Persistence and changes in state dependence in a Mapuche indigenous territory, Chile

This article examines forms of state dependence in a Mapuche indigenous territory on the coast of the Araucanía Region, Chile. Public and private programmes have been implemented in this area to assist the development of a territory which is considered ‘poor’ and contains a large percentage of Mapuche people. We analyse three moments of state action from the 1990s down to the present, identifying forms of state dependence which persist and evolve; relations with local counterpart organisations and the role of state employees become crucial in these new forms of dependence. On this basis, we conclude that today there is less expressed demand for autonomy and self-determination processes among indigenous communities and their leaders in the studied territory, replaced by a demand for more public programmes and resources in pursuit of an ‘improvement’ in their quality of life. This is occurring despite the current context in Chile of greater political visibility of the indigenous problem and indigenous claims, leading in turn to more repressive police action.

With the growth of Internet of Things and user demand for personalized applications, context-aware applications are gaining popularity in current IT cyberspace. Personalized content, which can be a notification, recommendation, etc., are generated based on the contextual information such as location, temperature, and nearby objects. Furthermore, contextual information can also play an important role in security management of user or device in real time. When the context of a user or device changes, the security mechanisms should also be updated in real time for better performance and quality of service. Access to a specific resource may also be dependent upon user's/device's current context. In this chapter, the role of contextual information for IoT application security is discussed and a framework is provided which auto-updates security policy of the device based on its current context. Proposed framework makes use of machine learning algorithm to update the security policies based on the current context of the IoT device(s).

While the humanities embraced the value of spatial analysis some time ago; political science has yet to marry traditional social science methods with the visual and interactive process of mapping. Some may consider mapping, or spatial analysis, as descriptive without much analytical power. This project argues for the introduction to mapping to a course in the social sciences. My colleague Paul Achter and I and teach a course on The Wire, a critically acclaimed series from David Simon aired on HBO, is a five-part series on the problems facing the City of Baltimore. The Wire is uniquely suited to ‘deep mapping’ because of the role of city spaces in every season. The City of Baltimore is a character as much as any of the human characters in the series. Initiating a class project on creating and developing a spatial map of The Wire locations as a way of understanding Simon's critique of contemporary political and social policy. Politics drive economic disparity and public and private decisions about the use of spaces. A deep map of The Wire could connect episodes spatially to reveal the relationship between location and opportunity, safety, justice, access to jobs, and quality of schools

RESUMEN El artículo muestra los principales resultados de la investigación denominada: “Percepción de la Población Pobre de Santiago sobre Medioambiente en Chile”, realizada durante 10 años consecutivos por la Escuela de Administración y Economía de la Universidad Católica Silva Henríquez. El estudio incluye antecedentes sobre las concepciones de medioambiente, calidad percibida en la ciudad de Santiago y a nivel del barrio de residencia, agentes y hechos contaminantes, responsables de cuidar el medioambiente, calificación en su gestión, personas más afectadas, consecuencias para el país y expectativas a futuro. También contempla sus percepciones en torno a la relación entre la salud de las personas y la calidad del medioambiente, rol del Estado, importancia del tema para los políticos, relación con el crecimiento económico, importancia de la educación y la información en la prevención, y grado de equidad en las sanciones a empresas públicas y privadas así como a ricos y pobres cuando contaminan. Palabras clave: medioambiente, percepciones, pobreza. ABSTRACT This article describes the main results of the research titled "Perceptions of the Environment by Santiago's Poor Population in Chile" conducted over 10 consecutive years by the Economy and Administration School of Universidad Católica Silva Henríquez (UCSH). The study incorporates evidences on perceptions of the environment, its perceived quality in Santiago at neighbourhood level, pollution components, contaminating agents, those responsible for taking care of the environment and the evaluation of their performance, those most affected by pollution, the consequences for the country and future expectations. This work also considers the perception of the relationship between people's health and the quality of the environment, the role of the State, the importance politicians assign to this issue, its link to economic growth, the significance of preventive education and information, and the level of equity of sanctions on public and private companies as well as on rich and poor population who contaminate the environment. The relatively quick evolution of paramedicine and the inevitable ‘growing pains’ associated with an evolving profession has seen mentoring and the role of the mentor become clouded in confusion, ineffective education and a lack of specific research. Paramedicine’s recent development as a registered profession has also seen mentoring explicitly outlined as being a capability expected of all registered paramedics. However, the paramedic-mentoring model in Australia seems to have been mostly left up to the individual paramedic to develop in isolation from adequate training and mentoring themselves. If paramedicine is to continue its evolution as a legitimate healthcare profession, the quality of clinical mentoring must be acknowledged as a significant factor by higher education institutions, and the public and private services who employ paramedics, and nurtured accordingly.

