulations. In reality, however, there are service providers have not arranged the instrument of service standard yet.  As one of service delivery, the village is obliged to provide excellent public service. The purpose of this writting to know the consistency of legal arrangements with the practice in the field. This article uses normative legal research methods. Legal rules become references in this paper.  A theory which is used to analyze is ‘new public service’ that play citizen as a party in service so that involvement becomes an important element.</em></p><strong>Key words<em> : </em></strong><em>Citizen Participation; Public Service; Service Standard</em>

Abstract The holding of the first simultaneous elections in Indonesia is full of the complexity of the problems. Bawaslu, as an institution tasked with overseeing the implementation of the election, has limitations in terms of area coverage, personnel, objects of oversight are very much. Supervision outside the Bawaslu needs to be strengthened to realize quality elections. The urgency of public participation in the supervision of simultaneous election is not only will strengthen the oversight capacity of the holding of elections, but an oversight by civil society also encourages the expansion of the area of supervision. Participatory oversight by the public is one of the important pillars in carrying out the controlling function of the simultaneous election. Supervision by the public (participatory) is part of the implementation of good governance in the holding of simultaneous elections in Indonesia. The level of community participation is closely related to the level of public trust, legitimacy, accountability, public service quality, and preventing public disobedience. Keywords: Information disclosure,  public service, good governance. Abstrak Penyelenggaraan pemilu serentak pertama di Indonesia penuh dengan kompleksitas permasalahannya. Bawaslu sebagai lembaga yang bertugas untuk mengawasi penyelenggaraan pemilu tersebut memiliki keterbatasan dalam hal jangkauan wilayah, personil, obyek pengawasan yang sangat banyak. Pengawasan di luar Bawaslu perlu untuk diperkuat untuk mewujudkan pemilu yang berkualitas. Urgensi keterlibatan atau peran serta masyarakat dalam pengawasan pemilu serentak, tidak saja akan memperkuat kapasitas pengawasan terhadap penyelenggaraan pemilu, namun pengawasan yang dilakukan oleh civil society pun mendorong perluasan terhadap wilayah pengawasan. Pengawasan partisipatif oleh masyarakat merupakan salah satu pilar penting dalam menjalankan fungsi controlling terhadap pemilu serentak. Pengawasan yang dilakukan masyarakat (partisipatif) merupakan bagian dari pelaksanaan good governance dalam penyelenggaraan pemilu serentak di Indonesia. Tingkat partisipasi masyarakat sangat berhubungan dengan tingkat kepercayaan masyarakat (public trust), legilimasi (legitimacy), tanggung gugat (accountability), kualitas layanan pablik (public servis quality) dan mencegah gerakan pembangkangan publik (public disobedience). Kata Kunci: Pemilu serentak; pengawasan partisipatif; pemilu; Bawaslu; good governance.

This paper considers the recent inquiry of the Department of Broadband, Communications and the Digital Economy into the future of public service media in a digital environment in the context of both the author's own work on the history of the Special Broadcasting Service (Ang et al., 2008) and the continuing obligations and challenges that public service media face in terms of the wider remit of helping audiences to negotiate the reality of cultural diversity and difference. It focuses on how SBS has contributed to an expanded understanding of the nature of citizenship in contemporary Australian society, challenges it faces in extending that understanding of citizenship to expanded public participation in the creation and distribution of media content, and its current and future relationship to the Australian Broadcasting Corporation.
