Celebrating the Great Union through Smart Digital Solutions: Lessons from Alba Iulia, Romania

After World War I, Transylvania became part of Romania in 1918 through what is called the Great Union. After 100 years, Alba Iulia authorities celebrated the Unification Centennial in a symbolic way by testing and implementing 100 smart digital projects. The research question is asked, Is Alba Iulia a true smart city? Methodologically, we centralized the urban regeneration and sustainable development projects, plotting them on a map using geographic information system ArcGIS 16.2 software. The results were interpreted using the arch over time method and emphasized the sustainable development tendencies of the Union City a century later. Its policies and projects make Alba Iulia a model for emergent development despite some unsolved gaps such as social inclusion of marginal communities or real urban smart functionality. Conclusively, the current poor implementation of smart applications certifies Alba Iulia’s digital city status, not as one of smart city.

Fab Labs as manufacturing laboratories that stimulate innovation and collaboration are nowadays proliferating within universities. Given the new social challenges, framed within the Sustainable Development Goals (SDG), we formulate the following research question: Are Fab Labs an effective tool for the promotion of social innovation from universities? To answer this question, a mixed analysis has been carried out focusing on the case of ProteinLab UTEM. The approach aims to generate a model for the promotion of social innovation from universities through Fab Labs, linking the quadruple helix actors. The objective of this model is to show how Fab Labs can become an effective instrument to promote social innovation from universities. The contribution of this article lies in linking Fab Labs with social innovation through the university’s third mission. Our approach considers Fab Labs as an instrument for the development of social innovations within the university, which contribute, through the third mission, to the social and sustainable development of its environment. As a result of this research, a model is presented for the development of social innovation from universities through Fab Labs. Our research concludes that Fab Labs are an effective instrument for the promotion of social innovation from universities.

The article analyzes the main causes of resistance to the principles of the sustainable development concept as the results of the research in the oil company "Bashneft". In addition, the article describes the main risks of the industry, which led to changes in strategy and, as a consequence, changes in project portfolio, including sustainable development projects. There is also a system of the implementation management of the changes related to the sustainable development concept developed and the main methods of combating and preventing resistance identified in the article.

The Sustainable Development Strategy implies a targeted long-term process that affects economic, social, environmental and institutional aspects of life. The goal is to meet the social and economic interests of citizens, reduce poverty, reduce unemployment and gender inequalities and reduce negative impacts on natural resources and the environment, resulting in long-term economic growth with economic efficiency, technology and innovation. Accordingly, in 2015, the United Nations adopted Resolution A / RES / 70/1 - Transforming our world: the 2030 Agenda for Sustainable Development, based on three dimensions of sustainable development: economic growth, social inclusion and environmental protection. At the end of the 20th century, parallel with the theory of development, which turned into the concept of sustainable development, there was globalization that integrated the entire world regions in order to gain as strong economic and financial positions as possible on the world stage. Today, Serbia is not in a position to choose whether to engage in modern globalization processes, but it must continue the initiated transitional reforms and accession to the European Union, regardless of the economic, political or environmental consequences. By implementing national policies, Serbia should aim at national and economic sovereignty, which will further influence sustainable development. Only by changing the current economic policy, by creating a national strategy based on the exploitation of domestic economic and industrial potentials, by reducing unemployment, social responsibility and individual freedom, economic growth and sustainable development can be achieved. This work, besides the introduction, consists of materials based on the presentation of the sustainable development strategy of the Republic of Serbia and also presents the results and discussion that draft the current situation with possible solutions to achieve sustainable development in the future. Finally, the final ratifications are provided.

This chapter proposes to discuss the application of authentic leadership as the ‘vehicle' forward for tourism. Specifically, how authentic leaders in the tourism industry can help achieve the United Nations Sustainable Development Goals (SDGs), and why they are important to the Tasmanian tourism industry. As such, the authors propose the research question: How can authentic leadership enable the sustainable development of tourism in Tasmania? This chapter commences by exploring tourism in Tasmania and the related leadership gap found in the industry, followed by a brief explanation of our critical review method. The literature review then examines how tourism, a diverse industry, has the potential to contribute to the United Nation's SDGs. The authors aim to demonstrate how sound authentic leadership behaviours among tourist vendors facilitate ethical employment practices and economic growth in Tasmania. Finally, the chapter explores the possible implications of a synthesis of authentic leadership and sustainable development in the context of Tasmania.

The emergence of the Internet of Things (IoT) as the new paradigm of Information and Communication Technology (ICT) and rapid changes in technology and urban needs urge cities around the world towards formulating smart city policies. Nevertheless, policy makers, city planners, and practitioners appear to have quite different expectations from what smart cities can offer them. This has led to the emergence of different types of smart cities and pathways of development. This paper aims to answer the research question: When comparing a selection of smart city projects, can we classify pathways for their implementation? We do this by using a cross-case research design of four cities to explore commonalities and differences in development patterns. An input-output (IO) model of smart city development is used to retrieve which design variables are at play and lead to which output. The four cases pertain to the following smart city projects: Smart Dubai, Masdar City, Barcelona Smart City, and Amsterdam Smart City. Our analysis shows that Amsterdam is based on a business-driven approach that puts innovation at its core; for Masdar, technological optimism is the main essence of the pathway; social inclusion is the focus of Barcelona Smart City; and visionary ambitious leadership is the main driver for Smart Dubai. Based on these insights, a classification for smart city development pathways is established. The results of the present study are useful to academic researchers, smart city practitioners, and policy makers.