Pakistan has 30 toastmasters clubs that are chartered with toastmasters International, USA. A toastmasters club aims to promote the communication, public speaking, and leadership skills of people to uplift their morale for attaining various beneficial outcomes. The rationale of the study is to determine how toastmasters clubs in Pakistan during COVID-19 lockdown can reduce the English as the second language (L2) speech anxiety and fears of the participants through planned online activities.  The authors used the qualitative research method and designed a survey questionnaire consisting of close and open-ended questions to collect data from 23 toastmasters representing two toastmasters clubs established by highly reputed Pakistan's public and private universities. It is perceived that toastmasters clubs are using innovative and dynamic strategies to produce interactive sessions. However, speakers feel anxiety during the delivery of online speeches and presentations. They practice novel approaches and techniques to overcome their stress. Several new lessons have been acquired from participating in online meetings and contests organized during the COVID-19 pandemic outbreak. It has been found that clubs in Pakistan have rapidly adapted to new situations to maintain regular meetings and activities since lock down. Interestingly, it is discerned that Pakistani toastmasters clubs have made incredible progress during the lockdown and achieved Smedley Distinguished Award. The findings discuss that timely implementation of initiatives to prevail over the challenges emerging from COVID-19 has enhanced the quality of the Pakistani toastmasters clubs. The research recommends that toastmasters' university activities be used as an effective model to dispel employees' fears, apprehensions, and anxiety.

<p>The study intended to elaborate on the role of the school committee in addressing and promoting the implementation of the child-friendly school model to create a positive school climate and atmosphere. This qualitative approach research adopted a comparative case study since two primary schools become a unit of research analysis. Two primary schools, a public and private primary school in which both of them are located in Jakarta as a study site. The researchers obtained the data through observation, interviews, and document analysis. The research has revealed that the school committees, both in public and private schools, bring a vital contribution to help the schools in terms of supporting and controlling the implementation of the child-friendly school model with several different perspectives. The participation of the school committee is highly needed in monitoring the activity of the learning process toward the quality of school life and in bridging the communication between schools and students' parents, particularly in promoting the model of child-friendly school.</p>

This article addresses the evolution of editorial policy and content creation process for the journal «Voprosy statistiki» - the leading periodical statistical publication in Russia. The paper covers questions of continuity of tradition and the need to revise editorial policy of scientific periodical publications. The author describes journal issues as for their compliance with Russian and international scientometric databases. The article considers key objectives included in the development program for the journal, in particular, the quality of materials on statistics, the international visibility of the journal and providing stable distribution channels. The paper also focuses on the role of statistical community in maintaining high scientific quality of publications and proactive position of the journal on covering and studying questions of statistical science and practice, on informing on the progress of plans and tasks for the further development of the official national statistics.

This article introduces Cognitive Health Counseling 40+ (CH.CO40+), an individualized intervention that is conceptually based on the orchestration model of quality-of-life management ( Martin & Kliegel, 2010 ) and aims at improving satisfaction with cognitive health in adults aged 40 years and older. We describe the theoretically deduced characteristics of CH.CO40+, its target group, its multifactorial nature, its individualization, the application of subjective and objective measures, the role of participants as agents of change, and the rationale for choosing participants’ satisfaction with their cognitive health as main outcome variable. A pilot phase with 15 middle-aged and six older adults suggests that CH.CO40+ attracts, and may be particularly suitable for, subjective memory complainers. Implications of the pilot data for the further development of the intervention are discussed.
