Contributing to Public Document Repositories: A Critical Mass Theory Perspective

Public document repositories (PDRs) are valuable resources available on the Internet and are a component of the broader information commons freely accessible to the public. Instances of PDRs include the repository of reviews at Amazon.com and the online encyclopedia at Wikipedia. These repositories are created and sustained by the voluntary contributions of individuals who are not compensated for their inputs. This paper draws on and extends critical mass theory in the context of PDRs. Using data on the reviews written by prolific reviewers at Amazon.com and the text of their personal profiles, we find the critical mass of contributors at the PDR not only to be prolific and contributing high-quality reviews, but also to be among the earliest contributors of reviews on products. Reviewer profiles revealed the presence of multiple self-oriented motives (self expression, personal development, utilitarian motives, and enjoyment) and other-oriented motives (social affiliation, altruism, and reciprocity) for contribution. We find that the quality and quantity of contributions are inversely related and the motives for quantity of contribution are different from those related to the quality of contribution. The study highlights that PDRs are viewed by contributors as social contexts even though making contributions is an individual act that does not involve social interaction.

Elijah Anderson’s ‘‘code of the streets’’ has received considerable attention as a promising approach to understanding youths violence. One area which has received scant attention, however, is the measurement quality of the street code concept. Using data collected from more than 3,300 middle school youths residing in seven geographically and demographically diverse U.S. cities between 2007 and 2009, the authors seek to answer the following questions: (a) What are the psychometric properties of the attitudes toward street code-related violence scale (in terms of dimensionality and internal consistency) across demographic subgroups (i.e., race/ethnicity, sex, and age groups) and social contexts (i.e., cities)? and (b) To what extent does the level of acceptance of the attitudes associated with street code-related violence vary across demographic subgroups and social contexts? Results illustrate that the scale performs similarly across groups and contexts, but the actual level of acceptance of street code-related violence varies considerably.

The concept of "Good governance" was brought to the world in the 1990s in the context of increasing globalization and expanding democratization worldwide. It can be seen that the common factors needed to implement good governance include: (i) Capacity of the state - the degree of problem-solving by governments and leaders religion; (ii) Responsiveness - whether public policies and institutions meet the needs of citizens and uphold their rights; (iii) Accountability - the ability of citizens, civil society and the private sector to monitor the responsibilities of public and governmental institutions. In Vietnam, from the first decade of the twenty-first century, efforts have been made to set up indicators and measure the effectiveness of the public authority aligning to the principles of "good governance". Using data from the four sets of indicators in Vietnam namely PAR, SIPAS, PCI, and PAPI, this article reviews the process of developing the good governance’s indicators, compares the areas where each set of indicators measures and assesses the effectiveness, analyzes the strengths and weaknesses of each set of indicators, and reviews some local government efforts in using the measurement and evaluation results of the four sets of indicators to improve the quality of governance in their respective localities. The article also asserts that these four sets of indicators reflect a large part of the content to be measured according to the principle of "good governance", and presents some recommendations to improve the four sets of indicators themselves to better reflect the principles of "Good governance" in the near future.

This article assesses the links between accountability and transparency in the case of the public procurement system in Switzerland. It focuses on the relationship between the two concepts through the prism of the theoretical frameworks developed by previous authors, using data gathered through experts’ interviews. Findings demonstrate that the relationship can be bidirectional and highlight the importance of both the nature and the quality of information. It also redefines the various ways around which transparency and accountability interrelate by extending the previous contributions on the matter. It especially points out that transparency and accountability can be more easily implemented together with proactive dissemination of information. At the same time, mechanisms of control should also exist to ensure more accountable governmental organizations. In this sense, all experts insist on the necessity to keep efficient surveillance bodies in place.

<p>An increased awareness of the way in which urbanisation, climate change, a reduction in the quality, quantity of and access to green space and natural infrastructure (such as blue spaces) all interact to threaten health and well-being of urban populations (Nesshover, et al, 2017; Kabisch & van de Bosch, 2017) has led to the emergence of a new conceptual framework, Nature-based Solutions. Through the management and use of nature, this concept aims to co-produce ecosystems services that not only allow cities to mitigate and adapt against the effects of climate change and increased urbanisation, but also reduce the public health risks associated with these challenges(WHO, 2016, 2017; Hartig at el. 2014; Kabisch et al. 2017), stimulate economies to improve inequality in cities (Nesshover, et al, 2017) and improve the quality of urban life (Mitchel & Popham, 2008; Mitchell et al. 2015). Using data from the Urban Nature Atlas, a database of a 1000 nature-based solutions from across a 100 European cities, this paper examines how the differing characteristics of these solutions (such as their ecological domains, ecosystems services, forms of governance, innovation, etc) are clustered and how the characteristics of these clusters relate to different social, economic and health factors that influence quality of life in our cities.</p>

The Government’s duty other than the Government conducting a public service that is characterized by good governance. In Lowokwaru, time service itself became one things to note again. This can hamper service rendered to the society. In addition to the time of service, service officer presence also the things that can hinder the effectiveness and efficiency of the public services which are given to the community. This study uses qualitative methods. Using data collection techniques interviews, observation, and documentation. Determination of sampling techniques using the purposive addition. Data was analyzed through data reduction stage, the presentation of data, and the withdrawal of the conclusion. Validity test of the data, researchers used triangulation techniques. Research results application of the principles of good governance in improving the quality of public services in Lowokwaru already going pretty well. But in some aspects still contained flaws. It a barrier among other less familiar society requirements, service officers not to enter the work, power outages, as well as the network is unstable. Things that support among other hospitality-giver services officer, completeness of facilities and infrastructure, as well as the competence of the officers the service givers.