The transformation and the sustainable development of the resource-based cities have been a global problem. Those resource-based cities are facing various crises such as resource exhaustion, economic recession, unemployment rate increasing etc. In this thesis, taking the construction of the Smart City as a breakthrough, industrial structure adjustment and sustainable utilization in resource-based cities would be impelled by using smart technology from city management, infrastructure construction and environment protection three factors. Meanwhile, those crises which have existed would be solved in the same way. Thus the sustainable development can be achieved in resource-based cities.

The term lateral pressure refers to any tendency (or propensity) of states, firms, and other entities to expand their activities and exert influence and control beyond their established boundaries, whether for economic, political, military, scientific, religious, or other purposes. Framed by Robert C. North and Nazli Choucri, the theory addresses the sources and consequences of such a tendency. This chapter presents the core features—assumptions, logic, core variables, and dynamics—and summarizes the quantitative work undertaken to date. Some aspects of the theory analysis are more readily quantifiable than others. Some are consistent with conventional theory in international relations. Others are based on insights and evidence from other areas of knowledge, thus departing from tradition in potentially significant ways. Initially applied to the causes of war, the theory focuses on the question of: Who does what, when, how, and with what consequences? The causal logic in lateral pressure theory runs from the internal drivers (i.e., the master variables that shape the profiles of states) through the intervening variables (i.e., aggregated and articulated demands given prevailing capabilities), and the outcomes often generate added complexities. To the extent that states expand their activities outside territorial boundaries, driven by a wide range of capabilities and motivations, they are likely to encounter other states similarly engaged. The intersection among spheres of influence is the first step in complex dynamics that lead to hostilities, escalation, and eventually conflict and violence. The quantitative analysis of lateral pressure theory consists of six distinct phases. The first phase began with a large-scale, cross-national, multiple equation econometric investigation of the 45 years leading to World War I, followed by a system of simultaneous equations representing conflict dynamics among competing powers in the post–World War II era. The second phase is a detailed econometric analysis of Japan over the span of more than a century and two World Wars. The third phase of lateral pressure involves system dynamics modeling of growth and expansion of states from 1970s to the end of the 20th century and explores the use of fuzzy logic in this process. The fourth phase focuses on the state-based sources of anthropogenic greenhouse gases to endogenize the natural environment in the study of international relations. The fifth phase presents a detailed ontology of the driving variables shaping lateral pressure and their critical constituents in order to (a) frame their interconnections, (b) capture knowledge on sustainable development, (c) create knowledge management methods for the search, retrieval, and use of knowledge on sustainable development and (d) examine the use of visualization techniques for knowledge display and analysis. The sixth, and most recent, phase of lateral pressure theory and empirical analysis examines the new realities created by the construction of cyberspace and interactions with the traditional international order.

More than being funders of development projects, international financial institutions (IFIs) should also be viewed as international law-makers, or more specifically as participants in the international law-making process relating to sustainable development. Achievement of the Sustainable Development Goals (SDGs), as endorsed by the UN General Assembly, relies not only on the IFIs’ continued performance of their economic functions, but also on their collective efforts to set and apply standards for integrating economic, environmental and social considerations in development projects. In presenting IFIs as law-makers in the field of sustainable development, this article focuses on the ‘safeguard systems’ that IFIs have individually created in order to ensure the sustainability of the development projects they finance. Through the safeguard system and its components’ respective functions, IFIs clarify, elaborate and operationalise the concept of sustainable development, and thereby participate in the international law-making process relating to this concept. Additionally, the IFIs’ participation involves enabling other non-state actors to also participate in development decision-making at the international level. The law-making functions of IFIs and the emergence of a droit commun among them bear valuable insights and implications on the current discussion surrounding the new institutions, whose entry into the multilateral development banking system has elicited anxiety about a race to the bottom in sustainability standards. This article shows why this speculated outcome is not a foregone conclusion. It suggests that preventing a race to the bottom in sustainability standards entails strengthening one component of the safeguard system, the independent accountability mechanism, which interprets the system's other component, ie the IFIs’ environmental and social policies. The ongoing efforts to harmonise the IFIs’ safeguard policies should likewise be encouraged. As specialised international organisations and members of the international community, the IFIs (and their member states) should react to adverse competitive pressures with the overarching consideration of responding to the demands and expectations of the international community. This approach means continuing to implement the global commitment to the sustainable development principles of integration and public participation, as well as maintaining the protection of the rights and interests of people affected by development projects.

Abstract A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.