Abstract Background: The international Life In Recovery (LiR) surveys have provided an important message to the public and policy makers about the reality of change from addiction to recovery, consistently demonstrating both that there are marked gains across a range of life domains and that the longer the person is in recovery the better their recovery strengths and achievements. However, to date, no attempt has been made to quantify the Life In Recovery scales and to assess what levels of change in removing barriers and building strengths is achieved at which point in the recovery journey. Methods: The current study undertakes a preliminary analysis of strengths and barriers from the Life in Recovery measure, using data from a European survey on drug users in recovery (n=480), and suggests that the instrument can be edited into a Strengths And Barriers Recovery Scale (SABRS). The new scale provides a single score for both current recovery strengths and barriers to recovery.Results: The resulting data analysis shows that there are stepwise incremental changes in recovery strengths at different recovery stages, but these occur with only very limited reductions in barriers to recovery, with even those in stable recovery typically having at least two barriers to their quality of life and wellbeing. Greater strengths in active addiction are associated with greater strengths and resources in recovery. Conclusion: As well as demonstrating population changes in each of the domains assessed, the current study has shown the potential of the Life In Recovery Scale as a measure of recovery capital that can be used to support recovery interventions and pathways.

Problem Statement: The author focuses on the gap in demands for good service quality, but it is not supported by human resources and the availability of professional librarians who oversee library services in Merangin Regency. Purpose: The purpose of this article is to find out the quality of library services in the public library of Merangin Regency. Method: The writer uses descriptive method and inductive approach. Data obtained and collected through interviews, observation, and documentation. Furthermore, the data that has been collected is analyzed using data reduction techniques, data display (data presentation) and conclusions. Result: The research findings show that the dimensions of tangible and reliability are still lacking, then the dimensions of empathy, responsiveness and assurance are classified as sufficient (standard). Conclusion: The results show that the service quality of the Merangin Public Library is still not optimal. This is because in the dimension of service quality, there are several indicators that are still in the insufficient category, namely service support facilities, non-updated collections, inadequate employee resources, and information related to libraries that are still not widely known by the public. Keywords: : Servqual Analysis; Quality of Services; Public Library Services; Merangin Public Library   ABSTRAK Permasalahan: Penulis berfokus pada kesenjangan tuntutan kualitas layanan yang baik, namun tidak didukung dengan SDM dan ketersediaan tenaga pustakawan yang profesional menggawangi layanan perpustakaan di Kabupaten Merangin. Tujuan: Tujuan artikel ini untuk mengetahui bagaimana kualitas pelayanan perpustakaan di perpustakaan umum Kabupaten Merangin. Metode:  Penulis menggunakan metode deskriptif dan pendekatan induktif. Data diperoleh dan dikumpulkan melalui wawancara, observasi, dan dokumentasi. Selanjutnya data yang sudah terkumpul dianalisis dengan teknik data reduction (reduksi data), data display (penyajian data) dan kesimpulan. Hasil: Temuan penelitian menunjukkan bahwa pada dimensi bukti fisik (tangible) dan kehandalan (reliability) masih kurang, selanjutnya pada dimensi empati (emphaty), daya tanggap (responsiveness), dan jaminan (assurance) tergolong cukup (standar). Kesimpulan: Hasil menunjukan bahwa kualitas pelayanan Perpusatakaan Umum Kabupaten Merangin masih belum optimal. Hal ini disebabkan karena pada dimensi kualitas pelayanan terdapat beberapa indikator yang masih pada kategori kurang yaitu sarana prasarana fasilitas penunjang pelayanan, koleksi yang tidak update, sumber daya pegawai yang kurang memadai, dan informasi terkait perpustakaan yang masih belum banyak diketahui oleh masyarakat. Effective public management cannot be imagined without an efficiently functioning civil service apparatus. It is often stated that people working in the civil service are driven by idealistic motives, however, to ensure the implementation of the state's objectives, the efficiency and quality of civil servant activities, adequate motivational incentives of civil servants are necessary. The article analyzes theoretical and analytical aspects of the motivational incentives of civil servants: the concept of incentives for civil servants, their value and typology, empirical level of investigation and the experience in the motivation of civil servants at the level of the local government. Theoretical and analytical analysis revealed that the motivation system for civil servants must be balanced, based on the combination of monetary, moral, political, normative and emotional stimuli as well as responding to the motives of civil servants and increasing their job satisfaction. The results of the research showed that the civil servants in Lithuanian municipalities are mostly motivated by moral and normative, and less often by political and monetary incentives. Institutions mostly focus on the willingness of civil servants to contribute to the creation of a society's well-being, to carry out their duty to the public and to serve as well as loyalty and commitment to the institution and promotion of personal development.
